EXHIBIT I – MAINTENANCE OF NAVIGATION AIDS

GENERAL

This exhibit includes additional information for maintenance of navigation aids services and is subject to change as directed by the COR.

An overall map of the project is located in Exhibit K.

LOCATION OF WORK

Any portion of the lake surface may be serviced under this section. Specific locations of navigation aids and swim areas are found in attachments to this exhibit. The distribution and location of navigation aids and swim areas are approximate and are subject to change.

WORK TO BE PERFORMED

For both navigation aids and swim areas, see attachments to this exhibit:

Bowline with a Half-Hitch Detail #1 – Float Line End Anchor Attachment Detail #2 – Ball Float Attachment Detail #3 – Depth Gage Anchor Attachment

Any issues or concerns about the buoys and swim areas will be reported to the COR.

Installation of Navigation Aids are ordered as needed but are considered one (each) service. Removal of Navigation Aids is ordered by State (Pennsylvania -PA or Maryland -MD) and are considered two services (one for each State).

Buoys See the attachments to this exhibit, Location of Buoys

The Government owns all buoys to be installed on the lake. Private buoys that are part of boat clubs such as Somerfield Boat Club and Big Bend Boat Club are not part of this contract.

Installation: Buoys will be installed in accordance to the applicable attachments or as instructed, usually by attaching a rope to either a concrete anchor or a metal mushroom-type anchor using a bowline with a half hitch. The free end of the rope will be attached to an eight-foot long section of chain, again using a bowline with a half- hitch. The free end of this chain will be attached to the bottom of the buoy using a screw-pin shackle.

Anchor line length for all buoys will be equal to the depth of the water plus six feet.

Swim Areas See the attachments to this exhibit, Spillway Beach Area and Mill Run Beach Area.

Installation: Connection of the swim area components will be in accordance to the applicable attachments or as instructed. The length of the rope and number of floats may vary and are subject to change.

Removal of Navigation Aids and Swim Areas After retrieval, all buoys will be thoroughly cleaned and stored side-by-side as closely as possible in an upright position in the area designated. Swim lines will be neatly coiled and taped together to prevent tangling, and labeled for each location. All floats will be thoroughly cleaned before the line is coiled. Anchors, cable lines, and ropes will also be neatly coiled and grouped in piles in the areas designated.

Special Requirements NO BOAT buoys will be considered swim area components for the purpose of installation and realignment of swim areas. “No Boat” buoys will be considered navigation aids for the purpose of navigation aid removal.

SHALLOW buoys will be installed, maintained, and removed by the Contractor as directed by the COR.

Swim area installations are ordered individually but are considered one (each) service.

Swim area removals are ordered individually as the lake level drops throughout the summer, but are considered one (each) service.

SCHEDULE

Generally, navigation aids are installed on the lake mid to late April and swim areas are installed mid to late May. Realignments are usually ordered once a week thereafter as the lake level dictates. SHALLOW buoys are generally installed as the lake level drops late summer. Swim area removals may begin as early as July to late August through mid- September. Both PA and MD navigation aids are usually removed by the end of September.

An average (3 years) of 16 navigation aid and Spillway swim area realignments are ordered each year. Mill Run swim area is generally fewer as it is more shallow areas and are removed earlier.

CONTRACTOR-FURNISHED MATERIALS

The Contractor will furnish all necessary tools and equipment, including a means of measuring water depth for the proper positioning of the buoys such as a depth gage. A large pontoon boat capable of hauling heavy loads of buoys, rope, cables, and anchors, is recommended for installation and removal of the buoys and swim areas. A GPS unit may also be useful.

GOVERNMENT-FURNISHED MATERIALS

The Government will furnish all buoys, depth gages, ball floats, swim lines, anchor lines, anchors, cables, ropes, and hardware. These materials will be furnished to the Contractor at project storage areas as identified by the COR.

LOCATIONS OF BUOYS

NOTE: The numbered areas in this portion of Locations of Buoys Youghiogheny Lake correspond to the numbered areas on the maps in the other portions of this attachment.

Spillway Area I: One NO WAKE buoy approximately 100 feet out from where the launch ramp enters the water.

Area II: Five NO BOAT buoys evenly spaced around two sides of the float line, and one side of the beach at the spillway. They shall be positioned 75' outside the float line and beach, and follow the general outline of two sides of the swim area. (See the attachment entitled Spillway Beach Area.)

Horseshoe Bend Area III: One SHOAL buoy located above the ridge of the shoal in water that is 12 to 14 feet deep. This buoy shall be as far from shore as possible while at the same time meeting the above depth and position requirements.

Wilkins Hollow Area IV: Three NO WAKE buoys evenly spaced in a straight line across the mouth of Wilkins Hollow Cove.

Coon Hollow Area V: One NO WAKE buoy located halfway across the mouth of Coon Hollow cove.

Mays Point Area VI: One SHOAL buoy located above the ridge of the shoal in water that is 12 to 14 feet deep. This buoy will be as far from the shoreline as possible while at the same time meeting the above depth and position requirements. When the pool elevation is below El.

1416 N.G.V.D., two shoal buoys will be in place on the shoal. The proper location for the buoy farthest from shore will be determined using the method described above. The other buoy shall be positioned above the underwater ridge that forms the shoal, halfway between the buoy farthest from shore and the shoreline.

Tub Run Area VII: Four NO BOAT buoys evenly spaced around the swim area float line at Tub Run beach. The buoys shall be positioned 50 feet outside the swim area float line, and follow the general outline of the swim area. (See the attachment entitled Tub Run Beach Area.)

Area VIII: Three NO WAKE buoys in Tub Run cove about a quarter of the way into the cove from the lake.

Somerfield Area IX: At Somerfield Recreation Area, a row of eight evenly spaced NO WAKE buoys along both sides of the U.S. Route 40 bridge. These buoys will be placed out approximately 100 feet from the bridge on both sides.

One NO WAKE buoy approximately 100 feet out from where the launch ramp enters the water.

Jockey Hollow Area X: Three NO WAKE buoys evenly spaced across Jockey Hollow cove about two thirds of the way into the cove from the lake.

Braddock Run Area XI: One SHOAL buoy located above the ridge of the shoal in water that is 12 to 14 feet deep. This buoy shall be as far from the shoreline as possible while at the same time meeting the above depth and position requirements. This buoy shall mark the shoal at the mouth of Braddock Run cove.

Area XII: Three NO WAKE buoys evenly spaced in a straight line across the mouth of Braddock Run cove.

Reason Run Area XIII: One SHOAL buoy located offshore, above the ridge of the shoal, in water that is 12 to 14 feet deep. This buoy shall be as far from the shoreline as possible while at the same time meeting the above depth and position requirements. This buoy marks the shoal adjacent to the point of land across the Lake, and northwest of Reason Run cove.

Area XIV: One NO WAKE buoy halfway across the mouth of Reason Run cove.

State Line Area XV: Two MD/PA STATE LINE buoys evenly spaced across the lake on the state line.

Mill Run Area XVI: Two NO WAKE buoys about one quarter of the way into Mill Run cove from the main body of the lake.

Area XVII: Four NO BOAT buoys evenly spaced around the swim area float line at Mill Run beach. The buoys shall be 50 feet outside the swim area float line, and follow the general outline of the swim area. (See also the attachment entitled Mill Run Beach Area.)

Buffalo Run Area XVIII: Four SHALLOW buoys evenly spaced, and in a straight line, perpendicular to the west bank of the reservoir. These buoys will be installed north of Buffalo Run cove, generally within one week of the lake level falling to El. 1432 N.G.V.D. As the Lake level falls, this evenly spaced, straight line of buoys shall be repositioned downstream, so the shallowest point on the line formed by these buoys is 12 to 14 feet in depth.

Area XIX: Two NO WAKE buoys evenly spaced across the Buffalo Run cove. The line formed by these buoys should begin halfway between Lick Run and Church Run and continue in a direction perpendicular to the north shore of the cove.

These buoys will be removed once the SHALLOW buoys are in place in Area XVIII.

Selbysport Area XX: Two NO WAKE buoys evenly spaced and in a straight line where the main body of the Lake narrows at its southern end. Location of these buoys shall be dependent on pool elevation. (See attachments with the following titles: Selbysport NO WAKE Buoys at Lake Level 1437 N.G.V.D. and Higher; Selbysport NO WAKE Buoys at Lake Level 1433 to 1437 N.G.V.D; Selbysport NO WAKE Buoys at Lake Levels Lower than 1433 N.G.V.D.)

These buoys will be removed once the SHALLOW buoys are in place in Area XVIII.
