About this file
This document is an amendment to a solicitation for the Army Green Service Uniform program. The Army is procuring Army Green Service uniforms to outfit soldiers, and contractors must manufacture, test, and inspect uniform items according to the technical data package and associated drawings, patterns, specifications, and standards. Contractors will provide pricing to either individually kit uniforms or bulk ship components to a third party logistics provider. The objective production schedule outlines delivery of 24,000 uniforms by month six and no less than 8,000 uniforms per month thereafter. Contractors must meet fill rates of 90% for the first nine weeks and 97% starting in week ten. The amendment provides questions and answers for offerors and updates sections of the solicitation including applicable documents, descriptions, delivery terms, and list of attachments.
AGSU Solicitation Amendment W911QY-19-R-0040 0005 The purpose of this amendment is to: update Sections B, C, D, E, F, and J; add attachments 0048 and 0049; replace attachment 0032: Pricing Worksheet dated 02 Aug 2019 with attachment 0032 dated 20 Sept 2019; replace attachment 0033: Best Estimated Quantities dated 02 Aug 2019 with attachment 0033 dated 20 Sept 2019; and added Q&A to section A.

SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
Questions and Answers
20 September 2019
Q1: Will the Government consider a phased rollout to the 26 AIT locations for the individually-kitting-ensembles option?
A1: If advantageous to the Government, a different proposed solution would be considered.
Q2: Will the Offeror have the option to buy the GFM fabric from the government for the 24,000 sets?
A2: No, the Offeror will not have the option to buy the GFM fabric.
Q3: When will the GFM fabric be available to the Offeror?
A3: Elastique fabric: 80% available late January 2020, 20% available late February 2020
Gabardine Fabric: 75% available late January, 25% available late February 2020
Tropical Fabric: 100% available late February.
Q4: At what point in the life of the project will the Government determine which option it will pursue on delivery method – choosing between a) individually kitting ensembles or b) bulk shipping them to a 3PL?
A4: The Government intends to determine which option it will pursue at award.
Q5: The Draft RFP stated the remaining inventory would be purchased by the Government (“Remaining AGSU ensembles at the end of the life of the contract shall be invoiced at that time.”). This language was not included in the final RFP document. Does the Government intend to purchase all remaining stock at the end of life of the contract?
A5: The Government expects Vendors will be able to utilize the remaining AGSU ensembles to fulfill requirements for follow-on contract award(s) as the design of the uniform will be stable. Should an awardee of the first IDIQ contract not receive an award for the follow-on IDIQ, the Government will buy back that inventory at the end of the life of that contract.
Q6: How will the Government determine the production size tariff for the 40,000 units? This initial tariff will determine the fulfillment rate in the first year of the program.
A6: The production size tariff will be developed by the Government using Army Anthropometric Survey data.
Q7: Will there be any integration services performed by the Offeror if AGSU components are sent to a designated
3PL?
A7: No.
Q8: Confirm that if the 3PL bulk ship option is selected, the Offeror would receive payments for orders based on the bulk shipment date to the designated 3PL?
A8: Should the 3PL bulk ship option be selected, the Offeror can invoice based upon the received date of the shipment at the designated 3PL.
Q9: If the 3PL bulk ship option is selected, and the Offeror is awarded or made responsible for the measuring process, is the Offeror responsible for the transfer of individual AGSU kit data to the selected the Government and/or the selected 3PL?
A9: The Offeror is responsible for the transfer of the individual measuring data to the 3PL.
Q10: How will the Offeror receive orders, specifically the scenario where two or more orders are being placed at the same time?
A10: The Offeror is expected to establish a system with the capability to accept two (2) or more orders simultaneously.
Q11: Will the Government collaborate with the Offeror to determine when a fill rate of 97% can be reached, based on
a) the accuracy of production size tariff provided by the Government and b) the actual weekly demand by size measured during the first year of the contract?
A11: The Government has revised Section C.3.B.2 Kitting of the solicitation to account for this factor and decreased the first time fill rate to be no lower than 90% for all orders during the first nine weeks of kit deliveries. Vendors must adjust the size tariff accordingly to meet the 97% fill rate starting on the 10th week of kit deliveries.
Q12: Who is responsible for exchanges if items are being bulk shipped to a designated 3PL?
A12: The designated 3PL is responsible for exchanges under the bulk ship alternative.
Q13: The RFP states “The Contractor shall be responsible for all associated exchange shipment costs.” It is our expectation that the cost of return shipping and shipment of exchange orders, a key cost component of managing exchanges, would be included in the Integration Services charges - CLIN0005. Does this statement mean the Government does not expect, or would not accept, the Contractor including the shipping costs in Integration Services price calculation?
A13: Per Schedule B of the RFP, CLIN 0005 includes fulfilling of exchanges IAW Section C.3.B (and subsections). This is an FFP contract with no cost allowable CLINS; ODCs are expected to be captured within the CLIN structure provided.
Q14: Why is the Offeror required to keep the measurement data in the ordering system once the data is converted to sizes?
A14: As stated in Section C.3.B.1 Orders, the Government requires this data for traceability purposes.
Q15: What are the estimated hours required per month for measuring at each AIT location?
A15: This is an estimate to be provided by the Vendor as part of their quote.
Q16: If included in the ensemble, will the patches/heraldry items require RFID?
A16: Not at this time.
Q17: Requirement: “The Offeror shall submit with each technical proposal five (5) AGSU ensembles packaged as a kit to demonstrate form, fit, function, and aesthetic/uniform requirements”. The PDM sets (PDM1-PDM5) include more components than a standard kit (male and female items combined). How should the Offeror pack as a “kit” that is representative of a male and/or female kit where the total items won’t fit in that standard packaging/configuration?
A17: The SOW has been revised to remove the requirement of kitting as part of the PDM.
Q18: What shirt fabric is to be used for PDM submission with the proposal?
A18: Poly/Cotton Q19: The RFP states: “Quality specifications will also be included in this section, describing the product or service performance criteria from a customer perspective.” How do “quality specifications” differ from the specifications and product descriptions provided in the RFP?
A19: Quality specifications describe the “HOW” criteria the Vendor intends to utilize to achieve a top quality product.
Q20: According to the RFP, “Production quantities shall be produced at the same facility(s) as the PDM. Given time constraints (graded patterns were released on 8/19, five days after the RFP was posted) to submit PDM’s by 9/16, it is impractical to produce PDM’s at all facilities contemplated for production. What is the Government’s process, after submission of proposal, for approving factories that did not submit PDMs with the proposal?
A20: The FPLI requirement will be the process for approving factories that did not submit PDMs with the proposal. See RFP Section E.7.
Q21: p. 19 states “100% of the ensembles shall be for enlisted Soldiers.”, however p. 63 (PDM chart) calls for Officer style shirts to be submitted as part of the PLM kits. Please confirm, where there are Officer and Enlisted versions of an item, only the Enlisted versions will be ordered under this contract. If only Enlisted, are Officer PDM’s required?
A21: The solicitation was revised to reflect Officer PDMs are not required.
Q22: Please confirm the length of the contract. There are several statements in the RFP that call out varying time periods.
52.216-22 (p45-46) - "The Contractor shall not be required to make any deliveries under this contract after 24 months of the end of the base contract.”
52.217-9 (p.46) " The total duration of this contract, including the exercise of any options under this clause, shall not exceed 18 Months."
252.216-7006 (p.48) “orders may be issued from award of the base contract through 12 months, plus any exercised options.”
A22: DFAR 252.216-7006 purpose is in support of the IDIQ being limited to 12 months (base plus options).
FAR 52.217-9 provides for the Government the “Option To Extend” the length of the IDIQ by a period of no more than 6 months, if needed. This would then extend the POP to 18 months, hence the Not To Exceed. FAR 52.216-22 puts a limitation upon the delivery orders that will be placed against the IDIQ.
Q23: If multiple awards are made, splitting up the measuring, manufacturing and kitting portions of the contract, a) is the measurer, manufacturer or 3PL responsible for attainment of fill rate? b) After the initial 40,000 units, which party would be responsible for deciding what is to be produced? c) Who owns that inventory and d) at what point is the Offeror paid?
A23: If the inventory is received at the 3PL, then it is the responsibility of the 3PL and the government will update the tariff; if the inventory is kitted and delivered to Soldiers, then it is the responsibility of the prime vendor(s) to update the tariff accordingly to achieve the fill rate. The prime vendor(s) will own the inventory until it is accepted at destination.
Q24: The RFP states, “Any pages in excess of the limits specified will be removed and not considered part of the proposal; information contained on any excess pages will not be evaluated.” However, the RFP is silent on such details as font and margin sizes. To ensure consistency across all Offeror proposals, please provide specific guidance with respect to fonts and margins.
A24: Standard margins exactly 1” on all sides, font not greater than 12 pt and not less than 8 pt in either Arial or Times New Roman.
Q25: Are Offerors expected to limit Past Performance narrative performance explanations to just one page or does the Government have a not to exceed page limit for narratives?
A25: Refer to RFP Section L.3 Proposal Submission, Table -1 Proposal Volumes.
Q26: RFP Section I: states “Offeror shall complete FAR clauses 52.209-1, 52.215-6, and 52.219-28.” FAR 52.209- 1 is not referenced in the RFP, and our interpretation of this requirement is to respond to listed qualification standards or tests or contact the Government to obtain all requirements. Please advise what requirements must be met and responded to in completing this FAR response.
A26: Please complete IAW the requirements of the FAR clauses cited (52.209-1, 52.215-6, 52.219-28).
Q27: RFP Section E states “Offeror shall complete FAR 52.246-11”. FAR 52.246-11, as included in the RFP (p.31) does not include any “form” to be completed. Is the Government simply looking for a statement of compliance, possibly referencing the volume and section of the response in which we respond to this requirement?
A27: The “form” represented in the FAR is representative of the “Higher-Level Contract Quality Requirement” listed on page 31 of the RFP as “ISO 9001:2015 (or equivalent)”. The Offeror is expected to provide what the FAR states as required…” Contractor shall include applicable requirements of the higher-level quality standard(s) listed in paragraph (a) of this clause and the requirement to flow down such standards, as applicable, to lower-tier subcontracts.”
Q28: Are Trims for garments (buttons, buckles etc...) provided by the government or does contractor source as well?
A28: The Offeror will source all components explicitly listed in the Solicitation with the exception of
GFM.
Q29: We are having a problem printing the Army Green Service Uniform patterns. We have tried downloading different CAD applications and none of them have worked so we have no way of seeing the patterns. We would like to know how we can view and print the patterns so we can begin making uniform samples.
A29: Per the RFP: "The Offeror shall be able to accept patterns in Gerber AccuMark format. Patterns will be provided in different versions of AccuMark, ranging from V8.3 through V10.3. Offerors without access to compatible AccuMark capabilities shall convert the provided patterns to their preferred format at their own expense and ensure consistency with the provided patterns."
Q30: Oxford shoe spec shows 2 different "types". Both of which look the same in the sketch. Are these 2 different shoes or is this specifying 2 types of sole on same shoe?
A30: Bulletin 9 and Bulletin 10 removed the type II from the PDs. The type II was the cement construction, which is not a requirement. The Figure is for the Type I shoe.
Q31: Are timelines related to Exchanges meant to be expressed in business days, not calendar days?
A31: Timelines related to Exchanges are meant to be expressed in calendar days, as stated.
Q32: Outside of the service requirements outlined for Exchanges (page 22, C.3.B.3. Exchanges), there are no requirements outlined in the Solicitation for general inquiries from soldiers being measured for and issued uniform kits. Is there a requirement to provide Customer Service to Soldiers directly?
A32: Contractors must be able to respond to inquiries as they relate to exchange request until requests are fulfilled.
Q33: Section L – “offeror shall complete DFARS 252.215-7009”, suggests that the offeror should be preparing and submitting certified cost or pricing data (table 15-2 from FAR 15.408) as a part of the response to this solicitation.
The Price Volume submission requirements (p.65-66) and the Pricing Schedule (Attachment 0032) do not reference, ask for or provide space for this information. In addition, FAR 252.215-7008 ONLY ONE OFFER (p.70-71), states certified cost or price data would be required if only one offer was received and M.4 EVALUATION PROCESS (p.78-79) states that “If adequate price competition cannot be determined, the Contracting Officer reserves the right to request Certified Cost or Pricing Data from Offeror(s).”
Would the Government please confirm if certified cost or pricing data is required to be included with Offeror proposals. Further, Is the Adequacy Checklist required to be included with Offeror proposals?
A33: Certified Cost or Pricing Data shall be provided if needed in accordance with FAR 252.215-7008.
The Adequacy Checklist is not required to be included with the Offeror’s proposal. Section L has been updated.
Q34: Regarding D.2 RADIO FREQUENCY IDENTIFICATION (RFID) NOTICE - D2.A RFID Hangtag, please clarify the following:
The contract states that RFID must be applied at the item, case and pallet level. Need confirmation on item level tagging requirement, as If items are tagged and NSNs are applied, it’s understood that one case cannot contain multiple NSNs and interface successfully to VIM/ASAP.
Will all items, at the size level, be assigned NSN’s?
A34a: Yes.
Q34b: Will the kit (contract CLIN) be assigned NSN’s?
A34b: Yes.
Q34c: For the purpose of required ASN’s and invoicing to be submitted through VIM/ASAP and WAWF, VIM/ASAP does not allow multiple NSN’s to be packed into a case. VIM/ASAP also requires the RFID be tied to a CLIN and NSN. As the Solicitation is written, the CLIN will be a Kit, not the individual items that make up the kit.
With that, how does the government expect that the contractor will utilize the item level RFID data?
Q34d: If the contractor is awarded the kitting option, and the resulting contract and delivery orders are written as the solicitation (for Kits – not individual items), how is the contractor to utilize and transmit the item level RFID data through VIM/ASAP and WAWF, without it being connected to a specific contract CLIN/line?
Q34e: If the contractor is awarded the bulk shipment/3PL option and the resulting contract and delivery orders are written as the solicitation (for Kits – not individual items), how will DO’s be written for the required “bulk shipment of only one type of AGSU component,” and how will the VIM/ASAP and WAWF systems recognize the “bulk shipment of only one type of AGSU component” when those individual components are not directly tied to a specific contract CLIN/lines?
Q34f: Does the Army want generic RFID tags on each garment so they can be scanned into the system when they arrive?
Q34g: Is the Army expecting the entire shipment pedigree inclusive of RFID to be transmitted back to them as complete pack-out so they can be bounced off a government database (i.e., WAWF or VIM)?
A4c-A4g: the Government is reviewing this aspect of the requirement.
Q35: The size of the gloves required per the PDM chart on page 8 is “5”. Please confirm the size required.
A35: Size “5” is correct. This correlates to a size “Small” in the Purchase Description.
Q36: L.3 Proposal Submissions section 1.1. states that both the proposal and PDM submissions are due 16 September 2019. Please confirm these both are due 26 September 2019.
A36: Amendment 0003 states the response date/time has changed from 16-Sep-2019 12:00 PM to 26-Sep- 2019 12:00 PM. This applies to both the PDMs and written proposals.
Q37: Will all AIT facilities accept LTL and/or full truck shipments of kits or are they required to be shipped as parcel?
A37: We believe AIT facilities can accept less than truckload shipping (LTL) and/or full truck shipments of kits.
Q38: Are individual soldiers at AIT locations directly responsible for initiating exchange requests, or is there an Army POC at each location?
A38: Contractors must be ready to deal with individual Soldiers as well as a unit Point-of-Contact.
Q39: What role, if any, do the Contractor’s employee(s) at AIT locations have in the exchange process?
A39: The Government is willing to consider proposed solutions to this aspect of the exchange process.
Q40: PDM’s were initiated per the original solicitation issued 14-August-2019 and patterns released 19-August- 2019 and were already in production at the time the solicitation was suspended. The revised PDM requirements on pages 8-9 of Amendment 0003 change the size mix and quantity of PDM’s required. The remaining time of approximately 17 business days does not allow for the re-issue and manufacturing of new PDM’s.
Further, the reduction in quantity to a maximum of two units per item does not allow for the requirement of “Production quantities shall be produced at the same facility(s) as the PDM.” If more than two facilities are in consideration as part of the manufacturing plan, we respectfully request approval to submit as many PDM’s as possible in accordance with the revised quantity and sizes in Amendment 0003.
A40: Contractors are only required to submit PDM quantities, as stated in the revised solicitation. For facilities to be brought on during the execution of the award, additional factories will be approved during the First Production Lot Inspection process.
Q41: Where there is a variance, may we submit the closest size available from the original PDM requirement listing? Please see below for a comparison of the size/quantities from the original solicitation to Amendment 3 with any variance items highlighted.
A41: Yes. Contractors may submit the closest size available from the original PDM listing.
Q42: We are having a problem printing the Army Green Service Uniform patterns. We have tried downloading different CAD applications and none of them have worked so we have no way of seeing the patterns. We would like to know how we can view and print the patterns so we can begin making uniform samples.
A42: Per the RFP: "The Offeror shall be able to accept patterns in Gerber AccuMark format. Patterns will be provided in different versions of AccuMark, ranging from V8.3 through V10.3. Offerors without access to compatible AccuMark capabilities shall convert the provided patterns to their preferred format at their own expense and ensure consistency with the provided patterns."

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
STATEMENT OF WORK
C.1. SCOPE
This Statement of Work (SOW) covers the procurement of Army Green Service Uniform (AGSU) ensembles to outfit Soldiers. The United States Army, Product Manager Soldier Clothing and Individual Equipment (PM SCIE) will conduct the procurement as part of the Army’s implementation of the AGSU.
Contractors shall manufacture, test, and inspect the items in accordance with the Technical Data Package (Attachments 0001 – 0026 & Attachments 0036 - 0041) and associated drawings, patterns, specifications, and standards.
The AGSU Graded Patterns are hereby available, and if a vendor is interested in obtaining these patterns, please contact the Contracting Officer, Matthew Buchanan, at matthew.r.buchanan6.civ@mail.mil.
C.1.A Background
The Army is currently the only service that does not have a separate uniform for everyday business environments. The AGSU will serve as the everyday uniform for all Soldiers, when a business uniform is required or appropriate. Additionally, the current Army Service Uniform (ASU) will continue to serve as the Army’s formal dress uniform. The AGSU is based on the “Pink and Green” design and represents one of the most admired and recognizable uniforms in the Army’s history. The Army wore the Pink and Green uniform when America was in the throes of World War II. By reinstituting the uniform worn by the "Greatest Generation," Soldiers will have a uniform for business environments that honors its Army heritage and embodies the professionalism and commitment to the values of loyalty, duty, respect, selfless service, honor, and integrity with personal pride and courage.
C.1.B Objective
The Contractor shall produce AGSU ensembles and provide the Government with options to individually kit the ensembles or bulk ship them to a Third Party Logistics (3PL) provider. In order to meet this requirement, the Contractor shall price different options to allow the Government flexibility on distribution of the uniforms.
The Contractor shall provide all supplies and services in accordance with its proposal and the contents of this contract. The Contracting Officer must approve any redirection or changes in the work supplied to be furnished under this contract.
C.2 APPLICABLE DOCUMENTS
C.2.A Specifications

If the Government decides the Contractor will kit and ship AGSU ensembles to individual Soldiers, the Contractor shall use the 24,000 ensembles produced through the 6th month after DO award as Safety Stock in order to begin delivery of kitted orders at a rate of no less than 8,000 per month starting on the seventh month following contract award.
If the Government decides the Contractor will bulk ship the AGSU ensembles to a 3PL, the Contractor shall ship 24,000 ensembles to the designated location by the sixth month following contract award and continue shipments at a rate of no less than 8,000 ensembles per month starting on the seventh month following contract award. If the Government decides to bulk ship the AGSU ensemble components to a 3PL, the AGSU ensemble components shall be shipped to the designated 3PL as they are produced each month.
The first 40,000 AGSU ensembles produced shall be in accordance with the Production Size Tariff (Attachment 0027). If the Government decides to bulk ship the AGSU ensembles to a 3PL, the production size tariff may be revised based on observed consumption rates at any time after production of the first 40,000 AGSU ensembles. If the Government decides that Contractors will kit and ship AGSU ensembles to individual Soldiers, the Contractor shall monitor their on-hand inventory and adjust the production tariff accordingly in order to be able to fulfill all orders and meet the first time fill rate requirement.
The Contractor shall provide pricing options for production of AGSU ensemble using GFM and production without GFM. GFM shall include Elastique fabric for dress coats and garrison caps, Gabardine fabric for trousers/slacks, Plain Weave Cloth fabric for shirts/blouses, and Tropical fabric for ties.
