About this file

This file contains Questions and Answers in response to Solicitation W911QY-26-R-GROUNDWATER for Groundwater Pump and Treatment System Operation and Semi-Annual Groundwater Monitoring (FY26), dated 22 January 2026. The solicitation is issued by the U.S. Army and has a proposal due date of 30 January 2026. This is not a new requirement; the current order number is W911QY20F0409. The government declined to extend the proposal due date from 30 January 2026 to the requested 20 February 2026, stating the two-week timeframe would not be extended.

The Q&A addresses requests for supporting documentation including reference materials, monthly reports, system plans, site figures with well locations (NRDEC-05, -11, and -16), system schematics, Process and Instrumentation Diagrams, groundwater data tables, and soil boring logs. The government confirmed that reference documentation cited in Attachment A of the Performance Work Statement has been added to the SAM.gov solicitation amendment, with the exception of the Draft Event 78 (Spring 2019) Semi-Annual Data Transmittal, which was removed from the referenced documents list. Regarding the requested technical information, the government directed bidders to existing documents including the Natick Draft O&M Manual, Groundwater Monitoring Event 89 and 2024 GWETS Annual Reports, and the Record of Decision for T-25 Area Groundwater (April 2001), clarifying that NRDEC-05, -11, and -16 are areas of installation releases rather than monitoring wells.
