About this file

This document is a Performance Requirements Summary (Technical Exhibit 1) that establishes 25 performance standards and metrics for integrated pest management services at a federal installation. The contractor must develop and maintain a comprehensive quality control plan covering systematic facility inspections, pest prevention, and customer service call/emergency response systems with zero deviation from standards and 100 percent inspection oversight.

The integrated pest management control program requires elimination of arthropods and insects in one visit; cockroaches and ants within 30 calendar days with 30 additional pest-free days; rodent infestations within 30 calendar days with 30 additional rodent-free days; and fly control meeting specific grid standards. Additional services include endangered species protection compliance, emergency response within 1-2 consecutive hours depending on time of day, routine response within 2 calendar days, emergency service order completion within 4 consecutive hours (alleviate emergency) or 48 hours (complete work), routine termite service completion within 10 working days, and twice-daily service order pickups. Specialized services encompass adult mosquito control, non-chemical fly control, animal control with humane disposal, bird control, fire ant control with baits applied twice annually, and termite control using soil-binding termiticides. The contractor must adhere to strict safety protocols including ULV equipment calibration every 50 hours, pesticide application safety preventing toxic exposure, outdoor application restrictions within 50 feet of wetlands or potable water wells, rodenticide placement in tamper-proof stations, spill kit availability with cleanup per environmental regulations, pesticide waste disposal off-site, and equipment maintenance at 98 percent operational readiness. All performance standards are monitored through periodic surveillance, random sampling, validated customer complaints, and CPARS assessments with positive or negative payment incentives tied to compliance. The acceptable quality level ranges from zero deviation for quality control and endangered species protection to 2 percent deviation for integrated pest management and bird control, with complaint thresholds ranging from one to two valid customer complaints per quarter, month, or application depending on the service category.
