• The Pre-Bid meeting is being recorded so we can ensure we capture the questions correctly.

3GROUND RULES CONT.

• All questions and answers will be made available on the FBO.gov announcement for this solicitation mid to late October 2019. If the plans and specifications change as a result of questions today, an amendment to the solicitation will be issued.

• The written amendment will govern over any verbal answers provided during the pre-bid meeting.

• No Auto-CAD or CADD files will be provided during the pre-award phase.

• Photography inside the dam is prohibited.

• Copies of today’s slide presentations will not be provided.

• Participants who wish to tour the project today, other than the top of the dam, will be required to wear steel toed boots, safety vest, and a hard hat.

Note that the quantity of concrete is the cumulative total of all submitted projects.

EXTREME EVENTS: FLOOD RISKS ARE NOT ELIMINATED BY DAMS

Like all dams, Bluestone is not designed to eliminate flooding or hold infinite amounts of storm waters. So there are very large storms that will completely fill up the lake and extreme storms that will require flows to be discharged to prevent dam overtopping. When extreme storm waters must be passed, significant flooding will occur downstream. It's important to remember:

• This flooding would occur whether or not Bluestone Dam was in place.

• This flooding would have been much worse and occurred far more frequently if the dam wasn't there.

• Dam failure would result in the most catastrophic flooding.

• Approximately 500 existing dam anchors – The Contractor will be installing new anchors in close proximity to these.

• Tight drilling tolerances – directional drilling is required

• Anchors are in various locations across the dam – anchors through both the downstream face and near top of dam

• Anchors through near top of dam do not have much room for installation

• Likely change to Monolith 24 anchor locations with amendment

STILLING WEIRSTILLING WEIR 3

• All vertical anchors – generally 4 anchors per monolith required

• Anchor requirements where divider wall passes through weir will be found with the divider wall drawings

• If Contractor notches the weir for construction access – the weir must be placed back to its original geometry and anchored

• Contract has provision to provide a plate on the downstream end of the weir sluice for dewatering

• A sluice bulkhead on each side of the divider wall will need removed

• Consists of 5 cells, 4 arcs, and an upstream and downstream transition. The cells/arcs have a concrete base/cap with granular material in between. The upstream/downstream transitions are concrete with anchors.

• Used for dewatering the right side of the stilling basin. Phase 5 work required on cofferdam prior to demolition/excavation in the stilling basin (additional anchors in upstream transition, anchored thrustblock, see contract restrictions on demolition/excavation).

• Becomes the property of the Contractor at award. No warranty is provided for the cofferdam.

Take note of the Reimbursable Cost for Government Furnished Cofferdam provided in the contract.

• Must be removed upon completion of use.

• Two new anchors are required in the upstream transition of the Government furnished cofferdam.

• Anchored thrustblock is required for the cells, arcs, and downstream transition of the Government furnished cofferdam.

• A new downstream concrete transition is required. Design of the framing and formwork for the transition is the responsibility of Contractor.

• 2 new cells, 1 new arc are required downstream of the downstream transition. The cells/arc have a concrete base/cap with granular material in between.

• Multiple rows of anchors are required though the right training wall. De-tensioning of existing right training wall anchors is required.

• A new reinforced anchored concrete deflector is to be constructed on the outside face of the training wall. Concrete demolition is required for construction. Waterstops are required at deflector joints.

• Derrick stone is required between the primary basin right training wall. Take note of the option in the contract to use the basin baffles in lieu of the derrick stone.

• An anchored concrete stone confinement wall is required at the downstream end of the right training wall.

• A reinforced concrete sump collector for drainage from the dam inspection gallery is required. Water drains from the sump through a new valve and 18” pipe to downstream of the stone confinement wall. The pipe is embedded in concrete the full length.

• An Operations parking lot stone confinement wall is required on Monolith M111 of the left training wall of the penstock basin.

• The sluice and gate well of Monolith M62 of the right training wall need filled with concrete. The valve, stem and operator need removed prior to filling.

- New Maintenance Building must be constructed prior to initiating demolition of the existing Maintenance Building
