xTech Program
PERFORMANCE WORK STATEMENT (PWS)
Task Order Two (2) Revised 10 July 2025
C.1 Background
Launched in 2018, the xTech Program serves as a “friendly front door” for nontraditional innovators to engage with the U.S. Army. It plays a critical role in conducting market research that helps the Army stay ahead of emerging technologies, identify innovative solutions for current and future challenges, and inform the development of new requirements to adapt to evolving needs and capabilities.
By fostering collaboration among key Army stakeholders—including technical experts, acquisition professionals, and end-users—xTech creates a dynamic environment where commercial innovations can be refined to meet real-world operational needs. This collaborative approach aligns emerging technologies with the Army’s priorities, accelerating their transition into actionable, deployable capabilities.
Through direct engagement with end-users, industry partners receive valuable feedback on the feasibility and practical applications of their technologies, which streamlines the path to deployment. xTech has transformed how the Army collaborates with the commercial sector, extending outreach to small and large businesses, international partners, academia, investors, and the startup community.
The program annually plans and executes approximately ten (10) to twelve (12) competitions, enabling the Army to explore cutting-edge innovations. To date, xTech has received over 6,500 submissions, with nearly 45% of applicants being new to working with the Department of Defense (DoD). The Army has completed more than 41,000 evaluations, engaging nearly 4,000 evaluators across the Army. Additionally, the program has awarded over $25 million in cash prizes and facilitated more than $290 million in follow-on contracts.
To demonstrate the value of what the xTech program can bring to the Army, industry, academia and the Government, testimonials and featured success stories are desired.
