6341494 Construction Management 4.3.1 Preface – Prime Contractor/Key Subcontractor Introduction
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Item B states, "For the purposes of this procurement, a key subcontractor is defined as any subcontractor performing "key" major work elements for which capability information is required to be submitted for evaluation as part of the Offeror's technical proposal. The Government has designated the following major work elements as "key":
- Architect-Engineer Design Firm"
Does this statement limit the contractor to only consider the Architect-Engineer Design firm as it's only Key Subcontractor? Or are we allowed to submit other key subcontractors that are utilized under a Prime Sub Teaming agreement, which is instrumental in the execution of the project and provides extensive past performance experience?
On: Dec 31 2015.
Government Response. . Para 4.3.1 a. says, "For purposes of this procurement, the terms 'key subcontractors' are used to refer only to the prospective subcontractors whose qualifications, experience, and past performance will be evaluated by the Government as part of the source selection process."
As noted in para 4.3.1 b., the government designates key subcontractors, and has only designated the A-E firm as a key subcontractor. As such, the government will only consider those firms designated as key, by the Government, as part of the source selection process. On: Jan 13 2016 Current Request Status: Request Closed

Looking through the solicitation documents for the above referenced project, there is a reference to 400 HZ, 28 VDC and six 270 VDC aircraft power systems. 1. The due date for proposals appears to be SUNDAY 10 April. It is recommended that this date be changed to a business day of the week.
2. We request an additional 10 -14 days for bid preparation time beyond 19 April. This project is too complex to offer a good design build proposal in the limited time suggested.

6450443 Contracting General General Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
We request a minimum 2 week extension to the bid date. The short duration allowed for technical and price proposal preparation will impact the quality and value of each proposal component. The additional time will allow proper dialogue with key design and subcontract team members in order to provide the best value to the government.
Additionally, added time will ensure the submission of higher quality proposals and minimizes the possibility of disqualification due to error. Due to the technical nature of the facility, additional time is needed for accurate pricing of the unique building features.
On: Mar 25 2016.
Government Response. . There is amendment that extended the delivery date to 04-26-2016. On: Apr 18 Current Request Status: Request Closed

6453046 Structural A-801 through A-804
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
The perspective view drawings, sheets A-801 through A-804 show a detailed, conventional structural framing system that uses standard steel framing with open web steel joists, brace frames, etc. RFP section 01 10 10 paragraph 8 "Structural Design", does not restrict the type of building and roof framing to be used. Please confirm if conventional steel framing is required as depicted in the RFP drawings, or if other framing options may be considered.
On: Mar 28 2016.

Spec 01 10 10 paragraph 9.1.3.11 states that Commissioning will follow UFGS 23 08 00 "Commissioning of HVAC systems". However, the RFP specs also state that the project must comply with DoD High Performance Sustainable Building Requirements, including UFC 1-200-2. Both HPSB and the UFC reference ASHRAE standard 189.1 paragraph 10.3.1.2 for commissioning. That ASHRAE standard requires commissioning of many more building systems then covered by 23 08 00 (domestic hot water, lighting/day-lighting, etc.), as well as commissioning activities not normally included in the UFGS 23 08 00, such as two (2) design reviews, Cx training review and coordination of a Systems Manual.
Do you want Cx per 23 08 00, or do you want it per ASHRAE 189.1 10.3.1.2?

However, Tab 1C, Offeror's Statement of Compliance appears to be requesting the same statement of compliance.
Please confirm if this Statement of Compliance shall be submitted under both tabs, and if not, will it be eliminated from Tab 1B? Please confirm the difference, if any, and where it shall be included.

Section 011010.9.2.19.1.1: SOW indicates that the AHU systems for the first and second floor office areas will provide both heating and cooling comfort throughout the year. The description implies that these units should be semi

Per ASHRAE/IESNA standard 90.1, the baseline system and proposed system are the same system (VAV system with reheat). It is highly unlikely that 30% savings can be achieved with the AHU system described in the statement of work.
