JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Alaska District, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source name brand specification for the Delta Heating, Ventilation, Air Conditioning Direct Digital Control (HVAC DDC) Delta System for F-35A Child Services Facility, Eielson AFB, Alaska (EIE390). This product meets the definition of a commercial item as defined in FAR 2.101. This supply is customarily used by, and has been sold, leased or licensed to, the general public for commercial and government buildings. Market research included a notice of intent for sole source item posted on the Federal Business Opportunities website (www.fbo.gov) and an internet search for the HVAC DDC Delta System.

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification for the inclusion of a brand name specification for F-35A Child Services Facility, Eielson AFB, Alaska (EIE390). Eielson AFB has standardized the systems on the installation, requiring that all new construction specify installation of only the Delta HVAC DDC System. The use of the Delta HVAC DDC System is critical to the Government reliability and reduces redundant costs of multiple systems on Eielson by Plant Operations by utilizing using same DDC controller; thus minimizing multiple system integration. The estimated cost of the sole source name brand specification is $ for HVAC DDC Delta Controls for F-35A Child Services Facility.

Approval authority is the Procuring Contracting Officer.

4. AUTHORITY CITED: This justif cation cites the statutory authority, 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1)., as implemented by FAR 6.302-1(c), Application for brand name descriptions.. This justification applies the use of a brand name description.

5. REASON FOR AUTHORITY CITED:

a. Background: The Government’s mission on each military base or station is based on reliability and redundancy. To meet this mission, the Eielson AFB, as an installation has converted and is converting to a Delta Controls DDC system for monitoring and controling the HVAC sytems in all facilities on the installation. The DDC systems in each facility must have the capability to communicate with all systems on Eielson. Automation of building devices requires effective communication between the devices and the building control panels and/or workstations. The only system that will communicate within the Eielson AFB in controlling the HVAC within facilities is the Delta HVAC DDC System. Uutilization of the HVAC DDC Delta Controls will minimize cost expenditures; as it reduces duplication of multiple system repair parts.

b. Justification: The HVAC DDC devices and the controller must communicate with the existing installation-wide Delta Controls system. Installation of another manufacturer’s HVAC DDC product would not meet this requirement. Additionally, installation of another system would require substantial duplication of cost, that the Government would not expect to recover.

These costs would include:

- Additional training for Eielson AFB technicians to learn a different system

- Requirement for stocking duplicate spare parts for different controls system

- Duplicate effort for installing software upgrades

- Modification of existing/future service contracts to include a different controls system

c. Impact: Failure to incorporate the requirement for compatibility with the existing Eielson AFB Delta HVAC DDC system will result in substantial duplication of cost to the Government that is not expected to be recovered through competition and would also impact mission capabilities as staff would be required to manually control the HVAC system in this building.

d. Alternatives: None. Specification of the Delta HVAC DDC System is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand Delta HVAC DDC System. Based on market research there is more than one distributor/vendor for this system.

7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable and competitive with the items identified in this document and currently in use, a sources sought notice was published in Federal Business Opportunities on

2018 using NAICS .

The notices contained the Government’s intent to acquire the materials/systems included in this class justification on a sole source basis for EIE390 F-35A Child Services Facility at Eielson AFB.

Two responses were received in response to the Sources Sought for the Delta HVAC DDC System.

The government technical representative determine that the sources sought responses/cut sheets were not similar/compatible products.

8. MARKET SURVEY: Market research through a notice of intent to sole source/sources sought was conducted to determine if there are other manufacturers who can fully meet the

Government’s requirements. Two responses were received in response to the Sources Sought for the the Delta HVAC DDC System which closed on 21 September 2018.

9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), “When an acquisition contains brand name specifications, the contracting officer shall include with the solicitation the justification or documentation required by 6.302-1(c), 13.106-1(b), or 13.501, redacted as necessary (see 6.305)”.

10. OTHER FACTORS:

a. Procurement History: The installation master plans have selected master/supervisory systems to comply with Air Force Installation Standardization Programs and minimize risks to life safety in emergency situations. These construction materials are required in RFP W911KB18R0040 for EIE390 F-35A Child Services Facility, Eielson AFB, Alaska (EIE390)

b. Acquisition Data Availability: Not applicable.

c. Unusual and Compelling Urgency: Not applicable.

d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product

CLASS JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Alaska District, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source (brand name) specification for a Monaco Model “BT-XM” Transceiver (Fire Alarm System Relay) for Monaco BT-XM Transceiver in the solicitation for EIE390 F-35A Child Services Facility project at Eielson AFB, Alaska. The Monaco Transceiver (Fire Alarm System Relay) – Monaco Model “BT-XM” building transceiver is used in all military construction projects on Eielson AFB in order to ensure seamless reporting to the central Monaco D-12 supervising station at the Eielson AFB Fire Station. This product meets the definition of a commercial item as defined in FAR 2.101. This supply is customarily used by, and has been sold, leased or licensed to, the general public for commercial and government buildings. Market research included a notice of intent for sole source item posted on the Federal Business Opportunities website (www.fbo.gov) and an internet search for the Monaco Transceiver (Fire Alarm System Relay).

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification for the inclusion of a brand name specification for the Monaco Model “BT-XM” Transceiver (Fire Alarm System Relay). Eielson AFB Wainwright has standardized the systems on the installation, requiring that all new construction specify installation of only the Monaco Model “BT-XM” Transceiver (Fire Alarm System Relay). The use of the Monaco Model “BT-XM” Transceiver (Fire Alarm System Relay) is critical to the Government. The estimated cost of the sole source name brand specification is for Monaco Model “BT-XM” Transceiver (Fire Alarm System Relay) is . The approval authority for this justification of brand name specification is the Procuring Contracting Officer.

4. AUTHORITY CITED: This justification cites the statutory authority, 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This justification applies the use of a brand name description.

5. REASON FOR AUTHORITY CITED:

a. Background: The Eielson AFB Fire Department utilizes a Monaco D-21 supervising station for monitoring the fire alarm systems in all buildings on the installation. The fire alarm system in each facility must have the capability to communicate with the installation-wide systems.

b. Justification: A Monaco Model “BT-XM” transceiver is required for any manufacturer’s fire alarm panel to communicate with the Monaco D-21 supervising station. Fire alarm panels of other manufacturers may be utilized, however a Monaco transceiver is necessary to serve as the interface between the building fire alarm panel and the Fort Wainwright Monaco D-21 supervising station. Transceivers from other manufacturers will not communicate with the

Monaco D-21 supervising station. The Monaco Model “BT-XM” transceivers allow procurement of a fire alarm panel from other manufacturers; this J&A is for the interface units only. Additionally, installation of another system would require substantial duplication of cost , that the Government would not expect to recover. These costs would include:

- Additional training for Eielson AFB technicians to learn a different system

- Requirement for stocking duplicate spare parts for different controls system

- Duplicate effort for installing software upgrades

- Modification of existing/future service contracts to include a different controls system

c. Impact: Failure to incorporate the requirement for compatibility with the existing fire alarm system will result in a failure to meet functional and design requirements of the base-wide system and could result in a failure in notification of an incident in the event of a fire or other emergency.

d. Alternatives: None. Specification of a Monaco Model “BT-XM” transceiver for the fire alarm system is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand Monaco Model “BT-XM” transceiver. Based on market research there is more than one distributor/vendor for this system.

Market research included a notice of intent for sole source item posted on the Federal Business Opportunities website (www.fbo.gov) and an internet search for the Whelen Mass Notification System (IPS-400).

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification for the inclusion of a brand name specification for the Whelen Mass Notification System (IPS-400) Eielson AFB Wainwright has standardized the systems on the installation, requiring that all new construction specify installation of only the Whelen Mass Notification System (IPS-400) The estimated cost of the restricted construction materials is for the Whelen Mass Notification System (IPS-400). Approval authority is the Procuring Contracting Officer.

5. REASON FOR AUTHORITY CITED:

a. Background: Eielson AFB also utilizes a proprietary Whelen Mass Notification System (Giant Voice) to broadcast emergency messaging throughout all facilities on the Base. The fire alarm and building mass notification systems in each facility must have the capability to communicate with the Base wide systems.

b. Justification: A Building Mass Notification System (BMNS) installed in each facility must provide two-way communication with the Eielson AFB Whelen mass notification system. Transceivers from other manufacturers will not communicate with the Whelen Mass Notification System. This J&A is for the Whelen Mass Notification System (IPS- 400).

c. Impact: Failure to incorporate the requirement for compatibility with the existing fire alarm and mass notification systems will result in a failure to meet functional and design requirements of each system and could result in a failure in notification of an incident in the event of a fire or other emergency.

d. Alternatives: None. Specification of a Whelen Mass Notification System (IPS-400) is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source (brand name) specification for the Best Interchangeable Core-Cormax, 7-pin, Standard Keyway, X-series keys in the solicitation for EIE390 F-35A Child Services Facility project at Eielson AFB, Alaska. This supply is customarily used by, and has been sold, leased or licensed to, the general public for commercial and government buildings. Market research included a notice of intent for sole source item posted on the Federal Business Opportunities website (www.fbo.gov) and an internet search. The restrictive specifications will be in a solicitation for a new firm fixed-price construction contract to be awarded with MILCON funds.

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification for the inclusion of a brand name specification for the Best Interchangeable Core-Cormax, 7-pin, Standard Keyway, X-series keys. This product meets the definition of a commercial item as defined in FAR 2.101. This supply is customarily used by, and has been sold, leased or licensed to, the general public for commercial and government buildings. Market research included a notice of intent for sole source item posted on the Federal Business Opportunities website (www.fbo.gov) and an internet search for the estimated cost of the restricted construction materials is for Stanley / Best Interchangeable Core ‐ Cormax, 7‐pin, Standard Keyway, X‐series keys. Approval authority is the Procuring Contracting Officer.

4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2) and 6.302-1( ) when there is only one responsible source and no other supplies and services will satisfy agency requirements.

5. REASON FOR AUTHORITY CITED:

a. Background: Engineering and Construction Bulletin No 2005-1, dated 18 March 2005, cites a policy memorandum from the Installation Management Agency (IMA) and the Director of Military Programs, dated December 14, 2004 which directs the use of the electronic card access systems on new construction projects and major building renovations on A installations. The bulletin also directs that every A Installation develop a master plan for the electronic key card access system that requires installation buildings to use equipment from a single manufacturer for consistency, compatibility, and sustainability.

Best electronic card access systems and the Best lock cores are compatible with Eielson Air Force Base’s existing master keying system.

b. Justification: Eielson has established Best as the Installation’s master keying system with which all lock cores and keyless entry systems must be compatible. There are several manufacturers of locksets that accept Best interchangeable lock cores, therefore this J&A is for the lock core only and not lockset hardware. Lock and pinning codes are proprietary to each manufacturer thus multiple manufacturers require multiple master systems and do not meet the Installation’s requirement for a grand master keying system. The Best lock cores and Best card access readers comply with the Army’s standardization program.

c. Impact: Use of keying systems from multiple manufacturers is not in accordance with Air Force policy to have a standard keying system from one manufacturer for consistency, compatibility and sustainability and would result in the Installation having to maintain multiple grand master systems.

d. Alternatives: None. Eielson standard grand master lock system is Best. Specification of Best lock cores and card access readers is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

6. EFFORTS TO OBTAIN COMPETITION:

7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable and competitive with the items identified in this document and currently in use, sources sought notices were published in FedBizOpps on 0 2018. The notice contains the Government’s intent to acquire the materials/systems included in this J&A on a sole source basis for facilities on Alaska military installations. No responses were received. No similar/compatible products were found.

8. MARKET SURVEY: Market research was conducted to determine if there are other manufacturers who can fully meet the Government’s requirements. No firms responded to the sources sought notice. No compatible products were found.

9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be included with the solicitation when the solicitation is made available through the Government Point of Entry (www.fedbizopps.gov). Any sources that indicate interest as a result of the publication will be evaluated.

10. OTHER FACTORS:

a. Procurement History: The installation master plans have selected master/supervisory systems to comply with A standardization programs and minimize risks to life safety in emergency situations. These construction materials are required in the following F-35 projects:

d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.
