AMENDMENT 0004
AMENDMENT 0004
Amendment 0004 Changes
A. The purpose of the amendment is to extend the closing date of solicitation W911SG-17-R-0037 for the Ft.
Bliss MSW to 07 August 2017 at 11:00a.m. PDT.
B. The changes to the CLIN quantities for W911SG-17-R-0037-0003 were done in error. The quantities are changed to reflect the current quantities per CLIN. Proposal pricing shall be submitted in the W911SG-17-R-0037- 0004 Bid Schedule, submitted with W911SG-17-R-0037-0004.
C. The PWS is revised to reflect changes due to questions received during the 18 July 2017 site visit. The changes are highlighted in yellow.
D . 52.212-2 Evaluation—Commercial Items (2014) is revised to reflect the changes of W911SG-17-R-0037-0004.
The changes are highlighted in yellow.
E. The following is the questions and answers resulting from the 18 July 2017 site visit:
Note: Redundant questions are not posted.
Q u e s t i o n 1 :
PWS 1.2.1 Are latrines a requirement in this solicitation?
A n s w e r 1 :
It is the responsibility of the Contractor to provide latrines for their personnel. The Government will provide no latrines
Q u e s t i o n 2 :
PWS 1.3. Will the Government please list the historical tonnages provided in this section by State in order to determine disposal estimates for different disposal facilities.
A n s w e r 2 :
The Government does not have historical data breaking up waste collected for Texas and New Mexico.
Q u e s t i o n 3 :
PWS 1.3. Will the Government please confirm “1,001,858.12 tons of Type IV”?
A n s w e r 3 :
The figure is incorrect it should be 1,858.12 tons per year average. Paragraph 1.3 of the PWS and Technical Exhibit
BLISS, TX
15, Historical Tonnage Collected at Ft. Bliss and Various Ranges MSW is revised to match the 1,858.12 tons for Rubble Type IV.
Q u e s t i o n 4 :
PWS 1.3 states “Tipping fees are calculated based on the current rates off the El Paso Landfill and the New Mexico Alamogordo Landfill.” However there is no separate Line Item for disposal by the ton or even disposal reimbursement, so could you please clarify what is meant by this sentence.
A n s w e r 4 :
It is the Contractor’s responsibility to price the CLINS of picking up refuse to include all costs involved (including tipping fees and all other associated costs with landfills) for the base and option periods.
If the tipping fee rates increase, the Contractor can request an equitable adjustment.
No separate CLINS will be added for disposal per ton or disposal reimbursement.
Q u e s t i o n 5 :
PWS 1.4. Will the Government please extend the period of performance to a minimum of 1 base year and 4 option periods? The capital required for rolling stock, electronics, miscellaneous equipment is substantial, and pricing is adversely affected by shorter periods.
A n s w e r 5 :
The Government will not change the length of the period of performance.
Q u e s t i o n 6 :
PWS 1.7.1. Are the landfills listed by name in this section the only landfills acceptable to the Government for disposal of MSW or, can Contractor utilize alternate, fully permitted, sites? I would recommend that they be allowed to dispose at any permitted municipal solid waste facility.
A n s w e r 6 :
The contractor can use any permitted landfill site. The two sites listed in the PWS are the most common used landfills. Paragraph 1.3 and 1.7.1 of the PWS is revised to reflect change that any permitted landfill site may be used with COR approval.
Q u e s t i o n 7 :
PWS 2.1.66, 3.4 & 5.1.1 These clauses all indicate that the contractor will be provided with locations that can be used for their MSW collection and disposal operations, equipment lay down and to work on equipment and painting.
However there is a sentence in the middle of 5.1.1 that states “Contractor shall not store any equipment or vehicles used for refuse collection either at the storage yard or any of the two MICAs.” Please clarify this apparent conflict and advise whether the contractor can store equipment and vehicles on base and if so where.
A n s w e r 7 :
Paragraph 2.1.66 of the PWS is only the definition of the refuse collection stations. It does not provide instructions.
Paragraph 3.4 of the PWS states what Government furnished property is furnished. It does not provide instructions.
Paragraph 5.1.1 of the PWS is revised to define what may be stored at the storage locations and where repairs are permissible.
Q u e s t i o n 8 :
PWS 4.2.1. States 1 “No later than 120 calendar days after the initial phase in period, the Contractor shall have collection equipment (vehicles, scales, RFID sensors, web based application) inspected by the COR for conformance with contract requirements. Approval of equipment shall be made by the Contracting Officer prior to commencement of refuse collection.”
We understand this to mean that the Contracting Officer will approve the equipment prior to its installation and the
BLISS, TX
COR will confirm its timely installation, and that there is no timing conflict, please confirm.
A n s w e r 8 :
Paragraph 4.2.1 of the PWS is revised to clarify all equipment and systems will be approved prior to 120 days after award commencement.
Q u e s t i o n 9 :
PWS 4.4 throughout this section the specification requires the use of ultra-high frequency RFID equipment to transmit real time container fill levels. We do not believe such a system is available. We have identified a system that continuously monitors a containers location and takes pictures of container fill levels, at regular intervals, and uses wireless cellular technology to transmit the data and photographs to a web based program. However, in order for it to work the container location has to receive wireless cellular service and further the truck has to be travelling where there is wireless cellular service in order to receive and send the real time data the government is requiring.
Please confirm whether this is the type of system the government is attempting to specify and if so whether it will be acceptable for there to be a lack of data from locations that do not have wireless cellular service.
A n s w e r 9 :
The Government is looking is to have a system that would track the container’s location whether it is on Main Post or at one of the Ranges when the Contractor is doing pickups and the container is being emptied that the sensor locks into a real time data where it provides the location and weight of the trash inside the container. The feature of the sensor to take pictures or provide video feed is not needed. No 24 hour monitoring either. That section is revised n the PWS.
Q u e s t i o n 1 0 :
PWS 4.4.3 please confirm that the fill level and GPS information requirement only apply to 6CY and 8CY containers and not any roll off containers.
A n s w e r 1 0 :
Paragraph 4.4.3 of the PWS is revised to state only permanent 6CY and 8CY containers will have RFID tags. No RFID tags will be installed on roll offs or temporary dumpsters.
Q u e s t i o n 1 1 :
4.4.3 weight of trash information collected by onboard scales can only be transmitted when the collection vehicle is range of a cellular wireless signal please confirm that this will meet the required specifications.
A n s w e r 1 1 :
The RFID will latch on/communicate to a GPS on the trucks. GPS does not work off of wireless systems. No need to use a wireless system with GPS.
Question 12:
4.4.4 please clarify how the two percent down time allowance will be calculated each month? As an example if there are 1,000 containers monitored for 30 days that would equate to 30,000 container monitoring days per month, so would 2% mean that a contractor were allowed to not have data for 600 container monitoring days in a month?
A n s w e r 1 2 :
Some of those dumpsters are in storage. In TE 3 it lists the facilities that have dumpsters on post and ranges. TE 12 shows the facilities that are serviced every week along with the number of pickups on Main Post and Ranges. They are permanent containers listed in TE12. Only to monitor the containers when they are scheduled to be emptied when the Refuse truck comes and records the weight and location. TE 12 is a scheduled and is a sample to give the Contractor how services are provided at Ft Bliss for permanent containers. The Government is not looking to monitor all the containers 24 hours a day.
BLISS, TX
Q u e s t i o n 1 3 :
The CLIN structure requires that disposal cost be included in the per pick up unit pricing, as there is no separate disposal line item. It appears to be the government’s intent, by specifying a system that uses photographs to monitor fill levels, to minimize the number of dumpster pickups performed, so that only near full containers are serviced.
The result of these two things will be that the contractor will not receive full compensation for its cost of disposal, as the weight of refuse per pick up will increase as the number of services decrease. Accordingly we respectfully request that a separate deposal reimbursement CLIN be added.
A n s w e r 1 3 :
The 80% to 100% full rate has changed to 60% to 100% full rate. The PWS is revised to reflect the change.
A separate disposal CLIN will not be added.
Q u e s t i o n 1 4 :
1PWS 5.1 please clarify the apparent conflict between the requirement for a predetermined collection schedule, the not less than 80% full service limitation and the use of a live fill level monitoring system to determine when a container needs servicing.
A n s w e r 1 4 :
The collection schedule is predetermined for the first 120 days. After 120 days, the collection schedule will be revised to reflect what is necessary for performance per Government and Contractor input.
Q u e s t i o n 1 5 :
PWS 5.1 “The Contractor shall establish and maintain pickup of containers not less than 80 % full.” Some of the geographical distances included in this contract may necessitate the emptying of containers which are less than 80% full in order to optimize route efficiency. For example: Oro Grande Range is 60 miles northeast of Ft. Bliss. 7 front load containers are staged there and scheduled for service on Tuesdays. Should 1 of the containers reach 80% on Monday morning and a truck is dispatched to Oro Grande Range, it would make operational sense to empty all containers on the Range, that are not empty, while the truck is on station rather than emptying the 1 and returning on Tuesday for the others.
Will the Government make exceptions to the 80% requirement?
A n s w e r 1 5 :
Governments change the PWS section 5.1 to 60 to 100% full. PWS lists in section 5.4 Quality Control (QC) for the Contractor to provide inspectors to drive ahead of trucks where it is scheduled to service the dumpsters and they would notify the driver if the dumpsters are full and overflowing along with illegal dumping.
Q u e s t i o n 1 6 :
In the event the contractor did service a container that is less than 80% full would this result in a deficiency notice and would the government still pay for the pickup?
A n s w e r 1 6 :
It will result in a deficiency notice and the Contractor will still get paid for it.
Q u e s t i o n 1 7 :
The not less than 80% full limitation could result in the need for additional trucks and manpower, as not all containers on a route fill up at the same rate and therefore the contractor may have to have a truck in the same area multiple times in a week or even day, vs. adhering to a set schedule. We respectfully request that the government remove this limitation.
A n s w e r 1 7 :
Government revised PWS section 5.1 to 60 to 100 % full but the contractor will have QAs as stated in the revised
BLISS, TX
section of 5.4 of the PWS.
Q u e s t i o n 1 8 :
PWS 5.2 Does the contractor need to have any equipment such as a Bobcat, loader or scales to operate the MICA’s?
A n s w e r 1 8 :
PWS Section 5.1.1 is revised. The Contractor has to have to decide what equipment is necessary or not to meet the requirements.
Q u e s t i o n 1 9 :
PWS 5.2.1. Is the Contractor responsible for the extraction of gas (Freon etc.) from gas containing appliances such as air conditioners and refrigerators?
A n s w e r 1 9 No. PWS section 5.2.1 was removed but incorporated in section 5.2.2 as unallowable items list for refrigerators, freezers, and air conditioners.
Q u e s t i o n 2 0 :
PWS 5.3.3 Please confirm whether both the PM and the APM need to meet the length of experience and qualifications set out in this section or just the PM.
A n s w e r 2 0 :
The PM and APM shall have the same qualification standards.
Q u e s t i o n 2 1 :
PWS 6.6. Will the Government please provide the available, on-site, locations for cleaning and repair service?
A n s w e r 2 1 :
A0913 is the current Citizen Collection Site with a wash rack with a crane to do maintenance on the Refuse trucks and repair government containers along with painting. Electricity and water are available at A0913.
Q u e s t i o n 2 2 :
Solicitation 52.212-2 (e) “ A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.”
Will the Government please confirm that the award will be all-or-none?
A n s w e r 2 2 :
The Government will award the contract and its entire requirement to a single contractor.
Q u e s t i o n 2 3 :
Amend 002 pg 8 Evaluation Factors. Please note that the referenced section of the PWs do not match the provided description e.g. “5.2 – Waste Management” is incorrect 5.2 is Military Installation Collection Areas. Please identify which functions of the PWS are to be evaluated.
A n s w e r 2 3 :
The Contractor will be evaluated in what is in Section L of the solicitation.
Q u e s t i o n 2 4 :
BLISS, TX
Amend 002 pg 10 Factor 2 Past Performance, would the Government consider completed CPARS in lieu of completed PPQ when evaluating a proposers referenced contracts.
A n s w e r 2 4 :
That Government will consider all sources of past performance.
Q u e s t i o n 2 5 :
Due to the extent of the research that must be done into the required monitoring, GPS, routing , scale and reporting systems to ensure they will meet the required specifications, as well as the extent of the required technical proposal we respectfully request that the offer due date be extended a minimum of 14 days.
A n s w e r 2 5 :
Solicitation is extended until 07 August 2017 at 9:00 am PDT.
Q u e s t i o n 2 6 :
If an Offeror is using a subcontractor for a portion of the work, is the Offeror required to submit past performance references for the subcontractor?
A n s w e r 2 6 :
Yes.
Q u e s t i o n 2 7 :
Is TE 17 (List of Recyclable Items) included in this Solicitation package because the Contractor will be required to implement a recycling program in addition to refuse collection and disposal?
A n s w e r 2 7 :
No. The recycling at Ft Bliss is a separate contract. The Contractor is not responsible for picking up recycling or sorting the recycling at the MICA sites.
Q u e s t i o n 2 8 :
What is the amount of Rubble generated in FY2016 (12 months ended September 2016)?
A n s w e r 2 8 :
The Fiscal Year goes from October 01 to 30 September.
Q u e s t i o n 2 9 :
What evaluation method will be utilized by the government to ensure the contractor's proposal is meeting the new Limitations on subcontracting criteria found in the SBA Final Rule which took effect June 30, 2016 which notes that "The limitation on subcontracting for both service and supplies is statutorily set at 50% of the award amount received by the prime contractor?
A n s w e r 2 9 :
FAR PART 19 regulations will be used to evaluate the proposals.
Q u e s t i o n 3 0 :
In the posting the government states that award will be made to the lowest priced technically acceptable offeror. It also states that award will be made to the offeror with the best value to the government? With a service of this size, scope and importance, a trade-off approach of best value seems to make the most sense.
A n s w e r 3 0 :
W911SG-17-R-0037-0002 states award will be to the lowest priced technically acceptable offer.
BLISS, TX
Q u e s t i o n 3 1 :
PWS 2.1.33 MSW, please explain role of contractor in abandoned vehicles.
A n s w e r 3 1 :
That is just a section in the PWS for definitions, acronyms, and abbreviations. No the contractor is not required to dispose of automobiles in this PWS.
Q u e s t i o n 3 2 :
PWS 4.4.3We have found reliable systems to take pictures which are GPS enabled call sensors and not RFID Please clarify if meeting the requirement is OK although one component is not RFID
A n s w e r 3 2 :
The RFID sensor is not required to take photos or independently transmit GPS data or fill levels. The RFID feature of the sensor to take pictures would not be needed.
Q u e s t i o n 3 3 :
Confirm scales and RFID needed for roll off trucks and fullness monitors for 6 CY and 8 yd containers only.
A n s w e r 3 3 :
Scales are only required for Front Loaders, not roll off trucks. RFID tags are only required on permanent 6 CY and 8cy containers.
Q u e s t i o n 3 4 :
Will the Government please publish the attendance sheet for the site visit conducted on July 18, 2017?
Answer 34:
No
Question 35:
Is there any difference between the PWS published on pages 8 through 46 of the Draft?
Amendment 00002 dated July 18, 2017 and the PWS posted on FBO July 17, 2017 as a separate file?
Answer 35:
No changes. Each subsequent change of the PWS due to an amendment is highlighted in yellow.
Question 36:
If an Offeror is using a subcontractor for a portion of the work, is the Offeror required to submit past performance references for the subcontractor?
Answer 36:
Yes. Along with experience and references.
Question 37:
Is TE 17 (List of Recyclable Items) included in this Solicitation package because the Contractor will be required to implement a recycling program in addition to refuse collection and disposal?
BLISS, TX
Answer 37:
The Contractor is not responsible for any type of recycling requirements for this contract. The recycling requirement is under a different contract.
Question 38:
Why has the amount of Type IV Rubble varied so widely from year to year? For example, the amount of Type IV Rubble generated in FY 2015 is approximately 1% of the amount of Rubble generated in 2012. What caused a 99% reduction, and is the anticipated future amount of generated Rubble expected to mirror the amount of Rubble generated in the most recent year of data (2015)?
Answer 38:
The amount of rubble is based upon the level and type of construction projects required at Ft Bliss.
Question 39:
What is the amount of Rubble generated in FY2016 (12 months ended September 2016)?
Answer 39:
The Government does not have the data for 2016.
Question 40:
What is the amount of Refuse Tonnage Type I generated in FY2016 (12 months ended September 2016)?
Answer 40:
12,432 tons.
Question 41:
The PWS states that Fort Bliss is designated as a net Zero Waste Installation which requires zero landfill waste disposals by the year 2020. Since Option Year 2 and Option Year 3 for this Solicitation is after the net Zero Waste goal implementation, what plans are in place that will achieve the Net Zero goal by 2020? How will a Net Zero goal affect this contract for collection and disposal of over 10 thousand tons of refuse and rubble?
Answer 41:
Ft. Bliss will always have waste to dispose and will strive to meet the net zero goals at the same time. The Government will work with the Contractor to achieve the goals of net zero waste.
Question 42:
TE 14 shows that 5 Front Load Trucks are currently used to collect refuse from 6 & 8 yard containers at Ft. Bliss. However, the PWS, Section 4.3 shows that only 3 Front Load Trucks have been historically used by Contractors to perform collection from 6 & 8 yard containers. What are the number of Front Load Trucks that are currently ACTIVE in the collection of Refuse and Rubble at Ft. Bliss? What is the number of Front Load Trucks that are used as back-up equipment for collection of Refuse and Rubble at Ft.
Bliss?
Answer 42:
Current contractor uses four trucks which they rotate and two roll off trucks. There is no requirement as too how many trucks are needed for the Refuse contract currently. It is up to the contractor to have an amount of trucks to do the job in emptying dumpsters at Ft. Bliss and various Ranges at acceptable levels the government.
BLISS, TX
Question 43:
TE 12 shows a total of 318 6-yard dumpsters in service at the Main Post, but TE 3 shows a total of 369 6-yard dumpsters in service at the Main Post. Please explain the difference in these two totals for 6-yard dumpsters at Main Post.
Answer 43:
TE 12 is the dumpster’s schedule that shows how many times that dumpster or roll off requires service during the week not that there are that many dumpsters. That is the number of times it is serviced per week. The schedule changes day to day or week by week. It all is based on the demand for dumpsters. The same answer applies to the range containers.
Question 44:
TE 12 shows zero Compactors at Ft. Bliss. However, TE 3 shows 2 Compactors located at Building 7777 and 1 Compactor located at 11636. Are there compactors in service at Ft. Bliss? Will the Contractor be responsible for providing compactors during the course of the new refuse contract performance period?
Answer 44:
All compactors are Government furnished. Contractor will be required to service compactors when the customer needs the requirement. It is estimated that they will not be needed until 2020 when the new hospital opens. The compactors are 40 cy.
Question 45:
TE 14 states that the Incumbent Contractor employs 15 people for the performance of their refuse contract. What are the positions, or job title, for each of these employees?
What function do they fulfill of the contract?
Answer 45:
The Contractor is responsible for staffing the requirement. The Government is not involved with the level of employees the Contractor provides.
Q u e s t i o n 4 6 :
Are all 15 employees disclosed on TE 14 exclusively employed to support the existing refuse contract, and have no other job duties for the incumbent that are not related to the Fort Bliss refuse contract.
Answer 46:
The Government cannot answer the question due to the Government is not involved how the Contractor employ their employees.
Question 47:
How many of the 15 employees disclosed on TE 14 are employed less than Full Time (40 hours per week) to support the existing refuse contract?
Answer 47:
The Government cannot answer the question due to the Government is not involved how the Contractor employ their employees.
BLISS, TX
Question 48:
How many man hours has the incumbent contractor utilized, on average, to perform the existing refuse contract over the last 12 months? What are the historical reported Contractor Manpower hours for the last 5 fiscal years for refuse removal at Fort Bliss?
Answer 48:
The current Contractor is working there staff 40 hours a week. The Government cannot provide more details.
Question 49:
CLIN 0010 – Truck and Equipment Costs – Can the government list the items that should be included in this lot price? Should the purchase costs of trucks and all other necessary equipment be included in this CLIN? A very clear delineation would avoid any incorrect assumptions being made.
Answer 49:
The Government cannot dictate how the Contractor fulfills the requirement.
Question 50:
The quantities listed in option year CLINs are reduced from base year quantities. Can this be explained?
Answer 50:
Containers will be eliminated over the life of the contract to meet the net zero goals when possible.
Question 51:
Will the government please add a CLIN for the disposal of large items placed outside of the containers? The contracting staff at the site-visit said it was “an epidemic” so it seems unfair to have us have to guess how often this “epidemic” will impact our ability to perform without having some type of cost to cover it.
Answer 51:
No additional CLINS will be added for bulk pick up. The cost for bulk items shall be included in the CLIN for pickup cost. QA personal shall arrive first before the refuse trucks arrive to service the dumpsters.
Question 52:
Can the government please provide a list of acceptable manufacturers of the hardware/software systems required in 4.3.3 that will meet the Ft Bliss’s requirements. We are currently unaware of a system that can sync and do all of that is being requested seamlessly. Since it is a stated requirement, can the Government please share which manufacturer they researched and found acceptable?
Answer 52:
The Government cannot dictate how the Contractor fulfills the requirement.
Question 53:
Can the government please provide a copy of the latest list of GFE (Government provided equipment) and its quality status? If we are expected to provide repairs we would have to know the condition of the containers and how many and what type of repair events is anticipated.
BLISS, TX
Answer 53:
TE 13 has the most up to date “Dumpster Inventory and Current Condition for Ft. Bliss, TX”. Government shall work with the contractor which containers to be repaired month to month.
Question 54:
In the posting the government states that award will be made to the lowest priced technically acceptable offeror. It also states that award will be made to the offeror with the best value to the government? With a service of this size, scope and importance, a trade-off approach of best value seems to make the most sense.
Answer 54:
W911SG-17-R-0037-0002 stated award will be made to the lowest priced technically acceptable offeror.
Question 55:
Under 1.1 it states, “Vehicles or service in this contract will not collect non-fort bliss waste”. If each individual container on the base is RFID tagged and weighed then why wouldn’t the contractor be able to utilize the same trucks to provide service to potential future contractor locations on base with containers those were not part of the government tracking software?
Answer 55:
All equipment including trucks and sensors RFID can only be used for this contract not for other contracts at Ft.
Bliss that the contractor may be awarded.

What are the primary and vital requirements of this solicitation?
Answer 62:
The Contractor shall perform in accordance with the PWS and the requirements of the contract.
Question 63:
Who or what determines what is 80% full?
Answer 63:
PWS paragraph 5.4 Quality Control (QC) states the government will depend on the Contractor to determine which container is 60 to 100 % full.
Question 64:
Is the contractor expected to re-route their service daily as opposed to running a set, “fiscally responsible” (part of the Army Net Zero initiative) and efficient route which limits truck time and therefore the carbon footprint and ozone pollution caused by these large vehicles?
Answer 64:
The Contractor shall perform in accordance with the PWS.
Question 65:
If a container is scheduled for one time a week pickup and is 65% full on the pickup day and therefore (as we understand) cannot be serviced, what are we to do knowing that it will most likely be overflowing (65% + 65% = 130%) by the time it is due for service the following week? Are we expected to have yet another vehicle drive around and inspect the base on a daily basis (since we know
BLISS, TX
of no software RFID program that does what is being requested) and emit carbon pollution in hopes of eliminating a pickup that was 15% short of being acceptable for service?
Answer 65:
Government revised the PWS section 5.1 to 60 to 100 %. COR and Contractor will make adjustment to pick up schedules as needed.
Question 66:
PWS Section 4.3.3. Would the Government consider removing the RFID tags with fill capacities, scales, GPS monitoring, and Waste Management Hardware and Software Requirements from the contract? This equipment is extremely expensive and excessive for this type of contract. Furthermore, we have seen this clause on other procurements for other installations. These installations have encountered conflicts with base security protocols, and discovered that this clause would be a massive cost driver. They ultimately removed it as a requirement. Early estimates from quotes that we have received are in excess of $30,000.00 per month for all of the required devise listed above. We are respectfully asking the Government to remove this requirement.
Answer 66:
The Government is requiring the RFID tags.

W911SG-17-R-0037-0002 provided directions.
Question 78:
In Section 4.3.3, can we use "wireless" connected sensors instead of "RFID" sensors? The main reason being that there is no RFID sensor that can capture and transmit GPS, fullness information and photos of the inside of containers.
Answer 78:
The Government is looking is to have a system that would track the container’s location whether it is on Main Post or at one of the Ranges when the Contractor is doing pickups and the container is being emptied. The sensor also provides real time data where it provides the location and weight of the trash inside the container.
The feature of the sensor to take pictures would is not needed. Section 4.4.3 of the PWS has been revised to pick up containers at 60 to 100% full.

Question 80:
Would the Government please consider adding a “Delivery CLIN” for the front load and roll-off containers that are delivered to the ranges? Delivering containers to the ranges can take up to 3 hours round trip, and would greatly assist the contractor in recouping costs for these deliveries.
Answer 80:
BLISS, TX
The price of delivering the containers to the ranges shall be included in the Contractor’s costs for the rolls off containers.
Question 81:
Would the Government please consider adding a “Miscellaneous collection” for collecting items that are not place in the containers? On the site visit we noticed large items above 80 lbs. next to the dumpster. The Government noted on the site visit that they would not hold the commands responsible for placing items next to the dumpsters. It does not seem reasonable to not pay the contractor for these collections since we have no control over who places items next to the dumpsters and we will incur collection costs collecting the items
Answer 81:
Section 5.1 of PWS states “If the bulk items weigh over 80 pounds and do not fit on the back of the Contractor’s truck, the COR shall be notified”. That is why it is included in the CLIN for pickups whether they are permanent or temporary containers.
Question 82:
Would the Government please consider adding a “Relocation CLIN” for the front load containers that need to be removed from buildings that are no longer operable? Question 88:
It appears that there are over 300 containers at the two, current contractor lay down yards. Will the contractor be reimbursed for relocating the entire front load and roll-off containers from the current lay down yards to the new yard? Should this be priced in the Phase In CLIN?
Answer 88:
Yes.
Question 89:
We strongly suggest the Government consider removing the “ultra-high frequency RFID sensors inside all containers to provide fill levels and GPS locations”. The cost for this technology alone will cost over $150,000.00 annually ($10.00 per month, per container plus installation), not to mention having to pay an IT/QCM to monitor each container to make sure it is working correctly. Costs could easily exceed $200,000.00 annually for this requirement.
Answer 89:
The RFID requirements are revised in the PWS.
Question 90:
There is technology that can track weights of containers and tracks dumpster locations via GEO coding utilizing an onboard computer system. We see this as a viable alternative to the “ultra-high frequency RFID sensors inside all containers to provide fill levels and GPS locations”, as the technology will track the container locations and provide weights of each dumpster with a fraction of the cost. Would the Government consider making this the only requirement, that is, to track weights and track container GPS locations via GEO coding?
Answer 90:
No. The PWS requires RFID tags.
Question 91:
Does the Government expect the contractor to have someone on staff that continuously monitors dumpster fill capacities and build the routes daily from this monitoring? Yes, but not 24 hours a day.
Answer 91:
No. The working hours are from 0730 to 1630. The Program Manager or Assistant Program Manager shall be able to reach by cell phone after hours.
Question 92:
BLISS, TX
Consider this scenario. 10 bags of trash and a dead deer carcass are placed in a container; however, this container is only at 50% full. The container needs to be dumped, and is smelly, but it is not “80-95% full”. Do we collect this container?
Answer 92:
All questionable pickups will be resolved on a case by case basis. Contact the COR for directions. Both government and contractor will work together to resolve issues and adjust pickups on the schedule.
Question 93:
Section 4.4.1.1. Please provide information on the desired purpose or function of the on board smart display computer board. Compology provides in-cab tablets for a couple of purposes. One is to transmit and track paperless routing orders, and real time, on the go route changes, to the driver. The driver can also use the tablet to indicate successful servicing of containers, and record if a container is blocked or otherwise not serviceable. This information can be updated real time and accessible to government personnel if needed, as well as the hauling contractor. Another purpose of the table is to track the GPS location of the truck. Our wirelessly connected tablets update location every 8 seconds and provide the GPS location of the truck on a map. In order to transmit any information back and forth to the truck and tablet, a wireless connection is necessary. Provided a wireless signal is available, our on board tablets will function as designed. Please confirm if wireless is available in all locations on base, or qualify that real time tracking and updating is required where wireless is available. Without wireless, we are not aware of a system that can update truck GPS location in real time.
Additionally, please confirm the need for military grade computer boards. Compology uses tablets that function in all conditions whether military grade or not.
Answer 93:
The computers don’t have to be military grade. Yes, most of the base on Post has wireless signal and some of the ranges. Section 4.4.1.1 of the PWS is revised to add tablets.
Question 94:
Section 4.4.2. Compology systems provide real time, automated integration between truck and our web-based software platform, and the sensors in the containers. Our system requires LTE wireless connectivity. Please confirm that LTE wireless signal is available at all container and truck access locations, or qualify that the automated integration is required where LTE wireless is available. Also confirm that a web-based host is acceptable. We are not aware of a system or technology that can track container and truck GPS, monitor container fullness and capture photos in the containers in real time without a LTE wireless connection.
Answer 94:
Most of the base on Post has wireless signal and some of the ranges. As mentioned before, the main thing that the Government is looking is to have a system that would track the container’s location whether it is on Main Post or at one of the Ranges when the Contractor is doing pickups and the container is being emptied that the sensor locks into a real time data where it provides the location and weight of the trash inside the container on permanent dumpsters.
The feature of the sensor to take pictures would not be needed. As stated in the PWS that the Just to keep it simple.
Question 95:
Section 5.1. Compology allows hauling contractors to automatically monitor and confirm fullness of containers for servicing when 80% or more full, or at any other fullness threshold set by the user. Compology can also confirm that containers are serviced at least once per week. Because the sensor is located within the container, a servicing event cannot be mistaken and the servicing event can be confirmed by a review of photos from the sensor. Will the photos from the sensors be used to determine if putrescible waste is present or not, since presence of putrescible waste allows for the collection of the container at a less than 80% full level? Is there a threshold % of putrescible waste in the container that would put the container into the realm of the 80% full requirement or not? Or is it any amount of putrescible waste that causes the distinction to be made?
BLISS, TX
Answer 95:
PWS section 5.4 Quality Control (QC) where the QAs shall be checking for if the dumpsters are at the 60% or over to be picked up and if any trash is outside the dumpster or roll off around the vicinity of 20 to 25 ft and to report if there any other problems so the Contractor to notify the COR in taking action. The Contractor shall ensure the RFID sensors are operational and are repaired if necessary. The feature of the RFID sensor to take pictures would not be needed.
Question 96:
Section 5.1.4. Regarding notification of missed or skipped collection, would the COR use information from a system like Compology to first confirm whether or not a missed or skipped collection occurred? Could the contractor use information from a system like Compology to use in its explanation?
Answer 96:
Yes, both the COR and Contractor will work together in finding out if they were missed or filled up again once the container was emptied and if needed to make adjustments in adding…
