Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The reduction in government spending on MILCON projects over the last 5 years has limited opportunities that are similar in size to the proposed EIE390 School Age Facility project. In the past 6 years the small business community has seen an overall drop in projects of this size being awarded that directly correlates to lack of past performance when using a 6-year benchmark. This trend is specifically relevant to the Alaska market and projects with arctic experience. For these reasons we respectfully request that the USACE allow projects to go back 10 years for Experience/Past Performance.

On: Jul 05 2018.

Government Response. . The 6-year timeframe for specialized experience is the standard for the Alaska District. An exception was made to allow offerors to go back 10 years for purpose of allowing as much competition as possible during the height of the solicitations for the F-35 program due to the saturation of the market with our RFP's. The intention of the Alaska District at this point is to go back to the norm of 6 years as that is the standard suggested by DoD for source selection processes as well as the length of time for which CPARS evaluations are kept in the system for past performance. 7679803 Electrical Section 01 10 00 3.8.5.3 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Section 01 10 00 3.8.5.3 Lighting Controls - The RFP calls for "An addressable, intelligent lighting control system, including daylighting controls, shall be designed to meet applicable energy standards."

Section 01 10 00 3.8.5.5 Network Lighting -The RFP indicates that "Networked Lighting Controls are not permissible;

non-networked lighting control system to be used to meet requirements."

These two requirements appear to be in conflict with each other. Can the Gov't please elaborate on what they consider to be "addressable, intelligent" and what is considered "networked" lighting controls? Specifically, what minimum level of intelligibility/addressability is required for the lighting control system? For example, is it acceptable to have one addressable (controllable) point per room or lighting control zone, or does every light fixture need to be individually controllable? (Note the latter option would add considerable cost and would typically require a networked lighting control system to implement).

Also, if the lighting controls are not allowed to be networked, we assume that each room or device would need to be stand-alone and they would not be tied into a building-wide lighting control system that is controllable via web interface. What specific criteria then would meet the minimum level of "intelligent" lighting controls? For example, would a stand-alone, occupancy sensor that has a "walk-thru" or "self-learning" function be considered intelligent?

Please confirm the design intent.

Government Response. . Concur. Paragraph 3.8.5.3 will be deleted. Paragraph 3.8.5.5 will be retained.

7680084 Electrical Room Criteria Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Per Room Criteria Sheets, many lighting levels are 40-50 foot candles (FC). Achieving these lighting levels is not a problem, however to achieve these illumination levels. Even with LED lights with efficiencies of 120 lumens per watt is not likely the designer will also be able to provide required 30% reduction of energy usage per RFP requirements.

ASHRAE 90.1 allowable power density for an Education facility is 0.87 W/ft^2, but with a 30% reduction is 0.67 W/ft^2. The designer may be able to achieve ASHRAE levels, but a 30% reduction given illumination levels provided in the RFP are greater may not be possible. For many of these spaces, UFC 3-530-01 recommended illumination targets are 30 FC or less. For example restroom, corridor and storage room illumination levels are from 5-15 FC, however criteria in RFP is 50 FC for these types of spaces or about 5-10 times UFC requirements. Which criteria will govern, energy reduction or illumination levels?

On: Oct 10 2018.

Government Response. . Follow lighting requirements of UFC 4-470-06 (Youth Centers) as directed in this RFP. These are not the same as UFC 3-530-01. Areas not affected by youth activities (i.e. electrical rooms, mechanical rooms, storage, mechanical mezzanine) need not follow UFC 4-470-06. Room Criteria Sheets will be revised. 7680090 Electrical 01 10 00 3.8.2.8 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

In section 01 10 00 3.8.2.8 related to Standby Generator, is noted to have an independent grounding electrode system. This would indicate a 4-pole unit transfer switch for the generator feed, but the definition of what is intended by the use of the word "independent" is unclear. Having two separate bonding connections would be problematic for telecommunications equipment as well, where the RFP also requires power for telecom equipment from generator power. Even if there were two grounding electrode systems for the building, NEC would require them to both be bonded together. What was intended by this "independent grounding" requirement?

On: Oct 10 2018.

Government Response. . Paragraph 3.8.2.8 was edited to delete requirements for an independent grounding electrode system. Proceed in compliance with the UFCs. On: Oct 26 2018 Current Request Status: Request Closed

Can these types of normally unsupported loads be excluded from this 50% building demand criteria?

Boys and Girls Restroom Lavatories (RFP Pages 1009 & 1010) The room criteria sheets for the Boys and Girls restrooms call for 5 lavatories in each (the concept plan only shows 3). This appears to be an excessive number of lavatories for restrooms with 3 WC (girls) and 3 WC/ 2 Urinals (boys).

To encourage handwashing we would recommend using group handwashing stations outside the restroom that could be easily supervised by staff. This is the approach we have used at all of our recent elementary school designs.

The insulated panels in the walk-in freezer must have an "R" factor not less than 32." Please advise if the government is allowing the insulated panels for the Walk-in Refrigerator and Walk-in Freezer to have an "R" value of greater than R-5/inch.

On: Oct 13 2018.

Government Response. . For the walk-in refrigerator and walk-in freezer provide insulation meeting R-29 and R-32 for 4 inch thick panels based on the manufacturer's published data for the insulation at the time of installation. Room criteria for OPA 001 Multi-Purpose Sport Court Outdoor Play Area includes illumination levels of 540 lux (50 fc). UFC 3-530-01 includes requirements under section 5-8.3 for 'Basketball Courts' or 5-8.4 for 'Football Fields' both list target horizontal illuminance levels of 20 fc (200 lux). Similarly OPA 003 Garden Classroom Outdoor Play Area target illumination levels of 540 lux (50 fc), however there is no correlation in UFC for what this type of space illumination target levels are. Target levels listed under 5-8.5 'Playgrounds' show levels of 5 fc (50 lux). RFP levels included in the room criteria sheets thus appear excessive as compared to the UFC published requirements. This may have been a copy/paste error and actual required/desired levels were meant to be what is published within the UFC. Confirm illumination levels are to be designed to for these outdoor spaces, as this will affect the total number of poles required, lighting power from each light element and will still likely require multiple heads per pole.

What is not included is where these workstations are to be required outside of the administration area. For many spaces this would seem to indicate floor outlets would be needed to serve these spaces, however floor outlets in the larger youth areas may be problematic and subject to damage.
