SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

4. Reference TS 33 11 00 – 1.2.1 and -1.2.2 “Submit design calculations of water piping.” What type of design calculations are required?

A4. This requirement will be deleted. The design calculations were required for certain piping material (i.e. steel piping, concrete piping, etc.) The material for the water pipes do not require any calculations.

Q5. Reference TS 33 52 10 – 2.4.2 Exterior Containment Piping System: What is the basis of design product for the buried, pre-insulated FRP containment piping system shown on sheet M1.10?

A5 The basis of design was "Perma-Pipe, Multi-Therm 500".

Q6. Reference TS 33 61 14.00 – 2.2 Outer Jacket: The specification requires an aluminum outer jacket. Drawing sheet C5.04 shows a galvanized steel outer jacket. Which is correct?

A6. Use the galvanized steel outer jacket shown on the sheet C5.04. The TS 33 61 14.00 will reflect the drawing.

Q68. The structural engineer should have the answers.

I would like to bring up a concern regarding the requirements for Section 01 45 04.00 Contractor Quality Control.

Paragraph 3.4.3 outlines the staff required to assist the CQC System Manager, the staff will consist of

a. Civil

b. Mechanical

c. Electrical

d. Structural

e. Architectural

f. Testing and Balancing

While the specs also state the one person can assume more than one of these responsibilities, the likelihood of finding a qualified person with multiple qualifications for any of these positions to work in a field office are very slim.

These disciplines will be required to “be on site during work on their areas of responsibility” is taking place. In light of that they will realistically be on site for the duration of the entire project.

This seems to be an overkill for a fully designed project and will easily add well over a million dollars to the cost of this project.

A68 Architectural is no longer required. There is no expectation these personnel would be onsite for the duration, only during the relevant work, e.g. preparatory meeting, inspections, testing, etc. See Amendment #3.

Q69. Question #1) Please verify that section 01 45 04.00 will be enforced per the specifications.

A69 Yes

Q70. Question #2) Section 01 50 02.22 paragraph 1.5.1 states that “The FCDAS Continuous Operations Annex Trailers will be available to the contractor for the duration of the project” “as field offices” Please verify the there will be space available for a minimum of 8 personnel per the contract requirements as they stand at this time.

Q70. Space for 8 personnel will be provided.

Q95. Detail 8 on sheet A5.05 calls out Prefinished SS (Stainless Steel) metal wall panels. Is this correct?

A95. Disregard mention of Stainless Steel. Panels are to match those used on the facility exterior shell. Details notes will be revised to reflect this correction. See Amendment #5 drawings.

Q119-125 Section 2100.0040 Clean Agent Fire Extinguishing System

#1 1.2.1 System Description Elec/ Comm. Room (108) we assume this is a typographical error as room #108 is actually a storage room. Room #107 is listed as the electrical room which is to receive the clean agent fire suppression system as noted on drawing

FP1.01 PLEASE CONFIRM.

A119 #1. Yes specification section 21 21 00.00 40 par. 1.2.1 should indicate "Elec/Comm Room (107)", not "(108)".

#2 Rooms #112 & #114 will have raised floors, is the raised floor plenum common to both rooms? Or will there be a separation barrier under the floor that separates these two rooms? If rooms #112 and #114 are to be independent clean agent discharge zones then there must be a separation under the floor.

A120 #2. Contractor to provide 1 hour separation between rooms 112 and 114 as required by LS1.01.

#3 What is the height of the raised floor in room #112 & room#114?

A121 #3 Refer to drawings (building/wall sections and structural) for information. Information is already clearly indicated per industry standards on drawings.

#4 Paragraph 3.6 Preliminary tests States the following; “Test containers, pressurized with either nitrogen or air to normal system operating pressure and of the same size as actual operating containers shall be discharged into system.”

NFPA 2001, 4-7.2.2.13 makes a provision to perform a flow test using nitrogen or an inert gas to verify that flow is continuous and that the piping and nozzles are unobstructed. This test would be used using a large nitrogen cylinder rather than ordering the actual cylinders from the factory with no clean agent in them, this will save both time and money in having to rebuild and refill the cylinders to their design parameters and will accomplish the same task.

A122 #4 Contract requires a total flooding system to discharge in the room able to maintain the required concentration. NFPA 2001 section 5.3 specifies the requirements for the enclosure. Suspended ceiling tiles may not prevent loss of agent to the adjacent area above the ceiling, so it additional agent to maintain concentration may be required.

#5 Room #107 Electrical room has no suspended ceiling and is open to structure can you please verify the ceiling height in this room?

A123 #5 Refer to drawings (building/wall sections and structural) for information. Information is already clearly indicated per industry standards on drawings.

#6 Drawing Sheet FA1.01 makes mention that there shall be smoke detectors installed above the ceiling space connected to the building fire alarm and not the clean agent panel, although there is no mention made in the clean agent specification, we are requesting verification that you are not expecting clean agent suppression for the above ceiling cavities in rooms #112, #114 and #115.

A124 #6. Concur. Discharge of agent into space above suspended ceiling is not required.

#7 Please verify the fact that you are requesting that each room listed is receiving a total flooding clean agent system that protects the entire room from slab to slab or slab to suspended ceiling. The way the system description is written and other notes on the drawings are written this is not completely clear.

A125 #7 Contract requires a total flooding system to discharge in the room able to maintain the required concentration. NFPA 2001 section 5.3 specifies the requirements for the enclosure. Suspended ceiling tiles may not prevent loss of agent to the adjacent area above the ceiling, so it additional agent to maintain concentration may be required.

Q126 The Government has not yet addressed the need for a circulating pump for the 2” recirculation line serving the new 8” fire protection water line. Please advise if a pump (with appropriate piping and electrical) is required for this solicitation.

A126 See response to A22 also. To clarify further: Design intent is to use the recirculation pressure off the main recirculation line to circulate the water in this branch. No pump shall be required.

Q127 Reference TS 22 00 00 – 2.4.8: Mop sinks are specified to be precast terrazzo. However, the Plumbing Schedule on sheet P0.01 lists cast iron construction for P-6 Service Sink. Which is correct?

A127 Follow TS 22_00_00-2.4.8. See Amendment #5 drawings.

Q128 Reference sheet P1.03, Keyed Note 1: There does not appear to be a specification and/or complete description for the 36 x 84 emergency pump-out sump.

A128 Provide a 36 x 84 fiberglass resin sump (wet well), constructed to prevent wall collapse or buckling under a saturated soil weight of 120 pounds per cubic foot. The bottom of the sump shall include an anti-flotation flange to be embedded in sufficient concrete to prevent flotation. The top of the sump shall include a flange and gasket to receive a cast iron or enameled steel lid with at least six (6) stainless steel fasteners. Provide inlet and vent connections in the sides of the sump as shown. Provide pump-out connection, float cable ports, and sealable access hatch in the lid.

Q129 Reference TS 23 52 00 – 2.1.3 Hot Water Heating Boilers: The specification states that the rated water I=B=R capacity is 650,000 Btuh. However, the Hot Water Boilers schedule on sheet M0.01 lists a minimum output of 600 MBH (600,000 Btuh) I=B=R. Which minimum capacity is correct?

A129 Provide 650 MBH IBR water rating. See Amendment #5 drawings.

Q130 Reference TS 23 52 00 - 2.3.2: “The boiler circulating pumps shall be vertical split case type.” The Circulating Pumps schedule on sheet M0.01 lists Taco model 1641 for circ pumps P-1 and P-2. Please confirm that Taco 1600 series inline pumps are acceptable, in lieu of vertical split case pumps.

A130 Inline pumps are acceptable.

Q131 What points are required to be documented by the LEED® Implantation Plan and by the LEED Documentation Notebook? Are they the following:

· SS Prerequisite 1 Construction Activity Pollution Prevention

· EA Prerequisite 1 Fundamental Building Commissioning

· EA Credit 3 Enhanced Commissioning

· MR Credit 2 Construction Waste Management 50%

· MR Credit 4 Recycled Content 10%

· MR Credit 5 Regional Materials 10%

· MR Credit 7 Certified Wood 50%

· EQ Credits 4.1, 4.2, 4.3, 4.4 Low Emitting Materials

A131 These are only some of those available. The project is to be LEED Silver rated. The contractor will be responsible for providing documentation to support all Construction credits they choose, e.g. EQ Credit 3.1 (if pursued). As well as supporting documentation for Design Credits, e.g. WE Credit 3: Water Use Reduction (document plumbing fixture manufacturer and models).

Q132 Is the LEED® V 2.2 EA Prerequisite 1 Fundamental Commissioning required to be performed by the contractor’s representative?

A132 Yes, in accordance with LEED V2.2 and TS 23_08_00.00_10.

Q133 Was a Basis of Design (BOD) or Owners Project of Requirements (OPR) already developed per LEED® requirements?

A133 OPR is the "NOAA / NESDIS Command and Data Acquisition Stations Facilities Master Plan Executive Summary, June 2004, U.S. Department of Commerce". The BOD is the "Design Analysis" for the project.

Q134-136 As per the RFP section 01 33 29 Paragraph 1.3: We are bringing to your attention possible problems with meeting certain identified LEED® points. It is our intent to make the CORE aware these project concerns and ask for clarifications and deviation approval:

Typically enhanced commissioning occurs during the design development phase in addition to the construction phase. In order to meet LEED®’s enhanced commissioning requirements a design review must be performed by the Commissioning Agent on the design documents. The recommendations made by the agent must be incorporated into the design. Is the CORE willing to make those adjustments to achieve this LEED® point? Has this review been performed already? Will the contractor be held to meeting the requirements of this point if the CORE does not agree to the Commissioning Authorities changes?

A134 The Owner's Project Requirements (OPR) and Basis of Design (BOD) are complete. The Commissioning Authority for this project, as defined by LEED V2.2, is Brent Goering, Mechanical PE, Engineering Division (EN- TE-ME), U.S. Army Corps of Engineers, Alaska District. The Commissioning Specialist of TS 23_08_00.00_10 is responsible for developing and utilizing a commissioning plan, verifying installation and performance of commissioned systems, completing the commissioning report, and reporting to the Commissioning Authority.

Can the contractor deviate from the materials listed in the RFP as recycled materials so long as he is still meeting the 10% recycled content LEED® requirement?

A135 Yes, with approval from the Government. The type, color and texture as well as the recycled makeup shall be considered when deviating.

Because of the remoteness of the project site we do not feel that it is possible to meet the LEED® requirement for 10% Regional Materials. In order to meet this requirement 10% of the total materials (based on cost) must be extracted, processed and manufactured within a 500 mile radius of the project site. The RFP also lists a number of materials to also meet this credit. We do not feel this is achievable. Would the CORE be willing to attempt a different LEED® credit instead of this one? Is the contractor responsible for meeting this LEED® Credit?

A136 Yes the Corps is flexible and has attempted to leave the Construction Credits open to the contractor. If you choose this credit to achieve the LEED Silver then yes you would be responsible. This credit is not mandatory. The total of 33 points is the minimum. We recommend applying for 35 to 36 minimum. The Government is willing to work as a team with the contractor to be successful at achieving Silver rating.

Q137 In reviewign the specifications and drawings, we don't find where the communications cabling is specified other than the TV system cable. Typically, we see these systems spec'd for Cat5e, Cat6 or Cat6a depending on the desire of the client. Typically, it is during the constructioin phase that these types of systems are installed. Also, even if the cabling is to be installed later, there is no specification calling for pull strings to be installed in conduits or in pathways. Finally, there is nothing in the comm room specified other than a piece of plywood. Ladder rack, which is specified, is typically connected to racks and include an integrated cable management system, and none of these are specified. Please provide us with a list of specifications or formal notice that none of these sysems are included in this contract.

A137 See sheet E1.01 and E6.07, contractor to provide data and voice (conduits, pathways, boxes, and pull strings only). Building voice and data cabling to be provided by separate contract. Provide pull strings per note 2 Sheet E6.07.

Q138 DS you have a list of hardware suppliers that reference the part numbers in the hardware schedule? Our suppliers say it's a little vague.Any help would be appreciated.

A138 Those numbers are BHMA numbers. Its standard info regarding each piece of hardware, listed in BHMA reference. These are not serial numbers.

Please, refer to the following website for add info and explanation: http://www.buildershardware.com/2020.html
