About this file

This is a Memorandum for Certification of Completion of Environmental Survey and Site Category issued by the U.S. Army Corps of Engineers Norfolk District on 27 October 2023.

The memorandum certifies the environmental survey results for a Turn Pad Construction site at the Ordnance Vehicle Recovery Range on Fort Gregg-Adams. The site has been classified as Category II under Army Regulations 420-1, indicating no known contamination with some potential that contamination may be encountered during construction. The environmental survey documented that the site was identified as agricultural land from 1937 through its 2006 transfer to Fort Lee, with aerial imagery from each decade showing no evidence of tanks, sheds, or contamination sources. Since transfer to military control, the site has been used exclusively by the Ordnance School for vehicle recovery training. While incidental leaks, spills, or disposal cannot be completely ruled out, the likelihood of site contamination rising to actionable levels is deemed extremely small. The certification was signed by Dana Bradshaw, Installation Environmental Officer and Deputy Chief of Environmental Management Division, and Shawn Shelton, Director of Public Works (Acting Director), both digitally signed on 27 October 2023.

MEMORANDUM FOR Project Manager, Norfolk District, U.S. Army Corps of Engineers (CENAO), 803 Front Street, Norfolk, VA 23510.

SUBJECT: Cerficaon of Compleon of Environmental Survey and Site Category for Site for Turn Pad Construcon, Ordnance Vehicle Recovery Range, Fort Gregg-Adams

a. Army Facilies Management (AR 420-1), 24 August 2012.

b. Army Military Construcon and Nonappropriated-Funded Construcon Program Development and Execuon (DA PAM 420-1-2), 02 April 2009.

c. Environmental Protecon and Enhancement (AR 200-1), 13 December 2007.

2. As a result of the Environmental Survey, the following condions were noted.

The site was idenfied as agricultural land from the earliest accessed aerial imagery from 1937 through it’s transfer to Fort Lee in 2006. Aerial imagery from each decade between showed no signs of tanks, sheds, or anything that might lend itself to contaminaon. Since the land transfer was complete, this site has only been used by the Ordnance School for training in vehicle recovery. We cannot rule out the potenal for incidental leaks, spills, or disposal at any point on the site, but the likelihood of anything that would rise to the level of site contaminaon is extremely small.

3. In accordance with AR 420-1, the site for Turn Pad Construcon on Fort Gregg-Adams Vehicle Recovery Range is categorized as:

Category II. There is no known contaminaon; there remains some potenal that contaminaon may be encountered during construcon.
