He further stated that we would not answer questions at the meeting unless they are general clarifications. The reason being is to allow us to research our answers and insure all the offerors receive the information at the same time.

Questions and Discussion: Questions and Answers will be provided in an upcoming amendment. Contractors were reminded that they must submit their questions in writing via email or fax to the contact information referenced in the solicitation. Robert Johnston, Project Manager, opened with a brief about the project requirements. The contractors then had 30 minutes to view the construction site.

Questions and Answers During Solicitation

Project: NES066

Q1. Please confirm that specification Section 23 52 00.00 10 applies for the water-side heating system and specification Section 23 57 10.00 10 applies for the glycol-side heating system.

A1. In general this is true - Section 23 52 00.00 10 applies to elements such as boilers, boiler fuel oil pumps, boiler pumps and hot water loop and Section 23 57 10.00 10 applies to elements such as heat exchangers, unit heaters, pumps and glycol solution. However, the division of Specification Sections in contracts is never perfect (e.g. in this case the glycol feed system for the heating loop is in Section 23 52 00.00 10 and the boiler shot feeder is in Section 23 57 10.00 10). Other Specification Sections also apply to each side of the heating system, such as control valves in Section 23 09 23.13 20 BACnet DIRECT DIGITAL CONTROL SYSTEMS FOR HAVC.

Q2. Reference TS 23 52 00.00 10 – 2.1 Boilers: What is the basis of design product for the heating boilers?

A2. Burnham series 4F.

Q3. Reference TS 23 82 02.00 10 – 2.6.1 “Refrigerants shall have an Ozone Depletion Potential (ODP) of less than or equal to 0.024.” The Air Cooled Condensing Unit Schedule on sheet M0.02 requires the use of R-22 refrigerant.

R-22 refrigerant (HCFC-22) has an ODP equal to 0.055 (per 40 CFR Part 82 as required by Title VI of the Clean Air Act amendments). This information can be confirmed on the EPA’s website. Alternate refrigerants (HFC’s and blends) are available to meet the ODP requirement; please advise which of these refrigerants are acceptable.

Q7-Q8. We're missing A6.01 according to the index in the plans for the NOAA Fairbanks Satellite Operations Facility, Fox, AK, #W911KB-09-R-0006 project posted on fedbizopps.

A7-8. Answer: TE-CS Index is incorrect, roofing plan is in drawing package. See Amendment 2

Q9. 1) Note 1 on sheet A1.02 states the metal studs shall be Marinoware CW16 (.0566 in. thick according to the website) or equal with respect to strength. The spec section 054000 paragraph 2.1.1 states that 16 ga. studs shall be .0598 in. which is thicker than the .0566 in of the Mainoware CW16. This appears to be a contradiction. I am a little confused regarding the gage of the metal stud framing. Are all metal studs to be 16 ga.? I am not sure 1-5/8" studs are available in 16 ga. Please clarify.

A9. See amendment #2 sheet A1.02 and 05 40 00 subparts 2.1.1 and 2.1.2 for clarification. 1-5/8” studs are to be fastened to framing behind the wall and are not required to be 16 ga.

Q10. Reference drawings P1.02, P1.03, P1.07, and P1.08. We understand that the floor drains serving Room 114 Operations Floor and Room 112 Ops Comm Equip Room are emergency drains only and are piped to the emergency pump out sump without p-traps or vents. However, many other floor drains and some plumbing fixtures are shown to be installed without p-traps and vents. Floor drains and plumbing fixtures should be provided with p-traps and vent piping in order to prevent the passage of sewer gases into the occupied spaces. We will bid the work as shown unless the drawings are revised via amendment.

A10. Drawing sheets P1.03, P1.05, P1.06, P1.07 and P1.08 have been revised in Amendment R0002.

Q11. Reference sheet M1.01: Please confirm that the fin tube heaters in Room 114 Operations Floor and Room 112 Ops Comm Equip Room are symbol BB-2 as indicated on sheet M1.04 and not symbol BB-3 as indicated on sheet M1.01.

A11. Confirmed. See Amendment R0002.

Q12. Reference the Baseboard Schedule on sheet M0.01: BB-3 is noted as being a flat plate surface radiator; basis of design is indicated to be Runtal model HD-850. HD-850 is not a Runtal model number; it is a Slant/Fin finned tube enclosure model number. What are the correct Runtal model numbers?

A12. Runtal model number is RF-3. See Amendment R0002.

Q13. What are the glycol heating pipe sizes serving the following coils: PHC-1 (9.5 gpm); AHU-2 (55 gpm); ERV-1 PHC (5.8 gpm); ERV-1 HC (5.2 gpm)? No pipe sizes are indicated on the drawings.

A13. PHC-1, 1" GHS/GHR; AHU-2, 2-1/2" GHS/GHR (see revised sheet M1.02 in Amendment R0002. ERV-1 PHC and HC; 1" GHS/GHR (see revised sheet M1.01 in Amendment R0002).

Q14. Reference sheets M1.01 and M1.04: Please provide a diagram or new drawings that show all of the heating piping sizes on the first floor. Sizing for most of the piping on sheet M1.01 is not indicated.

A14. See sheet M1.01 in Amendment R0002.

Q15. Reference sheets M1.05 & M1.06 and specifications 23 52 00.00 10 – 2.9.3 and 23 57 10.00 10 – 2.7: No air vents or drain valves are indicated for the two air separators. Are these accessories required?

A15. Air vents and drain valves are required at air separators. See revised sheet M1.07 in Amendment R0002.

Q16. Reference sheet M0.02: The glycol makeup unit is indicated to have a tank volume of 100 gallons.

Specification 23 52 00.00 10-2.14.7.1 specifies a 50-gallon tank. Which is correct?

A16. Follow Specification 23_52_00.00_10-2.14.7.1. Sheet M0.02 is revised by Amendment R0003.

Q17. Reference specification 23 52 00.00 10-2.14.4: A makeup water line is mentioned, but no makeup water line is indicated on the drawings for the boilers.

A17. Provide make-up water per Specification 23_52_00.00_10-2.14.1. Size per boiler manufacturer's recommendations.

Q18. Reference specification 23 52 00.00 10-3.3.2 “Fuel-Oil Storage Tank Heating-Coil Piping”: No heating coil or coil piping is shown for the fuel tank.

A18. Paragraph 23_52_00.00_10-3.3.2 is to be deleted from the contract. See Amendment R0003.

Q19. Reference specification 33 52 10-2.5.10 “Fuel Oil Meter”: Are these the same fuel oil meters as referenced by specification 23 52 00.00 10-2.3.1? No fuel oil meters are shown on the drawings.

A19. Fuel oil meter in 33_52_10-2.5.10 is on the supply line between the bulk tank and the day tank. Meters in 23_52_00.00_10-2.3.1 are on the supply and return lines between the day tank and the boilers.

Q20. Sheet C2.01 indicates that the new domestic water line from the existing well is to be 3” piping. Sheet C4.01 indicates that this is a 1-1/2” water line, increasing to 3” size at the building. Sheet C5.04 does not show a detail for the new domestic water line from the well. Sheet P1.16 confirms that the domestic water piping is 3” size entering the building. Is the new domestic water line 1-1/2” pipe size, increasing to 3” size at the building?

A20. Yes the domestic water line does increase in pipe size as it enters the building.

Q21. Sheet C4.01 notes that the new 1-1/2” domestic water line is to be provided with a 2” recirculation line. Sheet C5.04 shows a detail for a separate 2” recirculation line. Sheet P1.16 does not show a recirculation line and there is no requirement for a recirculation pump, although a pump will be necessary. To where does this recirculation line recirculate? Is the water being recirculated back into the well casing?

A21. The domestic water line will not have a recirculation line. See Amendment #3; see sheet drawing C4.01.

Q23. Sheet C4.01 shows the new 1-1/2” domestic water line connecting to an existing ¾” line. What type of material is the existing ¾” water service line?

A23. The Contractor shall determine the type of material of the existing ¾” water service line. There are no as-builts available.

Q24. Sheet C5.04 shows no heat trace channel for the 2” recirculation pipe. Please confirm that no heat trace system is required for the 2” recirculation pipes and the 1-1/2” domestic water service. (Reference specification 33 61 14.00-2.6.)

Q25. Sheets C4.03, C4.04, and C5.03 appear to show that the sewer pipe cleanout risers are not pre-insulated arctic pipe. Please confirm.

A25. The sewer pipe cleanouts do not need to be insulated.

Q26. Please provide a detail drawing for the lift station pumps and piping. (Reference specification sections 33 32

13.13 40 and 44 46 00.)

A26. Lift Station details have been provided; See Amendment #3 sheet drawings C4.04 and C5.04.

Q28. I am currently working on the NOAA Fairbanks Satellite Operations Facility project and I am looking for specification for the day tank (DT-1) as noted on the equipment schedule called out on drawing M0.02 and as shown on drawings M1.05, M1.09, M1.03, and M1.01.

I have looked through the specification as shown on the Washington Builder's Exchange website and I have been unable to find anything on this particular tank. Are there specifications or is there any information as to the capacity of the return pump shown? What type of controls and communication is needed for this day tank? Please advise.

A28. TS 33_56_10 is revised by Amendment R003 to include the following requirements:

Provide a self-supporting day tank with rupture basin, with capacity as sheduled. The day tank shall be provided with connections for fuel supply line to each boiler, common fuel return line, fuel supply from the bulk tank, fuel return/overflow line, local fuel fill port, gauge, vent line, drain connection with hand pump, and float switch assembly for control. The fuel fill line shall be accessible without opening the enclosure.

Each local fuel fill port on the day tank shall be provided with a screw-on cap.

The day tank shall have a float-switch-assembly to perform the following functions:

a. Start the supply of fuel into the day tank when the fuel level is at the "Low" level mark, 75-percent of the rated tank capacity.

b. Stop the supply of fuel into the day tank when the fuel level is at 90-percent of the rated tank capacity.

c. Activate the "Overfill Fuel Level" alarm at 95 percent of the rated tank volume.

d. Activate the "Low Fuel Level" alarm at 70 percent of the rated tank Capacity.

e. Activate the automatic fuel supply shut-off valve located on the fill line of the day tank and shut down the fuel pump which supplies fuel to the day tank at 95 percent of the rated tank volume. The flow of fuel shall be stopped before any fuel can be forced into the fuel overflow line.

f. Communicate alarms to the DDC Control system per drawing M3.08.

Q29. On drawing D1.02 there appears to be some photo files. Are those photos available?

A29. Yes, there are photos available. Reprinted Sheet Drawing D1.02 see Amendment #2.

Q34. I am working on my supply bid for the above referenced project. Currently, in section 33 56 10, some questions have come up to me from a manufacturer regarding the fuel heater as designated in Paragraph 2.10 of this section.

1. What is the wattage and/or voltage of this heater?

2. What is the operating temperature range?

A34. Similar to Question Q18, paragraphs under Section 33_56_10-2.10 should be removed from the contract. See Amendment R0003.

Q38. 1) M3.XX - No controls diagram or sequence is shown for the heat & ventilating units HV-1, 2 & 3. Please provide control details for this equipment.

A38. Refer to amended drawing M3.11 (Amendment R0003).

Q39. 2) M3.12 - Where is the existing well pump control panel/starter located that we must interface with? Its location is not shown on the plans and only the well location is shown on C2.01.

A39. The pump controls are located inside the Facilities Maintenance building (C2.01), on the South wall near where the water line enters.

Q40. 3) M3.13 - Please provide specification requirements for chlorine concentration transmitter. Not found in 43 32 76, but needs to interface to DDC control system.

A40. The following requirements have been added to TS 43_32_76 by Amendment R0003:

Provide residual chlorine meter using a galvanic cell or amperometric measurement method. Measuring range shall be from 0 to 2 ppm (mg/L) up to 0 to 5 ppm, with resolution to 0.01 ppm, repeatability within +/- 0.05 ppm, and linearity within +/- 0.05 ppm. Provide zero and span calibration. Provide 4 to 20 mA DC output. Note: see amended sheet M3.13 for revisions to residual chlorine concentration setpoint and alarm levels.

Q41. 4) 23 09 23.13 20.1.3 - Subcontractor special requirements, "All contract requirements of this section shall be accomplished directly by a first tier subcontractor. No work required shall be accomplished by a second tier subcontractor." Please explain intent of these specifications further. Does this mean that all work including start-up, installation, wiring, etc. must be performed by direct employees of the controls contractor and no aspect can be subcontracted out?

A41. The BACnet digital control system contractor must be responsible directly to the prime contractor, and will be responsible for the overall installation, testing, and operation of the system. Subcontracting portions of the work, such as conduit and electrical installation, would not be prohibited but must be a direct subcontractor to the DCS contractor and must be supervised in accordance with Specification Section 23_09_23.13_20-3.1.

Q42. 5) 23 09 23.13 20.1.4.a - States, "provide new BACnet and merge with existing non-BACnet DDC systems including associated equipment and accessories as shown in the drawings." The referenced interface drawing did not show up in the M3.XX section of the plans. Please provide this drawing complete with I/O points list and sequence of operations (Bill Loze is familiar with requirements).

A42. There are no non-BACnet DDC systems to be connected to the BACnet system at this time.

Q43. 6) 23 09 23.13 20.1.6.4 - Requires new equipment to have salt-spray fog testing. Is this requirement really necessary for this project?

A43. Paragraph 23_09_23.13_20-1.6.4 shall be removed from the contract. See TS 23_09_23.13_20 in Amendment R0003.

Q44. 7) 23 09 23.13 20.2.1.1.13 - Section describes BACnet gateways for interfacing to existing non-BACnet legacy systems. Please provide interoperability architecture and I/O schedule for non-BACnet network devices.

A44. There are no existing non-BACnet controlled pieces of equipment to be connected to the BACnet system at this time.

Q50. Under Part 2 products, 2.1.2, panel construction, calls out three types of floor panels. Hollow formed, metal clad cementitious, or metal clad wood. However, the specs do not specify what the govt. wants for this project. Please clarify.

The floor covering 2.1.3, states the flooring materials must be firmly bonded with waterproof adhesive, but the flooring finish is not specified. Please clarify.

Q54-Q65. Several items that need clarification before we can accurately quote the project:

1. Clarify the main structure Eave Height. Scales at 28 feet, + or -, but not a very good way to determine this. Eave height to Pre-Eng firms is the distance from finish floor, to the top of the eave purlin at the building line. Given the 28 foot dimension being close, the roof peak will exceed 35 feet. Actually closer to 38 feet.

2. In order to use ordinary moment frames, bracing will be required on parts of all exterior walls, and possibly at a couple locations inside the building. Is that acceptable?

3. Please clarify and give us all the building dimensions from out to out of concrete, which is same for us as out to out of steel framing. Does not include wall panel depths.

Architectural & structural drawings differ. Arch. shows 1' 6", and struct. shows 1' 3 1/2" from grid line Center to building edge. Also building dimensions given, don't add up correctly.

4. Item 1.2.1.3 Framing in the spec section. Design stair enclosure & arctic entry vestibules as part of the Pre-Eng Bldg package. In order to maintain stair way widths as shown, the stairwell section will have to be wider than what is shown. Also requires a frame at both of the longer walls to support the roof structure. Is that acceptable? Will also impact concrete, as all the required footings are not shown.

5. What is the depth and gauges for the insulated roof panels. Are these SSR mechanically seamed concealed fastener panels, or Panel Rib style with exposed thru fasteners.

6. Please clarify gauges of metal for the insulated wall panels as well.

7. Drawings show girt spacing at 3 foot on center. Certainly not a requirement to meet loading criteria for the building. Normal wall spacing for pre-eng is 5 foot O.C.

8. Specs also indicate 14 gauge girts & purlins on page 20. Is that what we have to hold to? Several members would not have to be that heavy to meet building loading.

9. Who is rsponsible for the design of the 3 small "free standing canopies" that attach via slip flashings to the building. Could easily be done by several fab shops in Fbks. and save lots of $$. Since they are not an integral part of the building structure, do they even require engineering, and if so, by whom?

10. Wall cavity insulation is stated as 9 1/2 inches thick.

I assume that means R-30? Appears to be similar to a Simple Saver system with 10 mil visquene, vs Simple Saver fabric. Would not be using the banding straps to hold insulation in place. Would the foam tape over the face of the girts still be required?

11. Pages 20 -21 of the pre-eng specs give numerous gauge minimums to be used. Please be a little more specific as to what product each applies to.

12. Drawings indicate snow guards on the roof. NO insulated panel supplier recommends this procedure. You have door canopies at all doorwys, so why the snow guards.

Also adds cost to the building structure, as we have to provide additional strength to the framing members to accomodate the extra loads. If they have to be there, glue down guards are all that we would supply. Cannot screw to the metal skin, as it will tear the metal.

Thanks, Ron

A1. 54: Roof Covering and purlin thickness are per manufacturer. Roof panels shall have an R44 minimum and this will be clarified in amendment 3 specification 13 34 19 subpart 2.1. Elevation to top of roof coverings should be added to the structural steel elevation shown at the ridge on sheet A5.01.

Also acceptable: the eave elevation is shown as 23’ 8.75” at the facia not counting seams and the ridge elevation is shown as 37’ 10.5” not counting seams.

A2. 55: It is intent that the lateral system be braced frames around the exterior of the main building and that moment frames be used for gravity system. Two bays are shown on grid 1, grid 5, grid A and grid E.

Additional bracing may be installed at interior gypsum board partitions if it does not block doors or paths of travel.

Additional bracing may be installed at exterior walls where not blocking doors.

Building height as defined in IBC 502.1 is the average between the peak and eave and is 32’ 11.25”. The building height shown on A5.01 allows a lateral system of intermediate moment frames or ordinary braced frames or special braced frames. Drift limits per specification still must be met. Force levels for special braced frames may allow fewer braced frames.

A3. 56: Detail 1 on sheet S3.02 shows a 2.5” ledge to support exterior insulated wall panel beyond the 1’ 3.5” dimension. The exterior of foundation wall is 1’6” beyond grid lines for the main building.

The intent is for the foundation to be designed by an engineer hired by the contractor per the plans and specifications. Foundation engineer’s design may be less conservative and economy may be gained based the foundation engineers design.

Adjust building foundation dimensions based on actual building manufacturer requirements and foundation engineer’s requirements. Details and plans are provided for illustrative purposes only for coordination of architectural and mechanical layout.

A4. 57: Adjust exterior wall dimension of stair enclosure for stairs to fit. Provide frame to support roof structure per the building manufacturer. The intent is for the contractor to hire an engineer to design the foundation for the building and submit plans for the foundation. This is noted on the plans and in the specification. Adjust the foundation footprint so exterior walls will fit on the foundation.

A5. 58: Metal gauge and panel thickness may vary by manufacturer. Roof panels shall be R44 and this is clarified in amendment 3 specification 13 34 19 subpart 2.1. Minimum insulated metal panel gauge is clarified in amendment 3 specification 13 34 19 subpart 2.1.1. Panels need to meet loading requirements per the specifications.

There shall be no exposed through fasteners and this is clarified in amendment 3 specification 13 34 19 subpart 2.1.

A6. 59: Metal gauge may vary by manufacturer. Minimum insulated metal panel gauge is clarified in amendment 3 specification 13 34 19 subpart 2.1.1.

A7. 60: Girt spacing of 5 foot on center acceptable. Deflection limits and load requirements per specification shall be met.

A8. 61: Purlins and girts may be lighter gage than shown on plan. Deflection limits and load requirements shall be per specification. Minimum purlin and girt gauge is deleted in amendment 3 specification 13 34 19 subpart 2.1.1.

A9. 62: Canopies may be designed at Fabrication shop in Fairbanks as long as specification requirements are met.

Design for structure is by an engineer hired by contractor or a pre-engineered metal building manufacturer. Shop drawings shall be submitted.

A11. 64: See clarified specification section 13 34 19 subpart 2.1.1 in amendment 3.

A12. 65: Provide glue down guards if this is all that is allowed by manufacturer.

Q67. We are trying to determine the proper understructure for the project access floor. Some of the information we can get from the drawings. There are four pieces of information required which the drawings do not have.

For IBC 2003 design we need the following information

1) Occupancy Importance Factor (Ip) = ________ essential facility = 1.5 hazardous material facility = 1.5 special occupancy facility = 1.0 standard occupancy facility = 1.0 Is the building considered an essential facility or a special occupancy facility?

2) Design Spectral Response Acceleration (Sds) = _______

3) Mapped Spectral Acceleration for Short Periods (Ss) = _______

4) Site Coefficient (Fa) = ________

A67. See sheet S0.1. 1) Essential Facility Ip=1.5. 2) Sds=.807. 3) Ss=1.1. 4) Fa=1.1.

Q71. I was reviewing P1.16 for the NOAA Fairbanks project and it calls out some Kinetico water treatment equipment, will you be willing to accept Siemens Water Technologies equipment as an equal or do I need to submit a substitution request form?

Also, on P1.14 it shows a Deionized Water Station, but I can not find a related specifications for this equipment.

What section can I find the specs and can we provide a quote too?

A71a. Equipment listed on P1.16 is called out with a design model and "or equal". Conformance to the contact schedules and specifications, as well as product equivalency, will be determined during the shop drawing review period following award of the contract. A "substitution request form" is not required during the solicitation period.

A71b. Specifications for the dionized water station have been added to Section 23_00_00. See Amendment R0003.

Q72. 5/150 LTS are shown on E1.04?

A72&73. Correct both existing and revised and shown light quanities are correct.

Q74. 3. The sketch showing HBH controls (note 6 attached ) uses a photocell for automatic control?

A74. Note 6 is for lighting only. HBH have no controls

Q75.

4. Should the lights be controllers? How?

A75. Yes, See note 6.

Q76.

5. There primary concerns- can individual runs be cut as shown?

A76. That is the intent and reason reason for multiple load break junctions to allow slack.

Q77. 1) Pls specify either center or end depth along with joist loading in PLF for the Gable K joists shown left of grid line A,or provide a joist diagram.

A77. See note 1 on sheet S1.02 and specification 13 34 19. Framing is shown for illustrative purposes only shall be designed by the Pre-engineered Metal Building Manufacturer or other engineer employed by the contractor. The Metal Building Manufacture may frame roof with joists, z-girts over steel frame or other system.

Q78. 2) If those roof K joists shown left of grid line A are not Gable joists ,then pls specify :Joist depth, exact location of ridge, and designation(or plf loading)

A78. See response to question 77. Ridge on architectural elevations is 14’-1 ½”. Joist seat depth may vary depending on pre-engineered metal building manufacturer if k-joists are used. Snow load information is provided in specification 13 34 19 and on sheet S0.1.

Q79. 3) What is the length of the top chord extension(extended seat) for these K joists?

A79. See response to question 77. Top chord extension may vary depending on pre-engineered metal building manufacture if k-joists are used.

Area under file cabinets should be designed for 1000 plf line loads at ends and at 6’ on center maximum anywhere under the rolling file cabinets or spacing and location of rails needs to be coordinated by the contractor. If joists cannot meet loading requirements then frame floor with steel beams.

Q82. 6) Pls confirm all floor joists are 24LH09.

A82. See note 1 on sheet S1.02 and specification 13 34 19. Framing is shown for illustrative purposes only and the Pre-engineered Metal B-Building manufacturer may frame floor with other framing. Maximum support spacing for movable file cabinet rails should be maintained at 4 feet in areas with movable file cabinets. Contractor shall coordinate with file manufacturer.

RE S1.03.

Q83. 1) What is the designation and depth of the K series roof joists shown right of grid line E?

A83. See response to question 77.

Q84. 2) What is the length of the top chord extension(extended seat) for these K joists?

A84. See response to question 77. Top chord extension may vary depending on pre-engineered metal building manufacture if k-joists are used.

Q85. First, perhaps you could get an exact windspeed requirement. Some old maps I have suggest they may only need a 70 mph rating in Fairbanks, however there may be more stringent windspeed requirements now.

Also, I would like the radial ice specification verified. The drawings states that the design shall account for 1" radial ice. This would be one of the thickest radial ice requirements I have come across. I am wondering if perhaps the spec is really expecting a 1/2" radial ice requirement, which would creat an actual 1" diametrical increase in the elements' surface areas.

The effect of either a 1/2" or 1" radial ice will be exponentially huge, so I just want to confirm this before offering the final design.

Secondly on this point, I would like to know if the tower need to withstand the same maximum windspeed in the fully iced condition as it would normally. In the past, we have sometimes provided towers that can withstand certain windspeeds and in their iced condition withstand them at a less high windspeed, like 30 or more mph less. We can design and engineer the tower to whatever specs, but an iced tower incurs a tremendous amount more load at the higher windspeeds, which will, naturally, increase the tower cost and size.

If it is not too late we need to get the type of cable tray they want clarified. The drawings (E4.01 & 4.02) call for 12” wide trough type while the specs call out 18” wide solid bottom. The specs also have basket type called out but done of this is on the drawing.

A85. Wind Load 76 mph fastest mile [90 mph 3 second gust] exposure C Ice Load 1/4" radial ice w/ 47 mph fastest mile [60 mph 3 second gust] EIA-222F EIA Normal soils - Sheet S4.01 indicates 8 feet burial. This structural information is clarified in amendment 3 sheet S4.01.

7. Plan sheet A 1.02 Note 6

Q92. : Interior partitions on the second floor are primarily 3 5/8” studs, L/360 has been designated as the deflection criteria on the general notes on sheet S 0.2. According to the SSMA allowable heights of curtain walls. The allowable height of a 362S137-33 on 16” spacing with a deflection of L/360 would be 16’-5”. If the GWB partitions are to extend to the roof assembly, many of the stud heights will be over the 16’-5” limit. To calculate the stud heights on the second floor you must subtract the second floor elevation 14’-0”to the proposed roof height 36’-10 7/8” at the structural support which is not the underside of the deck. You would then have another 10” for purlins making the studs approximately 23’-8”.

Bracing on 4’-0” centers would then be needed to stabilize these walls. But when bracing is added the deflection is impeded. We would suggest using a 6” metal stud if the GWB partitions are desired to extend to the roof assembly at the second floor. This will eliminate the cost of bracing and maintain room for mechanical systems in above ceiling areas.

A92. : Interior studs need to meet L/240 deflection and his is clarified in amendment 3 sheet S0.2 and specification 05 40 00 subpart 1.5 in amendment 3. Note 1 sheet A1.02 is modified to read "... Use 6" studs where required to meet deflection limits." for Amendment 3. Specification 05 40 00 has requirements for stud bridging.

Please clarify the actual scope of work required at the existing antenna base location. Also please provide the ASBUILT DRAWINGS for the existing antenna pad Thank you

A93. Since there are no as-builts available, the intent was to demolish the existing riser to surrounding grade assuming the thickness of the riser is to grade and below the riser is classified fill and then asphalt it.

However, if existing concrete is present at grade after demolishing the concrete riser and the existing concrete is somewhat smooth; retaining the existing concrete would be acceptable. The utilidor portion would have to be paved. Since the existing concrete lids will be demolished and removed from site.

Q94. I ran the water system design by our engineers, did you look into removing tannis with anion resin? My understanding carbon will require frequent replacement?

A94. Drawing P1.16 requires specially formulated carbon filtration media (Kinetico 213f OD, or equal). The use of a substitute material, such as anion resin, should be addressed during the shop drawing submittal process. This might also be addressed under Value Engineering (FAR 52.248-3).

A96. See response to questions Q54-Q65 1.

Q97. 2. In order to use ordinary moment frames, bracing will be required on parts of all exterior walls, and possibly at a couple locations inside the building. Is that acceptable?

A97. See response to questions Q54-Q65 2.

A98. See response to questions Q54-Q65 3.

Q99. 4. Item 1.2.1.3 Framing in the spec section. Design stair enclosure & arctic entry vestibules as part of the Pre- Eng Bldg package. In order to maintain stair way widths as shown, the stairwell section will have to be wider than what is shown. Also requires a frame at both of the longer walls to support the roof structure. Is that acceptable?

Will also impact concrete, as all the required footings are not shown.

A99. See response to questions Q54-Q65 4.

Q100. 5. What is the depth and gauges for the insulated roof panels. Are these SSR mechanically seamed concealed fastener panels, or Panel Rib style with exposed thru fasteners.

A100. See response to questions Q54-Q65 5.

Q101. 6. Please clarify gauges of metal for the insulated wall panels as well.

A101. See response to questions Q54-Q65 6.

Q102. 7. Drawings show girt spacing at 3 foot on center. Certainly not a requirement to meet loading criteria for the building. Normal wall spacing for pre-eng is 5 foot O.C.

A102. See response to questions Q54-Q65 7.

Q103. 8. Specs also indicate 14 gauge girts & purlins on page 20. Is that what we have to hold to? Several members would not have to be that heavy to meet building loading.

A103. See response to questions Q54-Q65 8.

Q104. 9. Who is rsponsible for the design of the 3 small "free standing canopies" that attach via slip flashings to the building. Could easily be done by several fab shops in Fbks. and save lots of $$. Since they are not an integral part of the building structure, do they even require engineering, and if so, by whom?

A104. See response to questions Q54-Q65 9.

A105. See response to questions Q54-Q65 10.

Q106. 11. Pages 20 -21 of the pre-eng specs give numerous gauge minimums to be used. Please be a little more specific as to what product each applies to.

A106. See response to questions Q54-Q65 11.

A107. See response to question Q54-Q65 12.

Q114. Please specify deck gage for composite floor deck and canopies as shown on S1.02, S1.03 and A3.03. We only provide deck that is specified not per packages

A114. Steel deck is to be designed per pre-Engineered building manufacturer.

Q115. 2. a What is the wattage and/or voltage of this heater?

B What is the operating temperature range?

A115. Similar to a previous question in Section 23_52_00.00_10, paragraphs under Section 33_56_10-2.10 should be removed from the contract.

Q116. 3. On drawing D1.02 there appears to be some photo files. Are those photos available?

A116. See amendment 2

Please advice.

A117.

Provide a self-supporting day tank with rupture basin, with capacity as scheduled.

Q118A. I have attached a tower worksheet from another proposed tower supplier. As you will see there is lots of information required that is not provided on the drawings and there is no spec.

A118A. In response to the Valmont sheet; No lighting, climbing provisions, waveguides, or mounts/platforms are required. Tower shall be grounded per sheet E5.03 and spec 26.41.01. Provide conduits and j-boxes and appropriate mounting as noted on E4.01. See response A85 for structural criteria.
