If you want to file a protest under the AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below. All other agency-level protests should be sent to the contracting officer for resolution.
A Protest to HQ AMC shall be filed either by regular mail, email or fax at:

3.2.2. Answering Telephones. Contractor personnel shall identify themselves as a contractor employee when answering Government telephones.
3.2.3. Utilizing Electronic Mail (e-mail) and other written correspondence. When prime contractor or subcontractor personnel send e-mail messages or other written correspondence as a part of contract or task order (TO) performance (or otherwise relating to contract or TO matters), each sender shall include his/her name (both first and last names), his/her e-mail or mailing address and the word “Contractor.” This applies whether the contractor uses a Government or private e-mail or mail system.
3.3. GOVERNMENT-FURNISHED IDENTIFICATION BADGES. Any contractor employee (including subcontractors at any tier) who requires access to a Government-controlled computer network to perform work under this contract shall obtain a Government-furnished identification (ID) badge.
3.3.1. The contractor shall, prior to the contract start date, provide the COR with the name of each employee who shall require access to a Government computer network at Joint Base Lewis-McChord (JBLM) to perform work.
This notification shall include the employee’s last name, first name, and middle initial and the employee’s Social Security Number. The contractor shall ensure that the employee obtains a Government-furnished identification badge prior to beginning performance. Contractor employees hired during the term of the contract must obtain the badge before beginning work under the contract. If an employee no longer needs a badge for any reason (e.g., quits his/her job or no longer performs work under the contract), the contractor shall return the badge to the COR within two (2) calendar days of such change. If the badge cannot be returned within the required time frame for any reason, the contractor shall immediately notify the COR verbally, followed up in writing the next work day. An employee’s inability to obtain entrance to a Government installation because he/she does not have the required Government-furnished ID badge shall not excuse timely performance of the requirements of this contract. Contractor employees may be denied entry to the Installation by Military Police if it is determined that such entry may be contrary to good order, discipline, or the security of the Installation. The Government may change the location(s) at which badges are issued or returned, with or without advance notice to the contractor, at no additional cost to the Government as a result thereof. Employees who only require intermittent access to a Government installation for performance of this contract may be required to obtain a visitor’s pass rather than be issued an ID badge. Such determinations will be at the sole discretion of the KO.
3.3.2. Government-furnished ID badges shall not be reproduced or copied by the contractor, its subcontractors, or its employees. If an employee’s badge is lost or stolen the contractor shall verbally report the loss or theft to the COR on the day such loss or theft is discovered; followed by a written report of the circumstances to the KO with a copy to the COR. The written report shall be submitted within one (1) calendar day after the loss or theft is discovered.
3.3.3. The Government-furnished ID badge shall not be used for access to any Government installation except for performance of work under the contract for which it was issued.
3.3.4. The contractor shall, upon expiration or termination of the contract, collect all Government-furnished ID badges and turn them in to the COR. The final invoice will not be considered proper for purposes of the Prompt Payment Act (FAR Clause 52.212-4) until all Government-furnished ID badges have been accounted for.
4. ACCESS TO JBLM
4.1. Each contractor employee who requires access to JBLM to perform work under any contract, at any tier, must obtain either a Fast Access identification badge or a visitor’s pass to obtain access. Contractors and its employees shall adhere to all applicable JBLM security and traffic laws. Procedures for commercial vehicle access to JBLM are subject to change without prior notice. Current information concerning road conditions may be obtained by calling (253) 967-1733.
4.2. FAST ACCESS PROGRAM
4.2.1. A Fast Access identification badge will only be issued to an employee, at any tier, if the employee requires access more than twice per week. A Fast Access identification badge will only be issued to contractor employees if the contractor participates in the Fast Access Program. The Fast Access Program is a voluntary program.
Companies must be listed on the Contractors Authorized List (CAL).
4.2.2. The contractor shall provide information as required by the Fast Access Program Contractor, Eid Passport, Inc. (EID), to conduct a criminal history background check (CHBC) on contractor employees needing access. The contractor is responsible for paying all fees for conducting the CHBC and issuing the Fast Access identification card. If the CHBC is not adverse, a Fast Access identification badge will be issued to the contractor employee.
Contractor employees with an adverse CHBS are prohibited from being issued a Fast Access identification badge.
W911S8-19-R-0002
Contractor employees denied a Fast Access identification badge may only enter JBLM by obtaining a visitor’s pass;
however, if the contractor employee does not meet the criteria for being issued a Fast Access identification badge, the Government may, at its sole discretion, decide not to issue a visitor’s pass to the contractor employee.
4.2.3. Contractors participating in the Fast Access Program may enter the installation through any Fast Access lane except during Force Protection (FP) Level Charlie or Delta. During FP Level Charlie or Delta, all contractor vehicles must enter through a commercial vehicle inspection point (CVIP). All passengers in the contractor vehicle must have a Fast Access identification card; otherwise, the contractor vehicle must enter through a CVIP and obtain visitor’s passes.
4.2.4. Fast Access is valid at the gates specified in the contractor access gates table below. The contractor may use any lane.
4.2.5. If the Fast Access Program is terminated for any reason, the contractor will be allowed access only through the Logistics Center Gate, the D St. Gate, and the McChord Field CVIP Gate or, when they are closed, the Madigan Gate.
4.2.6. If an employee no longer performs work under the contract, the contractor shall return the identification badge to the Visitor Center within two (2) calendar days of such change. If the identification badge cannot be returned within the required time frame for any reason, the contractor shall immediately notify both Fast Access Program contractor and the Visitor Center verbally, followed up in writing the next work day. Email notification is authorized. An employee’s inability to obtain entrance to JBLM because he/she does not have the required identification badge or visitor’s pass shall not excuse timely performance of the requirements of this contract.
Badges are currently issued at the JBLM-Lewis Main Visitor Center. The Government may change the location at which identification badges are issued or returned, with or without advance notice to the contractor. Any such changes shall not be a basis for adjusting the contract price under any clause of this contract.
4.2.7. Fast Access identification badges shall not be reproduced or copied by the contractor, its subcontractors, or its employees. If an identification badge is lost, stolen, or reproduced, the contractor shall verbally report the loss, theft, or reproduction to both the RPC and the Visitor Center on the day such loss, theft, or reproduction is discovered, followed by a written report of the circumstances to both the Fast Access Program contractor and the Visitor Center within one (1) calendar day after the loss, theft, or reproduction is discovered.
4.2.8. The Fast Access identification badge shall not be used for access to any Government installation except for performance of work under the contract for which it was issued.
4.2.9. The contractor shall, upon expiration or termination of the contract, collect all identification badges and return them in to the COR.
4.2.10. Automated Installation Entry (AIE). The Fast Access Program is accomplished through Automated Installation Entry (AIE).
The RAPIDGATE® Fast Access Program will no longer be available after 31 July 2019. The existing RAPID GATE users will be accepted until 31 July 2019. No new employees will be registered under RAPIDGATE. The new base access process is addressed as stated below:
The Army has fielded the Automated Installation Entry (AIE) system at JBLM. AIE is the Army's system of record for access control and is mandated for use at all installations where it has been installed. The system has undergone periodic updates over the last 3 years to improve performance. Whereas this was a new system, we had retained RAPIDGate during the transition to AIE as we worked through various anomalies with this new system. We have reached the point where we are comfortable with fully incorporating AIE into our operations.
Effective 1 August 2019 JBLM will no longer accept RAPIDGate Badges for access to JBLM. We will not be renewing our contract for this system. I recommend you immediately contact the companies/service providers that fall under you and advise them to cease having new employees enroll in RAPIDGate for access to JBLM effective
W911S8-19-R-0002 immediately. In the coming days we will be emplacing DO NOT USE notices on the RAPIDGate Self-Registration Kiosks located around JBLM with instructions to contact their Company and Government POCs for further information.
We will continue to honor valid RAPIDGate Badges for access through 31 July 2019.
The AIE System allows the issue of a hard plastic badge, issued as a Long Term Badge. A typical pass is limited to 90-days. The Long Term Badge can be issued for up to 12 months based on the request of the DoD Sponsor. This badge would replace the RAPIDGate Badge for access to JBLM. There is no cost to companies/agencies or individual employees for the issuance of an AIE badge.
The system employed for issuance of a Long Term Badge will be similar to RAPIDGate. Continuation of the CAL list will be used. A DoD employee assigned to JBLM will identify companies/agencies that require recurring access to the installation so they can be listed on the CAL and that DoD employee will be the sponsor for that company/agency.
The difference is that with RAPIDGate the various companies dealt directly with the RAPIDGate staff. The CAL has over 1300 companies listed and 860 of those are enrolled in RAPIDGate. Our office does not have the staffing to deal with representatives from those various companies. Continue to rely on the DoD Sponsor.
The contractor will provide the DoD Sponsor a list of company employees who would be authorized to receive a Long Term Badge. Security will not accept employee lists directly from any company or non-DoD affiliated agency.
The company is to provide the DoD Sponsor a list of employees, which the DoD Sponsor would review and then forward to the security office. If that roster includes the full name and the date of birth of the employee then security can conduct the required security vetting and can let the DoD Sponsor know if the person would be approved to receive a badge.
To receive a Long Term Badge each employee will also have to provide a completed Application Form (Attachment 22). The form contains information on the employee, information from their employer, and information from the DoD Sponsor. Accept is a digital signature from the DoD Sponsor, but that signature cannot be more than 30 days old. Our program for authorizing long term access is subject to inspection by IMCOM so each application form is maintained by our office so they are available for the inspection team.
AIE Badges are only issued at the Lewis Visitor Center, the McChord Visitor Center, and Waller Hall. Neither of the Visitor Centers have parking spaces that can facilitate oversized vehicles. Those companies/agencies whose employees routinely enter JBLM operating an oversized vehicle will need to identify a method to get their employees to one of the issuing locations to obtain a badge.
Since Waller Hall is internal to JBLM and individuals will need to have processed for access, one option would be for employees who have a valid RAPIDGate Badge to enter JBLM using that badge before it expires and then stop at our office in Waller Hall to obtain an AIE Badge. However, there will be no issue of an AIE Badge to any employee who is not on a roster provided by the DoD Sponsor and who does not have an Application Form.
Similar to the AIE Badge limitations can be placed on hours and days of the week for access. The policy of restricting people to certain days of the week and hours of the day will continue: (example: a contractor whose workday was 8-5, M-F had no reason to access JBLM on a weekend or during the evening). Our default setting will be 0700-1700, M-F. If employees routinely require access outside of those hours, then the roster from the DoD Sponsor will need to have the hours annotated. Further restriction of the hours can be done based on a request from the Government Sponsor.
A benefit of AIE is the capability to turn off any AIE Badge immediately. The contractor will notify the DoD Sponsor immediately if someone in possession of an AIE badge has been fired or is no longer authorized to work on JBLM. The request to have a badge be disabled for any reason is deemed appropriate by the Government Sponsor.
The Army has now developed its own internal system and will move to fully incorporate this process into our procedures at JBLM.
4.3. VISITOR’S PASS
4.3.1. Contractor employees, at any tier, requiring access to JBLM who do not participate in the Fast Access Program, shall obtain a visitor’s pass at a JBLM Visitor Center or a Commercial Vehicle Inspection Point (CVIP).
A visitor’s pass can be issued for a maximum of 30 days at a time. Companies must be listed on the CAL and employees obtaining a pass must be sponsored. Only those company employees listed on the CAL may sponsor other employees.
4.3.2. For visitor pass holders, commercial vehicle access to JBLM will be allowed ONLY at CVIP locations.
See JBLM Gate Information For Contractor Access table below. Gates are open for inbound commercial vehicle access and inspection.
4.4. JBLM GATE INFORMATION FOR CONTRACTOR ACCESS
4.4.1. Gate hours, locations, and access rules and procedures are subject to change without notice. Gate information can be obtained from the JBLM-Lewis Main Visitor Center at 967-4794 or online at https://www.jointbaselewismcchord.com/about-us/frequently-asked-questions/where-are-the-jblm-gates-located-and-what-are-the-hours-of-operation/. Any such changes shall not be a basis for adjusting the contract price under any clause of this contract.
4.4.2. Size restrictions apply at the McChord Main Gate. If commercial vehicle gates are closed on the weekends or federal holidays, commercial vehicles must use the Madigan Gate. The contractor shall anticipate delays in getting commercial vehicles onto the JBLM and take into account the time it takes to drive through JBLM to reach a given destination.
4.4.3. All commercial vehicles will be inspected. Commercial vehicles carrying a load of cement or hot asphalt for delivery shall notify the gate guard as soon as possible and request that the vehicle be given priority for being searched; however, the Government does not guarantee that the vehicle will be given priority.
4.4.4. On weekends, large vehicles needing greater than 12'-5" clearance will require a time stamped "searched" label to gain access to JBLM-North or JBLM-McChord Field. "Searched" labels will be issued at the Madigan Gate, the Liberty Gate, or the Rainier Gate. Drivers needing access must inform the gate guard that their vehicle is over 12'-5" in height and that they will require access to either JBLM-Lewis North or JBLM-McChord Field. The driver will receive a briefing on proper procedures and a "searched" label. The contractor shall ensure that its drivers, including drivers of subcontractors at any tier, comply with the procedures as explained to them for access to JBLM-Lewis North or JBLM-McChord Field.
4.4.5. When the D Street CVIP is closed during Monday through Friday, vehicles requiring access to JBLM- Lewis North will enter at the Logistics Center Gate.

4.5. JBLM-MCCHORD FIELD AIRFIELD ENCLOSURE ACCESS
4.5.1. Access to the airfield enclosure at JBLM-McChord Field is limited per Department of Defense Security regulations. The COR will brief the contractor and provide it with a copy of the briefing, outlining the contractor’s
W911S8-19-R-0002 security responsibilities. At a minimum, this briefing will include information on vehicle decals, employee badge requirements and if applicable, describe free zones associated with the contractor’s performance and restricted controlled area entry requirements. Prior to initiating work, the contractor shall supply to the COR, at a minimum, each vehicle's type and license plate number (contractor and employee privately owned vehicles), each employee's name, driver's license number, and social security number to obtain vehicle passes and employee's base badge(s) for admittance to area(s) where employees will be tasked. The contractor’s company logo will be prominently displayed on its vehicle. The COR will submit the contractor's list(s) to the DES Badging Office located in Bldg 100 on JBLM-McChord Field for mandatory background investigations and access authorization.
4.5.2. The contractor shall notify the COR of changes immediately in the contractor's vehicles or employees.
4.5.3. Fast Access badges are not valid for access to JBLM-McChord Field airfield enclosure.
4.5.4. Contractors are required to enter the airfield enclosure at the Levitow Gate, which is internal to the JBLM- McChord Field cantonment area. The Levitow Gate is located east of the intersection of Barnes Blvd and Levitow Blvd, and across the Clover Creek Bridge.
4.5.5. The flight line is a controlled area that contains restricted areas. Commercial vehicles are strictly prohibited from accessing these areas without an approved escort. The COR will coordinate with the Chief, Airfield Management (62 OSS/OSSA) for all contractors and its employees required to operate vehicles on the flight line.
The agency sponsoring the contractor and its employees into controlled or restricted areas will coordinate with DES/Security Access and Control at JBLM-McChord Field.
4.6. ACCESS TO YAKIMA TRAINING CENTER (YTC)
4.6.1. The contractor shall provide the COR an access roster (Appendix 1) listing all employees performing work under the contract. The roster shall include the full name and work assignment of each employee, and shall delineate line(s) of authority and responsibility. The contractor shall email the completed roster to william.n.cantral.civ@mail.mil. The contractor shall rename the access roster and use it to provide updates in the event of changes in personnel. The contractor shall notify the COR in writing (see Attachment 1) of any addition or deletion of personnel or change in employee work assignments at least one Government workday prior to any change.
