About this file

The file is a Solicitation Questions Summary Sheet detailing Q&A for a Video Production and Video Streaming Services Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Army Research Laboratory (ARL). The solicitation (W911QX25QA002) seeks a contractor to provide video production, streaming, and related services, with an incumbent contractor being Virtuo Group Corp (Contract W911QX-22-D-0017). Key requirements include supporting approximately 4-8 videos annually, with events typically lasting one to two days, and a 24-hour response time for filming/streaming readiness. The contract requires a FedRAMP-compliant streaming platform supporting up to 20 simultaneous breakout sessions and capable of handling 400-5,000 users, primarily on the Defense Research Engineering Network.

Proposal submission details include specific requirements such as MP4 video samples, a 30-page technical volume limit, 10-point minimum font size, and a response deadline of 16 July 2025. Pricing will be based on a provided template, with historical video production ranging from 4-8 videos per year. The streaming service must support various event lengths, from under 60 minutes to over 8 hours, with pre-recorded and live content capabilities. The contract emphasizes flexibility in production scheduling, remote content preparation, and a standard 7-day post-event video delivery timeline, with potential expedited delivery for urgent requests.

Q&A

Video Production & Streaming Service IDIQ Solicitation Q&A
Offeror's QuestionsGov Answer
1Could you please confirm whether each of the four (4) annual streaming events is typically a single-day engagement or if a multi-day onsite presence is anticipated? (For example, for Event 1, you need us for 2 weeks from filming to streaming, not including the post-production)Typically they are a single day’s event.
2This was mentioned in the work statement; however, we would like to confirm whether filming for these segments generally occurs on the same day as the main event recording or if it is scheduled as a separate production day. And how many days do you usually allot for production day?Pre-Recorded content can be either supplied or gathered prior to or on the scheduled production day depending on lab availability and experimentations, every effort is made to consolidate filming as much as possible.
3For 12 competition events over the 3-year contract, could you share your expectations on the typical duration of onsite support per event? (For example, one day, 2 days, or multiple days?)Typically one- or two-days support depending on schedule and agenda and location of event.
4To confirm our understanding, if there are no scheduled events or Task Orders requiring filming or streaming during a given period, the Contractor is not expected to maintain personnel onsite at ARL facilities, and all the editing or content preparation will be performed remotely. Could you please confirm this interpretation is correct? The Government confirms.
5Does the 24-hour notice response requirement mean the Contractor is expected to be onsite, fully set up, and ready to begin filming and/or streaming within 24 hours of notification? Or does it mean that the Contractor should be in transit within 24 hours, with production to begin after arrival and setup? The Government confirms the Contractor shall be onsite, fully set up, and ready to begin filming and/or streaming within 24 hours of notification.
6Would the standard 7-day post-event timeline for delivery of edited and captioned video still apply, or is there a separate, expedited delivery expectation for surge deliveries?Every effort will be given to support the standard 7-day post-event timeline, when a shorter timeline is needed it will be communicated from the beginning of the request.
7Miscellaneous ODCs and Materials Consolidation
7-1Hazard pay and DBA insurance costs that are already embedded in vendor material quotes can be included in the Materials section rather than broken out separately as Misc ODCs?Hazard and DBA insurance are only required for contracts where Contractor employees will be working overseas. No work overseas is expected for this contract, therefore this cost should not be proposed.
7-2if these costs must be separated, what level of detail is required for the breakdown when they are typically bundled in vendor pricing?Hazard and DBA insurance are only required for contracts where Contractor employees will be working overseas. No work overseas is expected for this contract, therefore this cost should not be proposed.
7-3Would the government accept a consolidated "Materials and Associated Costs" line item that includes these embedded costs, with a narrative explanation of what is included? All proposed materials should be broken out in the cost proposal.
8Video Sample Submission Format and Method
8-1Submission Method: Since hyperlinks (including YouTube/Vimeo links) are prohibited, must the video samples be submitted as direct MP4 file uploads with the proposal? The Government confirms the sample videos shall be submitted in MP4 format.
8-2File Size Management: Four 3-minute MP4 videos will likely exceed the 15.0 MB email submission limit specified in the proposal submission requirements. Should these videos be:

* Included within the DoD SAFE submission regardless of the chosen proposal delivery method, or

* Submitted as a separate DoD SAFE upload apart from the main proposal volumes? As stated in Section (xvi), offers can be submitted via email or DoD SAFE.
8-3Compression Standards: Are there specific MP4 compression or quality standards we should follow to balance file size with adequate video quality for evaluation purposes? No specific compression standards are being requested, submitted video shall be representative of work the offeror will be performing.
9Page Limit Clarification for Cover Page and Table of Contents
9-1The solicitation establishes maximum page limits for each volume, with Volume I (Technical) limited to 30 pages. However, it is unclear whether administrative pages count toward these limits.
Do the cover page and table of contents count toward the maximum page limitations for each volume, or are they excluded from the page count similar to how "Manpower charts and the Small Business subcontracting plan are excluded from the page number limitation"?The cover page and tables of contents do count toward the page limitations. Offerors are encouraged to review the Provisions and Clauses Full-Text Attachment (for Combo Synopsis-Solicitation) - Amendment 0001.
10Font Size Requirements for Tables and Graphics
10-1The solicitation contains conflicting font size requirements for tables and illustrations:

* One section specifies "no less than 8-point"

* Another section specifies "not less than 10 point"

Could the government clarify which font size requirement applies for tables and graphics/illustrations - 8-point or 10-point minimum? The Government confirms the font size shall be no less than 10 points. Please review the Provisions and Clauses Full-Text Attachment (for Combo Synopsis-Solicitation) - Amendment 0001.
11Can past performance references/samples be extended from the past 24 months to the past 5 years? The past performance references/samples remains unchanged.
12Is there an incumbent contractor? If so, what is its name and contract number?Yes, Virtuo Group Corp; Contract W911QX-22-D-0017
13How many projects are typically produced by DEVCOM/ARL each year? Can you break this down between the number of streaming events and number of produced pieces (ie: sizzle reels, documentaries, etc). It's unclear at this time what the future project schedule will be. Historically, the Government has required 4-8 videos per year.
14Can you clarify where we can find this document: “Adelphi Local List of Special Instructions - Instruction to Offerors - Proposal Submission Requirements, Volume III – Price/Rates”? We don’t see it included in the solicitation package and it is mentioned in the Combined Synopsis and Solicitation as well as Evaluation Criteria RFP documents. Please see the document titled Provisions and Clauses Full-Text Attachment (for Combo Synopsis-Solicitation) – Amendment 0001. The Combination Synopsis-Solicitation for Commercial Purchases document has been revised to include the correct document name.
15The sample task order documents provide generalized information for the given tasks, that pending further discussions regarding specifics (ie: actual number of videos as opposed to ‘up to’, number of cameras required and peripherals required or desired for the streaming events, as well a number of other items related to creative and technical approach as well as logistics) can interpreted in a variety of ways, resulting in a wide variety of budget proposals. Is there a pricing/budget template you would like vendors to use in their responses? Please refer to Attachment 7 "Price-Rates Template" included with the Combination Synopsis-Solicitation for Commercial Purchases - W911QX25Q002-0001.
16Other than pricing out the sample tasks, do vendors need to provide any other pricing information?Offerors are encouraged to review the Combination Synopsis-Solicitation for Commercial Purchases – W911QX25QA0002-0001 and its Solicitation Attachments in its entirety.
17Can you provide links to previous projects produced by DEVCOM/ARL so we can better understand the style and production quality you’re looking for?The Government will not provide this information.
18Given the time needed for the government to respond to and post answers to vendor questions, as well as time for vendors to incorporate the updated information into their proposals, can you extend the response deadline to NLT 11:59 AM ET on Friday July 18, 2025?The response date has been extended to 16 July 2025.
19Base PWS C.4.1.3.1 – Please provide the Government's current annual forecast of live/virtual/hybrid streaming events by length tier (15‑60 min; >60 min‑4 hr; >4 hr‑8 hr) so we can size crew days and equipment packages accurately. The Government does not have an annual forecast.
