1.0 GENERAL INFORMA TION
1.1. GENERAL DESCRIPTION OF WORK
The project is located at Eielson Air Force Base (EAFB) in Alaska, approximately 25 miles southeast of Fairbanks.
EAFB is the home of the 354 Fighter Wing assigned to the Pacif ic Air Forces Eleventh Air Force. The US Air Force requires an adequately sized conventional munitions facility to support the beddow n of tw o squadrons of F-35 Aircraft at EAFB. The facility supports the 354 MXS to perform maintenance operations on various munitions components and containers.
The existing building w ill not accommodate the new personnel arriving to support the tw o F-35 squadrons. In addition, the existing building is experiencing structural issues due to thaw ing permafrost. This project w ill demolish existing Building 6385 (712 SM) to enable construction at the same site. The f ire w ater storage tank w ill remain in place and the overhead crane w ill be salvaged for reinstallation in the new building. The facility w ill include a deep pile foundation system under the munition bays w ith a shallow concrete foundation in the administrative area, interior and exterior load-bearing masonry w alls, and steel roof framing. The exterior includes EIFS w ith CMU veneer, standing seam metal roof over the administrative portion and a low slope membrane roof over the munitions bays. Special foundations are included for arctic conditions and thaw ing permafrost. The facility should be compatible w ith applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used w here cost effective. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the w ork.
The building site is located w ithin a controlled area at Eielson AFB and w ill require a munitions escort at all times.
Contractor shall establish set w ork hours w ith Eielson Munitions not to exceed 12 hours per day and 6 days per w eek.
Contractor trailers/yard w ill be located outside the controlled area (specif ic location identif ied in draw ing sheets). The contractor w ill be allow ed to set up a laydow n/equipment yard and w orkday use trailer on the project site but w ill only have access to this during established w ork hours.
CONTRA CT COST CEILING LIMITATION FOR DESIGN AND CONSTRUCTION COSTS
The construction costs w ill be subject to the funds available for this project. The contract cost magnitude for contract aw ard is approximately $10 Million to $20 Million. Offerors are notif ied that they are under no obligation to approach this ceiling how ever the Government may not be able make an aw ard if the cost magnitude set for this project is exceeded.
1.2. GOVERNMENT SECURITY REQUIREMENTS
The Offeror(s) must ensure that ALL mail sent to the Alaska District, U.S. Army Corps of Engineers, either pre- contract or post-contract aw ard, has a return mailing address on the outside of the envelope, package, box, etc. ANY MAIL addressed to the U.S. Army Corps of Engineers, including but not limited to bids, modif ications to bids, proposals, revised proposals, bonds, correspondence, etc., w ill be REJECTED by the US Army Corps of Engineers mail room facility located at PO Box 6898, JBER, Alaska 99506-6898 if it does not contain a return mailing address. There w ill be no exceptions.
1.3. OFFEROR'S QUESTIONS AND COMMENTS
1.3.1.1 Technical inquiries and questions relating to proposal procedures or bonds are to be submitted via Bidder Inquiry in ProjNet at http://w w w.projnet.org/projnet.
1.4.1.1.1. To submit and review bid inquiry items, bidders w ill need to be a current registered user or self-register into system. To self-register go to w eb page, click BID tab select Bidder Inquiry, select agency USA CE, enter Key for this solicitation listed below , and your e-mail address, click login. Fill in all required information and clic k create user. Verify that information on the next screen is correct and click on continue.
1.4.1.1.2. From this page you may view all bidder inquiries or add inquiry. A complete listing of all inquiries and responses w ill be issued by amendment after the inquiry period closes.
1.4.1.1.3. Bidders w ill receive an acknow ledgement of their question via email, follow ed by an answer to their question after it has been processed by our technical team.

1.4.1.1.5. The Bidder Inquiry System w ill be unavailable for new inquiries ten (10) calendar days prior to proposal submission in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation, if necessary.
1.4.1.2. Offerors are requested to review the specif ication in its entirety, review the Bidder Inquiry System for answ ers to questions prior to submission of a new inquiry.
1.4.1.3. The call center operates w eekdays from 8AM to 5PM U.S. Central Time Zone (Chicago). The telephone number for the Call Center is 800-428-HELP.
1.4.1.4. Offers w ill NOT be publicly opened. Information concerning the status of the evaluation and/or aw ard w ill NOT be available after receipt of proposals.

1.5. PROPOSAL EXPENSES AND PRE-CONTRA CT COSTS
This Request for Proposal (RFP) does not commit the Government to pay, as a direct charge, any costs incurred in the preparation and submission of a proposal.
1.6. ACCURACY IN PROPOSALS
Proposals must set forth full, accurate, and complete information as required by this RFP, (including attachments). The penalty for making false statements is prescribed in 18 U.S.C. 1001.
1.7. PROPOSAL SUBMITTALS

(a) Offerors must mail or deliver proposals to be received no later than no later than the date and time stated on the standard form (SF) 1442 or subsequent solicitation amendment. Electronic or facsimile w ill not be accepted.

(b) Offerors are advised to plan accordingly. No arrangements w ill be made by the government to assist in proposal delivery. Day-pass procedures w ill not be used for proposal delivery purposes nor are there proposal pick-up services. No escort services w ill be provided. It is incumbent on the offeror to plan for unanticipated delays in delivery of proposals. Due to heightened security at Government installations, visitors to Joint Base Elmendorf- Richardson (JBER) must use the Boniface Gate or Fort Richardson Gate (Visitor Centers). All vehicle occupants are required to w ear seatbelts and hand-held cell phone usage by vehicle operators w hile driving on base/post is prohibited. Violators w ill lose their Base/Post driving privileges for these offenses.
(c) For offerors w ho will have their proposals hand-delivered, or use personal delivery services such as DHL, UPS or FedEx, the delivery must be by person, courier or personal delivery service w ith active base access.

(e) Proposals w ill be accepted in Room 30 during Alaska District Corps of Engineer business hours (7:30 AM to 4:30PM) Monday through Friday excluding holidays but not later than the date and time stated. Proposers are advised that the Alaska District Corps of Engineers building has limited access. Only the main door (in front under the Corps of Engineers red f lag facing Talley Ave) and the atrium doors (the tan addition to the main building located on Third Street) are open to individuals w ithout a building pass. Room 30 is located in the basement level of the building (turn right if using the main stairs or elevator). There is a date/time stamp located at the front desk in Room 30 and is the off icial clock used for proposal receipt.

1.8. PROPOSAL FORMAT
(h) Each volume w ill contain a Title Sheet on the cover for ready identif ication of the proposal and a full table of contents, separated by Tabs, as prescribed herein. Within each Tab, it is recommended that the proposal information be presented in the same relative format as the submission requirements are listed.
(i ) Do not assume offerors w ill be contacted or afforded an opportunity to clarify, discuss or revise their mailto:christopher.e.taylor@usace.army.mil proposals. In accordance w ith FAR 52.215-1, Para. (f)(4), the Government intends to evaluate proposals and aw ard a contract w ithout discussions w ith Offerors (except clarif ications as described in FAR 15.306(a)). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint.

(j ) Submit proposal in a tabbed, three-ring binder. Page limitation for Volume 1 is 45 pages (not including Past Performance Questionnaires/Evaluations, front cover, table of contents, etc.). Note that the Government w ill not evaluate any material that exceeds the page limits. Volume 2 has no page limitation.

(k) Submit proposal in separate tabbed, three-ring binders for each volume.
(l ) The prime, consortium, or joint venture’s name, address, a signature of the off icial that can bind the f irm and a telephone number and email address shall appear in the low er left corner of the title page of any document/volume to be evaluated.
(m) Volume number, section, page number and date submitted shall appear in the bottom right corner of each page (along w ith the revision number for the amended page, if necessary). Page numbering shall re-start w ith each Tab. One (1) page is defined as the front of one (1) sheet; the front and back of one (1) sheet w ill be counted as tw o (2) pages. The Government w ill not evaluate any material exceeding the page limitations stated in the RFP.

1.9. BUY AMERICA N ACT FOR CONSTRUCTION MATERIALS
Your attention is invited to Clause 52.225-11 Buy American--Construction Materials under Trade Agreements.
Offerors are advised to inform potential subcontractors and suppliers of the Buy American Act requirements contained in this solicitation. Subparagraph (b) of the clause provides instructions for pre-aw ard determinations as follow s: “Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American Act should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-11 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American Act before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.” In accordance w ith FAR Part 25 Foreign Acquisition, subpart 25.205, entitled Post Aw ard determinations, subparagraph (a), if a contractor requests a determination regarding the inapplicability of the Buy American Act after contract aw ard, the contractor must explain w hy it could not request the determination before contract aw ard or w hy the need for such determination otherw ise w as not reasonably foreseeable.

1.10. JOINT VENTURE AND LLC PROPOSAL REQUIREMENTS
When proposing as a joint venture, all members of the joint venture shall sign the SF 1442 unless a w ritten agreement by the joint venture is furnished w ith the proposal designating one f irm w ith the authority to bind the other member(s) of the joint venture. In addition, a copy of the joint venture agreement shall be submitted w ith the proposal. Failure to comply w ith the foregoing requirements may eliminate the proposal from further consideration.
If this is an 8(a) or HUBZone joint venture, the offeror shall ensure that it complies w ith the applicable requirements of 13 CFR Part 124 and 13 CFR Part 126, respectively. When proposing as a Limited Liability Company (LLC), a member authorized to bind the LLC shall sign the SF 1442. A copy of the LLC Certif icate of Organization, Articles of Organization and the Operating Agreement shall be submitted w ith the Phase 1 proposal. On SF 25 and 25A, Bonds, w here it requests “State of Incorporation,” the LLC should instead put the “State of Organization.” In the Principal’s signature block, the signatory shall indicate w hether he or she is signing as a member, manager, or both.
Instead of a “Corporate Seal” attach the Certif icate of Formation or Certif icate of Organization, as appropriate, w hich should indicate the signatory’s authority to bind the LLC.

1.0 OVERVIEW
1.1 Interested f irms (here after referred to as Offerors) shall submit proposals demonstrating their capability to successfully execute the construction contract resulting from this solicitation. The Government w ill evaluate the proposals in accordance w ith the criteria described herein.
1.2 This is a “Best Value” solicitation for the construction of the F-35A Conventional Munitions Maintenance Facility at Eielson AFB, Alaska (EIE431). The Government w ill evaluate the proposals in accordance w ith the criteria described herein and aw ard a f irm fixed price contract to the responsible offeror w hose proposal conforms w ith all the terms and conditions of the solicitation and w hose proposal is determined to represent the overall best value to the Government utilizing the trade-off process described in FAR 15.101-1.
2.0 BASIS FOR AWARD
2.1 The Contracting Officer w ill aw ard a f irm fixed price contract to the responsible Offeror w hose proposal the Source Selection Authority has determined conforms to the solicitation, is fair and reasonable, and offers the best value to the Government, considering all non-price factors described herein, and price. All evaluation factors, other than price, w hen combined are considered signif icantly more important than price, how ever the Contract aw ard may not exceed the funds available for this project. The intent of this solicitation is to obtain the best proposal w ithin the cost magnitude. After the Government individually evaluates and rates each proposal, the Contracting Officer/Source Selection Authority w ill compare proposals to determine w hich proposal represents the best value. The Government reserves the right to accept other than the low est priced offer or to reject all offerors. The Government w ill not aw ard a contract to an Offeror w hose proposal contains a deficiency, as defined in FAR 15.001. If there is a low er priced, conforming offer(s), the Contracting Officer/Source Selection Official must determine that the added value of a more expensive proposal w ould justify aw ard to that offeror.
3.0 GENERAL INSTRUCTIONS
3.1 Proposals should be submitted initially on the most favorable terms from a price and technical standpoint. Do not assume offerors w ill be contacted or afforded an opportunity to clarify, discuss or revise their proposals.
3.2 Firms formally recognized as small business f irms formally organized as construction contractors that have associated specif ically for this project, consortia of f irms or any other interested parties may submit proposals. Associations may be as joint ventures or as key subcontractors.
3.2 Submit proposals as identif ied in Section 00 21 00 para 1.14-PROPOSAL FORMAT. Note that the Government w ill not evaluate any material that exceeds the page limits, indicated in the sections below .

5.0 VOLUME 1- TAB A - FACTOR 1: SPECIALIZED EXPERIENCE
5.1 Submission Requirements:
5.1.1 The prime contractor shall demonstrate experience on recent, relevant projects. Relevant projects shall demonstrate experience w ith projects of similar magnitude and scope. Utilize the CONSTRUCTION – SPECIALIZED EXPERIENCE FORM (Attachment 2) at the end of the section. Offerors may identify state and local government and private contracts that are similar to the Government’s requirements. If the offeror is a new ly formed joint venture w ithout any previous experience as the joint venture, each joint venture partner shall provide information demonstrating experience relevant to their role on this project. Submit projects that are currently w ell underw ay (at least 50% construction progress completed) or completed and turned over no longer than ten (10) years preceding the date of this Solicitation. An offeror may receive credit for relevant experience under a previous business arrangement (joint venture for example); if the offeror demonstrates that their role on the project submitted for Specialized Experience is relevant to their anticipated role on this project. The prime contractor shall submit no more than f ive (5) projects for Specialized Experience.
Offerors w ho submit experience information of a parent, sister or other aff iliated company must describe w hat involvement such company w ill have on the instant acquisition. The offeror shall provide a one page narrative that clearly and specif ically indicates w hat resources of the parent, sister or other aff iliated company – its w orkforce, management, facilities, or other resources – w ill be provided or relied upon for contract performance. The Government may discount the experience of a parent, sister or other aff iliated company unless the prime contractor clearly provides evidence of a binding teaming agreement or other contractual agreement w hich creates legal responsibility on the part of the parent, sister or other aff iliated company or provides a Meaningful Relationship Commitment Letter including the follow ing:
1. A statement of commitment as to the performance and utilization of the identif ied entity’s resources on the project.
2. Signatures of both the Offeror and Meaningful Relationship Entity.
5.1.2 Provide a one-page consolidated list of the Specialized Experience projects submitted for the prime contractor and key subcontractors (required to be submitted for Factor 4) to include a matrix that identif ies the projects and the f irms that w orked on each one (teaming).
5.1.3 Provide a supplemental narrative, not to exceed tw o (2) pages, to address any of the follow ing that are applicable.
(a) If submitting projects performed under a prior business arrangement (joint venture for example) for Specialized Experience, address w hy that experience is relevant to the experience of the f irm submitting the offer. Clearly identify the role and responsibilities of each joint venture partner.
(b) Describe any previous teaming experience betw een current team members, if not described on the specialized experience forms. Identify specif ic projects.
5.2 Evaluation Criteria:
5.2.1 The Government w ill evaluate the extent of recent, related experience of the prime contractor as relevant to their role on this project. Experience on the similar projects identif ied in the project experience sheets w ill receive more consideration than experience provided in the supplemental narrative. The Government may place greater importance on projects performed as a prime contractor than as a subcontractor, depending upon overall role and relevancy considerations. Federal Government project experience w ill not be rated inherently more important than non-Federal Government project experience.
5.2.2 The Offeror must submit the requested information to demonstrate a record of recent, related experience for construction of the facility type (w hich may include similar state or local government or private counterparts) included in this contract. Recent experience includes projects w ell underw ay (at least 50% construction progress completed) or those completed and turned over w ithin ten (10) years of the proposal issue date for this RFP for construction experience. Joint Venture partners shall each demonstrate experience commensurate w ith their role on this project or explain in the supplemental narrative how their experience qualif ies them for their role on this project.
5.2.3 The Government reserves the right to verify the experience record of cited projects or other recent projects by review ing the Corps of Engineers Contractor Performance Assessment Reporting System (CPARS), other DoD or Government appraisal systems or to interview ow ners or references. The Government may check any or all cited references to verify supplied information.
5.2.4 To receive credit for extent (amount) of experience, the Offeror shall demonstrate a history of recent, relevant experience. Experience under a previous business arrangement w ill not be considered relevant if the offeror’s role on the submitted project is not considered relevant.
5.2.5 The Government w ill consider extent of recent experience, degree of relationship of such experience to this project, demonstrated familiarity w ith applicable codes and local conditions. Some examples of relevancy to this project may include, but not be limited to:
(a) Size, type and complexity of the w ork;
(b) Location of w ork and similarity to the climate of Climate Zone 8, as defined by ANSI/ASHRAE Standard 169 climate zone map for the United States;
(c) Firm's role and extent of w ork self-performed (brokering out all w ork and simply “pouring the sidew alks” on a cited project are examples of less relevant experience)
5.2.6 The Government may consider previous recent teaming experience among the team members as value added, even if on different types of construction projects than this project. The more relevant the experience, the more credit w ill be given.
6.0 VOLUME 1, TAB B - FACTOR 2: PAST PERFORMANCE (CONFIDENCE ASSESSMENT)
6.1 Submission Requirements:
6.1.1 Past performance refers to the quality of recent project experience from the ow ner's perspective. Past performance evaluations or questionnaires shall be provided for all projects submitted under Specialized Experience (Tab A). The offeror may rely on f inalized CPARS reports, otherw ise the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project. Previously completed PPQ’s may be submitted how ever ensure a current phone number and email address is provided for the client point of contact. Completed Past Performance Questionnaires should be submitted w ith your proposal and may be duplicated for submission on future solicitations. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the proposal closing date, the offeror should complete and submit w ith the proposal the f irst 2 pages of the PPQ (Attachment 4), w hich w ill provide contract and client information for the respective project(s). Offerors should follow -up w ith clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Christopher Taylor via email at Christopher.E.Taylor@usace.army.mil prior to the proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. How ever, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Projects cited shall be currently w ell underw ay (at least 50% construction progress completed) or that have been completed and turned over w ithin ten (10) years preceding the date of this solicitation. Also include performance recognition documents received w ithin the last ten (10) years such as aw ards, aw ard fee determinations, customer letters of commendation, and any other forms of performance recognition. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may be include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting Systems (CPARS), inquiries of ow ner representative(s), Federal Aw ardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other know n sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests w ith the Offeror.
Experience of a parent, sister or other aff iliated company w ill not be considered if the offeror fails to demonstrate w hat resources of the parent, sister or other aff iliated company w ill be provided or relied upon or fails to demonstrate the existence of a contractual or meaningful relationship w ith the parent, sister or other aff iliated company. An offeror may receive credit for relevant past performance under a previous business arrangement (joint venture for example) if the offeror demonstrates that their role on the submitted project is relevant to their role on this project.
6.2 Evaluation Criteria:
6.2.1 The Government w ill f irst assess and rate the relevancy of recent projects accomplished by the offeror to the scope of this contract for application to the performance confidence assessment ratings described hereinafter.
The projects w ill include those submitted under the Specialized Experience Factor as w ell as from other sources described above. This rating is not a separate proposal rating but is only used in developing past performance confidence assessment rating assigned to the Past Performance Factor. The past performance relevancy ratings are described below :
a. Very Relevant: Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires
b. Relevant: Present/past performance effort involved similar scope and magnitude of effort and mailto:Christopher.E.Taylor@usace.army.mil complexities this solicitation requires.
c. Somewhat Relevant: Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
d. Not Relevant: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
6.2.2 The Government w ill next consider how w ell the offeror performed on the contracts. The Government w ill consider the currency and relevance of the information, source of the information, context of the data, and general trends in contractor performance. With respect to relevancy, past performance on projects w ith more relevance w ill typically be a stronger predictor of future success and have more influence on the past performance confidence assessment rating than past performance on projects of lesser relevance. An offeror w ill not receive credit for past performance of a parent, sister or other aff iliated company if the offeror fails to demonstrate w hat resources of the parent, sister or other aff iliated company w ill be provided or relied upon or fails to demonstrate the existence of a contractual or meaningful relationship w ith the parent, sister or other aff iliated company. An offeror may receive credit for relevant past performance under a previous business arrangement (joint venture for example); if the offeror demonstrates that their role on the project submitted is relevant to their role on this project.
The Government w ill target areas covered in the requirements of this proposal including records of conforming to quality, schedule, cost control, customer satisfaction, level of support for such things as as-built documentation, O&M manuals, training, problem resolution for construction errors, w arranty work, and safety. The Government places a higher value on projects, w hich document successful outcomes and are supported by outside source confirmation, for example, but not limited to CPARS or other agency performance databases, offeror furnished references, or personal know ledge. The Government also places a higher value on projects, w hich provided particularly diff icult or unique challenges and the innovative methods the contractor used to resolve problems successfully. The rating for this factor w ill be expressed as a degree of confidence in the offeror’s ability to successfully accomplish the contract requirements. The rating system used for the performance confidence assessment is described at the end of this section.
6.2.3 Each entity (f irm) w ill be rated on its ow n performance. Past performance under a previous business arrangement w ill not be considered relevant if the offeror’s role on the project is not considered relevant. If the Government does not obtain past performance information for the projects identif ied by the offeror and cannot establish a past performance record for the offeror through other sources, past performance w ill be rated neither favorably nor unfavorably. The performance confidence assessment w ill be considered “Unknow n Confidence (Neutral)”.
7.0. VOLUME 1 - TAB C - FACTOR 3 – TECHNICAL APPROACH AND ACTIVITY-BASED SCHEDULE
7.1. Submission Requirements:
7.1.1. Technical Approach: The offeror shall propose a technical approach on the Statement of Work and under this Tab C, to include Identif ication of risks associated w ith the proposed technical approach, mitigation strategies, and contingencies to address the risk, detailed summary of the proposed mobilization/demobilization and f ield logistics of w orking in a secure area, and explanation of the proposed technical approach to deep pile construction and any w ork performed over w inter months (Oct-Mar).
7.1.2. Activity-Based Schedule: Submit an activity-based schedule for construction. Schedules or diagrams may be provided separately in a size that is easily read, and clearly labeled as Tab C. This activity-based schedule w ill, after contract aw ard, be replaced w ith a project schedule as required by Section 01 32 01.00 10: Project Schedule. The activity-based schedule shall be task oriented, indicating the number of calendar days, after notice to proceed, by w hich milestones are to be achieved defined at the appropriate detail level and logically sequenced to support and manage completion of the project. For schedule proposal purposes only, utilize a Notice to Proceed date of 6 September 2019 This date is solely to assist in evaluation of offeror’s proposals and shall not be construed as a contractual NTP date. Schedules shall be graphically represented. The proposed project schedule shall reflect the proposed contract duration. Give attention to the follow ing features but limit narrative information to no more than two (2) pages total:
(1) Narrative:
a) Provide proposed technical approach, mitigation strategies, and contingencies to address the risk including describing Quality Control.
b) List those features (i.e., sidew alks, landscaping, communications infrastructure, drainage sw ales, deep pile construction, w ork over w inter months etc.) the construction team feels w arrants special emphasis.
(2) Activity-Based Schedule:
(a) Show the overall construction phase for the facility to include demolition, for the site w ork, and for the utilities.
(b) Show commissioning activities.
(c) Show turnover of the facility. Identify any proposed phased turnovers. The time to complete the facility and turnover to the Government must consider the requirement for the Contractor’s CQC completion inspection and the subsequent joint Contractor-Government turnover inspections.
(d) Constraints: Offeror must demonstrate the capability and f lexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify any constraints on the schedules presented (e.g., labor/subcontractor or material availability, permits, w eather, etc.).
Indicate the anticipated overall critical path on the schedule.
7.2. Evaluation Criteria:
7.2.1. Technical Approach: The evaluation standard has been met w hen the contractor demonstrates an understanding of the w ork that adequately addresses the contract requirements. The contractor simply stating that their technical approach stated herein w ill be performed in accordance w ith all federal, state, and local regulations w ill be considered unacceptable. The inclusion of numerous assumptions that signif icantly “assume aw ay” contractor risk w ith regard to major issues or problems that may be encountered on the project w ill be considered unacceptable. The government places a higher value on an offer that provides proposed methods to streamline construction and demonstrates a good understanding of cold climate and seismic design and construction considerations relevant to this project. The Government w ill also consider w hether the approach reduces susceptibility to inclement w eather delays.
7.2.2. Contract Duration: The proposed contract duration w ill become the contractually binding completion period and w ill replace the duration stated in FAR 52.211-10 upon contract aw ard. The Government w ill evaluate the contract duration, as proposed by the Offeror in the Proposal CLIN Schedule, not to exceed the maximum allow ed duration stated in FAR 52.211-10. In assessing the reasonableness of the proposed contract duration, the Government may take into account how w ell the proposed summary schedule supports the proposed duration, as w ell as use other information, such as but not limited to independent judgment concerning logic, constraints and typical construction durations. The Government w ill rate a proposed contract duration matching the maximum allow ed contract duration as “Acceptable.” A proposed contract duration shorter than the maximum allow ed duration w ill receive additional rating consideration, provided it is realistic and deemed to be achievable.
The Government w ill consider an unreasonably condensed contract duration, w hich places additional cost or schedule risk on the Government or w hich may create a risk of contract or performance failure, as a signif icant w eakness or a deficiency, depending upon the evaluators' judgment.
7.2.3. Activity-Based Schedule: The Government w ill evaluate the activity-based schedule for construction of the project. The length of the schedule must match the proposed contract duration. . If it is shorter than the Offeror’s proposed contract duration, it offers no advantage to the Government because it is non-binding, only representing a preliminary planned schedule. A schedule shorter than the proposed contract duration may indicate the Offeror is placing additional risk on the Government for any delays betw een the scheduled completion date and the required contract completion period. Therefore, the Government believes that there is no valid need to shorten the schedule less than the full proposed contract duration. The Government w ill evaluate the schedule to assess the strength of understanding of the project scope, restrictions w hich must be considered in the schedule, e.g., permitting, long lead items, etc. The Government w ill evaluate the offeror's capability to schedule the complete project w ithin the proposed contract duration and the realism of the schedule. A schedule that offers advantage(s) to the Government over one that merely indicates an adequate understanding of the scope, restrictions, major milestones and general understanding of the various events that can affect start and completion of construction, w ill receive additional consideration.
8.0 VOLUME 1 – TAB D - FACTOR 4: KEY SUBCONTRACTORS
8.1 Submission Requirements:
8.1.1 Identify the key subcontractors for chosen for this project. Submit no more than three (3) Specialized Experience forms (Attachment 3) for each Key Subcontractor AMD#1 (more than 10% of the offeror’s price or deemed a “key subcontractor” by the offeror) AMD#1 and include past performance ratings. The ratings may be from either the ow ner or the prime contractor if the f irms w ere subcontractors on the cited projects. The Offeror shall document unequivocal teaming arrangements w ith its key subcontractors. Use the Letter of Commitment (Attachment 5) at the end of this section.
8.1.2 Evaluation Criteria:
8.1.2.1 This subfactor is comprised of tw o equal elements (not separately rated); Specialized Experience and Past Performance.
8.1.2.2 The Government w ill evaluate the specialized experience and past performance of the key subcontractors proposed for the project, in accordance w ith the evaluation criteria under Tab A and B, respectively and as applicable to their role on this project. No substitution w ill be allow ed w ithout adequate reason and possible consideration to the Government.
9.0 VOLUME 2 – TAB A – FACTOR 5: STANDARD FORM 1442, PROPOSAL DATA SHEET, AND
CONTRACT LINE ITEM SCHEDULE
9.1 GENERAL
Submit the Pro Forma information in a separate binder labeled: “Volume 2 - Pro Forma Requirements.”
9.2 Submission Requirements:
9.2.1 Submit the properly f illed out and executed SF 1442, along w ith the CLIN Schedule, containing proposed line item and total pricing, and the proposed contract duration. See instructions in Section 00 21 00, “Instructions to Offerors.” Submit the Proposal Data Sheet (Attachment 1).
9.2.2. Supplemental Price Breakdow n. If deemed necessary to evaluate the price proposals, the Government w ill request a price breakdow n of the Contract Line items electronically identif ied as “Price Breakdow n Information,” in Excel format. The Government w ill provide details on w here and how to send the breakdow n. This information w ill not be needed sooner than three (3) w orking days after the proposal submission due date. This information may be required for the initial proposal and, if requested, for any revised proposals. This information is not an opportunity for an offeror to revise its non-price or price proposal.
9.3 Evaluation Criteria:
9.3.1 Price w ill not be rated or scored, but w ill be evaluated for fairness and reasonableness through the use of a price analysis. The price evaluators w ill also check for appearance of unbalanced line item prices. Offerors are cautioned to distribute direct costs, such as material, labor, equipment, subcontracts, etc., and to evenly distribute indirect costs, such as job overhead, home off ice overhead, bond, etc., to the appropriate contract line items.
Both parties shall presume that f ield overhead costs through the proposed contract duration are inclusive in the offered price for the contract.
9.3.2 If deemed necessary, the supplemental price breakdow n information w ill be used to assist the Government in performing the price evaluations described above.
10.0 VOLUME 2, TAB B - REQUIRED PRE-AWARD INFORMATION
10.1. Submission Requirements:
10.1.1. Submit this information for the Contracting Officer’s determination of Offeror responsibility:
(a) Joint Venture agreement or Limited Liability company Certif icate of Organization, Articles of Organization and Operating Agreement, if applicable.
(b) A list of present commitments, including the dollar value thereof, and name of the organization under w hich the w ork is being performed. Include names and telephone numbers of personnel w ithin each organization w ho are familiar w ith the prospective contractor’s performance.
(c) A certif ied statement listing: (1) each contract aw arded w ithin the preceding three (3) month period exceeding $1,000,000.00 in value w ith a brief description of the contract; and (2) each contract aw arded w ithin the preceding three (3) year period not already physically completed and exceeding $5,000,000.00 in value w ith a brief description of the contract. If the prospective contractor is a joint venture, each joint venture member w ill be required to submit the above defined certif ication
(d) Competed Representations and Certif ications included by full text in Section 00 45 00. List any changes to SAM (System for Aw ard Management) in 52.204-8 for FAR Clauses and 252.204- 7007 for DFAR clauses. Provide for any certif ication w here vendor indicated in SAM that certif ication w ould be provided w ith specif ic offer.
(e) One copy of the follow ing information shall be provided:
(1) Proof of Financial Ability (Most recent f inancial statement covering assets and liabilities)
(2) Number of years the f irm has been in business
(3) Name, address and telephone number of f irm’s bonding company
(4) Information show ing offeror’s bondability for this project. Submit a letter from the prime contractor’s bonding company indicating the offeror’s ability to obtain performance and payment bonds in the amount of their proposal price.
(5) Name, address and telephone numbers of tw o credit/trade references.
10.1.2. Evaluation Criteria:
In addition to the other proposal information, the Contracting Officer shall use this information in making an aff irmative responsibility determination for aw ard to the Successful Offeror, in accordance w ith FAR Part 9.
11.0 EVALUATION PROCEDURES
11.1. SOURCE SELECTION EVALUATION BOARD (SSEB)
11.1.1. The SSEB w ill be established to conduct the evaluation of proposals received in response to this solicitation. The evaluation w ill be based on the content of the proposal and any subsequent discussions required, as w ell as information obtained from other sources, e.g. past performance information. The SSEB w ill not consider any information incorporated by reference, except as expressly allow ed by this solicitation.
