EXHIBIT F – RECREATION AREA SERVICES
GENERAL
This exhibit includes additional information for recreation area services.
An overall map of the project is located in Exhibit K.
All information below is based on past years’ experience and is subject to change based on management decisions, budget, and user trends.
The Contractor will designate both a Booth Supervisor and an Alternate Booth Supervisor to manage the campground booths.
Training Contractor gate attendants are expected to conduct themselves in a professional and courteous manner at all times and to conduct business in accordance to the training received at the beginning of the season. Generally, the Government training is given over a 2-3 day period, for up to 8 employees. Training manuals will be distributed at this time.
Training and policies are subject to change.
Security Requirements Contractors will be fully bonded and insured. Persons required to furnish a bond to the Government may: 1) deposit certain United States bonds or notes in an amount equal at their par value to the penal sum of the bond, or 2) furnish a certified cashier’s check, bank draft, Post Office money order or currency in an amount equal to the sum of the bond, or 3) furnish an irrevocable, unconditional letter of credit in lieu of a bond or guarantee. A fidelity bond is sufficient to meet the bonding requirement. The contractor shall be bonded for $25,000 or 25% of the previous year’s gross receipts, whichever is higher.
Only authorized on-duty personnel shall be permitted in the entrance booths. Children and animals are not permitted in the booth at any time. Loitering of friends, family, or off-duty personnel is prohibited. Identification will be obtained from any unknown official wishing to enter the booths.
Attendants will not park their vehicles in front of the booths blocking the campground signs.
Uniforms Gate attendants will maintain a neat, clean, and professional appearance. Tattoos will be covered by clothing and body-piercing jewelry, other than a single set of small earrings, will not be worn while on duty in the booth.
The complete uniform will be worn while on duty. The uniform will consist of a solid color trouser-style pant, button-down shirt, belt, nametag, and zippered hooded sweatshirt or jacket. Pant, shirt, and belt colors will be determined by the COR. All attendants will wear the same uniform items, color, and make. Hats will not be worn unless issued by the contractor and approved by the COR. Shorts, skirts, capris, sweatpants, prints, T-shirts, or jeans will not be worn. Shoes will be tennis shoes or leather shoes of a neutral color. Sandals or flip-flops will not be worn. All shirt buttons will be fastened except the collar button and worn tucked into the pants.
Nametags will be professionally-made and clearly identify both the Contractor’s company and the booth attendant. ‘Homemade’ nametags will not be permitted.
Booth Maintenance Gate attendants will maintain a neat, clean, and professional-looking work space.
Personal items and food will not be visible to the public. TV’s, smoking, and chewing tobacco are not allowed. Music may be played at low volume, if the music is not deemed offensive, or interfering with booth operations, subject to approval by the COR.
LOCATIONS
Outflow Campground There are 61 campsites, 2 group sites, 1 bike and hike area, and a day use area in this campground. A gate attendant is usually used at this location. Self-registration (honor vault) may be utilized without a paid gate attendant in the spring and fall portions of the recreation season.
Mill Run Campground There are 30 campsites, one host site, and a day use area in this campground. Camping fees are collected by self-registration (honor vault) without a paid gate attendant and another day use honor vault is used to collect launch and swim fees.
Spillway Rec Area This area is located in the Youghiogheny Recreation Area at the dam site. Two day use honor vaults are used to collect launch and swim fees.
Somerfield North Rec Area This area is located on the east side of the Rt. 40 Bridge. A day use honor vault is used to collect launch fees.
SCHEDULE
Gate attendants normally work from mid-May through early September. Campground entrance stations will be staffed and fees collected during the hours and dates ordered, including Federal holidays. Holiday weekends are usually Thursday-Sunday 8am-12pm.
Double shifts may be ordered over weekends and holiday weekends. Hours are subject to change. Booth supervisors may be required to attend meetings prior to opening the booths, and to assist with setting up/tearing down the booths at the beginning/ending of the recreation season.
Honor vaults are normally in use at various locations from mid-April through mid- October. When on duty at the entrance booths, gate attendants may be requested to assist the ranger staff in counting and verifying the collections.
WORK TO BE PERFORMED
Collection and Administration of Camping Fees The Contractor will collect and administer camping and day use fees in accordance with the guidelines set forth in the U.S. Army Corps of Engineers, Pittsburgh District's Recreation User Fee Program Manual. A copy of this manual will be available at the Contact Station. The Contractor will use a Government-provided, automated computer program to register campers, issue permits, print credit vouchers, and make reservations for campers. Training and instruction manuals will be provided for the computer programs and associated equipment.
ENG Form 4457, User Permits, will be used whenever the computer program for registration of campers and issuing permits is not available. A supply of ENG Form 4457, User Permits, will be issued to the Contractor prior to the start of the camping season; the Contractor is responsible for securing these forms at the Contact Station.
Instruction on the proper use of the ENG Form 4457, User Permit, will be provided by the Government.
The contractor shall be responsible for collecting camping fees and using a Government-provided computer software program. The Contractor shall have cash on hand at all times to make change for campers. All business, including cash transactions, shall be conducted in the Entrance Station. The Contractor is responsible for the security of funds at all times. The Contractor shall insure that the amounts collected balance with the face value of permits issued. Any voided permits shall have a written explanation attached.
Weekly, the Contractor shall prepare and submit a computer-generated accounting report, fee receipts, and file copies of permits. At the same time, the Contractor shall procure a certified check or money order for the cash collection total. Any shortage due to a recordkeeping error shall be the responsibility of the Contractor, and the amount shall be replaced by the Contractor. The Contractor shall obtain a receipt for these items upon submission to the Government fee cashier.
The Contractor shall mail the fees collected at the campgrounds to the Federal Reserve Bank in Atlanta, GA, on a weekly basis. The added effort to accomplish this task includes copying the collected checks (both front and back—multiple checks on one page of copy paper and reduced in size is acceptable) and mailing the original checks with the SF215, "Deposit Ticket," to the lockbox. Preaddressed envelopes will be provided by the Government. The copies of the forwarded checks shall become part of the files that are turned over to the Government fee cashier. If required, this task will be accomplished as part of the Contractor's Recreation Area Services at no extra cost to the government.
When the computer cannot be used for registration, the Contractor shall collect camping fees, manually filling out Temporary Registration Forms, issuing the user copy to the camper and maintaining a copy for the visitor records.
When checks are used for payment, the Contractor shall assure that the check (1) is a first-party instrument, (2) is made payable to "National Recreation Reservation System,"
(3) is in the exact amount of the fee, and (4) bears the visitor's driver's license number and state of issue. Any additional information required for acceptance of credit cards shall be reviewed during the Contractor's training. All currency and checks shall be U.S.
currency or checks. The Contractor shall follow training instruction in responding to requests for refunds and credit vouchers.
Any fees to the National Recreation Reservation System (NRRS) resulting from errors attributable to the Contractor shall be paid by the Contractor in a separate check to the
NRRS.
All accountable forms will be transferred to the Contractor from the Recreation Fee Cashier (RFC) using ORP Form 580, Recreation User Fee Program Hand Receipts.
These forms will be signed by each party and a copy retained for auditing purposes. At the termination of the contract, the Contractor will hand receipt all remaining accountable forms back to the RFC or an alternate fee cashier.
In addition to the collection and administration of camping fees, the Contractor will also be required to administer other use fee programs and procedures as directed by the COR, such as:
Golden Age and Golden Access Passports, Interagency Senior Pass;
Annual Passes for Day Use;
Collection of Day Use Fee Vaults;
Verification of Day Use Fees;
Payment of Use Fees by Credit Card;
Campground Reservations Program;
Conversion of funds to cashier’s checks or money orders;
Transmittal of User Fees;
Audits of Park Attendant User Fee Program Procedures and Records.
The Contractor will monitor quantity levels of administrative supplies needed to perform all required work. Shortages are to be reported in a timely manner to project personnel so that required services are not interrupted.
The Contractor will be required to use government radio communications equipment.
This will involve using both a base radio located at the Contact Station as well as a portable radio when away from the station. All use of radio communications equipment will be for official government business only. The Contractor will be provided guidance on the proper use of communications equipment and established standard operating procedures. Communications duties may include:
Providing routine and emergency information to, or requesting assistance from, other project personnel;
Relaying routine and emergency messages;
Acknowledging and documenting “out of vehicle” calls by park rangers on reservoir or campground patrol.
