SPECIAL ITEMS FOR EIELSON AFB PROJECTS
PART 1 GENERAL
1.1 SCOPE
Items included in this section cover special features and/or requirements which are not otherwise specified or indicated.

1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be

1.4 FIRE SAFETY
1.4.1 Fire Protection
The Contractor shall comply with local Air Force fire protection requirements and NFPA 241.
1.4.2 Hot Work Permit
The Contractor shall obtain AF Form 592 "Hot Work Permit" (copy attached to this section) from the Installation Fire Chief prior to any welding operations. Welding shall conform to AFMAN 91-203 and requires inspection and approval by the Installation Fire Department.
1.5 IDENTIFICATION OF EMPLOYEES
The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display, identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. When required, the Contractor shall obtain and provide fingerprints of persons employed on the project. Contractor and subcontractor personnel shall wear identifying markings on hard hats clearly identifying the company for whom the employee works.
1.6 TRAFFIC CONTROL PLAN
The Contractor shall provide a traffic control plan and temporary signage plan to include, however not limited to, the contractor's method in providing road access to adjacent occupied buildings as well as safety measures for pedestrians and occupants of adjacent buildings.
Traffic Control Plan shall be submitted 60 days in advance of construction commencement. Any changes or modifications to the traffic control plan will require an additional 30-day Government review period. Detour and construction signage must be posted 15 days in advance of any closure or detour. Detours, temporary roads and closures must be coordinated through the Contracting Officer. Notification to newspapers & TV must be coordinated 30-days in advance of construction.
The traffic control plan shall present the placement and times of use for temporary traffic control devices in relation to the project site and construction activities. The traffic control devices shall follow the Manual on Uniform Traffic Control Devices (MUTCD) standards and shall be clearly identified in the traffic control plan. This includes but is not
SECTION 01 19 30.02 29 Page 2 limited to standard sign designators, sizes and spacing to be per MUTCD standard.
The contractor shall provide and maintain access to parking lots and building Entrances.
1.7 COORDINATION OF WORK
1. The Contractor must abide by Eielson AFB Force Protection Requirements.
These requirements are subject to frequent updates. The Government does not guarantee unrestricted availability of the jobsite due to unforeseen Force Protection Levels that may arise during construction as the war against terrorism is on going.
2. The Contractor shall coordinate and obtain approval for work activities with the Airfield Manager, the Base Fire Department and the Contracting Officer at least 30 days in advance of work otherwise specified. The Contractor shall provide emergency vehicle access through construction areas where required by the Base Fire Department or the Contracting Officer.
3. The Contractor and its workers/employees may park their privately owned vehicles (POV) only during their working hours at designated areas which is predetermined by the Contracting Officer prior to start of construction activities.
4. The Contractor shall coordinate his work including but not limited to site operations, construction, fences, access, scheduling, material, security etc. with his subcontractors and that of other contractors for the ongoing projects taking place in adjacent work sites, to minimize interruption and conflicts. The Contractor is responsible and liable for any delays or disruptions caused by scheduling conflicts between his subcontractors and/or other contractors working on adjacent sites.
1.8 WORK CLEARANCE AND UTILITY OUTAGES
1.8.1 Clearance Request
The Contractor shall have a properly executed AF Form 103, Base Civil Engineering Work Clearance Request (copy attached to this section), coordinated through the Contracting Officer and signed by the Base Civil Engineer prior to any work at the project site.
1.8.2 Utility Outages
Utility outages shall be coordinated with the Base Civil Engineer through the Contracting Officer at least 21 days prior to the planned utility interruption. Outage periods shall exclude Saturdays, Sundays and holidays. No utility outage shall be started without written approval of the Government.
1.9 DISPOSITION OF MATERIALS
Combustible and noncombustible waste material shall be disposed of off-site at an authorized solid waste disposal facility, except as otherwise specified. No burning will be permitted. The Contractor shall comply with all Federal, State and local regulations. Covered vehicles shall be used for hauling to prevent spillage. Clean (uncontaminated) soil, gravel, and rock; concrete, and asbestos may be disposed of at various designated sites, generally within a five mile radius of the project site. The

Contractor shall include a plan covering waste disposal, borrow pit operations and project site operations as part of the Environmental Protection Plan specified in SECTION 01 57 20.01 29 ENVIRONMENTAL
PROTECTION.
Combustible and noncombustible waste material shall be disposed of in the location(s) shown. See Attachment Map in Section 01 57 20.01 29 ENVIRONMENTAL PROTECTION. No burning will be permitted.
1.9.1 Salvageable Material
Salvageable material, if not otherwise indicated, shall become the property of the Contractor. The value of such salvage shall be reflected in the contract price.
1.10 TESTS
The Contractor shall provide testing, except where specifically noted to be performed by the Government, in accordance with SECTION 01 45 04.00 29
CONTRACTOR QUALITY CONTROL.
1.11 WARRANTY OF CONSTRUCTION
Reference 00 72 00, contract clause 52.246-21 "Warranty of Construction" for additional requirements.
1.11.1 Failures
Upon receipt of notice from the Government of failure of any part of warranted items during the warranty period, the affected part or parts shall be promptly replaced. Such replacement shall include furnishing and installing the necessary new part or parts, making all necessary repairs, restoring the affected item to the operating condition specified in this contract and making all such tests as are necessary to ensure that there are no remaining defects. Such tests shall be performed in the presence of representatives of the Using Agency indicated below. Upon final acceptance of the work or transfer of responsibility to the Government for operation and maintenance of the items covered, whichever is earlier, the Contractor shall be responsible to the Using Agency for the warranty provisions of this contract. A letter stating the applicable warranty provisions shall be furnished to the Contracting Officer in duplicate, in the format and text shown in the sample letter attached to this section.
1.12 SITE/FACILITY RESPONSIBILITY
1.12.1 General
Immediately upon receipt of the Notice to Proceed (NTP) the Contractor assumes full responsibility, liability and takes full possession of each facility awarded as part of this contract. These responsibilities include but are not limited to site safety, site security, maintenance and temporary heating of the facilities.
1.12.1.1 Site Security
Prior to mobilizing to site, the Contractor shall furnish and erect temporary project safety fencing around the entire perimeter(s) of the AM#03... laydown area located outside of the security fence ...AM#03. No
SECTION 01 19 30.02 29 Page 4 construction related operations shall commence until the perimeter fencing is installed and accepted by the Contracting Officer's Representative (COR). Temporary safety fencing details and proposed location shall be provided in the temporary facilities site plan.
The Contractor shall be responsible for maintaining the integrity of the perimeter fence, access into and out of the job site and unauthorized entry into the facilities themselves.
The safety fencing shall be constructed of commercially available chain link fencing material meeting the following requirements:
a. Height: 6 feet
b. Wire Diameter: 11 gauge
c. Material: Zinc coated steel
d. Galvanized: 0.006/square feet (0.03 kg/square meters)
e. Fabric Opening Size: 2 inches
f. Line Posts: 1.5 inches O.D.
g. Corner Posts: 3 inches O.D.
h. Rails: 1.5 inches O.D.
Line Posts shall be placed at 10 feet on centers (maximum) and may be driven into the ground in lieu of concrete bases if soil conditions permit. AM#03...DELETED TEXT...AM#03. The Contractor shall install man-gates and vehicle access gates as required to meet the project requirements. The Contractor shall provide locking devices as required to ensure job security. All fencing material, hardware and accessories shall be appropriate for the application intended and installed as recommended by the fencing manufacturer. The Contractor shall maintain the integrity of the fence throughout the duration of the Contract. The Contractor shall immediately repair any damage to the fence as directed by the Contracting Officer's Representative. If a phased turnover plan is proposed by the contractor and accepted by the Government, the contractor shall relocate the temporary safety fencing as units are turned over to account for the change in the perimeter of the project site. Upon completion of and acceptance of the work, the Contractor shall remove all fencing material, posts, gates, hardware and accessories from the job site.
1.13 DUST CONTROL
The Contractor shall maintain excavations, embankments, stockpiles, haul roads, permanent and temporary access roads, and all other work areas within or outside the project boundaries free from dust which would cause a hazard or nuisance. Sprinkling or similar methods shall be employed to control dust. The contractor shall retain sufficient, suitable equipment at the site and repeat applications at intervals as to keep all parts of the disturbed area damp at all times 24 hours a day, 7 days a week. As a minimum, one 2000 gallon water distributor truck and one street sweeper shall be on site at all times except when freezing weather precludes sprinkling. Dust control shall be performed as the work proceeds and whenever a dust nuisance or hazard occurs. There shall be no visible dust coming off the work site at any time, or from any vehicle hauling for the contractor. In addition the contractor shall ensure that no material of any type will fall off any vehicle while in transit. Any dirt or mud, which is tracked onto paved or surfaced roadways, shall be cleaned away within the day it is deposited. No separate or direct payment will be made for dust control and the cost thereof shall be considered incidental to and included in the contract price.

1.14 DUST AND FORIEGN OBJECT DAMAGE (FOD)
a. The construction contractor will develop a plan to control dust on the airfield during construction.
b. The construction contractor will control loose material that could damage aircraft either by being ingested in jet engines or by striking the aircraft.
c. Eielson Airfield Base Operations personnel will monitor FOD conditions during the construction and at the completion of the project.
1.15 CAMP FACILITIES
There are no Government owned camp facilities at the jobsite for the Contractor's use.
1.16 CONTRACTOR'S TEMPORARY FACILITIES
The contractor shall prepare a temporary facilities site plan indicating proposed locations of temporary facilities.
1.16.1 Administrative Field Offices
The Contractor shall provide and maintain administrative field office facilities within the construction area at the designated site. Government office and warehouse facilities will not be available to the Contractor's personnel.
1.16.2 Storage Area
The Contractor shall construct a temporary 6 foot high chain link fence around trailers and materials. The fence fabric shall be as specified in paragraph "Site Security", so that visibility through the fence is obstructed. Fence posts may be driven, in lieu of concrete bases, where soil conditions permit. Trailers, materials, or equipment shall not be placed or stored outside the fenced area unless such trailers, materials, or equipment are assigned a separate and distinct storage area by the Contracting Officer away from the vicinity of the construction site but within the military boundaries. Trailers, equipment, or materials shall not be open to public view with the exception of those items which are in support of ongoing work on any given day. Materials shall not be stockpiled outside the fence in preparation for the next day's work.
Mobile equipment, such as tractors, wheeled lifting equipment, cranes, trucks, and like equipment, shall be parked within the fenced area at the end of each work day.
1.16.3 Supplemental Storage Area
The Contractor may request supplemental storage area. If available, the Contracting Officer may designate another or supplemental area for the Contractor's use and storage of trailers, equipment, and materials. This area may not be in close proximity of the construction site but shall be within the military boundaries. The Contractor shall construct a temporary 6 feet high chain link fence around the Supplemental Storage Area and lay down areas. The fence fabric shall be as specified in paragraph "Site Security", so that visibility through the fence is obstructed. Fence posts may be driven, in lieu of concrete bases, where soil conditions permit. The Contractor shall be responsible for cleanliness and orderliness of the area
SECTION 01 19 30.02 29 Page 6 used and for the security of any material or equipment stored in this area. Utilities will not be provided to this area by the Government.
1.16.4 Appearance of Trailers
Trailers utilized by the Contractor for administrative or material storage purposes shall present a clean and neat exterior appearance and shall be in a state of good repair. Trailers which, in the opinion of the Contracting Officer, require exterior painting or maintenance will not be allowed on the military property.
1.16.5 Maintenance of Storage Area
Fencing shall be kept in a state of good repair and proper alignment.
Should the Contractor elect to traverse, with construction equipment or other vehicles, grassed or unpaved areas which are not established roadways, such areas shall be covered with a layer of gravel as necessary to prevent rutting and the tracking of mud onto paved or established roadways; gravel gradation shall be at the Contractor's discretion. Grass located within the boundaries of the construction site shall be mowed for the duration of the project. Grass and vegetation along fences, buildings, under trailers, and in areas not accessible to mowers shall be edged or trimmed neatly.
1.16.6 Security Provisions
Adequate outside security lighting shall be provided at the Contractor's temporary facilities. The Contractor shall be responsible for the security of its own equipment; in addition, the Contractor shall notify the appropriate law enforcement agency requesting periodic security checks of the temporary project field office.
1.17 CLEANUP
Construction debris, waste materials, packaging material and the like shall be removed from the work site daily. Any dirt or mud which is tracked onto paved or surfaced roadways shall be cleaned away. Materials resulting from demolition activities which are salvageable shall be stored within the fenced area described above or at the supplemental storage area. Stored material not in trailers, whether new or salvaged, shall be neatly stacked when stored.
1.18 RESTORATION OF STORAGE AREA
Upon completion of the project and after removal of trailers, materials, and equipment from within the fenced area, the fence shall be removed and will become the property of the Contractor. Areas used by the Contractor for the storage of equipment or material, or other use, shall be restored to the original or better condition. Gravel used to traverse grassed areas shall be removed and the area restored to its original condition, including top soil and seeding as necessary.
1.19 TEMPORARY HEATING
EM 385-1-1, Section 09.D.02.c, requires "close surveillance" of temporary heating devices. The Contractor shall interpret this to mean "continuous monitoring during operation of the temporary heater" to ensure the proper operation of the heater and that appropriate fire prevention/response measures are taken. Continuous monitoring may be accomplished by on-site
SECTION 01 19 30.02 29 Page 7 personnel, or through the use of a wired, a wireless, or in the case of steam or hydronic heating systems where combustion is taking place external to the construction, an internal monitoring system located at the source of combustion. Submit Temporary Heating Monitoring Plan for approval with Action Prevention Plan (APP) or prior to commencement of applicable definable feature of work.
With regard to fuel combustion heaters, the following also applies: When fuel combustion heaters are used in enclosed structures, carbon monoxide (CO) shall be continuously monitored.
1.20 NON-GOVERNMENT BORROW SOURCES
The Contractor shall check any non-Government, proposed borrow sources for the presence of hazardous substances and petroleum products as defined in ASTM E 1527. The publication includes guidance on previously examined sites. A Phase I Environmental Site Assessment, also as defined therein, shall be submitted for each proposed borrow site as a supplement to the Environmental Protection Plan specified in SECTION 01 57 20.01 29 ENVIRONMENTAL PROTECTION. The report shall identify any previous or current presence of hazardous substances at the site, regardless of whether they have been, or can be, released to the environment. The Assessment shall be performed under the direct supervision of an independent, registered professional engineer, currently licensed by the State in which the borrow source is located, and within such time frame as will ensure reports are valid when submitted. The engineer shall have a minimum of 3 years experience in performing satisfactory Environmental Site Assessments. All reports shall be certified in writing by the engineer and submitted in the standard format specified in the referenced publication, through the Contracting Officer, to the Base Environmental Office for review. Reports shall be submitted at least 30 days prior to needing borrow materials in the work. The qualifications of the engineer performing the Assessment shall be included with the report. Where hazardous materials are indicated, use of the source will not be allowed.
No borrow materials shall be brought onto Government property without approval of the Contracting Officer. The Government reserves the right to sample and test any borrow materials delivered to the project for conformance with this specification.
1.21 WEEKLY COORDINATION MEETINGS
The Contractor shall participate in weekly/Monthly coordination meetings with the Contracting Officer and other Government representatives-as applicable. The Contractor shall be responsible for preparing the agenda in coordination with the Contracting Officer, distributing the agenda, conducting the meeting, preparing the meeting minutes, distributing the minutes, and tracking action items. The Contractor's superintendent and QC System Manager shall attend each meeting. Typical topics shall consist of but not limited to the following: review of the previous week's activities and progress; forecast of the following two week's activities and progress;
upcoming utility outage or street closure; status of shop drawing submittals and reviews; status of outstanding requests-for-information (RFI); status of pending modifications; anticipated modifications; proposed schedule changes; other concerns/and or issues. The Contractor shall provide a conference call-in number for those needing to call into the meeting; email agendas as necessary to those participants.

1.22 CONTROL OF DOCUMENTS
Contractor and its subcontractors shall maintain control of documents related to the secure working area as indicated in Attachment "Control of Unclassified Information" included in this specification.
1.23 RED ZONE MEETING
Red Zone Meeting (RZM) At approximately 75% completion, but not less than 60 days from anticipated completion, the Contractor shall participate in the Initial RED ZONE Meeting (RZM). The Contractor shall be responsible for contributing to the agenda in support of the Administrative Contracting Officer (ACO) and the Alaska District Project Manager. The Government is responsible for distributing the agenda, conducting the meeting, preparing the minutes, distributing the minutes, and assigning action items. The purpose of the RZM is to coordinate all of the activities leading up to project acceptance by the customer as well as completing contract and project closeout.
Items to be discussed include, but are not limited to, the following:
verify O&M manual requirements and submittal dates; review status of all outstanding submittals; verify spare parts, keys, etc.; turnover requirements and turnover dates; acceptance inspection and final acceptance; identify and schedule all tests to be witnessed by Government personnel; mechanical system tests and balances; commissioning; training sessions; preliminary as-built submittals; final as-built submittals;
warranty conference; building interior inspections; separate building exterior inspections, if necessary before snowfall; final utility readings;
erosion control and turf requirements; installation of specialized equipment and communications infrastructure; permanent keys for building, whose responsibility and when needed; site demobilization.
Additionally the project team will discuss the processes for completing the Contractor's Release of Claims (RoC) and Contractor Performance Assessment Reporting System (CPARS). The Contractor is explicitly responsible for presenting five (5) copies of the following documents to the ACO at the RZM:
1. Current progress schedule.
2. Current punch list.
3. Schedule of all tests to be witnessed by Government.
4. In-season HVAC Testing and Balancing schedule.
The Contractor is explicitly responsible for presenting one (1) copy of the following documents to the ACO at the RZM:
1. Up-to-date Redline drawings and/or draft-final Computer Aided Design & Drafting (CADD) as-built drawings.
2. Draft of O&M manual.
3. Draft of Warranty Plan.
The RZM is also the forum for the Government Team and the Contractor to discuss any requirements for potential Final Contract Modifications to minimize the impact on the BOD and other key project milestones. The Government Team and the Contractor are jointly responsible for tracking all
SECTION 01 19 30.02 29 Page 9 action items through resolution and addressing open issues in regularly scheduled management meetings following the RZM.
1.24 ACCESS REQUIREMENTS
REAL ID ACT of 2005 to enter military installations and federal facilities in Alaska:
As of October 10, 2016, a state issued driver's license from Alaska is no longer an accepted form of ID for a Contractor or a visitor to enter a military installation in Alaska. The Department of Homeland Security has approved Alaska's extension thru June 1, 2019. The new designed Real ID cards will be available on January 2nd, 2019. Starting October 1, 2020, Alaska residents will need to present a REAL ID compliant license/ID, or another acceptable form of identification, for accessing Federal facilities. The REAL ID ACT of 2005 (REAL ID) established federally mandated requirements and standards for the production and issuance of state driver's licenses and identification cards, to include:
- full legal name, date of birth, gender, driver's license or identification card number, front facing digital photograph, address of principle residence, signature, physical security features designed to prevent tampering, counterfeiting, or duplication of the document for fraudulent purposes, and common machine-readable technology.
Currently, state issued driver's licenses from Alaska do not meet the federal standards for entry into federal facilities and installations. REAL ID compliant identification which may be used in lieu of state issued driver's license or identification cards include: U.S. Passport, U.S.
Passport Card, Federally-issued Personal Identification Verification (PIV) card, driver's license issued by the U.S. Department of State, Border Crossing Card, Department of Homeland Security (DHS) Trusted Traveler Cards, U.S. Military ID (including retiree and dependent identification cards), Veterans Health Identification Card, U.S. Permanent Resident Card (Form I-551), U.S. Certificate of Naturalization or Certificate of Citizenship (Form N-550), employment authorization document issued by DHS (Form I-766), U.S. Refugee Travel Document or other travel document issued by DHS containing a photograph and foreign government passport. CACs, dependent and retiree cards still are acceptable for personal entry.

1.25 AVAILABILITY AND USE OF UTILITY SERVICES
1.25.1 Temporary Utilities
Provide temporary utilities required for construction. Materials may be new or used, must be adequate for the required usage, not create unsafe conditions, and not violate applicable codes and standards.
1.25.2 Payment for Utility Services
a. The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract. Unless otherwise provided in the contract, the amount of each utility service consumed will be charged to or paid for by the Contractor at prevailing rates charged to the Government or, where the utility is produced by the Government, at reasonable rates determined
SECTION 01 19 30.02 29 Page 10 by the Contracting Officer. Carefully conserve any utilities furnished without charge.
b. Reasonable amounts of the following utilities will be made available to the Contractor at the following rates: See attached copy of Eielson AFB Utility Rates at the end of this section.
1.25.3 Meters and Temporary Connections
At the Contractors expense and in a manner satisfactory to the Contracting Officer, provide and maintain necessary temporary connections, distribution lines, and meter bases (Eielson AFB has electric meters on hand for the purpose of temporarily metering contractor utility use, but no water or condensate meters) required to measure the amount of each utility used for the purpose of determining charges. Notify the Contracting Officer, in writing, 5 working days before final electrical connection is desired so that a utilities contract can be established. The Government will provide a meter and make the final hot connection after inspection and approval of the Contractor's temporary wiring installation. The Contractor will not make the final electrical connection.
1.25.4 Final Meter Reading
Before completion of the work and final acceptance of the work by the Government, notify the Contracting Officer, in writing, 5 working days before termination is desired. The Government will take a final meter reading, disconnect service, and remove the meters. The Contractor will remove all the temporary distribution lines, meter bases, and associated paraphernalia. Pay all outstanding utility bills before final acceptance of the work by the Government.
1.26 COMPLIANCE WITH ALASKA LABOR LAWS ON OCCUPATIONAL LICENSING
The Contractor will be required to comply with provisions of Alaska Statutes AS 08 and Alaska Regulations 12 AAC 32 and 12 AAC 39 requiring licensed electrical and mechanical administrators to supervise and be responsible for the performance of all regulated categories of electrical and mechanical work performed on-site as part of this contract.

The Contractor shall also be required to comply with State of Alaska requirements for occupational licensing of electrical and mechanical journeymen and apprentice craftsmen performing any work on-site as part of this contract. The ratio of individuals holding trainee certificates may not be more than two electrician trainees for every certified electrician journeyman, or residential wireman as applicable, on a job site, or two power linemen trainees for every certified power lineman journeyman on the job site. The Contractor shall be prepared to demonstrate on demand, the licensing of the craftsmen engaged in the work.
1.27 PROTECTION OF EXCAVATED COMMUNICATIONS AND ELECTRICAL DUCTS
Where construction requires excavation beneath existing Government Owned communications or electrical ducts or conduits larger than 2.5", the exposed utility shall be supported to prevent structural failure. The support system shall be designed by the contractor and copy furnished to the Government before the affected line is undermined.
1.28 EXISTING FIBER OPTICS
If Government Owned fiber optic cable is damaged by the contractor, the contractor shall replace the cable from splice point to splice point at no additional cost to the Government. Replacement shall include spare cable in each manhole. Amount of spare will be determined by the Communications Squadron, up to 60' in each manhole. After replacement, end to end attenuation shall be measured with an optical power meter and OTDR performed on each cable at 1310 nm and 1550 nm. OTDR shall be in one direction for fibers not intended to be terminated and bi-directional for all others. Measurements procedures shall comply with EIA/TIA. Failures to achieve EIA/TIA compliant results shall be remedied by the contractor at no additional cost. Digital records of the attenuation and OTDR results shall be furnished to the Government
1.29 EXISTING COMMUNICATIONS LINES OTHER THAN FIBER
If Government Owned communications lines, other than fiber optic lines, are damaged by the contractor, repairs shall be made in a manner acceptable to the Communications Squadron. The Communications Squadron may disapprove underground splicing in which case the damaged section of cable shall be replaced and a new manhole or new pedestals shall be provided for splicing.
The following tests and measurements shall be made on repairs: insulation resistance, shorts/crosses, grounds, opens, reversals, splits, transpositions, shield continuity, loop resistance, insertion and capacitance. Measurement procedures shall comply with RUS standards.
Failures to achieve RUS compliant results shall be remedied by the contractor at no additional cost to the Government. Digital records of these tests and measurements shall be furnished to the Government.
1.30 COMMUNICATIONS UTILITIES DAMAGE
If the contractor, sub or anyone associated with the construction contract hits a telecommunication cable/duct they are to contact the Communications Focal Point (CFP) at 377-1337 immediately to report the incident. The responsibility to report applies even if the cable/duct does not appear broken or damaged.

Acceptable forms of excavation within 36 inches (either side) of a located communications cable/duct as identified by orange marking paint, flags or stakes, include hand digging and hydro-vacuum excavation with reduced pressure and suction to limit potential damage to cable. Heavy equipment should not be used within 36 inches of an identified communications cable/duct. Also note that cable/duct depth varies greatly over just a few feet distance due to significant frost heaving in this arctic environment.
If damage occurs when a cable/duct is properly located (within 36 inches) the contractor will be solely responsible for the repair in a timely manner (normally within 24 hours). The repair must be done in accordance with EIA/TIA standards, and UFC requirements using BICSI certified technicians.
Repair will include additional cable, splice cases and all associated material to include modules, splice tubes/trays and equipment/tools required for repair. All cables will be tested IAW EIA/TIA standard procedures to include bi-directional dual range testing with both a powerloss meter and Optical Time-Domain Reflectometer (OTDR).
For cables/ducts that are not properly identified, the base communications unit will be responsible for repair. once the communication unit comes out to locate cables (as requested by processing an AF 103 work clearance request/dig permit), it is the responsibility of the contractor to maintain the markings throughout the project.
1.31 LOCKSET CORE INSTALLATION
The Contractor shall install all lockset(s) in accordance with the manufacturer's recommendations and with the following exceptions:
a. All locksets shall be installed without the cores. The Contractor shall be responsible for providing interim security of each facility until such time as the lockset cores are installed by the CES Locksmith.
b. The Contractor shall provide a Key Schedule to the Government for approval. Once approved, the Contractor shall coordinate final coding of the lockset cores by the manufacturer in accordance with the approved key schedule. The Contractor shall coordinate the delivery of the final lockset cores and permanent keys directly from the manufacturer to the CES Locksmith.
c. The CES Locksmith will install the coded lockset cores; the Contractor shall be responsible for coordinating installation of the coded lockset cores in a timely manner.
1.32 PARTNERING
a. The Government intends to encourage the foundation of a cohesive partnership with the Contractor and its subcontractors. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The Partnership will draw on the strength of each organization in an effort to achieve; effective and efficient contract performance that includes joint risk management, avoidance of safety mishaps, and project completion within budget, on schedule, and in accordance with plans and specifications.
b. This partnership will be bilateral in makeup, and participation will be totally voluntary. Implementation of this initiative will be a topic of discussion at the Preconstruction Conference. Other recurring or special
SECTION 01 19 30.02 29 Page 13 purpose meetings, as agreed between the Government and the Contractor, will be held as necessary to resolve contentious issues and maintain the partnering spirit. Any costs associated with effectuating this partnership will be agreed to by both parties and will be shared equally with no change in contract price. To implement this partnership initiative, it is anticipated that within 90 days of Notice to Proceed the Contractor's on-site project manager and the Government's on-site representative will attend a partnership development seminar followed by a team-building workshop to be attended by the Contractor's key on-site staff and Government's personnel. Follow-up workshops will be held periodically throughout the duration of the contract as agreed to by the Contractor and the Government.
1.33 JOINT SCHEDULE BASELINE REVIEW
A Joint Schedule Baseline Review (JSBR) Conference will be held on site at a mutually agreeable time after initial schedule acceptance and time to be coordinated with the Contracting Officer Representative. The purpose of the conference is to jointly assess schedule risk, operational/coordination concerns, and reasonableness, as well as to identify methods to mitigate risk and obtain stakeholder visibility and buy-in. The Contractor's Superintendent, scheduler, and key subcontractor personnel will orient the government team to the project concept and discuss schedule specifics. A live version of the schedule will be used by the project scheduler during the review.
1.34 PROHIBITED VIDEO SURVEILLANCE SERVICES AND EQUIPMENT
Per the Office of Under Secretary of Defense, the John S McCain National Defense Authorization Act (NDAA) for FY 2019 provides a prohibition on the use or procurement of certain telecommunications and video surveillance services or equipment. This takes effect Aug 13, 2019. For the purposes of the law, the term "covered telecommunications equipment or services" means any of the following: See attachment at end of Section

INSTRUCTIONS
The BCE work clearance request is used for any work (contract or in-house) that may disrupt aircraft or vehicular traffic flow, base utility services, protection provided by fire and intrusion alarm system, or routine activities of the installation. This form is used to coordinate the required work with key base activities and keep customer inconvenience to a minimum. It is also used to identify potentially hazardous work conditions in an attempt to prevent accidents. The work clearance request is processed just prior to the start of work. If delays are encountered and the conditions at the job site change (or may have changed) this work clearance request must be reprocessed.

SUBJECT: Prohibition on the Use or Procurement of Certain Telecommunications and Video Surveillance Services or Equipment
This memorandum establishes an approval process necessary before the procurement of certain telecommunications and video surveillance services or equipment.
The John S. McCain National Defense Authorization Act (NOAA) for FY 2019 provides, in section 889 (attached), a prohibition on the use or procurement of certain telecommunications and video surveillance services or equipment.
Specifically, this provision provides, with limited exceptions, that the head of an executive agency may not procure or obtain or extend or renew a contract to procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system; or enter into a contract ( or extend or renew a contract) with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
Section 889 provides a waiver process that includes congressional notification. This prohibition takes effect one year after the date of the enactment of the NOAA, which is August 13, 2019.
For purposes of the law, the term "covered telecommunications equipment or services" means any of the following:
(A) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);
(B) For the purpose of public safety, security of government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance, and telecommunications equipment produced by Hytera

(C) Communications Corporation, Hangzhou Hikvision Digital Technology Company, or
Dahua Technology Company (or any subsidiary or affiliate of such entities);
(D) Telecommunications or video surveillance services provided by such entities or using such equipment;
(E) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of the National Intelligence or the Director of the Federal Bureau oflnvestigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country. For purposes of this provision, China is considered a covered foreign country.
The acquisition community has a responsibility to ensure supply chain risk management in advance of the law's effective date. Effective immediately, all procurements, regardless of dollar value, require a Business Case in support of procuring a "covered telecommunications equipment or service."
