PERFORMANCE WORK STATEMENT (PWS)
For
MUNICIPAL SOLID WASTE MANAGEMENT SERVICES AT
FORT BLISS, TX
Part 1 General
Information
1.0 General. This is a non-personal services contract for Municipal Solid Waste (MSW) m a n a g e m e n t t o i n c l u d e collection and disposal. All MSW shall be disposed off-site at the El Paso Landfill or any other permitted municipal solid waste landfill. The goal is to support the installation mission by providing a clean, healthy environment for occupants, users, and visitors. To meet this goal, close coordination is required between the Contractor, Contracting Officer’s representative (COR), Contracting Officer (KO), and existing Recycling Program Manager to efficiently manage MSW collection and disposal services under this contract, while minimizing disruptions to Government operations and meeting security requirements. Current listings of facilities with refuse collection containers and current planned collections are in Technical Exhibit (TE) 3, “List of Facilities to Currently Receive Services.” This contract will require weighing and recording of all refuse collected and disposed.
Fort Bliss is a United States Army post in the U.S. states of New Mexico and Texas, an area of about 1,700 square miles (4,400 square KM), and home to the 1st Armored Division. It is FORSCOM’s (United States Army Forces and Command) largest installation, and has the Army’s largest Maneuver Area (992,000 acres- referenced by TE 4 and TE 18). Fort Bliss is designated as a net Zero Waste Installation that requires working progressively towards zero landfill waste disposals by the year 2020. During performance of this contract, the Contractor shall establish and maintain pickup of dumpsters not less than 80 % fill capacity. The pickup schedule and routes shall be optimized to assure pickup of full (80-95%) dumpsters and to prevent overfill and spillage. The Contractor shall pick up spillage and bulk items within 25 feet of the dumpsters. If the bulk items weigh over 80 pounds and do not fit on the back of the Contractor’s truck, COR/ACOR must be notified. COR will then make a decision to call Pride Industries and have them go pick up the bulk items for disposal. Contractor shall contact the Fort Bliss Quality Recycling Program (QRP) at (915) 568-1537 as the point of contact when refuse containers are full with recyclable materials only but if those materials are mixed with trash, the Contractor will empty the entire Refuse container and dispose of the contents. Contractor shall submit route and other optimization proposals/plans/studies to the Contracting Officer (KO) for consideration and approval. The KO/COR will review the Contractor’s provided documents. The Contractor shall not pick-up or transport items that are known to contain weapons, hazardous materials, live ammunition, ammunition shells/casings, or compact military food heaters. Bio-medical (also known as “red bag”) and other hazardous materials (HAZMAT) are not included in this contract. Notify the COR immediately upon discovery. Government will work with the Contractor to promote and implement government practices and procedures that reduce landfill waste disposal.
1.1 Description of Services. The Contractor shall provide all personnel, equipment, supplies, facilities, vehicles, transportation, tools, materials, supervision, and other non-personal services necessary to perform services and manage all MSW including Military Installation Collection Areas (MICA). The Contractor shall operate the MICA under a permit issued to Ft. Bliss (TE 6). The Government will be leasing the hardware, scales (for the vehicles and sensors for dumpsters), RFID sensors, and other associated items during the period of this contract from the Contractor. All of the data that is collected will be owned and controlled by the Government under this contract.
The Contractor shall install the RFID sensors to dumpsters that are permanent and temporary as well as permanent and temporary roll offs at Ft. Bliss Main Post and Ranges (Westbrook, Dona Anna, Oro Grande, and McGregor).
The Contractor shall remove the RFID sensor from a dumpster if maintenance for repair, cleaning, and painting is needed or the container becomes unserviceable. RFID sensor from the dumpster that was removed shall be installed to another dumpster to service that facility. The RFID sensors must be able to assist in locating the dumpsters, provide real time data of the levels of trash in container, and be able to take pictures inside the container at any time (night or day). These operations include the collection, transportation, and disposal of all refuse generated at Fort Bliss. This contract does not include the Fort Bliss Housing Areas. The Contractor’s responsibilities shall include, but not be limited to dumpster labeling (labels are to include information of what not to place inside and a customer service phone number (64BLISS [642-5477]) on the front and back face of dumpsters (refer to TE 7), providing repairs, repair parts, tools and maintenance personnel to perform repairs on Contractor Furnished Equipment (CFE- TE 14) and Government property under this contract. The Government will provide all refuse collection containers for use in this contract (dumpsters, roll-offs, and compactors) as Government Furnished Equipment (GFE). All other related equipment and property will be the responsibility of the Contractor to include, but not be limited to latrines, trucks, or cleaning facilities. The Contractor shall perform in accordance with (IAW) all terms, conditions, specifications, and standards contained in this contract and shall obtain such permits, bonds, licenses, or other authorizations as may be required. The vehicles or services in this contract will not collect Non-Fort Bliss waste.
A list of deliverables is detailed in TE 2. The Contractor shall provide these items to COR as designated in TE 2.
