EXHIBIT C – CLEANING SERVICES

GENERAL

This exhibit includes additional information for cleaning services.

An overall map of the project is located in Exhibit K. Campground maps attached at the end of the exhibit show locations of campground restrooms and showers.

SCHEDULE

An example of a cleaning schedule is attached at the end of this exhibit. This is the schedule that will be used unless the contractor submits an alternate schedule for consideration and approval.

The government reserves the right to revert back to the attached schedule.

The initial opening and final closing of restrooms each recreation season will not interfere with the regular cleaning schedule.

Sufficient time must be allowed for travelling between sites and for a possible 15-minute inspection at the end of the service (see attached cleaning schedule example). Examples of travelling distances for restroom cleanings are shown below. These are estimates only and may vary depending on the order and number of the cleanings.

Restroom Miles Outflow #1 to Outflow #3 1/4 Outflow #3 to Outflow #2 1/4

Outflow #2 to Somerfield North 13 Somerfield North to Mill Run 9

Mill Run to Spillway 13 Spillway to Ranger Office 1/4

FACILITIES

All Facilities Measurements shown for each facility are approximate and do not include square footage for areas not part of the service (i.e., restroom utility rooms). The numbers for amenities and facility features shown for each facility are not necessarily all inclusive and are subject to change.

The Contractor will maintain and supply both interior and exterior light bulbs for all buildings as listed in the table attached at the end of this exhibit, with the exception that the Government will replace bulbs on mounted poles, overhead in maintenance bays, overhead in the tower gateroom, tower basement rooms, tower stairwells, mounted on outside tower walls, and on top of the ranger office roof. Bulbs will be replaced in kind and identical wattage as per the COR. The contractor will replace all others and must have adequate tools and equipment to safely reach areas as high as 20-25 feet. This list is not necessarily all inclusive and is subject to change.

The Contractor will supply toilet paper with at least 1000 sheets per roll. At each service, all 2-roll toilet tissue dispensers will be refilled to maintain the equivalent of no less than 1 ½ rolls. Any unused paper remaining from previous cleanings will be put in the Outflow Campground entrance booth and in the utility rooms of all other restrooms, and becomes the property of the Government.

An extra roll of toilet paper will be provided for each office restroom and 12 extra rolls each will be provided for the Outflow Booth for emergency replacement.

All items as listed in the exhibit will be cleaned, including:

Vents, fans, and drinking fountains will be cleaned each service.

Interior light covers will be wiped clean of insects and dirt on the inside as needed.

Exterior light covers will be cleaned as ordered by the COR.

Exterior of buildings will be kept clean of cobwebs, insects, bird nests, etc.

A mold-control cleaning agent will be used to keep mold from growing on surfaces.

Rough-surfaced floors will be scrubbed clean with stiff brooms or scrub brushes.

Carpeted steps will be vacuumed, including the edges, and not swept with a broom.

Area rugs will be lifted up and the floor cleaned underneath. Rugs will be replaced once dry.

Gravel, dirt, and debris will not be swept off sidewalks into the grass or parking lot.

Snow will be removed from all entrance pads of (but not sidewalks) each service.

Public Restrooms Restrooms will be cleaned as ordered by the COR and schedules are subject to change. During the recreation season while the campgrounds are open, restrooms will generally be cleaned twice on weekends and holidays. During the off season, restrooms are generally cleaned 2 times per week.

Campground maps showing the locations of the restrooms in the campgrounds are included at the end of this exhibit.

Shower curtains and rings will be provided by the Government.

A typical shower stall measures approximately 21 square feet, as shown below. Not all shower stalls have the additional drying area and bench.

Pressure Washing Restrooms Pressure washings of restrooms are usually ordered once a month per restroom before opening and during the Recreation Season.

The Spillway Restroom is a vault toilet facility without water. Electric outlets are 6-8’ high and require a ladder to reach. The contractor must be prepared to haul water in to the facility or to pump it from the lake to the restroom. If pumping water, the lake level may vary greatly throughout the recreation season. The contractor must also provide electricity to run the pressure washer. Pressure washing of this facility will include the inside walls of the vault toilets.

The contractor will remove the plexiglass sleeves and cleaning times notices on the doors before pressure washing the outside of the building. The doors will be dried before reinstalling both the sleeves and notices. The contractor will also remove toilet paper rolls before pressure washing interiors to keep them dry and put them back on the bar when done.

Office Cleanings (includes all office restrooms) Office cleanings are ordered as one service and includes the Resource Managers Office, Ranger Office, Tower Office, and Maintenance Office. All offices are located at either side of the dam.

They are generally cleaned 2 times per week year round.

Cleanings will be completed at all offices no later than 3:30pm. The staff will turn off alarmed buildings before services start.

Water coolers will be cleaned in all offices. The catch tray will be emptied and sanitized with each cleaning.

All connecting sidewalks, balconies, and decks around buildings and parking lots will be cleaned year-round except when covered by snow. De-icing salt will be swept off these areas when weather permits and will not be swept into the grass/landscaping beds.

The storage closet (approximately 4 ½ ft. x 4 ½ ft.) in the basement of the Resource Manager’s Office is available for the contractor’s use to store equipment and supplies.

Most office windows and windowed-doors have blinds. Windows that are easily reached will be cleaned as needed. High windows requiring ladders will be cleaned once/month as ordered by the
