About this file

This document is Amendment 0006 to Solicitation W9123626BA006, issued by the U.S. Army Corps of Engineers (USACE) W2SD ENDIST Norfolk on September 14, 2026. The amendment incorporates ProJNet bidder inquiries with corresponding government responses, revised plans and specifications, and does not extend the bid due date or bid opening date.

The project involves Fort G-A Recovery Range construction work at a military installation in Virginia, structured as a 100% competitive 8(a) small business set-aside with three phased contract line items (CLINs) anticipated to be funded and executed within a 365-day period of performance. Key work includes construction of concrete turning pads (approximately 24 turning pads with new concrete pavement), gravel road redressing and maintenance, culvert cleaning and replacement, wet pond maintenance and dredging, erosion and sediment control, drainage improvements, and site restoration. The project requires contractor-furnished testing, quality control with certified personnel (NRMCA and ACI certified installers), concrete placement with specified mix designs, and environmental compliance. Notable clarifications address QC manager qualifications (10 years experience, removal of professional engineer registration requirement), site utility coordination via Dig Safe 811, contractor responsibility for permits and material import/export, tree removal restrictions (April 1 to September 30), no hazardous materials anticipated, and final acceptance criteria requiring government inspection and punch list correction. Revised drawings and specifications address survey data sources, wet pond elevation corrections (80 feet instead of 90 feet), silt fence clarification, and aggregate specifications. The controlling issued-for-bid drawing set was issued in Amendment 0005.

Miscellaneous text in this section has been added to:

ProjNet Bidder Inquiries and Corresponding Government Responses:

1. Inquiry ID: 11888601

Section 00 21 00 - Instruction of the RFP (page 6 of 85) provides no specific information for the Site Visit and the fields in this section are blank. Also, we are not able to locate the information elsewhere in the RFP. We request specific instructions how and when we may attend a site visit, please.

Government Response:

See Section 00 21 00 in amendment 0001 of the solicitation.

2. Inquiry ID: 11889672

Since the project is solicited as 100% competitive 8(a) small business set-aside, is the pool of offerors limited to those located within the jurisdiction of the Virginia Richmond District of the Small Business Administration?

Government Response:

Eligibility to submit a bid is not restricted to firms located within the jurisdiction of the SBA Richmond District. Any SBA certified 8(a) participant that meets the solicitation requirements is eligible to compete.

3. Inquiry ID: 11891970

Spec calls a Quality Control Manager to hold a current professional engineer registration with State of Virginia. It's not a common situation that a Prime Contractor employs such individuals, and they can meet other requirements. Please consider to waive this request and clarify how many years of experience QCM needs to have (spec provides conflicting 5 or 10 years requirements).

Government Response:

Reference 1.6.2.2 Qualifications. The requirement for PE or architect license is removed and change pages for 01 45 00 will be provided via an upcoming amendment of the solicitation. The 10 years' experience will remain.

For clarity, the 2nd subparagraph beginning with 'The QC Manager must be a graduate engineer,..." will be removed. The first subparagraph beginning with "The QC Manager must be an individual with..." will remain.

4. Inquiry ID: 11891995

Spec calls a QC Specialist to hold a current professional engineer registration with State of Virginia. It's not a common situation that a Prime Contractor employs such individuals. Please consider waiving this request and alternate requirements for this role. Alos, advise if this individual needs to be on site all the time during the project.

Government Response:

The requirement for registered professional engineer in the state of Virginia is removed for QC Specialist.

A QC specialist needs to be on site at all times during any part of the concrete pad construction including form installation, steel reinforcement installation, and placing and finishing concrete.

01 45 00, Paragraph 1.6.5 will be revised via an upcoming amendment to incorporate the above response.

DFARS 252.204 7012 applies only when Covered Defense Information (including CUI) will be transmitted, stored, or generated as part of contract performance. After reviewing the solicitation documents, amendments, and pre bid materials, we are unable to find any CUI or CDI content included or required. Could you please confirm whether DFARS 252.204 7012 is intended to apply to this solicitation? If the Government does not anticipate any CUI/CDI being provided or created during performance, we respectfully request removal of the DFARS 7012 clause to avoid unnecessary restrictions on competition and subcontractor participation.

Although the Government does not anticipate providing Covered Defense Information (CDI) or Controlled Unclassified Information (CUI) as part of this procurement action, the awardee will be required to comply with the requirements of DFARS 252.204-7012 if any such information is shared with the contractor. DFARS 252.204-7012 will remain in the solicitation.

36. Inquiry ID: 11923579

Will the government grant a 10-day extension in anticipation of many requests for information so that offerors have time to respond appropriately?

Government Response:

37. Inquiry ID: 11923581

Is the "Definitive Responsibility Critieria Information" section the same as "Responsibility Documents, optional (See Instructions Section 3)," referred to in "Documents to be submitted prior to the Bid Closing Date?" Is this section truly optional, and will offerors who do not provide this be viewed as weaker?

Government Response:

As stated in Instructions to Bidders Section 3, the Responsibility Documents, which include Definitive Responsibility Criteria Information, are not required to submit a bid.

If the information is not submitted with the bid, the apparent low bidder will be required to provide it within three (3) working days of the Government's request as part of the responsibility determination conducted prior to award.

38. Inquiry ID: 11923584

Should offerors submit all required documents in one proposal volume?

Government Response:

Offerors should submit all required documents in one proposal volume.

39. Inquiry ID: 11923587

"How are we to break-out the Priority Phasing concerning the greenbelt items? (e.g.: E&S, Demo, Storm/channels, & grading) The Phasing mark-ups at Pre-Bid visit, overlap & show non-scope highlights on roading. Please clarify Phase boundaries."

Refer to Sheet G-005 and read notes on that sheet for phasing of the project.

40. Inquiry ID: 11923595

Assumingly, the Construction Sequence applies to each Priority

Phase (as progressive); or are the C-501 Notes 9.1 - 9.6 universal then the project Phases begin?

Please clarify on how the project is to progress.

Government Response:

The construction sequence described in Note 9 on sheet C-501 applies to every bid option (aka "phase"). If there is an instance where it makes more sense to do otherwise (e.g., leaving up sediment controls in certain areas between Bid Options), obtain Contracting Officer approval before proceeding.

41. Inquiry ID: 11923605

There appears to be variations between the existing conditions contouring represented on the "V" sheets, as to the "CD" demo sheets, while Sheet V-001 Note #4 states to utilize the "CD" sheets for construction information.

Please clarify, as the greenbelt area takeoffs would be affected.

Government Response:

Both the V and CD sheets reference the exact same survey file. Please note that while the V sheets represent purely existing conditions, the CD sheets also incorporate planned demolition work, which may account for some differences in appearance. Ultimately, the contractor is responsible for field verifying all existing site conditions as the site may have changed since the 2024 survey.

42. Inquiry ID: 11923615

"Grading sheets CG108,110, & 111 each have notes on repairing basin side slopes and/or restoring the basin back to original design (10' depth/elevation 90 (528,000 cubic ft)) without design /proposed grade or further instruction. Please clarify the required scope."

Government Response:

The objective of the work on Wet Ponds #2 and #3 is to perform maintenance to restore their design functionality and ensure the basins are prepared to handle the additional stormwater load from the new development.

For Wet Pond #3 (located southeast, outside of the fence line), the scope requires the removal of all woody vegetation growing on the earthen berm and around the outlet structure. The contractor must locate, inspect, clean, and repair the outlet structure as necessary to restore it to fully functional condition.

For Wet Pond #2 (located south-center), the scope requires dredging accumulated sediment to restore the original design volume of 528,000 cubic feet and a working depth of 10 feet. As-Builts of the wet pond will be provided to the contractor upon award. Please note that the keynote on sheets CG110 and CG111 contains an elevation typo; the correct bottom elevation is 80 feet, not 90 feet. Additionally, the contractor must clear all woody vegetation within 25 feet of the outfall.

The outlet structure must be located, inspected, cleaned, and either repaired or replaced as necessary to ensure proper operation. Original outfall details are located on sheet C-514, and the complete set of original wet pond construction documents will be provided to the contractor after the contract is awarded.

43. Inquiry ID: 11923629

Concerning contaminated stone/soils; it was mentioned at the site visit that the intent to handle such is an "on-site"/'on-base" location to rid of these and/or that the material would stay within the control of the base to avoid complicated processing to haul off-site. Is there confirmation to this: as to avoid fees for haul-off and disposal?

Government Response:

The Contractor should base proposal on offsite disposal.

44. Inquiry ID: 11923636

"The statement is to place 6"" inches of 21Bs but the plan detail callouts are for (4) four. Please confirm."

Government Response:

4" of 21B is correct.

45. Inquiry ID: 11923648

During the site visit with the Army Corp & US Army facility sergeant, it was stated that there is not a requirement for "special badging" and/or clearance (as a FOR), however, that every contractor is responsible for the "legal working and clearance status" of each employee on-site. It was further stated that the gates will be "posted" for access during operations to ensure fluid access to/from the site with little delay, and that during critical concrete deliveries especially. We would like a confirmation please, as complications with access could hinder/delay the operation and scheduling.

Government Response:

It is the Contractor's responsibility to verify and maintain legal working and clearance status for each of their employees. Access gates to the site will remain closed at all times. However, a strategy for Contractor access will be established at the Pre-Construction meeting.

46. Inquiry ID: 11923661

Please confirm that the drawing set titled '100% Submittal - Not for Construction,' dated November 3, 2025, is the controlling issued-for-bid contract drawing set for solicitation W9123626BA006.

Government Response:

The controlling issued-for-bid drawing set was issued in solicitation amendment 0005.

47. Inquiry ID: 11923669

49. Inquiry ID: 11923681

Please define the Government acceptance criteria that must be satisfied before the contractor will be released from one priority phase to begin the next priority phase.

Government Response:

Prior to release to the next priority phase, the Government will conduct a final inspection, and all punch list items for the current phase must be corrected and accepted by the Government.

50. Inquiry ID: 11923686

Please provide the planned Government inspection and acceptance duration between completion of one priority phase and authorization to commence the next priority phase.

Prior to release to the next priority phase, the Government will conduct a final inspection, and all punch list items for the current phase must be corrected and accepted by the Government.

51. Inquiry ID: 11923692
