About this file
This document package includes a technical data package and quality assurance provision for the assembly of hand held assay panels, as well as a related federal contract opportunity notice.
The technical data package outlines specifications, drawings, manufacturing instructions, and quality provisions for assembling four types of hand held assay panels - operational panels, operational 2 panels, training panels, and uncoded panels. The panels consist of inserting eight individual assay trays into a single tray, with each tray containing reagents to test for specific biological agents. The quality assurance provision establishes lotting, sampling, inspection characteristics, and certification requirements to ensure the panels meet storage, manufacturing, and quality standards.
The related federal contract opportunity is a pre-solicitation notice for assembly, storage, and distribution support to the Defense Biological Product Assurance Office. Services include manufacturing and assembling consumable reagents and end items like the hand held assay panels, storing and distributing products to domestic and overseas sites, inventory management, disposal, and shipping. A firm fixed price contract with cost reimbursement for distribution is anticipated to be awarded to a single or multiple contractors for a one year base period and four option years. The solicitation is expected to be issued on June 6, 2019.

Every item in the lot shall be inspected for critical and selected major characteristics. If an item is found that does not conform to a characteristic inspected 100%, the non-conforming item shall be removed from the lot. For each of the other characteristics in Part III, failure of any sample item to conform to the characteristic shall be cause for rejection of the lot represented. The following inspections apply to each of the Panel configuration.

PART III. CERTIFICATION REQUIREMENTS
Inspection equipment. Inspection equipment used to perform the examinations and tests in this QAP should be designed, documented and maintained by the contractor using ISO 10012 as guidance, including any fixtures necessary to accommodate the test procedures.
Panels - P14
Inspection equipment should incorporate the appropriate measurement capability, precision and accuracy to assure rejection of nonconforming product. Equivalent inspection equipment standards may be accepted when such alternative(s) provide an equivalent or better level of quality, and provided they have been described in a written proposal, which has been approved by the Government.
