Section C - Descriptions and Specifications
STATEMENT OF WORK
C.1. SCOPE
This Statement of Work (SOW) covers the procurement of Army Green Service Uniform (AGSU) ensembles to outfit new Soldiers. The United States Army, Product Manager Soldier Clothing and Individual Equipment (PM SCIE) will conduct the procurement as part of the Army’s implementation of the AGSU into the Clothing Bag.
Offerors shall manufacture, test, and inspect the items in accordance with the Technical Data Package and associated drawings, patterns, specifications, and standards.
C.1.A Background
The Army is currently the only service that does not have a separate uniform for everyday business environments.
The AGSU will serve as the everyday uniform for all Soldiers, when a business uniform is required or appropriate.
Additionally, the current ASU will continue to serve as the Army’s formal dress uniform. The AGSU is based on the “Pink and Green” design and represents one of the most admired and recognizable uniforms in the Army’s history.
The Army wore the Pink and Green uniform when America was in the throes of World War II. By reinstituting the uniform worn by the "Greatest Generation," Soldiers will have a uniform for business environments that honors its Army heritage and embodies the professionalism and commitment to the values of loyalty, duty, respect, selfless service, honor, integrity, with personal pride and courage.
C.1.B Objective
The Offeror(s) shall produce AGSU ensembles and provide the Government with options to individually kit the ensembles or bulk ship them to a Third Party Logistics (3PL) provider. In order to meet this requirement, the Contractor shall price different options to allow the Government flexibility on distribution of the uniforms.
The Offeror shall provide all supplies and services in accordance with its proposal and the contents of this contract. The Contracting Officer must approve any redirection or changes in the work supplied to be furnished under this contract.

The Offeror must be able to procure and hold all fabrics and materials in order to meet this requirement.
If the Government decides that Offerors will kit and ship AGSU ensembles to individual Soldiers, the 24,000 ensembles produced through the sixth month following contract award shall be used as safety stock and used to fulfill kitted orders. AGSU ensembles shall not be invoiced until kitted orders are delivered. Remaining AGSU ensembles at the end of the life of the contract shall be invoiced at that time.

If the Government decides to bulk ship the AGSU ensembles to a 3PL, the production size tariff may be revised based on observed consumption rates after production of the first 48,000 AGSU ensembles. If the Government decides that Offerors will kit and ship AGSU ensembles to individual Soldiers, the Offeror shall monitor their on-hand inventory and adjust the production tariff accordingly in order to be able to fulfill all orders.
