About this file

This file is a Request for Information (RFI) and associated Questions and Answers document for a federal camera solicitation at the 22nd Special Tactics Squadron facility located at 309 Pitsenbarger Boulevard, Joint Base Lewis-McChord. The solicitation number is W911S826QA019.

The Government is procuring 14 brand new cameras (13 confirmed locations marked in yellow on drawings, plus 1 additional camera to be selected from red-marked optional locations during initial contractor walkthrough). The system requires 8 exterior cameras with high resolution capability to identify faces and license plates, night vision, and weather resistance, plus 6 interior cameras with high resolution to identify faces. All equipment must be new, with no preferred manufacturer specified, though nothing manufactured in China is permitted. The system is standalone and requires a dedicated network video recording server or NVR with 30-day on-site recording capability (no cloud solutions), continuous recording capability, and vendor-specified recording parameters. Head-end equipment will be located in Room 141-Comm or Room 143-Radio Storage, utilizing existing equipment racks, network switches in the comm closet, patch panels, and UPS. Installation occurs at the facility with a delivery deadline of September 30, 2026, for budgeting reasons. The contractor must provide complete system integration including PoE switches, cabling, storage, and related network equipment; training for up to 25 personnel (15 plus A6/Comm section 10-17); one-year warranty; operations and maintenance manuals; and backup power supply for 48+ hours in the event of an outage. No ongoing maintenance plan is required. Contractor personnel require escorts, security clearances, and facility access approvals. A site visit was conducted on July 16 at 10:00 AM for vendors to review cable pathways, mounting conditions, and infrastructure.

50. - Since the job walk has already taken place, there has not been an update regarding the final placement of the additional camera referenced during the walkthrough.

Will updated information be provided? Yes New camera form added

51. It was stated in a previous email that all cameras and equipment would be new;

however, there appears to be a discrepancy within the solicitation documents. The "Camera Quantity Clarification" document references 13 existing cameras. Does this indicate that 13 cameras are currently installed on-site? If so, can you confirm whether the existing cabling and network infrastructure, such as Cat6 cabling, is be utilized? All equipment will be new

52. The Statement of Work indicates a performance period of 180 days from the award date. Conversely, the CLINs on the SF-1449 list a fixed delivery date of September 30, 2026. Please clarify if this delivery date will be adjusted. September 30, 2026 is preferred due to budget and fiscal year.

53. I would like to confirm the camera locations. There are 14 approved locations, but 22 are marked on the camera locations.

I see a total count of 13 yellow, which leaves one of the red "X" locations as the 14th approved location.

NEW CAMERA LOCATIONS AND FORM DOCUMENT MADE

Discussions surrounding the approved location of the optional locations lead me to believe that the 14th approved location shall be in the armory, pointed at the door.

Will the 14th camera be in the armory pointed at the interior entry door?

I have a list of the cameras and locations below based upon drawings and site walk:

• Area A – Camera 1 (C-01) - Ext. North vestibule door o Provide and install day/night capable high resolution on the exterior of building to cover entry, weapons cleaning door, roll up and driveway. Define High Resolution MP or Resolution Requirements?

The scope calls for 8 exterior cameras, but during the job walk this was not clearly defined. The above 7 locations Marked Ext. indicate the exterior cameras marked on the drawing.

There is an 8th Ext. camera called out on the statement of work that I cannot find on the drawing. Ext. South-east corner to cover walkway approaching south doors.

The issue is that the interior cameras are accounted for if the interior armory camera is included, which would put us over the 14 total approved cameras if this is added. Please confirm.

Please confirm that the locations outlined above are approved locations.

I have included a marked up copy of the camera locations with numbers that correspond to the above reference.

Additional information needed on the following:

Blue "X" on page T1104. I was told to ignore this marking. Please confirm.
