About this file

This is a Questions and Answers document for a federal contract solicitation for Integrated Pest Management (IPM) services at Fort Polk and associated locations in Louisiana. The solicitation is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms, with no additional evaluation preferences beyond eligibility to compete under the set-aside. Prime contractors must demonstrate direct pest management industry experience and maintain appropriate pesticide general liability insurance with pollution coverage per National Pest Management Association standards; subcontractors cannot qualify prime contractors lacking this experience or required insurance. Past performance is a key evaluation factor, and prime contractors must perform more than 50% of contract work per FAR 52.219-14 Limitations on Subcontracting.

The government has not provided historical pricing information from previous vendors, nor issued any Cure notices or Notices of Correction regarding pest control services in the past 24 months. A Statement of Work was not included with this or the previous contract. The contract is structured based on job completion rather than hours worked. Service locations include Toledo Bend Recreation Site, Peason Ridge, MOUT Complex Site, Ranges, Bonner Lake, Alligator Lake, the Passenger Processing Facility at England Airpark in Alexandria, Louisiana, and other Fort Polk-owned or leased properties. Workload data, technical exhibits, itemized pricing listings with estimated quantities and square footage for services (including indoor and outdoor pest inspections/treatments, mosquito fogging and monitoring, rodent control, fire ant treatment, bird services, and stray animal processing), and maps of service locations are provided as attachments. The solicitation deadline will not be extended when answers to questions are posted.

Questions & Answers

Q1: Is pricing from a previous vendor who performed these services available?

A: Historical pricing information will not be provided. Offerors must develop pricing independently.

Q2: During evaluation and technical review due to concerns of public safety for pesticides applications and dealing with some public health related pests while performing IPM Pest Management services as outlined within the Statement of Work, will the government require Prime Contractors to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage as per National Pest Management Association Standard of Care and Best Practices guidelines or will the government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance?

A: Please reference PWS paragraphs 1.6.7.1 Licensing and 1.6.7.2 State Certified.

The Government anticipates that prime contractors will possess direct pest management industry experience and maintain appropriate pesticide general liability insurance, commensurate with the scope of work and applicable regulatory requirements. While subcontractors may be utilized, they will not be permitted to qualify as a prime contractor that lacks relevant industry experience or required insurance coverage.

Past performance is a key evaluation factor for this solicitation, and the Government expects the prime contractor to demonstrate documented experience in pest management services, particularly since the prime contractor is required to perform more than 50% of the contract work (FAR 52.219-14 Limitations on Subcontracting). Subcontractor experience may be considered as supplemental; however, it will not substitute for the prime contractor’s demonstrated capability, compliance, and insurance qualifications.

Offerors are advised to ensure their proposals clearly reflect the prime contractor’s technical experience, past performance, and insurance compliance.

Q3: Has any part of the Statement of Work (SOW) changed in this solicitation compared to the last awarded contract? If so, what changed or was added?

A: A Statement of Work has not been provided for this solicitation and was not included with the previous contract.

Q4: Has the government issued any CURE or Notice of Correction for pest control services over the past 24 months at any locations?

A: The government has not issued any Cure notices or Notices for Correction regarding pest control services within the past 24 months.

Q5: Will the government provide any preference for SDVOSB or VOSB certified contractors in alliance with the government supporting veteran owned contractors?

A: The solicitation is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). No additional evaluation preferences will be provided to Veteran-Owned or Service-Disabled Veteran-Owned firms beyond eligibility to compete under the set-aside.

The award will be made in accordance with the evaluation criteria outlined in the solicitation.

Q6: Can the government provide the number of hours each month the previous contractor spent on-site at Fort Polk and associated locations to provide the pest services to all areas outlined within the Performance Work Statement?

A: The contract is structured based on the job completed rather than the total hours worked. The government does not have an estimated estimate of the number of hours involved.

Q7: Can the government confirm the number of Adult Mosquito Control applications are required annually and area of coverage in feet or miles?

A: Please see Technical Exhibit attached.

Q8: Can the government clarify how many emergency/unscheduled service requests there have been in the past 12 months?

A: Please see Te-2 Workload Data.
