EXHIBIT B – MAINTENANCE OF LANDSCAPED AREAS

GENERAL

This exhibit includes additional information for maintenance of landscaped areas and general grounds. These services are ordered on as ‘as needed’ basis.

An overall map of the project is located in Exhibit K.

Pruning & Tree Removal Ornamental and non-ornamental trees, shrubs, and plants may be ordered pruned or removed anywhere on the project, but are generally limited to developed recreation areas. These will be marked accordingly. Debris will be taken to the burn pile in the Spillway Area or disposed as ordered by the COR.

Planting Trees and shrubs to be planted may be anywhere on the project, but are generally limited to developed recreation areas. Plantings will usually be done in the spring or early fall. Nursery stock will be provided by the Government.

Brush Cutting Brush cutting is generally ordered from late summer to mid-fall at various locations, both in developed recreation areas and throughout the project. Some areas are remote and may be steep, rocky, and uneven terrain. Poison ivy abounds. Four-wheel drive vehicles may be required in some areas.

Access Road Clearances Access clearings are generally ordered from late summer to mid-fall at various locations, both in developed recreation areas and throughout the project. Some areas are remote and may be steep, rocky, and uneven terrain. Poison ivy abounds. Four-wheel drive vehicles may be required in some areas.

12 Foot Clearances: A clearance of 14 feet above the entire clearing limits shall be maintained. On the ditch line side of the road, the outside limit shall be 12 feet from the edge of the pavement or road surface, or 4 feet from the outside top edge of ditch, whichever is the greater distance. On the below grade side, the road clearing limits are 12 feet from the edge of the blacktop or road surface.

In some areas, the COR may elect to have some of the trees left in place on the below side of the grade. Debris will be taken to the burn pile in the Spillway Area or disposed as ordered by the

COR.

5 Foot Clearances: Used mainly on remote roadways and to provide clearance for mowing, the intent is to clear the brush within 5 feet of the outside wheel tracks and on the center of roadways.

Overhead clearance is generally 10 feet. The cut brush may be left lying alongside the road where it falls, as long as it does not encroach out into the roadway, thrown into the woods, taken to the burn pile in the Spillway Area, or disposed of as ordered by the COR. Stumps and stubble will be cut to a maximum height of 8 inches above the ground surface. Trees over 4 inches diameter within the clearing area need not be cut.

Pesticide and Herbicide Applications A CELRP Form 1031, Pesticide Application Record, (see Attachment 6 of PWS), will be submitted for each spraying. Use of an indicator will be determined by the COR or in this exhibit and the spray area boundaries will be clearly visible. An indicator will not be used when spraying around buildings. The herbicide applied will be non-toxic to fish and other aquatic life.

Buildings: Buildings, sheds, and enclosed areas will be sprayed when ordered to eliminate pests such as millipedes, carpenter bees, termites, ants, etc. This service will cover return visits for both previously sprayed facilities and for additional ones as deemed necessary by the COR at no further cost to the Government.

Facilities to be sprayed usually include all buildings in Exhibit C – Cleaning Services, with the exception of the Somerfield North facilities, the Tower Office and the Maintenance Building.

However, these buildings may be ordered as needed. The Steel Building Lean-To (not pictured in the exhibit) measures approximately 15’W x 35’L and is located below the Tower Office.

Dam Site: This area encompasses approximately 14 acres of stone riprap (upstream and downstream slopes) and 1000 feet of hand-placed stone ditches. Herbicide shall be applied to the stone slopes of the dam, along the berms of the road across the dam, all stone ditches, around wood and steel guardrail posts, sign posts, etc.

Miscellaneous/Spot Spraying: Areas will be sprayed as ordered in recreation areas around the lake.

Vegetation, particularly poison ivy, will be sprayed to keep it away from and off common traffic areas, pathways, roads, trails, on trees and buildings, behind campsites, and to eliminate vegetation in all riprap areas and ditches.

Exact locations and amounts ordered may vary year to year. (Reference Exhibit A – Mowing -mowing maps and Exhibit C – Cleaning - campground maps) The amount of spraying will be determined by the square foot. Some representative examples are listed below. Area sizes are estimates only of locations commonly sprayed annually. All sites may not be sprayed or in entirety, depending on need and amount of vegetative growth.

Spillway cracks – approximately 28,726 SF Somerfield North ditches – approximately 2500 SF (500’ of ditches) Somerfield North fence line – approximately 4464 SF Spillway fence line above wall – approximately 1818 SF Outflow riprap – approximately 21,780 SF

Campsites: When ordered for each campground, all sites and any site-specific parking areas will be sprayed to eliminate vegetation from the site surface, including 2’ around the outside ties/bumper blocks bordering the site/parking area, with a kill rate of 95%. Sites vary in size, with an average size of 950 SF. Sites will normally be sprayed in the late spring and early fall. An indicator will be used. Sites will not be sprayed while campers are on the sites, which may necessitate a return to complete the service. (Reference Exhibit C – Cleaning Services – campground maps)

The amount of herbicide needed can vary depending on vegetative coverage on each site, but an estimated average (3 years) for campsites in each area is as follows:

Outflow Campground - 64 sites (includes 2 group sites and 1 Bike & Hike table area) - 18,969 SF Tub Run Campground – 102 sites (includes old contractor site by entrance booth) - 37,967 SF Mill Run Campground – 31 sites (includes host site) - 14,734 SF

Mulching and Weeding The table below gives a general estimate and description of areas that may be ordered for mulching or weeding and is not all inclusive. If ordered, these services are generally done twice, once in May and once in July.

Mulching: A mulching service will include the cleaning of the area, including but not limited to, removal of debris, litter, antiskid, weeds, leaves, and grass. All deleterious materials such as coarse pieces of bark or wood greater than 12 inches long and/or 2 inches wide, and dirt or stones, will be removed before placement of mulch.

Border edges will be re-established using edging tools.

An approved granular pre-emergent herbicide will be applied to cleaned areas before mulching.

Mulch will be placed to a 3 inch minimum depth into cleaned areas and 24 inches around the base of trees.

Removed mulch and material will be disposed of in accordance with the Environmental portion of the Performance Work Statement.

Weeding: A weeding service will include the removal of all of the undesirable plant, including roots. This may be done manually or the Contractor may elect to apply a selective herbicide at no additional cost to the Government. Service will not be accepted until all the weeds are removed, regardless of the method. The Contractor will replace, at no cost to the Government, any landscaping plants inadvertently damaged or killed by these procedures. Disposal will be in accordance with the Environmental portion of the Performance Work Statement.

Leaf Removal and Cleaning of Campsites Leaf removal and cleaning of campsites, group sites, and the Outflow Bike & Hike Area will include removing all leaves, litter, limbs, trash, large rocks, and debris off the sites and 2 feet around the outside perimeter of each site. Materials removed will be disposed as ordered by the COR. This service is generally ordered between mid-April to mid-May, prior to the campgrounds opening.

This service will include:

Outflow Campground - 64 sites (includes 2 group sites and 1 Bike & Hike table area) Tub Run Campground – 102 sites (includes old contractor site by entrance booth) Mill Run Campground – 31 sites (includes host site)
