RFI

Quick question on the upcoming bid. Would you like us to quote the model that is listed? it is older but some stock is still available (MK2N3LL/A)? If not, do you want us to quote the newer model (MPQ83LL/A)

ANSWER:

Meet or EXCEED Specifications---Preferably the most current/newer so long as it Meet or EXCEED Specifications.

RFI

1 Evaluation Factors for Award (a) and (c) Factor 2 – Price pgs. 4 &5 "There appears to be a conflict in the evaluation methodology, specifically related to pricing. On Page 4 of the amended solicitation, under Evaluation Factors for Award, it is stated, ""This is a Lowest Price Technically Acceptable source selection…"" while page 5 under part (c) Factor 2 – Price states, ""Price will not be scored or rated…the Government will determine whether prices are reasonable."" These two statements seem to contradict each other and create an ambiguity in the evaluation methodology.

Please clarify how or if price is evaluated. If award will be on a LPTA basis, please modify or remove all language suggesting that pricing will not be evaluated or done so for reasonableness.

If the evaluation will be made on a Best Value or alternative methodology, please modify the evaluation factors as appropriate."

ANSWER:

Please see FAR 13.106-3(a)

In order to be technically acceptable, the offeror must comply with solicitation instructions and meet the technical specifications first to be considered for award.

After all offerors have been technically evaluated. Then, an award is made to the LPTA—Lowest Quote (LOWEST PRICE TECHNICALLY ACCEPTABLE) determined to be technically acceptable.

2 Evaluation Factors for Award (b) pg. 4 Under part (b) of Evaluation Factors for Award on page 4 of the solicitation, it states, "Quotes received for less than the stated number of items listed in the Price Schedule will be considered ineligible for award." Please confirm whether bidders must provide a solution and pricing for all categories of products in the solicitation to be considered for award. Will the Government consider splitting the award if offerors are not able to provide solutions for all categories? Will the Government consider making an award to a bidder if the solutions offered are not fully compliant with every specification?

ANSWER: The solicitation request provided to industry is for all or nothing.

An offeror’s quote SHALL include a quote for all items (all or nothing) noted in the spreadsheet.

Incomplete quotes cannot be considered for award.

Compliance—Technical Acceptability—the offeror must meet the technical specifications.
