CONTRACTOR RESPONSIBILITY, PREAWARD SURVEY:

In order to determine a contractor's responsibility for purposes of contract award in accordance with FAR Part 9, the contractor is required to provide a statement regarding previous experience and past performance in performing comparable work, information related to the business organization, financial resources, and/or plant to be used in performing the work (see Section 00111, Preaward Survey). All offerors will complete and return the Preaward Survey as part of the Price/Cost proposal. Failure to submit the Preaward Survey in conjunction with the price proposal will not of itself render the offer unacceptable.

In order to be determined to be responsible a prospective contractor must:

a. Have adequate financial resources to perform the contract or the ability to obtain them.

b. Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments.

c. Have a satisfactory performance record. In making the determination of responsibility, the Government Contracting Officer shall consider relevant past performance information. A prospective contractor shall not be determined responsible or nonresponsible solely on the basis of a lack of relevant performance history except when there are special standards set forth in the solicitation which applies to all bidders that must be met in order to receive the award. These special standards may be necessary when unusual expertise or specialized facilities are necessary in the performance of the contract; therefore, in order to be determined to be responsible for that particular contract, the offeror must be able to meet those special standards. A prospective contractor that is or recently has been seriously deficient in contract performance shall be presumed to be nonresponsible unless the Contracting Officer determines that the circumstances were beyond the contractor's control or that the contractor has taken appropriate corrective action. Other responsibility considerations by the Contracting Officer will include past efforts by the contractor to apply sufficient tenacity and perseverance to perform acceptably, to meet quality requirements of contracts, and the contractor's past compliance with subcontracting plans (if required) under recent contracts.

d. Have a satisfactory record of integrity and business ethics.

e. Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors).

f. Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them.

g. Be otherwise qualified and eligible to receive an award under applicable laws and regulations.

If the contractor or subcontractor does not already have sufficient resources demonstrated in the completed Preaward Survey, acceptable evidence of "the ability to obtain" the required, adequate resources (all of the resources discussed in subparagraphs a, e, and f above) normally consists of a commitment or explicit arrangement that will be in existence at the time of contract award to rent, purchase or otherwise acquire the needed facilities, equipment, other resources, or personnel.

The Preaward Survey as a tool used by the Government in determining responsibility of the offeror is submitted as part of the Price/Cost proposal and is separate from the technical proposal's response to the technical evaluation criteria found later in this Section. Some of the information required from the offeror for completion of the Preaward Survey and the technical proposal may be duplicative but it is necessary that the information be provided in full in both places and that the Price/Cost proposal and the Technical proposal be separate documents.

DO NOT state, for example, in the technical proposal, "See Price/Cost proposal for past performance information".

FACSIMILE BIDS/OFFERS:

Facsimile bids/offers, modifications thereto, or cancellations of bids/offers will not be accepted.

PREPARATION OF SUBCONTRACTING PLAN:

(a) See FAR 52.219-9, Section 00700, of this solicitation. Located in Section 00111 of this solicitation is a sample Subcontracting Plan which will aid the Contractor in preparing a Subcontracting Plan in accordance with FAR 52.219-9(d)(1) through (d)(11). Subcontracting Plans will be developed considering only the subcontracts actually to be awarded. Subcontracting Plans are required from other than small businesses if the contract price is over $1.5 million; they are not required from small business firms regardless of the contract price.

(b) The sample Subcontracting Plan is attached to this solicitation for information purposes. Review of the Subcontracting Plan by the Government will be in accordance with FAR 19.705-4. For Invitation for Bids a Subcontracting Plan will be required only from the low bidder if the low bidder is a large business and the low bid is over $1.5 million. The Subcontracting Plan is not required from the low bidder until after the Bid Opening; it is not required as part of the bid package. After the Bid Opening, if the selected bidder fails to submit an acceptable plan within the time prescribed by the Contracting Officer, the bidder will be ineligible for award. For Request for Proposals, a Subcontracting Plan is required with submission of the price proposal package.

(c) A Subcontracting Plan which proposes goals less than the recommended goals below must contain support, in writing, for the lesser goals and discuss the Contractor's good faith effort to meet the recommended floors.

(d) In accordance with FAR 19.704 if the contract contains options, the cumulative value of the basic contract and all options is considered in determining whether a subcontracting plan is necessary. If a plan is necessary, the subcontracting plan shall contain separate parts, one for the basic contract period and one for each option period. It is necessary to address planned subcontracting dollars and percentages of total to be awarded to small businesses, small disadvantaged businesses, HUBZone small businesses, women-owned small businesses, veteran-owned small businesses, service-disabled veteran- owned small businesses, Hispanic Servicing Institutions and Tribal Council Universities, HBCU/MIs, and qualified nonprofit agencies for the blind and other severely disabled for the basic contract period and each option period. All other parts of the subcontracting plan only need to be addressed once.

(e) Subcontracts awarded to HUBZone small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, Hispanic Servicing Institutions and Tribal Council Universities, HBCU/MIs, and qualified nonprofit agencies for the blind and other severely disabled count toward the overall small business goal. HBCU/MIs are counted as a subset of the small disadvantaged business goal. The Corps of Engineers has not been assigned separate goals for qualified nonprofit agencies for the blind and other severely disabled, HBCU/MIs, Hispanic Servicing Institutions and Tribal Council Universities, or for HUBZone small business concerns.

(f) Qualified nonprofit agencies for the blind and other severely disabled, that have been approved by the Committee for Purchase from People Who Are Blind or Severely Disabled under the Javits-Wagner-O’Day Act (41 U.S.C. 46-48), are eligible to participate in the program as a result of 10 U.S.C. 2410d and Section 9077 of Pub. L.

102-396 and similar sections in subsequent Defense appropriations acts. Under this authority, subcontracts awarded to such entities may be counted toward the prime contractor’s small business subcontracting goal.

(g) Contact Ms. Michelle Stratton (916)557-7641, Deputy for Small Business, with questions on the Subcontracting Plan requirements and further instructions on submission of Electronic Subcontracting Reporting System (eSRS) as required by FAR 52.219-9.

(h) The accepted Subcontracting Plan will be incorporated into and made a material part of the contract.

(i) The Corps of Engineers highly encourages all bidders/offerors to meet the recommended subcontracting goals as follows:

Small Businesses 70.0%

Small Disadvantaged Businesses 6.2%

Women-Owned Small Businesses 7.0%

HUBZone Small Business 9.8%

Veteran-Owned Small Business 3.5%

Service Disabled Veteran Owned Small Business 2.0%

The goals are calculated as a percentage of the TOTAL SUBCONTRACTING DOLLARS, NOT THE TOTAL

CONTRACT AMOUNT.

PERFORMANCE AND PAYMENT BONDS:

The bidder/offeror whose bid/offer is accepted will, within the time established in the contract, furnish performance and payment bonds in accordance with FAR 52.228-15 located in Section 00700.

INDIVIDUAL SURETIES IN SUPPORT OF BID BONDS:

Bidders/offerors utilizing individual sureties in support of a bid bond shall include a Standard Form (SF) 28 (Affidavit of Individual Surety), accompanied by a pledge of acceptable assets from each person acting as an individual surety, and include these with the SF 24 (Bid Bond), and the bid itself (see clause titled "Pledges of Assets," FAR 52.228-11).

Pledges of acceptable assets shall be in the form of (1) evidence of an escrow account and/or (2) a recorded lien on real estate. If this is an IFB, failure to provide pledges of acceptable assets, with the bid, in the specified form, accompanied by a properly executed SF 24 and SF 28, will render the bidder nonresponsible and thus ineligible for award. If this is an RFP, failure to provide required documentation described herein may cause the offeror to be deemed "unacceptable".

BID GUARANTEE FORM AND AMOUNT:

The offeror shall furnish a separate bid guarantee in accordance with the solicitation provision titled "Bid Guarantee", FAR 52.228-1. In accordance with FAR 28.101-2 the bid guarantee amount shall be at least 20 percent of the "bid price" but shall not exceed $3 million. When the penal sum is expressed as a percentage, a maximum dollar limitation may be stated. If there are option line items on the Pricing Schedule (Section 00010), the term "bid price" is hereby defined as the total bid not to include any amount for line items designated as "options". In bids/proposals that contain "additives", the "bid price" is defined as the total of all bid items including additive line items. FAR 28.106-1 states that a Standard Form (SF) 24 shall be used for the bid bond. In accordance with FAR 28.202(a)(1), corporate sureties utilized must appear on the list contained in the Department of Treasury Circular 570 titled "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and Acceptable Reinsuring Companies."

ACCEPTANCE OF OFFERS:

A written award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

5.3 DETAILED SUBMISSION REQUIREMENTS AND EVALUATION CRITERIA FOR THE

TECHNICAL PROPOSAL.

a. The Offeror is required to propose a specific project team including key subcontractors and key personnel for evaluation in response to this Request for Proposals. For purposes of this procurement, the terms “key subcontractors” and “key personnel” are used to refer only to the prospective subcontractors and proposed personnel whose qualifications, experience, and past performance will be evaluated by the Government as part of the source selection process. For reasons of efficiency, not all of the subcontractors and personnel critical to successful post-award contract performance have been included in this group. In order to streamline the proposal submission and evaluation process, please limit your submission to the information specifically requested. Information pertaining to other subcontractors or other personnel not designated as “key” by the Government will be considered excess and will not be evaluated.

b. For the purposes of this procurement, a key subcontractor is defined as any subcontractor performing “key” major work elements for which capability information is required to be submitted for evaluation as part of the Offeror’s technical proposal. The Government has designated the following major work elements as “key”:

--Structural construction effort --Crane erecting/operating effort --Electrical construction effort --Mechanical construction effort

c. For the purposes of this procurement, a key person is defined as any person proposed for a key position whose resume is submitted for evaluation as part of the Offeror’s technical proposal. The Government has designated the following positions as “key”:

--on-site Project Manager --Construction on-site Project Superintendent --Contractor Quality Control System Manager --Scheduler

d. The Offeror’s attention is directed to the clause in Section 00800 titled “Key Personnel, Subcontractors, and Outside Associates or Consultants”. In accordance with this clause, any post-award changes to the key personnel and/or key subcontractors in the accepted proposal will require contracting officer approval.

e. Preface – Prime Contractor/Key Subcontractor/Key Personnel Introduction.

(1). Provide a brief introduction narrative. Identify and provide the name, DUNS number, address, and a brief description of the role and authority of each firm that will be involved in performance of this contract at the prime contractor and key subcontractor level. If the proposed prime contractor is a Joint Venture or teaming arrangement (i.e. mentor protégé), describe the relationship, role, and authority (to include management authority) of each firm.

(Note: If a proposed firm has branch offices, provide information for each individual branch office that will perform work under the contract with its own workforce.) List the major work elements to be self-performed by the offeror’s in-house work force, the major work elements to be performed by each key subcontractor, and any other major work to be subcontracted to other contractors. The submission is limited to two pages.

(2). Provide a summary list of the key personnel proposed for this project. For each named individual, identify their proposed position, their prospective employer, their proposed work location under the prospective contract. The submission is limited to two pages.

(3). Provide an organizational chart that graphically depict the offeror’s proposed project team, to include “key” major work elements and identification by name of: the prime contractor; major construction subcontractors; and all key personnel. The submission is limited to two pages.

Tab 1 of the Technical Volume: Factor 1 – Technical Approach

1. General.

a. The information provided under this tab will be used in conjunction with the evaluation of the offeror’s and proposed key subcontractor(s)’ approach and method to construct this project to determine the offeror’s ability to properly schedule and execute this project to ensure timely completion and quality product.. The approaches and methods must be in sufficient detail to clearly demonstrate (1) the offeror’s understanding of the principal components of work described in the project specifications and drawings and (2) the offeror’s understanding of the site and other conditions that could impact schedule.

b. The project schedule that is required is a preliminary schedule for pre-award evaluation purposes only.

Therefore, the Government may at its discretion consider minor irregularities to be weaknesses in the proposal, rather than deficiencies. Nonetheless, the successful offeror will be required to submit a schedule after contract award that fully complies with all of the requirements of Section 01 33 00, Submittal Procedures, whether or not all pre-award discrepancies were noted or corrected during negotiations.

c. In accordance with 10 U.S.C. 2858, funds appropriated for military construction (including Base Realignment And Closure (BRAC)-funded and Family Housing-funded MILCON) may not be expended for additional costs involved in expediting a construction project without Secretarial level approval. Therefore, if the offeror proposes a completion period of lesser duration than the performance period on the SF 1442, a compliance statement completed by the offeror and duly executed with an original signature by an official authorized to bind the company must be included in the technical proposal. If a contract is awarded to an offeror proposing a completion period of lesser duration than the performance period specified on the SF 1442 included in the solicitation, that shorter performance period will be incorporated into and made a part of the resulting contract.

2. Narrative

a. Provide a comprehensive approach specifically developed for implementation of this project. The explanation should include the plan to structure, organize, control, and manage the construction of this project.

Key Elements to include:

Noise mitigation, Construction quality control, Construction safety [construction personnel as well as adjacent occupied buildings], Maintaining pedestrian circulation for adjacent occupied buildings, Construction scheduling and staging, Efficient construction management/staging on a tight site, Ability to minimize construction noise to adjacent occupied classroom Buildings and ability to work flexible hours to accommodate special testing activities in these adjacent occupied classroom buildings.

b. Describe in general terms how the offeror will approach the construction of the General Instruction Building (e.g., site prep, demolition, utilities, various work discipline sequencings, clean-up). The narrative shall reflect an understanding of content and sequence of activities in the areas indicated in the scope of work.

c. Describe any significant problems or major difficulties anticipated in performing or accomplishing the work, challenges associated with this project, and offeror’s plan for avoiding problems and mitigating difficulties which could adversely impact project schedule, along with proposed management techniques that will facilitate the early identification and resolution of problems and allow timely response to changes. If no problems or difficulties are anticipated, state so and why.

d. Describe in general terms how the offeror will approach the safety and quality control. Address the offeror’s understanding of, familiarity with, and intended use of Corps-specific procedures and automated information management/tracking systems related to quality control. Special areas of interest include the three-phase inspection process, RMS utilization, and the submittal submission/approval process.

e. Formatting and Other Restrictions.

The submission may include narrative and/or graphics and is limited to twelve 8-1/2” x 11” pages. Although a standard format is not specified, the information should be presented in essentially the same order as discussed above.

f. Evaluation Criteria.

(1). The Government will evaluate the soundness and workability of the offeror’s approach to the structure, organization, control, and management of this project addressing the listed key elements. The greater the narrative demonstrates knowledge and understanding of the noise mitigation, tight site conditions and other site conditions;

the higher the evaluation rating.

(2). The Government will evaluate the soundness and workability of the offeror’s approach to construct the General Instruction Building, avoid problems, and mitigate difficulties/challenges. As part of its evaluation, the Government will consider whether the Offeror’s approach appears reasonable, realistic, and achievable. The greater the narrative demonstrate knowledge and understanding based on the specifications, drawings, site, and other conditions; the higher the evaluation rating.

(3). Considerations will also include: the proposed interaction between safety /quality control personnel and construction personnel; and the understanding of and familiarity with Corps-specific procedures and automated information management/tracking systems.

3. Project Schedule.

a. The thoroughness and logic of construction activity (broken down to the “Feature of Work” level) will be critical to the success of this project. The importance of the construction schedule is highlighted by certain critical project factors; project climate, weather sensitive work, and phasing constraints.

b. The offeror shall develop a proposed construction schedule (e.g. GANTT (NOT a Pert Chart) relating to the technical approach for construction of the project, broken down to the “Feature of Work” level, that graphically illustrates the proposed integration, scheduling, and phasing of the major features on the critical and near-critical path for this project, including final close-out. The proposed schedule shall indicate the starting and completion times of all major elements of work beginning with the notice to proceed on the base contract items and indicating calendar days to completion of all options. The proposed schedule should include anticipated shutdown/delay times for certain activities when the contractor may be required to limit construction activities due to special testing activities taking place in the adjacent occupied classroom buildings. The contractor should account for an aggregate of two days delay per month on the schedule. The schedule shall indicate sequences proposed to accomplish each work element and appropriate interdependencies between various work elements, identify long lead items, address proper phasing for weather sensitive work elements, address proper sequencing of submittals to include ITR, review time by Government personnel and submittal corrections. The proposed schedule should demonstrate the critical path items and how they will be accomplished given the phasing constraints, climate, and weather sensitive work of this project. The schedule shall be as complete, reasonable, and realistic as possible, demonstrating the offeror’s ability to propose a schedule that identifies all major elements of work for this project, meets the Government’s requirements, and is obtainable. For the purposes of the proposal submittal, assume a Notice to Proceed (NTP) date of March 15, 2011.

c. The project schedule must not exceed the contract performance period specified on the SF 1442. (Should the offeror discover during proposal preparation that the project cannot be completed within the required contract performance period, please notify the Contracting Officer immediately.)

d. The Government’s requirement is that contract performance must be completed within the number of days of Notice to Proceed stated on the SF 1442. The offeror may propose a completion period of lesser duration, SUBJECT TO THE FOLLOWING CONDITIONS:

(1) If an offer is accepted which proposed a shorter performance period than that required by the Government, that proposed shortened performance period will be incorporated into and will become a binding part of the resultant contract. Additionally, any assessment of liquidated damages will be based on the shortened performance period accepted by the Government.

(2) A compliance statement completed by the offeror and duly executed with an original signature by an official authorized to bind the company must be included in the technical proposal under this tab. Failure to include this signed statement may render an offer which proposes a completion period of lesser duration ineligible for contract award.

e. Formatting and Other Restrictions:

(1). There is not a page limitation for this submission; however, pages must not exceed 11” x 17” in size. Ensure the font size is legible so each activity and its duration can be read.

(2). Number line items on the project schedule for easy reference.

(3). If the offeror is proposing a shortened performance period, the technical proposal must also include the offeror’s statement of compliance with 10 U.S.C. 2858 using the format provided

f. Evaluation Criteria.

(1) The Government will evaluated the proposed project schedule to determine the extent to which it demonstrates the Offeror’s ability to schedule and integrate the major work elements, construction and close-out activities critical to meeting the contract performance schedule specified in the solicitation. As part of its evaluation, the Government may consider whether the Offeror’s approach to the scheduling/phasing of these major activities appears reasonable, realistic, and achievable.

(2) The Government may also consider whether the Offeror’s approach to scheduling/phasing of major activities reflects logical sequencing and progression of activities; inclusion of all of the important features of the work;

milestones along the critical path, incorporation of time for Government activities such as submittal review; and appropriate consideration of recognizable constraints, including material and equipment lead times and the impacts on construction activities of adverse weather typical for the construction site.

(3). Proposed schedule and approach that clearly reflect an understanding of the complexity of this project will be evaluated more favorably. Schedule and approach demonstrating professionalism and thoroughness will be evaluated more favorably. In addition, proposed schedules that reasonably demonstrate the ability to reduce the specified completion period on the SF 1442 from initial notice to proceed through completion of construction will be evaluated more favorably. Additionally, preparation of the NAS schedule using Primavera (P3) and the Corps’ SDEF format in accordance with Appendix A to ER 1-1-11 will be considered an advantage.

4. Offeror’s Statement of Compliance with 10 U.S.C. 2858.

a. If the offeror is proposing a completion period of lesser duration than the performance period stated on the SF 1442, a statement of compliance with 10 U.S.C. 2858 must be included in the technical proposal under this tab.

b. Formatting and Other Restrictions.

(1). The format for the offeror’s statement of compliance with 10 U.S.C. 2858 follows:

OFFEROR’S STATEMENT OF COMPLIANCE WITH 10 U.S.C. 2858

[Insert name of the offeror] hereby proposes that the period of performance for all construction is _____ calendar days from Notice to Proceed, inclusive of Government review periods and Government phasing requirements specified.

[Insert name of the offeror] hereby states that the offer of this performance period is at no additional cost to the Government over the performance period specified on the SF 1442. Specifically, the shortened performance period will not be achieved by the use of overtime, multiple shifts, or additional personnel nor does it include expedited materials handling/shipping costs.

I understand that making a false, fictitious, or fraudulent statement may subject me to prosecution under Title 18, United States Code, Section 1001.

SIGNATURE OF COMPANY OFFICIAL

(End of Compliance Statement)

(2). The above compliance statement must be completed by the offeror and duly executed with an original signature by an official authorized to bind the company.

c. Evaluation Criteria.

(1). 10 U.S.C. 2858 requires Agency head approval to expedite the completion date of a contract funded by a Military Construction Appropriations Act, if additional costs are involved. This approval authority may not be redelegated. The contracting officer may approve an expedited completion date only if no additional costs are involved. For the purposes of this solicitation, if an offeror proposed a shorter schedule than that required by the Government, and did not submit the lowest priced offer, the price premium will be presumed to be attributable to the shortened schedule, unless the offeror has clearly stated in the offer that no price premiums were included in the offer that are directly attributable to the shortened schedule.

(2). If the offeror proposed a shorter schedule and failed to complete the statement that the offer included no additional costs attributable to the shortened schedule, the Government may determine that the offer is ineligible for award. The Government is under no obligation to open discussions with the offeror pertaining to the shortened schedule; nor is the Government obligated to request or obtain Secretarial level approval to expedite the contract completion date.

(3). Offerors may receive an enhanced technical rating for proposing a schedule which offers early project completion and turnover, provided that (i) the period of time by which the schedule has been shortened is meaningful; and (ii) the shortened schedule appears reasonable, realistic, and achievable without the use of overtime, multiple shifts, additional personnel or expedited materials handling/shipping costs.

(4). If an offer is accepted which proposed a shorter schedule than that required by the Government, that proposed schedule will be incorporated into and become a binding part of the resultant contract. Additionally, any assessment of liquidated damages would be based on the shortened schedule accepted by the Government.

Tab 2 of the Technical Proposal: Factor 2 – Experience and Capability.

1. General.

a. The information provided under this tab will be used in conjunction with the evaluation of the experience and capability of the offeror and proposed key subcontractors. The resumes and example projects will provide the primary basis for the Government’s evaluation of the offeror’s qualifications and experiences.

b. The more similarities an example project has with the prospective contract, the greater the degree of relevancy.

Relevant is defined as projects similar to the project in this solicitation in scope, project type, physical size, complexity, and that has a logical connection with the requirements of this acquisition.

c. The Government is especially interested in relevant experience in construction of a new multi-story commercial or institutional Building. The Key Elements are:

1. Management of new work on a tight site between or adjacent to existing structures;

2. Steel structures greater than 3-stories in height erected y a crane;

3. Structures approximately 50,000 SF in size;

4. Maintaining safety for adjacent occupied buildings;

5. Maintaining circulation for adjacent occupied buildings;

6. Limiting construction noise.

2. Prime Contractor/Key Subcontractor Example Projects Demonstrating Experience and Capability.

a. The offeror is required to submit two “example projects” for each of the below capability areas that demonstrate the prime’s and/or subcontractor’s experience and capability to successfully complete the example project. An example project can demonstrate multiple experiences and capabilities.

-- Two example projects demonstrating the offeror’s construction/project management experience and capability as a prime contractor on a multi-story construction project of similar type and scope;

--Two example projects demonstrating the experience and capability of the firm (prime or subcontractor) that will be performing the steel frame structure erecting construction effort;

--Two example projects demonstrating the capability of the firm (prime or subcontractor) that will be erecting/operating the crane;

--Two example projects demonstrating the experience and capability of the firm (prime or subcontractor) that will be performing the majority of the electrical construction effort; and

--Two example projects demonstrating the experience and capability of the firm (prime or subcontractor) that will be performing the majority of the mechanical construction effort.

b. Example projects submitted to demonstrate a firm’s experience and capability must be relevant to the work that the firm will be performing under the prospective contract (e.g. If offeror is proposing contractor ABC to perform the electrical work, the submitted electrical experience and capability example project shall demonstrate contractor ABC’s electrical capability experience). The offeror should explain how the work performed by the proposed firm in the example project is relevant to the proposed acquisition.

c. Do not submit construction projects that are not either complete or substantially complete. (For this purpose, “substantially complete” means that only punch list items remain for project acceptance or that the majority of the elements of the project have been turned over to the customer for beneficial occupancy.)

d. Provide a Summary Matrix that indicates which submitted example project(s) demonstrates the experience(s) and capability(ies) of which firm (i.e. prime, subcontractor) will perform the capability area identified in paragraph 2.a above.

e. Formatting and Other Restrictions.

(1). Start the information for each example project on a new page. The submission is limited to 8-1/2” x 11” pages.

(2). Use the “Project Information Form” which follows for submitting the example projects. Use of an alternate format could result in a lower rating if all of the specified information is not provided. (Note: Do not submit a group of related jobs as one project unless all of the work was done under the same contract, or for indefinite delivery contracts, under one task order.)

(3). The Summary Matrix is limited to one page (NTE 11” x 17”). For example:

Capability #1 #2 #3 #4 #5 #6 Prime Design Build Management X X X X Prime Construction X X X

f. Evaluation Criteria.

(1). The Government will evaluate the recent relevant experience of the offeror’s proposed team (prime and key subcontractor(s)) on “example” projects demonstrating:

Prime Contractor’s general contractor construction/project management experience and capability on similar project type, physical size, complexity, which has a logical connection with the requirements of this acquisition,;

Structural steel frame firm’s erecting experience and capability on similar steel frame structure scope, project type, physical size, complexity, which has a logical connection with the requirements of this acquisition;

Crane firm’s experience and capability on similar crane erecting/operating used on a similar steel frame structural project type, physical size, complexity, which has a logical connection with the requirements of this acquisition;

Electrical firm’s experience and capability on similar electrical scope, project type, physical size, complexity, which has a logical connection with the requirements of this acquisition; and

Mechanical firm’s experience and capability on similar mechanical scope, project type, physical size, complexity, which has a logical connection with the requirements of this acquisition.

The example projects that most closely resemble the project requirement identified in this solicitation and building site environment will receive higher consideration.

(2). Recent projects will be given greater consideration than projects which are not considered recent. Example projects completed before 2006 may be considered by the Government to be less recent, than projects completed after 2005. The more recent the project is, the greater the consideration. The greater the prime contractor self-performed construction effort, the higher the evaluation rating.

(3). Failure of the offeror to demonstrate relevant experience for itself and each proposed key subcontractor will result in an “Unacceptable” rating for the applicable factor.
