QUESTION 1.Can you please tell me how to obtain the attachments 1-5 under section 00800?
Answer 1.Please clarify what you are asking for. Section 00800 only includes a statement, "Special contract requirements in Section 00800 may be identified in each individual task order request for proposal as applicable." If you are asking about getting the plans and specifications then you need to request explicit access through the solicitation.
QUESTION 2.Exhibits D-1 and D-2, Section Part I-Provisions states a Bid Bond is required for all solicitations estimated over $150k. Is a bid bond required for each Seed Project as part of our proposal response?
Answer 2.A single bid bond in the sufficient amount to cover both will suffice.
QUESTION3.For ease of evaluation for the reviewers, would the Government consider allowing the Seed Project Schedules to be submitted as 11x17 ledgers?
Answer 3.Yes, please fold it to fit in the binder.
QUESTION4.If 8.5x11 schedules are required, would the Government consider excluding the schedules from Volume 2, Part I's page limitation?
Answer 4.There is no overall page limitation in Volume 2, Part 1

QUESTION5. Can another Exhibit C be posted to FBO? The current attachment (on FBO) is jumbled with no spaces between words. Being that this is an official form, just wanted to check for an updated version before I send out for references.

Answer 5. The document posted is good.

QUESTION6.Block 8 on the SF 1442 indicates that proposals should be shipped to P.O. Box 1008 / 189 Marine Street, St. Augustine, FL 32085-1008. Section 1.8.1 says that the bid repository is located at 189 Marine St., Saint Augustine, FL 32084. Should the 32084 zip code be used if a proposal is shipped through a commercial carrier (e.g., FedEx)?
Answer 6.The physical address of the building is 189 Marine St., St Augustine, FL 32084; the mailing address is P.O. Box 1008 St. Augustine, FL 32085-1008
QUESTION7.On page 14 of 69, Section 00110, paragraph 2.1 says: "Volume 2, PART I - Technical Capability Proposal (Limit to 20 pages)"and then lists 6 sub factors that are included (Sub factor 1 - Experience and Capability, Sub factor 2 - Organization, Sub factor 3 - Specific Personnel, etc.) On page 17 of 69, Section 001100, paragraphs 3.2.4, 3.2.5, 3.2.6, 3.2.7, 3.2.8, and 3.2.9 provide specific instructions on what offerors should provide for each of the 6 sub factors. Paragraph 3.2.4 says: "Sub factor 1. Experience and Capability: The Capability and Experience Proposal is limited to 20 single pages, exclusive of table of contents, tabs, and dividers." The instructions for the other 5 sub factors (paragraphs 3.2.5 through 3.2.9) do not include page limits. Is it only Sub factor 1 that is page limited? (This appears to be the intention.) If so, the instructions would be clarified by deleting the "(Limit to 20 pages)" statement in paragraph 2.1 or by moving it down one line to the right side of "Sub factor 1 - Experience and Capability."
Answer 7.The only page limitation is for Section 3.2.4 Experience/Capability (Sub Factor 1) which is 20 pages. The other sub factors and Volume 2 do NOT have limits.
QUESTION8.Regarding Sub factor 3: Section 00110, paragraph 2.1 says: "Volume 2, PART I - Technical Capability Proposal (Limit to 20 pages)" and then lists 6 sub factors that are included in Part I of Volume 2. Later, in paragraph 3.2.4, it says that Sub factor 1 is limited to 20 pages. Paragraph 3.2.6 (Sub factor 3 Specific Personnel) requires resumes for each proposed key personnel (project manager(s), site superintendent(s), Quality control manager(s), and safety manager(s)). These resumes could occupy several pages. Is Sub factor 3 and all if its resumes (and letters of intent, if applicable) exempt from any page count limitations? The 20 page limit only applies to Sub factor 1, correct?
Answer 8.The only page limitation is for Section 3.2.4 Experience/Capability (Sub Factor 1) which is 20 pages. The other sub factors and Volume 2 do NOT have limits.

QUESTION9. Regarding Sub factor 5: Section 00110, paragraph 2.1 says: "Volume 2, PART I - Technical Capability Proposal (Limit to 20 pages)" and then lists 6 sub factors that are included in Part I of Volume 2. Later, in paragraph 3.2.4, it says that Sub factor 1 is limited to 20 pages. Paragraph 3.2.8 (Sub factor 5 Scheduling Methodology) requires offerors to provide construction schedules for each seed project as well as a narrative discussing the scheduling processes and resource allocation that ensure completion and control of schedule progress from beginning to the end of the projects. These schedules and the narrative will occupy several pages. Is Sub factor 5 exempt from any page count limitations? The 20 page limit only applies to Sub factor 1, correct?

Answer 9. The only page limitation is for Section 3.2.4 Experience/Capability (Sub Factor 1) which is 20 pages. The other sub factors and Volume 2 do NOT have limits.

QUESTION10.What is the completion time for each of the two seed projects?
Answer 10.The completion time is set for 365 days.
QUESTION11.Regarding SOW Exhibits D-1 and D-2, it was mentioned during the site visit to use the Detailed Price Proposal spreadsheet provided with these exhibits. The instructions say that division prices must be split into material/equipment and labor, but the spreadsheets only provide an entry for total price. Please confirm that we are not to break the division prices into material/equipment and labor.
Answer 11.Do not break out labor and materials. Only provide a total by DIVISION.
QUESTION14.Will the USG consider a proposal from a small business and is it your experience that there will be sufficient disadvantaged contractors to select from?
Answer 12.This is a Total Small Business Set Aside. Yes, we do believe we will have sufficient numbers.
QUESTION13.Question: As per section 00110, 2.1 It has been mentioned that the Volume 2, Part 1 – Technical Capability is limited to 20 pages, whereas in 3.2.4 Sub factor 1. Experience and Capability is limited to 20 pages. Could you please clarify if the entire Volume 2 Part 1 is limited to 20 pages or the Sub factor 1 is limited to 20 pages?
Answer 13.The only page limitation is for Section 3.2.4 Experience/Capability which is 20 pages. The other sub factors and Volume 2 do NOT have limits.

Question 14. 52.228-1 BID GUARANTEE (SEP 1996)

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government. Will you require one bid bond for both buildings or one bid bond for each building?

Answer 14. See ANSWER #2

Question 15.Page 77 of the specifications (Attachments 2 & 4) states “Removal of asbestos material will be included in the project as required.” Page 103 of Attachment 2 and Page 105 of Attachment 4 have the asbestos abatement requirements. Page 176 of Attachment 2 and page 164 of Attachment 4 state that “it is not expected that hazardous material will be encountered in the work.” If encountered, it “will be removed by Owner under a separate contract.” Please clarify if abatement/remediation is to be included in this project. And if it is, please quantify the amount for bidding purposes.
Answer 15.It is not expected that hazardous materials will be encountered in the work. If encountered, it will be removed by Owner under a separate contract.
Question16.For bid option #3 (Project LGSA132007 /Bldg. 1019) the base bid structure is not designed for the additional imposed loads of the rooftop mounted PV collections system. Please confirm that if the option is accepted, the designer of record will re-design structure to support installation of proposed PV collections system and a contract modification will be issued for any changes required to the structure.
Answer 16.Contractor shall include all costs for analysis and/or redesign of existing roof structure by Florida licensed professional engineer and all costs to modify roofing system to accommodate additional loads from PV collection system as a part of bid option #3.

Question17: If a bid bond is required for each Seed Project, where would you prefer it to be located in our proposal?

Answer 17. Please SUBMIT bid bonds with the Volume 1 documents.

Question 18.Reference Building 1020, Drawing A-601 Door & Opening Schedule, Hardware packages are listed as 21-29, but these packages are not described in either the plans or specifications. Please provide the specifications for hardware packages 21-29.

Question 23: This RFI relates to Building 1020. The hardware schedule provides only sets 1-3, but we need sets 23-28 for the H/M openings. Can you please provide the hardware schedule for these sets?

Answer 23: See response to Question 18

Question 24: In regards to section 00010, Locations of Work, Page 6 of 69, will you be selecting 3 to 5 contractors total or 3 to 5 contractors per area of consideration?

Answer 24: The selection will be a minimum of 3-5 contractors; we reserve to right to increase that number as the contracting officer sees fit.

Question 25 If we have projects in the PPIRS database, those PPIRS can be submitted in lieu of exhibit C. Is that correct?

Answer 25: Yes, that is correct.

Question 26: Will this contract be used new facilities building construction other then that in the seed projects.

Answer 26: Yes, that is correct. The MATOC may be used for other construction projects throughout the State.

Question 27: Will contractor be required to provide any A/E design build capabilities/work.

Answer 27: No. The Government will not be requiring any A/E work from the contractors on this MATOC.

Question 28:RFP Section 3.3.10, Past Performance Questionnaires, states that our references are to complete Past Performance Questionnaires and return them directly to the Contracting Officer. Many of our references for cited projects have filled out PPQs for multiple recent proposals. In order to prevent reference fatigue, we respectfully request that Offerors be permitted to utilize PPQs from previous proposals, sent from the Offeror to the Contract Specialist.
Answer 28:Previous Past Performance Questionnaires Past Performance Information Retrieval System (PPIRS) Evaluation) issued for a project may be included in lieu of sending out reference package for the project OR Offerors shall prepare and submit to prior client(s) of all the projects listed on your Exhibit A submission a Reference Package (Exhibit C). Past Performance Questionnaires may only be submitted by the client/evaluator directly to the Contracting Officer because the questionnaire must not be reviewed by the Offeror.

Question 29: skipped Question 30: Building 1019 A1 / E101 Power Plan. Plans do not identify Outlets, please provide outlet locations for coordination with E601 Panel Schedules.

Question32: Building 1020 C-102 Does not identify New pipe bollard locations referenced in B4-601 “Concrete Filled Bollards” Please clarify locations for accurate Bollard count.

Answer: See attachments: Q 30, 32 and 33 for reference.

Question 33: RE: Building 1020, Sheet P-102, Remodel Keynote #5: What is required at the termination points of the 1" compressed air drops? (e.g. filter/lubricator/regulator assembly).

Answer 33: I have attached a detail of a typically compressed air systems. It is best to provide an air filter, regulator, and lubricator in line prior to the quick connect like they suggested. See the attached detail.

Question 34: RE: Building 1020, Sheet P-102, Remodel Keynote #6: Please provide a schedule for the instant-flow micro water heaters.

Answer 34: The plumbing fixture schedule calls out a Chronomite M-40EW for the tankless water heater associated with the emergence eyewash. Attached is a cutsheet of the water heater with highlighted the performance data. This is a basis of design and any tankless water heater will be acceptable as long as it meets the data shown in the cutsheet.

Question 35: Regarding Exhibits D-1 and D-2 (Seed Project Information and Pricing for each building), is the entire document to be submitted in Volume 1, or are we to include only the MATOC SEED TASK ORDER PROPOSAL FORM (i.e. Amendment 1, Exhibit D-1 PDF, pages 7-13)?

Answer 35: You need only include the pages covering the Proposal Form.

Question 36: Regarding both seed projects (Buildings 1019 and 1020), can an aerial photo of the site be provided so that we can determine conditions of concrete and drip edges?

Answer 36: Jacobs does not have a copy of an aerial photo. Please contact Florida Air National Guard our use Google Earth.

Question 37: Regarding both seed projects (Buildings 1019 and 1020):

a.What standard should the LPS system be certified to – UL96A or 780?
b.If UL96 is specified, can the below grade counterpoise be removed from the scope?

Answer 37: 780.

Question 38: We have the following questions regarding Building 1019, Drawing ED-101:

a.Keynote #1 states: “DISCONNECT AND REMOVE EXISTING RECEPTACLES INCLUDING WIRE AND CONDUIT BACK TO SOURCE.” How many receptacles are to be disconnected/removed?
b.Keynote #2 states: “DISCONNECT AND REMOVE EXISTING LIGHT FIXTURES INCLUDING WIRE AND CONDUIT BACK TO SOURCE.” How many light fixtures are to be disconnected/removed?
c.Keynote #8 states: “DISCONNECT AND REMOVE EXISTING SITE LIGHTING POLE INCLUDING WIRE BACK TO SOURCE. CAP AND ABANDON CONDUIT IN PLACE. MAINTAIN CONTINUITY OF SITE LIGHTING CIRCUIT TO REMAIN.” How tall is the referenced lighting pole, and what is it made of?

Answer 38: All of the above items are to be field verified by the contractor.

Question 39: Regarding Building 1020, Drawing E-601, Keynote #8: Keynote #8 references Sheet C-102 for step down transformer location; however, Sheet C-102 lacks sufficient detail to determine transformer locations. We respectfully request an aerial photo identifying the location of existing transformers.

Answer 39: Jacobs does not have a copy of an aerial photo. Please contact Florida Air National Guard our use Google Earth.

Question 40: We have the following questions regarding Building 1020, Drawing ED-101:

a.Keynote #1 states: “DISCONNECT AND REMOVE EXISTING FLUORESCENT LIGHT FIXTURES IN BAY 2 TO BE RELOCATED TO BAY 1. RETAIN EXISTING CIRCUITS FOR REUSE.” How many fixtures are to be disconnected/removed?
b.Keynote #2 states: “REMOVE EXISTING FLUORESCENT LAMPS INSIDE EACH FIXTURE.” How many lamps are in each fixture?
c.Keynote #4 states: “DISCONNECT AND REMOVE EXISTING LIGHT FIXTURES AND ASSOCIATED LIGHT SWITCHES INCLUDING WIRE AND CONDUIT BACK TO SOURCE.” How many fixtures/switches are to be disconnected/removed?
d.Keynote #5 states: “DISCONNECT AND REMOVE EXISTING RECEPTACLES INCLUDING WIRE AND CONDUIT BACK TO SOURCE.” How many receptacles are to be disconnected/removed?
e.Keynote #11 states: “DISCONNECT AND REMOVE EXISTING LIGHT FIXTURES. RETAIN CIRCUIT FOR REUSE.” How many fixtures are to be disconnected/removed?

Answer 40: All of the above items are to be field verified by the contractor.

Question 41: We have the following questions regarding Building 1020, Drawing E-101:

a.Keynote #3 states: “INSTALL T5 SEALED LIGHT FIXTURE TO BOTTOM OF JOIST. CONNECT TO EXISTING LOCAL CIRCUIT. LIGHT FIXTURE PREVIOUSLY USED IN WORK BAY OF BLDG 1019.” There are no new T-5 light fixtures included on the new lighting schedule; please confirm that, per this Keynote, the only T-5 lighting fixtures to be installed are those recovered during the demolition in Building 1019. Answer 41a: Correct
b.Keynote #14 states: “ALL EXISTING BLDG 1020 EXTERIOR FLOODLIGHTS SHALL BE CLEANED AND RE-LAMPED AS REQUIRED.” How many exterior fixtures and what type(s) of lamps are required?

Answer 41b. The above item is to be field verified by the contractor.

c.Keynote #18 states: “CIRCUIT CONVENIENCE RECEPTACLES AHEAD OF GFI RECEPTACLES IN RESTROOMS.”
1)Does the load side of the 400HZ converter need to be aluminum conduit? Yes.
2)Do all of Keynote #20’s six #12 AWG stranded THHN wires get piped to Keynote #19? If not, we respectfully request a 1-line diagram for guidance. Yes
d.Keynote #21 states: “PROVIDE JUNCTION BOX FOR EYEWASH WATER HEATER. COORDINATE EXACT MOUNTING HEIGHT AND LOCATION WITH PLUMBING CONTRACTOR PRIOR TO ROUGH-IN.” Should the circuits described in Keynotes #23 and #25 be on a GFCI breaker?

Answer 41c: We assume you mean circuits #23 and #25 instead of keynotes. That said, the answer is No.

Question 42: Regarding both Building 1019 and 1020, Detail 3/A 511 and others show a standing seam metal roof sitting directly onto a steel metal deck. To receive a weathertight warranty from our metal roof panel manufacturer; at a minimum a cover board and a peel and stick roof membrane will need to be installed on top of the structural steel deck.

Can the drawings be revised to show this condition as a requirement for all bidders?

Answer 42: No; bid according to your manufacturer requirements.

Question 43: Regarding both Building 1019 and 1020, below please find a sketch using detail 3/A 511 which shows the area between the bottom of the trusses and the top side of the soffit, designed without any support for the soffit material. The sketch depicts what might be considered a minimum required structural framing to support the soffit material. This additional framing would also be needed in the open hallways of Building 1019.

Can this detail be revised to reflect a condition similar to the sketch below?

Answer 43: See SK-1--Revised Soffit Detail, dated April 27, 2018, incorporated by Amendment 0003.

Question 44: Specification Section 07 41 13 2.4 A.1 calls for a 3-coat fluoropolymer finish. Our roof panel manufacturer can provide a finish warranty period greater than the 20 years that is specified with a 2-coat system. This would also be less expensive and reduce our lead times.

Would it be acceptable to provide the panels with a 2-coat finish system?

Answer 44: 2 coat finish system is acceptable provided contractor submits warranty information with shop-drawings.

Question 45: For the roles of site superintendence, quality control manager, and safety manager, can any of these roles be combined (ie. Double or triple hatted individuals)?

Answer 45: No. See Attachment 6, MATOC Division 01 Special Contract Requirements, subparagraph 8.2, “[a]n individual Key Team Member may not hold more than one key role.”

Question 46: 3.3 Volume II, Part 2 Past Performance 3.3.9.1 says that an Exhibit B should be completed for each subcontractor/teaming partner. This is presented in the context of the Past Performance projects. Is an Exhibit B form required for all subcontractors the prime contractor may work with, or just the subcontractors whose projects have been referenced in this Past Performance section? To be clearer, is the Exhibit B form only for subcontractors whose projects were used as part of past performance and who also have and Exhibit A and Exhibit C for those projects?

Answer 46: This reference is strictly for consideration of past performance when the offeror lacks relevant present/past performance experience and wants the Government to consider performance of predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition.

However, you will also need an Exhibit B for all listed major subcontractors who will be utilized throughout the life of the contract in accordance with Subfactor 3, Specific Personnel, to Factor 1, Technical Capability (solicitation page 23).

Question 47: For building 1019 Drawing ED-101 Keynote#1- How many receptacles?

Keynote#2- How many light fixtures?

Keynote#8- How tall is light pole? What is it made of?

Answer 47: All of the above items are to be field verified by the contractor.

Question 48: Alter Weapons Release Building 1020, Project No. LSGA 132001 - What wattage and lamps style are the existing exterior flood lights shown to be cleaned and re-lamped note #14 E-101?

Answer 48: The above item is to be field verified by the contractor.

Question 49: Alter Weapons Release Building 1020, Project No. LSGA 132001 - Is only one attic light required as shown on drawing and requested in note #15 on E-101?

Answer 49: Yes

Question 50: Alter Weapons Release Building 1020, Project No. LSGA 132001 - How many lamps are in existing 1x4 fixtures shown to be re-lamped note #2 E-101?

Answer 50: The above item is to be field verified by the contractor.

Question 51: If a specialty trade project task order is issued, are General Contractor’s required to self-perform 25% of the specialty trade?

Answer 51: Yes. See Solicitation Section 00110, 3.2.3. Offerors are cautioned to read FAR Clause 52.219-14, Limitations on Subcontracting. Resulting task orders for general construction will require a minimum of 15% of the work to be self-performed, and special trades construction will require a minimum of 25% of the work to be self-performed. Special trades construction are those with a NAICS starting with 238 where the preponderance of work to be performed will be by a specific trade. Firms must be capable of self-performing at least the minimum. The contracts resulting from this solicitation are not intended for management firms or construction firms who self-perform only administrative or management functions.

Question 52: Please confirm General Contractors are responsible to self-perform 15% (excluding materials) of the contract and specialty trade subcontractors are responsible to self-perform 25% of the work.

Answer 52: See Question 51 answer. The prime must be capable of the self-performance requirements under both general and specialty trade.

Question 53: Is Exhibit B required to be submitted with our proposal for subcontractors being used on the two Jacksonville Seed Projects or are we to submitted Exhibit B forms for proposed subcontractors at all project locations?

Answer 53: Exhibit B’s will not necessarily be specific to the Seed Projects. Exhibit B is for past performance consideration when the offeror lacks relevant present/past performance experience and wants the Government to consider performance of predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition. Exhibit B is also submitted for all listed major subcontractors who will be utilized throughout the life of the contract in accordance with Subfactor 3, Specific Personnel, to Factor 1, Technical Capability (solicitation page 23). If the major subcontractors will be different at various locations then each location would have its own listed and Exhibit B’s to support.

Question 54: Are we required to submit original Exhibit B forms or will copies be accepted in our Original proposal package?

Answer 54: If the solicitation does not specify that an original ink signature be included then a copy will be acceptable, so long as it is verifiable.

Question 55: Please indicate if a special form is required for bid bond or can we submit a standard AIA form 2.

Answer 55: Bid bond must be SF24 form. This will be included in an amendment to clarify.

Question 56: Page 15 of 69 of the solicitation paragraph 2.1.1 states: “In addition contractors shall submit a single copy of the following information in a sealed envelope with their name on the outside. This information is sought pursuant to FAR 9.105-1 and will be opened and utilized only if the contractor is selected for award. It is unclear what information the paragraph is referring to. Please clarify.

Answer 56: The instruction is unclear. See 2.1.2. “Documentation of adequate financial resources: Provide letters of reference from financial institutions(s) concerning credit worthiness and from bonding companies indicating capability to bond to, at a minimum, the price proposed. Reference 3.1.6.2.”

Question 57: Through the course of the last week we have received numerous questions regarding the scope of the seed project from various subcontractors. Would the government entertain the request for another site walk to give access for further investigation of the building existing conditions?

Answer 57:

Question 58: We would like to respectfully request an extension of the due date for proposals of no less than two weeks to accommodate subcontractor pricing efforts. There are numerous questions outstanding which will directly impact costing decisions and will require time for the Primes and Subcontractors to reconcile and address.

Question 59: SECTION 00100 INSTRUCTION, CONDITIONS, AND NOTICES TO OFFERERES. Volume 2, Part I Subfactor 2 – Organization, Does self-performance capabilities include administration as part of the 15% requirement on each project?

Answer 59: See Questions 51 and 52. There have been many changes to small business programs within the regulations which allows for credit when using “similarly situated entities” (https://www.law.cornell.edu/definitions/index.php?width=840&height=800&iframe=true&def_id=c86d5994a07a2312c457ee471d717d0d&term_occur=3&term_src=Title:13:Chapter:I:Part:125:125.6). While there may be definitions of what would be considered the “cost of the contract” as stated in 52.219-14 (3) and (4), there does not appear to be a clear definition of what is to be considered to be “with its own employees” as stated in the same. In other words, there is no clear definition that “administration” is not to be included in the 15 or 25%. However, see Solicitation 00110, 3.2.3.

Question 60: Please clarify if the key personnel Project Manager, Site Superintendence, Safety Manager, and Quality Control Manager Roles are required as separate personnel or can some roles be performed by the same person. For example, could the Project Manager and Safety Manager be the same person?

Answer 60: See Question 45

Question 61: Please confirm that the contractor will be permitted to use the existing utilities (electric and water) for construction purposes for this project without enduring any usage costs.

Answer 61: Yes, please refer to the Exhibit D information.

Question 62: 3.1.6.3. Joint Venture Requirements states: Each joint venture partner shall submit evidence satisfactory to the Contracting Officer that its Board of Directors has approved its participation in the joint venture or by an instrument of similarly binding character in the case of an unincorporated entity. It further states: A Joint Venture where-in one party is not a small business may be referred to the Small Business Administration (IAW FAR 19.302 (b)) to determine eligibility.

a. Our JV was legally formed as a Florida Limited Liability company and does not have a board of directors. Will the JV’s Articles of Organization filed with the state of Florida that shows the JV’s legal members meet the criteria as requested under 3.1.6.3?

Answer 62a: Please direct questions regarding Joint Ventures to the Small Business Administration (SBA) per 3.1.6.3.

b. Will you require a copy of the SBA Approved Small Business Mentor Protégé letter to be submitted with the executed joint venture to support the JV’ small size standard since our mentor is a large business?

Answer 62b: Please direct questions regarding Joint Ventures to the Small Business Administration (SBA) per 3.1.6.3.

Question 63: As part of our proposal we are required to submit a project manager, superintendent, quality control manager and safety manager.

a. Concerning the management positions noted above, will each task order identify the requirements for the full-time on-site staff?

Answer 63a: Yes

b. What are the full-time, on-site staff requirements for the seed projects?

Answer 63b: Superintendent and Site Safety Manager

Question 64: Will the government contemplate setting aside task orders for specific small business categories under this MATOC, such as SDVOSB, 8(a), etc.?

Answer 64: Yes, this is stated in the solicitation.

a. If the government would contemplate setting aside task orders for 8(a), would the respective 8(a) offerors be required to have a bona fide office in the state of Florida.

Answer 64a: This office is unaware of such a requirement

b. In the case of SDVOSB or VOSB set asides, would the business entity need to be registered with the VA maintained Vendor Information Pages (VIP) database managed by the VA’s Center for Veterans Enterprise (CVE)?

Answer 64b: This procurement is not affiliated with the VA and does not have the same requirements.

Question 65: RFP Section 00110, Part 2.1 states that offerors shall “submit Volume 1, Price proposal, pro forma documents, in one (1) original, three (3) hard copies, and one (1) electronic copy on a CD . . .” as well as to “submit Volume 2 in one (1) original, three (3) hard copies, and one (1) electronic copy on a CD . . .” Part 2.4.7 states that offerors are to “provide one (1) electronic copy of all of the proposal information.”

Is the offeror to provide a total of 3 CDs: 1 CD of the Volume 1, 1 CD of Volume 2, and 1 CD with both Volumes 1 and 2?

Answer 65: Submit one DVD or CD with each volume containing only that volume.

Question 66: The Detailed Price Proposal in Exhibit D-2 (Information Pricing for Building 1020) shows Division 33 as the line for Utilities pricing. The Detailed Price Proposal in Exhibit D-1 (Information Pricing for Building 1019) lacks Division 33; however, the drawings for Building 1019, Sheet C-102 show that site utilities are part of the project.

In what division of Exhibit D-1, Detailed Price Proposal should the contractor include pricing for site utilities as shown on Sheet C-102?

Answer 66: Exhibit D-1 will be updated.

Question 67: Section 010000, Division 01 – General Requirements, 8.2 Key Personnel Descriptions states that “an individual Key Team Member may not hold more than one key role.” On many projects similar to the Seed Projects (and especially on smaller, less complex Task Orders) contractors have been permitted to “dual-hat” and even “triple-hat” the roles of Site Superintendent, Quality Control Manager, and Safety Manager as a cost savings to the Government.

a. As a cost savings to the Government on the Seed Projects, may offerors combine the roles of Site Superintendent and Safety Manager or Safety Manager and Quality Control Manager?

Answer 67a: For the purposes of the solicitation and the Seed projects, a separate individual must be identified for these key roles. See also question 63.

b. If offerors may not combine roles, please confirm/clarify that all Task Orders, including the Seed Projects, will require three separate individuals for these roles.

Answer 67b: Any deviations from Division 01 – General Requirements, 8.2 Key Personnel Descriptions would be established in each future Task Order RFP.

Question 68: The drawings for Building 1020, Sheet S-001, Specialty Engineering Requirements, Item #4 states that “new crane gantry, trolley, rails, beams, bracing and components to be completed by a speciality delegated registered in the state of Florida.” However Sheet S-101, Roof Framing Plan Notes, Item #13 states “crane bridge beam and runway beam (below) by owner. See Speciality Engineering Notes on Sheet S-001.”

Please specify whether design/engineering of the crane gantry, trolley rails, bridge and runway beams the responsibility of the contractor or the owner.

Answer 68: Contractor to provide.

Question 69: Based on your previous response to RFIs, the QC Manager and Safety Manager duties must be performed separately by separate individuals and cannot overlap with the duties of the Site Superintendent and Project Manager. Do the QC Manager and Safety Manager have to be full-time for one project? Or can they work on multiple projects at once? If so, what percentage of time do they need to devote to each individual project? E.g. 50%, 33%?

Answer 69: For the Seed projects the onsite requirements will be Superintendent and Site Safety Manager. QC Manager and Project Manager would be on site as per the contractor’s QC plan and the requirements of the contract performance. Key individuals may work on multiple projects that are at the same location if it is feasible and to the extent that performance does not suffer as a result. The Contracting Officer ultimately has the authority to direct changes.

Question 70: In the previous “QandA_for_MATOC_DTD_APRIL_12_2018” that was sent out. Question 32 asked to clarify locations for accurate Bollard count. The response was to see attachments Q 30, 32 and 33 for reference. However, none of these attachments show or have anything to do with the location of the Bollards. Please clarify where the bollards are to be installed or the accurate count of them.

Answer 70: No bollards are required.

Question 71: Seed Project D-1, Building 1019, Drawings, Sheet C-101, Keynotes #2, States “12 parking spaces stripping to be removed. Pavement to remain. Re-Seal bituminous pavement over entire area.” What is the entire area referring to? Are we to re-seal bituminous pavement at area where stripping has been removed, or is it over all pavement areas with-in the construction limits, which includes areas of pavements that are removed and replaced as stated in keynote #14?

Answer 71: Only re-seal 12 parking spaces impacted by striping removal.

Question 72: Seed Project D-1, Building 1019, Drawings, Sheet E-101, Keynotes #15, States “Ceiling mounted receptacle for overhead projector.” The specs only call for the Projection Screens. Is the contractor required to supply the projectors as well? If so, can you provide a basis of design.

Answer 72: Projectors are not required to be supplied by the contractor.

Question 73: Seed Project D-1 & D-2, Building 1019 & 1020. Are As-Built drawings available?

Answer 73: Very limited documents exist and they are in the possession of Florida Air National Guard. As-Built drawings will not be posted.

Question 74: Exhibit D-1, Seed Project Building 1019, Proposal Form Item 0007 Contractor Manpower Reporting & Exhibit D-2, Seed Project Building 1020, Proposal Form Item 0004 Contractor Manpower Reporting. How are we required to formulate the price? Is the Prime Contractor required to compute the rate of pay “X” hours worked for the price for both contractor and subcontractor combined?

Answer 74: This question is not clear. Pricing for these items would be for complying with the “Contractor Manpower Reporting” requirement as stated on each Exhibit D. This is reporting that is done through a website once a year for the previous fiscal year. The price should be a reasonable charge for compiling the information and doing the reporting through the website, https://www.ecmra.mil.

Question 75: Alter Weapons Release Building 1020, Project No. LSGA 132001 - Existing Walls between work areas 1, 2 and 3. Drawing AD-101 Shows the CIP concrete walls to be 8” Thick, Drawing S-101 and S-501 Show the Walls to be 12” Thick. Please clarify.

Answer 75: Assume 12” thick.

Question 76: Alter Weapons Release Building 1020, Project No. LSGA 132001 - The Hardware specification does not reflect the hardware called for on the Door/Opening Schedule. Please furnish Hardware Schedule for the following Groups: 21, 22, 23, 24, 25, 26, 27 and 28.

Answer 76: See question 18.

Question 77: Alter Weapons Release Building 1020, Project No. LSGA 132001 - Drawing AD-101 calls for the demolition of the roof deck for two Access Hatches, Drawing A-101 calls for only one Hatch. Please clarify.

Answer 77: Only one Hatch is required.

Question 78: Regarding glass and glazing / storefront systems, please advise of the required blast PSI level and the duration of the blast forces we are to use in providing the correct storefront rated systems. If the PSI level and the duration of the blast are not known, please advise Charge Weight and Stand-off distance, so we can determine the blast level.

Answer 78: Refer to Specifications section 08 80 00 Glazing paragraph 2.1.F; Charge Load Category II.

Question 79: In regards to section 3.3.5, Page 18 or 69, would you consider increasing the past performance period to 7 years in lieu of 5?

Answer 79: The period will not be changed.

Question 80: What is the amount for the liquidated damages for the two seed projects.

Answer 80: This information is contained within each Exhibit D.

Question 81: Specification Section 01 10 00, 1.3, B. Type of Contract lists Johnson Controls as the subcontractor to contact for the Metasys system. Can the government provide a name/company for the Metasys system as the phone numbers seem to be no longer in service?
