KLEINFELDER/STANTEC ARCF 2016 SREL Contract

Memo To:

From:

CC:

Date:

Re:

The Sacramento Regional County Sanitation District (District) has generated excess earth materials from the ongoing EchoWater Program at the Sacramento Regional Wastewater Treatment Plant (SRWTP) that may be suitable for use as levee fill. The District has offered the surplus soil to the United States Army Corps of Engineers (USACE) as a potential borrow source for the American River Common Features (ARCF) 2016 Project Sacramento River East Levee (SREL) Contract 2. The location of the borrow source is shown on Figure 1, Vicinity Map and Figure 2, Site Location Map.

This memorandum presents the results of a field and laboratory testing program of a select portion of SRWTP surplus soils. The results of the exploration program are evaluated with respect to the geotechnical criteria applicable to levee fill. The description of the stockpile and soil materials herein are for the conditions as they existed at the time of the exploration in late August and early September 2020.

The EchoWater surplus soil stockpile is referred to herein as the Surplus Stockpile. The Surplus Stockpile includes a higher southern portion of the stockpile near the construction entrance at the south end of the site and a smaller stockpile at the north end of the site. Material that forms the southern portion of the stockpile was primarily generated from the excavation of various basins for the EchoWater facilities, most recently the Tertiary Treatment Facilities Project. Prior site investigations of the southern portion of the stockpile found this material geotechnically and environmentally suitable for use at the WSAFCA’s Southport EIP Borrow Restoration Project.

The material is typically classified as clayey sand, sandy lean clay, or and lean clay with sand. Soil amassed at the smaller stockpile on the north end of the site is derived from the Emergency Storage Basin D (ESB-D) Project at the SRWTP. Based on visual classification of the dumped piles in this area on August 5, 2020, the soil appears to be either black fine grained fat clay material or

Page yellowish brown coarse grained material. In either case the soil from the ESB-D excavation would likely not be suitable for levee fill.

The condition of the Surplus Stockpile is not static, but rather it changes as the various EchoWater Program construction projects continue. Currently the northern portion of the Surplus Stockpile is receiving spoils from the ongoing ESB-D excavation. We understand the ESB-D excavation will generate an estimated 48,000 CY of soil during the rest of the 2020 construction season, but as indicated above the material is likely too plastic and possibly organic for use as levee fill. At the same time, material is also being removed from the stockpile for use on other projects. We understand the Sacramento Railyards development removed approximately 365,000 CY during 2017 to 2019 and may remove an additional 385,000 CY in 2020-2021. WSAFCA removed approximately 500,000 CY in June to August 2020.

Based on previous data and anecdotal information, only the southern portion of the Surplus Stockpile is considered to be a source for Contract 2 levee fill. At the time of our September 2020 exploration, the southern portion of the Surplus Stockpile ranged in height from about 12 feet at the north end, to about 30 to 40 feet at the maximum section, and roughly 15 to 20 feet at the south end. Based on a survey of the stockpile in August 2020 and provided by the PMO, we estimated that approximately 228,000 CY of excavated soils was stockpiled in the southern portion of the stockpile above El. 130 feet, local datum (Local Datum = NAVD29 +100 feet) as of August 2020.

The stockpile topography at the time of the survey is shown on Figure 3.

he September 2020 exploration program consisted of taking composite soil samples from 30 test pits excavated in the southern portion of the Surplus Stockpile at the locations shown on Figure

3. The test pits were excavated between August 31 and September 2, 2020, using a Case CX210D hydraulic excavator operated by Gulf Shore Construction Services, Inc., to depths ranging from 12 to 21 feet. Table 1 provides a summary of explorations, GPS locations, test pit depths, and descriptive locations. Schematic logs and field classifications of the soils encountered in the test pits are provided in the test pit logs (Attachment A).

The test pits typically consisted of slot excavations with approximate dimensions of up to 20 feet long by 21 feet deep by 3.5 feet wide. The slotted excavation test pits did not require support or shoring, and no personnel entered the test pits below a depth of 3 feet. While a vertical cut was maintained at depth, minor sloughing at the top of the test pits occurred in the looser surface materials as the excavator worked. The maximum width at the top was about 4 feet.

Sampling for geotechnical laboratory testing involved obtaining composite bulk samples for soil classification tests in 5-gallon buckets. During excavation, the excavator laid the soil in piles relative to depth, and the field engineer obtained composite samples by digging into each pile to obtain a sample of the full test pit depth or target depth. One to two composite bulk samples were collected for each of the explorations. A total of 49 bulk samples were collected from the excavations.

Five sand cone tests were performed according to ASTM D1556 by Geocon Consultants, Inc. Tests occurred roughly 3 feet below the ground surface elevation at the approximate locations identified on Figure 3. Bulk samples were collected for performing laboratory compaction characteristics testing at the same locations where sand cone tests occurred.

Environmental soil sampling was conducted in the field by a representative from HDR Engineering, Inc. Two samples were collected from each test pit for testing of soil contaminant concentrations. Brass or stainless steel tubes were driven into the soil, within the excavator bucket, with a rubber mallet for sample collection.

Geotechnical Laboratory Testing

The composite samples contained in the 5-gallon buckets were blended by laboratory personnel through a sequential mixing and splitting process of each bucket sample to develop a uniformly mixed sample of the material prior to testing. Geotechnical laboratory testing was performed by Geocon of Rancho Cordova. Tests were performed on all samples to provide data for Unified Soil Classification System (USCS) classification of soils (ASTM D2487) and comparison to the appropriate levee material criteria. The laboratory tests on all samples included:

Moisture content (ASTM D2216) Particle-size distribution (ASTM D6913) Atterberg limits (ASTM D4318)

Organic Content fractions were ascertained following ASTM D2974 and modified ASTM D2974 with oven temperatures of 150 degrees Celsius for initial drying and 360 degrees Celsius for organic content determination.

Five samples, collected at the same locations where sand cone tests were performed, were tested for compaction characteristics according to ASTM D698.

Table 2 provides a summary of the test results, including ranges and average values for percent fines, liquid limit, plasticity index, and moisture content. Laboratory test reports are provided in Attachment B. Laboratory test results are also summarized on each test pit log.

Analytical Laboratory Testing

Samples collected for analytical testing were tested individually for volatile organic compounds (VOCs) and gasoline range organics (GROs) or composited into a larger sample when for screening for metals, total petroleum hydrocarbons as diesel, polynuclear aromatic hydrocarbons, and polychlorinated biphenyls. Analytical laboratory testing was completed under the direction of HDR Engineering by Eurofins of West Sacramento. Tests were performed to analyze the soil contaminant concentrations and comparison to the Imported Fill Chemical Screening Limits in the Specifications. A summary of sample collection methods, sample locations, and analytical laboratory testing is presented in a technical memorandum by HDR Engineering, as shown in Attachment C.

All 49 samples tested in the laboratory classify as Clayey Sand, Sandy Lean Clay, or Lean Clay with Sand and meet grain-size criteria specified for SREL Contract 2. Forty-six of the 49 samples have Liquid Limit values less than 45; the remaining three samples have Liquid Limit values of 47, 47, and 49. Plasticity Index (PI) values typically range between 10 and 26. Three out of the 49 samples have PI values greater than or equal to 30 (with values of 30, 30, and 33), and none lower than 8.

The maximum particle size is typically less than 2 inches. However, scattered instances of coarser cobbles and debris were noted in the test pits. Also, although not specifically called out in the field logs, some construction debris and trash were observed during our field explorations, including concrete chunks, rebar, geofabric, and plastic. The oversize materials and debris will have to be picked and removed from the soil.

Laboratory testing indicates organic contents ranging from 1.5 to 2.1% for tests conducted at 360° C and 2.1 to 2.5% based on ASTM D2974 procedures.

Some lenses or layers of a dark gray or black CH-type material (CH-clay of high plasticity or “fat clay”), sometimes locally referred to as “black gumbo,” were identified in the stockpile; however they appear to be discontinuous between test pits. Discrete chunks of the same CH-type material were noted in other test pits where excavation equipment had picked up a mixture of soil types.

The CH-type materials were anticipated from review of SRWTP historic projects’ boring logs and other investigations of the stockpile made available by the PMO. Laboratory tests from those explorations indicated liquid limit values on the order of 50 to 55.

Seams, lenses, or layers of the dark gray fat clay material were identified in all of the test pits and roughly estimated to typically range from 5% to as much as 25% of the material excavated from those test pits. Based on verbal information provided by the PMO, we understand that the Surplus Stockpile contains more plastic clays in the lowest layers in the stockpile. Review of the laboratory test results confirms somewhat higher percent fines, liquid limit, and plasticity index values for the deeper samples.

ADTM D698 maximum laboratory dry densities ranged from 103.9 pcf to 110.4 pcf and averaged

107.8 pcf. Optimum moisture contents ranged from 16.5 to 18.7% and averaged 17.5%. In-situ moisture contents measured in the test pit samples ranged from 10.1 to 22.6% and averaged 16.4%.

In-situ moisture content may change seasonally. Moisture conditioning of substantially all of the soil should be anticipated prior to placement and compaction in the fill.

In situ dry densities measured at sand cone test locations ranged from 79.6 to107.1 pcf and averaged 95.2 pcf. The higher densities may be the result of concentrated traffic over the stockpile.

A shrinkage factor of approximately 20% is suggested for planning purposes to convert from stockpile bank cubic yards to fill cubic yards compacted in the levee.

The volatile organic compound 1,2-Dibromo-3-Chloropropane was reported with laboratory detection limits greater than the Imported Fill Chemical Screening Limit. For each of 30 discrete samples, the laboratory was not able to analyze this VOC to a level as low as the Imported Fill Chemical Screening Limit. The analyte was reported as non-detect by the laboratory with reporting limits up to approximately one order of magnitude higher than the Imported Fill Chemical Screening Limit. When comparing to the 2020 USEPA Regional Screening Levels 1,2-Dibromo- 3-Chloropropane was reported with a detection limit greater than the Residential RSL value (0.0053 mg/kg) but with a reporting limit of less than the Industrial RSL value (0.064 mg/kg).

For each of the 5 composite samples, the inorganic constituent Chromium VI was reported with concentrations greater than the Imported Fill Chemical Screening Limit, with concentrations up to 3 times greater. When comparing to the 2020 USEPA Regional Screening Levels, the Chromium VI was reported at concentrations greater than the Residential RSL value (0.30 mg/kg) but less than the Industrial RSL value (6.3 mg/kg). Based upon the results of 134 samples collected from Air Force installations across California, the 95th percentile for the background concentration of Chromium VI is 2.5 mg/kg. The composite soil analytical results for Chromium VI presented herein are significantly lower than this regional background value.

No other constituents exceeded the Imported Fill Chemical Screening Limits. A discussion of the analytical test result findings is presented in a technical memorandum by HDR Engineering included in Attachment C.

Based on the information available it appears that the southern portion of the Surplus Stockpile as it existed in September 2020 has sufficient quantity of generally suitable borrow material to meet the needs of the ARCF 2016 Project SREL Contract 2. Although variability is anticipated within the stockpile, it appears that the specified soil property requirements should be generally achieved with selective excavation to avoid significant layers of the dark gray or black CH-type material and material management that achieves thorough blending during the excavation and processing at the stockpile. As the stockpile was constructed in roughly horizontal lifts, some blending may be achieved by excavating from a near-vertical working face and subsequent additional blending of the soil in conjunction with moisture conditioning and other processing operations. The deepest soil at the bottom of the stockpile is likely to contain more highly plastic soil and should be avoided.
