CONTRACT CONSIDERATIONS

PART 1 GENERAL

1.01 Work on this contract will be performed on Training Area B and could have significant conflicts with military training. Work on the project must be as short as possible and the dates of work need to be closely coordinated with Directorate of Plans, Training, and Mobilization Services

(DPTMS) - Range Branch. Contractor shall coordinate all activities with DPTMS. No in-stream work will be allowed from 30 September 2021 to 1 May 2022.

1.02 This contract shall have a scheduled completion date of 30 June 2022.

SECTION 01031

DEMOLITION AND REMOVAL PROCEDURES FOR PROPERTY CONTAINING HAZARDOUS

MATERIALS

PART 1 GENERAL

1.01 SCOPE

A. This section describes the requirements for the handling, removal, and recycling/disposal of any and all friable and non-friable asbestos, lead based paint; PCB containing materials, universal wastes, and Contractor generated hazardous or other regulated waste.

B. The Contractor shall furnish all labor, materials, services, insurance, tools, transportation, personal protective equipment, supervision, and equipment necessary to remove and dispose of all items generated under this contract.

1.02 SUBMITTALS

A. Asbestos Project Notification: Asbestos removal projects greater than 260 linear feet of pipe insulation or 160 square feet of other ACM requires that an “Asbestos Project

Notification”, Department Health Services (DHS) Form DHS 159, be filed with the state.

A copy of the notification must be submitted. The notification must be postmarked at least 10 days prior to the project starting.

B. Asbestos Waste Tracking Record: Asbestos shipping records shall be signed by the asbestos contractor, the transporter, and the receiving facility and submitted. The shipping record shall include the information specified in the Wisconsin Administrative

Code NR 477.13 Paragraph (4).

C. Universal Waste Disposal: A copy of the “Certificate of Recycling” shall be submitted for all universal waste materials recycled under this contract.

D. Hazardous Material Inventory: A hazardous material inventory for all products requiring a Material Safety Data Sheet (MSDS) shall be provided to the Contracting Office and

Environmental Division prior to the start of work. The MSDS must be on file at the work site.

E. Hazardous Waste: The Contractor is considered the “generator” for all hazardous waste generated under this contract. The Contractor shall obtain an EPA Hazardous Waste

Generator Identification Number and is responsible for the labeling, disposal, transporting, manifesting and reporting of all hazardous waste they create under this contract. A signed copy by the generator, transporter and TSDF of EPA Form 8700-22, UNIFORM HAZARDOUS WASTE MANIFEST will be submitted.

F. Permits: Notification of Demolition and/or Renovation and Application for Permit

Exemption (Form 4500-113 Rev 06-05).

G. Laboratory results: Submit a copy of all laboratory results including, but not limited to, asbestos and lead-based paint analysis.

H. Clearance sample results: Submit a copy of all clearance sample results for asbestos and lead-based paint.

I. Personnel Roster: Provide a personnel roster of all employees conducting asbestos and/or

Lead-based paint work and their associated Certification and Licenses that will be working on this project.

J. Receiving Facility/Landfill Certification: The Contractor shall provide a copy of the receiving facility’s “Operating Licenses” indicating that they are certified to receive the materials being sent to them for all waste generated under this contract.

1.03 PROJECT CONDITIONS

A. There is the potential that non-friable asbestos, friable asbestos, mercury containing items, PCBs and/or lead based paint exist within the materials scheduled to be removed as part of this contract.

B. Work may affect, but is not limited to, the following items:

1. Cement asbestos siding.

2. Smoke stacks and miscellaneous wood framing around stacks clad with asbestos fireboard.

3. Lead based paint on windows, door frames, and trim.

4. Flooring material.

5. Roofing material.

6. Fluorescent bulbs and light ballasts.

1.04 ENVIRONMENTAL REQUIREMENTS AND SPECIAL PROCEDURES

A. Compliance with Environmental Regulations: The Contractor shall comply, and ensure that their subcontractors comply, with all applicable Federal, State, and local laws and

DOD and Army regulations, ordinances and standards related to environmental matters.

The Contractor shall also comply with, and ensure that all subcontractors comply with, all specific instructions or directions given to the Contractor by the Fort McCoy

Directorate of Public Works Environmental Division (DPWE) regarding environmental matters. All communication shall be submitted through the KO or directly to the DPWE with the KO’s approval.

B. Air Emissions: The Contractor shall comply with all U.S. Environmental Protection

Agency (USEPA) Clean Air Act (CAA) National Ambient Air Quality Standards

(NAAQS) emission standards for hazardous air pollutants (40 CFR 61). Further, no person may cause, allow, or permit particulate matter to be emitted into the ambient air which substantially contributes to exceeding of an air standard, or creates air pollution in accordance with the Wisconsin Administrative Code NR 415.03. The Contractor shall not cause, allow, or permit any materials to be handled, transported, or stored without taking precautions to prevent particulate matter from becoming airborne, nor may the Contractor allow a structure, a parking lot, or a road to be used, constructed, altered, repaired, sand blasted, or demolished without taking such precautions. Such precautions shall be in accordance with Wisconsin Administrative Code NR 415.04 and the Fort McCoy Title V

Operating Permit and will include, but not be limited to the following:

1. Use, where possible, water or Government approved chemicals for the control of dust in the demolition of existing buildings or structures or construction operations.

2. Application of asphalt, water, plastic covering, or approved chemicals on dirt roads, material stockpiles, and other surfaces which can create airborne dust, provided such application does not create a hydrocarbon, odor, or water pollution problem.

3. Install and use hoods, fans, and air cleaning devices to enclose and vent the areas where dusty materials are handled.

4. Covering or securing of materials likely to become airborne while being moved on public roads, railroads, or crossing navigable waters.

C. Asbestos Containing Material (ACM): Asbestos Containing Material (ACM) is considered any material with an asbestos content greater than 1 percent. Prior to demolition and/or renovation, the Contractor is required under ch. NR 447, Wisconsin

Admin Code to have the structure inspected for the presence of asbestos by an inspector licensed by the Wisconsin Department of Health and Family Services. Removal and disposal shall be in accordance with the OSHA, EPA, state and local regulation. The

ACM Contractor is responsible to remove all layers of ACM, including the celetex material on the sub floor which is not ACM. The “sub floor” is the last layer above the floor joists. To the best of the Government’s knowledge, friable and non-friable ACM will be disturbed by this type of work.

Should the Contractor encounter additional, previously unidentified, or suspected ACM which must be disturbed to comply with the contract documents, the Contractor shall cease that work on those areas and immediately notify the Contracting Officer. The COR will work with the KO to arrange for a contract modification as required.

Asbestos Containing Waste: Asbestos containing waste shall be identified, characterized, containerized, and disposed of in strict accordance with Federal guidelines found in

40 CFR Part 61 Subpart M. An asbestos waste shipment record shall be used by the

Contractor to document all parties and locations involved in the transportation, storage, and disposal of all ACM waste. A copy of the manifest shall be signed by the receiver of the waste and submitted to the Contracting Officer not later than forty-five days after disposal has taken place.

D. Lead: To the best of the Government’s knowledge, lead-based paint exists on windows, door frames, and trim. Any surface which contains lead and requires cutting, demolition, or repair shall be isolated to prevent access. Objects shall be removed from the isolated areas and the floor and fixed objects shall be covered with 4 mil plastic sheeting. Lightly wet or mist the work area to reduce the airborne concentrations of dust. After completion of work, containerize the plastic sheeting and wet wipe walls and floors with a tri-sodium phosphate detergent. Carpeted floors shall be thoroughly vacuumed with a vacuum which has a HEPA filter. A wipe sample shall be collected and a clearance of lead in dust levels shall be below the abatement clearance criteria before the work area is released back to the Government. Workers shall comply with OSHA 29 CFR 1926.62 Subpart D. Air monitoring in conformance with OSHA standards shall be accomplished by the

Contractor to ensure the level of protection provided to the workers is adequate. Lead debris identified by the Government as hazardous waste shall be properly disposed of in conformance with all applicable Federal (40 CFR 745) and State of Wisconsin

(Wisconsin Administrative Code, HFS 163) regulations.

E. Hazardous Waste Generated by the Contractor: The Contractor shall identify, characterize, containerize, store, and dispose of hazardous wastes in strict accordance with Federal guidelines found in the Code of Federal Regulations, Title 40 (40 CFR)

Parts 260-270; State requirements found in the Wisconsin Administrative Code

NR 660-679; Fort McCoy Regulation 420-25; Wisconsin Solid Waste Regulations

NR 502; Fort McCoy Regulation 200-1; and local guidelines. The Contractor shall notify the Contracting Officer and DPWE Division upon encountering any material not otherwise identified in the contract documents thought to be hazardous that could jeopardize the safety of workers or personnel in the area. In those instances, the

Government shall be responsible for characterization, transportation, storage, and disposal of such waste, if necessary.

F. Universal Waste: The Contractor shall handle and dispose of all universal waste in accordance with the Federal USEPA Universal Waste Management Standards

(40 CFR 273), Wisconsin Administrative Code NR 690, and Fort McCoy

Regulation 420-25. Universal waste includes florescent lamps (all types), mercury containing equipment, pesticides, and all batteries. Contractor shall furnish the

Contracting Office with a certificate of recycling to indicate compliance with all applicable requirements.

G. Fluorescent lamp ballasts:

1. Fluorescent light ballasts that have “No PCBs” marked on them by the manufacture are considered scrap metal and is to be disposed within a scrap metal container identified by the KO or designated point of contact.

2. Fluorescent light ballasts NOT marked “No PCBs”, must be disposed in accordance with 40 CFR 761 and the Wisconsin Department of Natural

Resources, Hazardous Waste Program, Publication PUBL-SW-194 93.

3. Fluorescent light ballasts may not be recycled on Fort McCoy.

H. Used Oil: The contractor shall handle and dispose of used oil in accordance with

USEPAs Standards for the Management of Used Oil (40 CFR 279), Used Oil

Management Standards, Wisconsin Administrative Code NR 679, and Fort McCoy

Regulation 420 25.

I. RESERVED

J. Regulated Refrigerants and Halons: Under NR 488, regulated refrigerants may not be released during salvaging and dismantling activities. The Contractor shall properly recover all refrigerants and halons using approved equipment operated by qualified technicians. The company that the technician works for must also be registered with the

WDNR. Items containing refrigerants include but are not limited to: air conditioners, refrigerators, freezers, chillers, dehumidifiers, heat pumps, water fountains, walk-in coolers, vending machines, food display cases, and fire extinguishers.

K. Fuel and Petroleum Storage: All fuel or petroleum products shall be stored within secondary containment and shall be marked with appropriate signage (e.g. Flammable

Storage - No Smoking within 50 ft.). All mobile fuel tanks and petroleum storage containers greater than 110 gallons (not mounted to a vehicle) shall be grounded and bonded in accordance with National Fire Protection Act (NFPA) standards. All mobile tanks shall be double walled or set within secondary containment/bermed area that contain 110 percent of the largest tank. Bermed areas shall be removed at the completion

01031 - 5 of the job and the area restored to its original condition. All other storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition.

L. Fuel, Petroleum, and Hazardous Material Spills: The Contractor shall attempt to safely stop the spill if possible. For a release within the cantonment area, notify the Fort McCoy

Fire Department by calling 911 from a land line or (608) 388-2266 if using a cell phone.

For a release within ranges controlled by DPTMS Range Control Office, call

(608) 388-4848. For questions pertaining to petroleum or hazardous materials releases, call the Environmental Division at (608) 388-2160.

M. Nuisance and Polluting Activity Prohibited: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, solid waste or other hazardous substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface is not allowed. The Contractor shall be held responsible for any and all damages which may result. The Contractor shall conduct its activities in such a fashion which avoids creating any legal nuisance, including but not limited to, suppression of noise and dust, control of erosion, and implementation of other measures as necessary to minimize off-site impacts of work activities. The Contractor shall protect adjacent property, buildings, and their contents from dust, dirt, or other materials. Contractor is to wet down dry materials, settle debris, and prevent blowing dust. Work areas shall be maintained in a neat, clean, and safe condition and shall, as a minimum, be cleaned at the end of each shift.

N. Solid Waste Disposal: The Contractor shall collect all trash, debris, refuse and garbage in appropriately labeled and sealed or covered containers. These materials shall be hauled from the site and disposed at an approved receiving facility weekly. All receiving facilities shall conform to all local, State (Wisconsin Administrative Code, NR 502) and

Federal guidelines (40 CFR Subchapter I, 260-370) and Fort McCoy Regulation 200-1.

O. Permits: The Contractor shall prepare and submit all applicable permit applications to complete the work. Furnish copies to the Contracting Officer and DPWE Division for demolition, renovation, construction and abatement permits in accordance with all applicable State of Wisconsin codes (i.e. Wisconsin Department of Natural Resources

(WDNR), Wisconsin Department of Health and Family Services (WDHFS), and

Wisconsin Department of Commerce) prior to commencing work.

P. Affirmative Procurement: Executive Order 13423 requires Federal agencies to procure items made from recovered (recycled) materials and environmentally preferable and energy efficient products and services. It is the policy of Fort McCoy to acquire, in a cost-effective manner, items composed of the highest percentage of recovered materials practical, consistent with maintaining a satisfactory level of competition. One of the key elements of the Affirmative Procurement Program is procurement of recovered materials.

Procurement of recovered materials is covered in FAR Part 23.4. Recovered material means waste materials and by-products which have been recovered or diverted from solid waste.

Q. Energy: The Contractor shall use good judgment in the conservation of Government utilities. Prevailing energy conservation practices shall be adhered to and enforced by the

Contractor.

PART 2 EXECUTION

2.01 TESTING OF ASBESTOS CONTAINING MATERIAL AND LEAD BASE PAINT

A. The Contractor must test all buildings assigned to the contract for Asbestos Containing

Material and Lead Base Paint.

B. The Contractor must complete all required paperwork as identified in Section 1.02 above.

All reports must be filed with the appropriate agencies. Copies of all reports shall be submitted at the same time to the Contracting Officer, Construction Inspector/Asbestos

Supervisor, Environmental Division.

C. The Contractor must test and submit clearance sample test results to the Contracting

Officer, Construction Inspector/Asbestos Supervisor, and Environmental Division.

D. The Contractor may not start construction on buildings assigned to the contract until all

ACM is removed and all clearance sample results are back from the certified laboratory.

Air Clearance Samples, if done, must test .01 f/cc or less before construction begins.

2.02 ABATEMENT AND REMOVAL OF LEAD AND ASBESTOS CONTAINING MATERIAL

A. The Contractor shall remove all ACM and Lead Based Paint Material in accordance with all State and Federal codes (i.e. Wisconsin Department of Natural Resources (DNR), Department of Health and Family Services (DHFS), Occupational Safety and Health

Administration (OSHA), Federal Environmental Protection Agency (EPA)), and all other applicable laws and regulations.

B. The Contractor shall provide a list of all personnel involved with ACM investigation, removal, abatement, and disposal activities prior to work commencing. Further, the

Contractor shall provide notification within 24 hours to the Contracting Office of any changes in personnel engaged in ACM activities during the performance of this contract.

Only Wisconsin State Certified and Licensed individuals shall perform any ACM investigation, removal, abatement and disposal work in accordance with Wisconsin

Revised Statutes Chapter 254 and Chapter HFS 159 “Asbestos Certification and Training

Certification” in the following categories: Asbestos Hazard Reduction Certification

(Asbestos Roofing Supervisor, Asbestos Roofing Worker, Asbestos Supervisor, Asbestos

Worker), Asbestos Investigation Certification (Asbestos Inspector, Asbestos

Management Planner, Asbestos Project Designer). The Contractor shall provide proof of accredited training.

C. A copy of each worker’s State of Wisconsin asbestos certification and licensure MUST be submitted prior to commencing work.

D. The Contractor shall provide only Wisconsin State Certified/Licensed personnel to perform all lead-based paint activities, including lead hazard reduction, lead investigation, and work that disturbs lead-based paint, in accordance with Wisconsin

Revised Statutes, Chapter 254.

E. A copy of each worker’s State of Wisconsin lead-base paint certification and licensure and the company certification/license MUST be submitted prior to commencing work.

2.03 DISPOSAL

A. Contractor shall dispose and/or recycle all solid wastes generated under this contract as described in the above sections.

SECTION 01300

SUBMITTALS

PART 1 GENERAL

1.01 SUBMITTALS

The following paragraphs indicate the requirements for submittals by the Contractor. All items listed in the Schedule of Material Submittals shall be submitted in accordance with the following paragraphs.

A. At all times the Contractor remains responsible for ensuring that the work is performed in strict accordance with the contract requirements. The fact that a non-conforming submittal may be accepted and inadvertently approved by the Government does not, in any way, relieve the Contractor of this responsibility. Approval by the Contracting

Officer shall not relieve the Contractor from responsibility for any errors or omissions in the submittals, nor from the responsibility of complying with the requirements of the contract, unless the variations have been described and approved in strict accordance with the procedures set forth in the Code of Federal Regulations, 48 CFR 52.236-21, Specifications and Drawings for Construction clause, paragraph (f).

B. Definitions

1. Submittal - General term that includes any item that is required to be provided by the Contractor to the Government to identify product descriptive literature, drawings, sketches, and schematics that indicate and show a fabrication or installation method or technique; or any other model or sample of actual items or methods to include product data sheets, shop drawings, or samples.

2. Product Data - Descriptive literature or data that describes the physical properties of a product or material item that the Contractor intends to use in doing the work.

Such descriptive data should enable the Contracting Officer to verify that the intended item meets the necessary requirements of the specifications.

3. Shop Drawings - A sketch, drawing, or schematic that is prepared by or for the

Contractor that illustrates or shows how certain products or material items will be assembled, installed, interconnected, or fabricated for this contract.

4. Sample - An actual piece of material, product, or equipment that the Contractor intends to furnish, use, or install on the project.

1.02 PRODUCT DATA

A. Preparation:

1. Clearly mark each copy to identify pertinent products or models.

2. Show performance characteristics and capacities.

3. Show dimensions and clearances required.

4. Show wiring or piping diagrams and controls.

5. Show any other information requested in the specification sections.

B. Modify drawings and diagrams to delete information that is not applicable to the work.

C. Supplement standard information to provide information specifically applicable to the work.

1.03 SHOP DRAWINGS

A. Drawings shall be presented in a clear and thorough manner.

B. Details shall be identified by reference to sheet, detail, schedule, and room numbers shown on the project drawings.

1.04 SAMPLES

A. Product samples shall be of sufficient size and quantity, unless a size is specified, to clearly illustrate:

1. Functional characteristics of the product with integrally related parts and attachment devices.

2. Full range of color, texture, and pattern.

B. Field samples and mock-ups:

1. Fabricate each sample and mock-up complete and finished.

1.05 CONTRACTOR RESPONSIBILITIES

A. Review shop drawings, product data and samples prior to submission. All submittals shall be made through and approved by the General Contractor. Submittals will not be accepted directly from sub-contractors.

B. Determine and verify:

1. Field measurement.

2. Field construction criteria.

3. Catalog numbers and similar data.

4. Conformance with specifications.

C. Coordinate each submittal with the requirements of the work and of the Contract

Documents.

1.06 SUBMISSION REQUIREMENTS

A. Make submittals promptly in accordance with the approved schedule in such sequence as to cause no delay in the work or in the work of any contractor.

B. Contractor shall develop a complete list of preconstruction and construction submittals.

Contractor shall identify required submittals of the RFP and use the list to prepare the submittal register. The list may not be all inclusive and additional submittals may be required by other parts of the contract. The contractor must prepare a Submittal Register listing all submittals, in the format of the attached Schedule of Material Submittals. A preliminary Register is attached to the end of this section; the Designer of Record shall verify its completeness, and make any corrections, or additions required. The Submittal

Register shall be submitted to the Contracting Officer for acceptance in accordance with the schedule below. Once accepted by the Government, the contractor shall input the

Submittal Register into an Excel spreadsheet suitable for use by the contractor and

Government. The approved/accepted Submittal Register will serve as a scheduling document for submittals and will be used to control submittal actions throughout the contract period. The submit dates and need dates used in the submittal register shall be coordinated with dates in the Contractor prepared progress schedule. Updates to the submittal Register codes and actual dates shall be submitted monthly or until all

01300 - 3 submittals have been satisfactorily completed. When the progress schedule is revised, the submittal register shall also be revised and both submitted for approval.

The contractor shall make submittals as required by the specifications. The contracting

Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be the same as those used on the contract drawings, or required per the contract documents. Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the Contractor’s Quality Control

(CQC) system Manager and each CQC System Manager indicating action taken.

Proposed deviations from the contract requirements shall be clearly identified.

C. Number of submittals required:

1. Shop Drawings: The Contractor shall submit complete shop drawings to demonstrate compliance with the contract drawings. The shop drawings shall include complete details for the installation of the work. Submit one copy of shop drawings.

2. Product Data: Contractor shall receive approval by the COR on each submittal item prior to ordering or installing each item. Submit one copy of product data.

3. Samples: Submit the number stated in each specification section. Samples submitted will not be returned to the Contractor for incorporation into the project.

Samples retained by the Government will be used for comparison of materials installed on site.

4. All submittals shall be sent directly to DPW either electronically (preferred method) or in paper copy, but not both. Please do not duplicate as this will cause for delays in the turnaround time of your submittals. There will be a box at the main entrance desk in Building 2171 for submittals. Electronic submissions shall be sent to: usarmy.mccoy.imcom-northeast.mail.dpw-inspections@mail.mil.

Submittals shall contain:

5. Transmittal cover sheet, ENG FORM 4025-R, Mar 2012.

6. The date of submission and the dates of any previous submissions.

7. The project title and number.

SPECIAL SAFETY REQUIREMENTS

PART 1 GENERAL

1.01 SUMMARY

A. This section provides guidelines for the preparation of accident prevention plans and the implementation of the accident prevention clause which is this specification, Federal Acquisition Regulation (FAR) Clause 52.236-13, and the U.S. Army Corps of

Engineers Safety and Health Requirements Manual, EM 385-1-1. The required Safety

Plan shall be developed using Appendix A of the latest edition of the EM-385-1-1.

B. The U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1 is available from Government bookstores operated by the Government

Printing Office. Government bookstores are located in most major cities including

SITE PREPARATION

PART 3 EXECUTION

3.01 PROTECTION OF IMPROVEMENTS, PLANTS, UTILITIES

A. Protect improvements on site and on adjoining properties. Provide barriers, coverings, or other types of protection as necessary to prevent damage and to safeguard against injury.

Restore to original condition improvements damaged by the work or improvements which required temporary removal during construction.

B. Protect existing vegetation indicated to remain against unnecessary cutting, breaking, bruising, or smothering by stockpiling excavated materials or parking of vehicles within drip line. Provide temporary fences, tree wells, barriers, or guards; repair or replace trees and vegetation damaged by construction operations.

C. Protect existing vegetation from invasive species by washing equipment prior to transporting it from one project to another.

D. Protect survey monuments, reference points, and benchmarks from movement. Should removal be necessary, notify COR who will set reference stakes and give notice that monument may be removed. Government will reset monument after construction at no cost to Contractor. Contractor shall pay cost for re-establishing monuments lost due to its negligence or failure to notify COR.

E. No extra payment or time will be allowed for protection of work that could have been suspected or anticipated by site inspection and interpretation of bidding documents prior to execution of contract.

3.02 UTILITIES

A. Any utilities and structures shown on plan drawings are approximate in location and description and are based on records available to the government or on surface features indicating their existence. There may be other utilities within the project area which are not shown. The lack of utilities on plan drawings is not an indication of a utility-free project site.

B. Notify all affected utility companies of construction operations at least three working days before beginning work near their facilities. Do not begin excavation work until underground utility locations have been marked or the utility company has sent notice that the area is clear.

C. Use caution when excavating so that the exact location of underground utilities, both known and unknown, may be determined. Provide adequate protection and support for utilities during construction operations.

D. If uncharted or incorrectly charted utilities are encountered during excavation work, or if proposed construction conflicts with existing utilities, give prompt notice and submit a proposed solution to the COR for approval. If required, make arrangements with utility companies for relocation of interfering utilities. No extra cost or time will be allowed for unexpected delays or coordination work, except for authorized alterations. When a change is permitted to avoid a utility relocation, the COR will determine whether such change constitutes extra work.

E. Underground utilities and structures located outside of the construction limits which the

Contractor wishes to have moved to facilitate construction shall be arranged with each owner of such facilities. The Contractor shall pay all costs of relocations for convenience.

3.03 TOPSOIL STRIPPING

A. Topsoil shall include all friable, fertile, organic clay loam soil suitable for grass and plants, found at surface to a depth of approximately 4 inches, reasonably free of subsoil, clay lumps, stones, objects over 2 inches in diameter, weeds, large roots, root clusters, and other objectionable material.

B. Strip topsoil from project area to whatever depth encountered. Prevent intermingling with underlaying subsoil or other objectionable material. Remove heavy growths of grass from areas before stripping topsoil.

C. Where trees are indicated to remain, terminate stripping a sufficient distance from such trees to prevent damage to root systems.

D. Stockpile topsoil in storage piles in areas where designated. Construct storage piles to freely drain surface water. Cover or sprinkle water on storage piles to prevent windblown dust.

E. Topsoil stockpiles shall be located to eliminate migration of sediment into wetlands and surface waters. If piles cannot be located to do this, silt fence shall be placed around the stockpiles to keep sediment on the site and out of wetlands and surface waters.

3.04 TEMPORARY EROSION CONTROL

A. Furnish, install and maintain temporary erosion or sedimentation control devices.

Devices include hay bales, silt fences, sediment traps, flotation silt curtains and diversion mounds.

B. Coordinate erosion control measures with earthwork and turf establishment operations.

Complete work on a drainage area basis to prevent excessive soil erosion.

C. Construct items in conformance with typical sections and elevation controls as shown on plans.

D. Remove all items upon completion of contract work. Spread and shape accumulated sediment to permit natural drainage and provide for turf establishment.

3.05 SITE CLEARING AND GRUBBING

A. Remove trees, stumps, snags, shrubs, brush, heavy growths of grass, weeds, woody debris, and other vegetation, improvements, rubbish and debris, and obstructions that interfere with proposed construction. Remove items only as necessary for completion of the work or to provide access to the work site.

B. Cut brush and vegetation flush with ground. Grub out stumps and roots having a diameter of 2 inches or larger, and root clusters to a depth of at least 6 inches below embankments and 2 feet below slabs or structures.

C. Carefully and cleanly cut roots and branches of trees indicated to be left standing, where such roots and branches obstruct new construction. Cut back roots to a depth of not less than 6 inches below embankments.

3.06 DEMOLITION

A. Remove structures, pavements, and improvements within construction limits as shown and as required for construction. Remove below-grade items encountered, such as slabs and foundations, that interfere with construction.

B. Government shall have first right to retain all useful salvage. All items not retained by the government and all construction debris shall become the property of the Contractor.

3.07 DEBRIS DISPOSAL AND RECYCLING

A. Comply with requirements of Section 01000.

B. Stumps, soil, and other debris infested with invasive plant species shall be disposed of in locations specified by the Fort McCoy Wildlife Program (608-388-2308 or 608-388-5374).

ENVIRONMENTAL CONTROLS AND MONITORING

PART 1 GENERAL

1.01 SCOPE

A. Provide environmental controls as specified.

1.02 SUBMITTALS

A. A letter of confirmation stating that the Contractor has verified the permit requirements, including the Erosion Control and Stormwater Management Plans.

B. Erosion Control Schedule: Proposed schedule for accomplishment of work within, adjacent to, or affecting surface water.

C. Product Samplers and Manufacturer’s Data: Silt Fence, Erosion Stabilization Mat, Ditch

Checks.

D. Inspection Reports: Submit one copy of weekly inspection reports for erosion and sediment controls, including erosion blankets, seed mixes, silt fence and fiber rolls.

PART 3 EXECUTION

3.01 EROSION CONTROL

A. Preparation:

1. Maintain erosion control measures to protect the project site and prevent sediment pollution of adjacent water courses and properties.

2. Install erosion control measures in accordance with the erosion control and storm water management plan prior to the start of construction and maintain them until final completion of the work. Unless otherwise instructed, remove temporary erosion control measures prior to final application for payment.

3. Limit stripping of sod and vegetation to a period that will expose bare soil to the least amount of possible erosion.

4. Prevent tracking of soils and sediments onto public and private streets by constructing temporary graveled access roads and parking areas as needed at the construction site. At the end of each work day, remove soils and sediment reaching public and private streets not a part of this construction site.

5. Erosion control measures shall comply with the "Wisconsin Pollutant Discharge

Elimination System (WPDES) General Permit" for storm water discharges associated with construction activities and, unless otherwise shown or specified, shall comply with the planning, design, and maintenance provisions of Chapter 3 of the WDNR "Wisconsin

Construction Site Best Management Practice Handbook."

B. Placing Temporary Erosion Control Items:

1. Construct items in conformance with typical sections and elevation controls shown on

Drawings.

C. Fiber Rolls:

1. Fiber rolls shall be filled with straw, flax, rice, coconut fiber, or composted material.

2. Fiber rolls shall not be located in channels where permanent or semi-permanent flowing or standing water may be present.

3. Place lengthwise on contour, with ends of adjacent bales tightly abutting.

4. Wrap ends of roll uphill to prevent flow around ends.

5. If multiple rolls are adjacent, place with ends of adjacent rolls tightly abutting. Bind rolls together with rope or nylon string around sides.

6. Securely anchor with minimum of 24-inch stakes, spaced 3 to 4 feet part. Drive one stake through the center of the roll, or drive one staple on each side (upslope and downslope) of the roll. The top of the stake shall stand 3 to 5 inches above the fiber roll.

D. Silt Fence:

1. Place parallel to contour of land, with ends wrapped uphill to prevent flow around them.

2. Posts:

a. 3-inch diameter wood.

b. 2-inch by 2-inch square wood.

c. 1.33 pounds per linear foot steel “U” or studded tee posts, or material of equivalent strength.

d. Minimum length of 5 feet.

3. Heavy Duty:

a. Filter fabric to be pervious sheet of propylene, nylon, polyester, or ethylene yarn.

1) Minimum 30 inches high.

2) Fasten securely to upslope side of posts.

3) Extend into trench a minimum of 2 inches.

4) Height not to exceed 36 inches above ground.

5) Do not staple to existing trees.

b. Trench:

1) 6 inches wide and 6 inches deep along line of posts and upslope from barrier.

2) Backfill trench and compact soil over filter fabric.

E. Erosion Control Blanket: Install according to manufacturer’s recommendations

1. Single net, short term: 0.7 staples per square yard.

2. Double net, short term: 1.2 staples per square yard.
