In order to determine a contractor's responsibility for purposes of contract award in accordance with FAR Part 9, the contractor is required to provide a statement regarding previous experience and past performance in performing comparable work, information related to the business organization, financial resources, and/or plant to be used in performing the work (see Section 00 22 11, Preaward Survey). All offerors will complete and return the Preaward
Survey as part of the Price/Cost proposal. Failure to submit the Preaward Survey in conjunction with the price proposal will not of itself render the offer unacceptable.
Determination of Contractor Responsibility will be completed in accordance with FAR 9.104-1:
If the contractor or subcontractor does not already have sufficient resources demonstrated in the completed Preaward
Survey, acceptable evidence of "the ability to obtain" the required, adequate resources (all of the resources discussed in FAR 9.104-1) normally consists of a commitment or explicit arrangement that will be in existence at the time of contract award to rent, purchase or otherwise acquire the needed facilities, equipment, other resources, or personnel.
The Preaward Survey as a tool used by the Government in determining responsibility of the offeror is submitted as part of the Price/Cost proposal and is separate from the technical proposal's response to the technical evaluation criteria found later in this section. Some of the information required from the offeror for completion of the
Preaward Survey and the technical proposal may be duplicative but it is necessary that the information be provided in full in both places and that the Price/Cost proposal and the Technical proposal be separate documents. DO NOT state, for example, in the technical proposal, "See Price/Cost proposal for past performance information".

TWO TECHNICAL PROPOSAL.
3.1. Tab 1 – FACTOR 4 – TECHNICAL SOLUTION
3.1.1. Factor 4 Tab 1A – Technical Narrative
3.1.1.1. Technical Narrative.
(a) The plan/approach must be in sufficient detail to clearly demonstrate (1) the offeror’s understanding of the principal components of work described in the project specifications and drawings and (2) the offeror’s understanding of the site and other conditions that could impact schedule. The narrative must contain sufficient information to allow the Government to perform a basic analysis of the proposed approach.
(b) Describe how the offeror will approach the design of F-35A Hangar 40/42 Additions and AMU project at
Hill AFB, UT. Clearly distinguish the roles and involvement of the Architect-Engineer design firm in the project. Also address any design effort that will be performed “in-house” by the key subcontractor.
Describe the roles and planned interaction between the Independent Technical Reviewers and various contractor and government personnel.
(c) Describe how the offeror will approach the construction of the F-35A Hangar 40/42 Additions and AMU project. The Government is interested in information such as: (1) site prep, (2) phasing/relocating, (3) demolition, (4) utilities, (5) airfield paving, (6) construction work discipline sequencings, (7) site work, and (8) clean-up. Identify any betterments included in the offer, i.e., those items, materials, equipment or processes that exceed the minimum requirements in the contract specifications, and discuss how these betterments increase value to the Government. Betterments may be considered favorable and advantageous; however, the lack of betterments will not be considered unfavorable. In addition, see the specific instructions for betterments, identified in section 00 72 00, under "PROPOSED
BETTERMENTS." Provide catalog cuts or other documentation necessary to clearly indicate the quality of the proposed betterments. The offeror shall make a statement that their design complies with the most current regulations, standards, codes, and Design Requirements.
(d) Describe how the offeror will approach the design and construction of the project should the option for an
18-month period of performance be exercised.
(e) Describes any significant problems or major difficulties anticipated in performing or accomplishing the work, challenges associated with this project, and offeror’s plan for avoiding problems and mitigating difficulties which could adversely impact project schedule. If no problems and difficulties are anticipated, state so and why.
(f) Formatting and Other Restrictions: The submission is limited to eight 8-1/2” x 11” pages total.
(g) Evaluation Criteria:
(1) The Government will evaluate the soundness and workability of the offeror’s approach and method to design and construct (design and construction of the F-35A Hangar 40/42 Additions and AMU project). As part of its evaluation, the Government will consider whether the Offeror’s approach appears reasonable, realistic, achievable, and reflects logical sequencing and progression of activities.
W91238-16-R-00070003ONLY. SOURCE SELECTION INFORMATION. SEE FAR 2.101 and 3.104 in accordance with FAR
(2) The greater the narrative demonstrate knowledge and understanding based on the specifications, drawings, site, and other conditions; the higher the evaluation rating.
(3) Offerors proposing betterments will receive higher evaluation ratings IF the proposed betterments are considered by the Government to be desirable and to add significant value to the project. The betterment will be evaluated to determine if the creative ideas of the offeror enhance the overall design and function of the project compared to the minimum criteria established. Failure to provide any betterment(s) will neither be considered a proposal weakness/deficiency, nor shall it be considered unfavorable.
(4) Offerors will receive a rating of no lower than “Marginal”, as long as the offeror has made a reasonable attempt to respond to the proposal submission requirements. Notwithstanding the above, an offeror who fails to provide the requested information for evaluation will receive an
“Unacceptable” rating.
3.1.2. Factor 4 Tab 1B – NAS Schedule
3.1.2.1. Provide a hard copy of the NAS Project Schedule or GANTT chart (not a Pert Chart), broken down to the
“Feature of Work” level, that graphically illustrates the proposed integration, scheduling, and phasing of the major features on the critical and near-critical path for this project, including final close-out. Also include an electronic file (e.g., “prx” of the NAS Schedule (Primavera P3 preferred)) on the CD containing the technical proposal.
3.1.2.2. The schedule is to include activities on the near critical and critical paths, including the following:

3.1.2.3. Clearly indicate the following time frames:
(a) The durations of the principle components of work with anticipated start and finish dates. For the purpose of this pre-award design and construction sequence plan only, assume a Notice to Proceed
(NTP) date of on or about 23 May 2016
(b) The total number of calendar days allocated to design
(c) The total number of calendar days allocated to construction
(d) The total number of calendar days from NTP to Project Complete
3.1.2.4. The milestone schedule cannot exceed the contract performance period specified in item specified in box 11 of the SF 1442, and must be in compliance with any contractually required interim completion dates specified in the solicitation for separate parts or stages of the work. (Should the offeror discover during proposal preparation that the project cannot be completed within the required contract performance period, please notify the Contracting Officer immediately.)
3.1.2.5. The Government’s requirement is that all design and construction on this project be completed within the specified period of performance after receiving a Notice to Proceed, inclusive of all review periods and
Government phasing requirements specified. The offeror may propose a completion period of lesser duration, subject to the following conditions:
(a) If the offeror proposes a completion period of lesser duration than the performance period specified in the solicitation, a compliance statement completed by the offeror and duly executed with an original signature by an official authorized to bind the company must be included in the technical proposal. If a contract is awarded to an offeror proposing a completion period of lesser duration than the performance period specified, that shorter performance period will be incorporated into and made a part of the resulting contract. In addition, any assessment of liquidated damages will be based on the shortened performance period accepted by the Government.
(b) A compliance statement completed by the offeror and duly executed with an original signature by an official authorized to bind the company must be included in the technical proposal under this tab.
Failure to include this signed statement may render an offer which proposes a completion period of lesser duration ineligible for contract award.
3.1.2.6 As the NAS project schedule that is required to be included as part of the Technical Approach/Solution is a preliminary schedule for pre-award evaluation purposes only, the actual NAS project schedule submitted in the offeror’s Technical Proposal will not be incorporated into the contract. Therefore, the Government may at its discretion consider minor irregularities to be weaknesses in the proposal, rather than deficiencies.
Nonetheless, the successful offeror will be required to submit a schedule after contract award that fully complies with all of the requirements, whether or not all pre-award discrepancies were noted or corrected during negotiations. Although the schedule will need to be redone, the proposed period of performance will remain as proposed.
3.1.2.7 Formatting and Other Restrictions.

(c) Include both a hard copy NAS Project Schedule in each copy of the technical proposal and an electronic file “.prx” of the NAS Project Schedule (Primavera P3 preferred) on the CD containing the technical proposal.
(d) There is not a page limitation for this submission; however, pages must not exceed 11” x 17” in size.
Ensure the font size is legible so each activity and its duration can be read.
(e) Number line items on the NAS Project Schedule for easy reference.
3.1.2.8 Evaluation Criteria.
(a) The Government will evaluate the NAS Project Schedule to determine the extent to which it demonstrates (i) the Offeror’s understanding of the unique requirements and challenges of this project and (ii) the Offeror’s ability to schedule and integrate the design and/or major work elements, construction and close-out activities critical to meeting the contract performance schedule specified in the solicitation. As part of its evaluation, the Government may consider whether the Offeror’s approach to the scheduling/phasing of these major activities appears reasonable, realistic, and achievable. The
Government may also consider whether the Offeror’s approach to scheduling/phasing of major activities reflects logical sequencing and progression of activities; inclusion of all of the important features of the work; milestones along the critical path, incorporation of time for Government activities such as submittal review; and appropriate consideration of recognizable constraints, including material and equipment lead times and the impacts on construction activities of adverse weather typical for the construction site.
(b) Proposed schedule and approach that clearly reflect an understanding of the complexity of this project will be evaluated more favorably. Schedule and approach demonstrating professionalism and thoroughness will be evaluated more favorably. In addition, proposed schedules that reasonably demonstrate the ability to reduce the period of performance completion period from initial notice to proceed through completion of construction of all options will be evaluated more favorably. Preparation of the NAS schedule using Primavera (P3) and the Corps’ Standard Data Exchange Format (SDEF) format in accordance with Appendix A to ER 1-1-11 will be considered an advantage.
(c) Offerors will receive a rating of no lower than “Marginal”, as long as the offeror has made a reasonable attempt to respond to the proposal submission requirements. Notwithstanding the above, an offeror who fails to provide the requested information for evaluation will receive an “Unacceptable” rating. If the offeror proposes a completion period of lesser duration than the specified performance period, a compliance statement completed by the offeror and duly executed with an original signature by an official authorized to bind the company must be included in the technical proposal. If a contract is awarded to an offeror proposing a completion period of lesser duration than the specified performance period, the shorter performance period will be incorporated into and made a part of the resulting contract.
**Note: Missing items from above shall be considered non-compliant and will not be considered for award.
3.1.3 Factor 4 Tab 1C – Offeror’s Statement of Compliance with 10 U.S.C. 2858.
3.1.3.6 In accordance with 10 U.S.C. 2858, funds appropriated for military construction may not be expended for additional costs involved in expediting a construction project without Secretarial level approval. 3.1.3.9 Evaluation Criteria.
(a) 10 U.S.C. 2858 requires Agency head approval to expedite the completion date of a contract funded by a
Military Construction Appropriations Act, if additional costs are involved. This approval authority may not be redelegated. The contracting officer may approve an expedited completion date only if no additional costs are involved. For the purposes of this solicitation, if an offeror proposed a shorter schedule than that required by the Government, and did not submit the lowest priced offer, the price premium will be presumed to be attributable to the shortened schedule, unless the offeror has clearly stated in the offer that no price premiums were included in the offer that are directly attributable to the shortened schedule.
