VOLUME I – TECHNICAL PROPOSAL

TAB A UNDERSTANDING OF REQUIREMENT
The Government will evaluate the offeror’s proposed dredging plan to determine if it is consistent with the scope of work required by this RFP, and on the suitability and condition of equipment for dredging. The Government will also evaluate how effectively and completely the plan discusses the following issues:
1) Equipment type, size, capacity, operating condition, and production rates necessary to meet dredging requirements for removal of virgin and shoal materials.
2) Execution strategy describing how each piece of equipment is to be utilized to remove the wide variety of material types ranging from boulders, debris, and other obstructions to shoal material.
3) Utilization of equipment during the performance period under adverse conditions to include extreme tides, ice conditions, periods of heavy shoaling, and current velocities up to 6 knots.
4) Verifying project depths utilizing surveys and corrective measures if high spots are encountered.
5) Gantt chart schedule showing intended work progression including a management plan for avoidable and unavoidable schedule slippages.
TAB B – EXPERIENCE
The Government defines experience as learning by doing. The Government will evaluate the depth and breadth of an offeror’s experience, to include any joint ventures and subcontractors, on the basis of the offeror’s experience or subcontractor team members or where prime and subcontractor worked together as a team on projects that are similar in size, nature, scope, and complexity to the work that will be required under the contract for which offers are solicited by this request for proposal. Examples of relevant experience include, but are not limited to:
1. Projects involving dredging 100,000 cubic yards (CYs), or more, of virgin material consisting of very hard, highly consolidated clays, silts, sands, gravels, and cobbles as well as boulders up to 16 feet in diameter, sunken concrete, wood, steel objects, or sunken vessels.
2. Projects with freezing temperatures, pack ice conditions, extreme tides, wind, and current velocities up to 6 knots.
3. Projects involving dredging of 1,000,000 CY or more of shoaled material during the dredging season with shoaling rates of 3,000 CY to 19,000 CY per day.
4. Projects worked within the last 10 years. Contracts with option years will count as separate contracts for the base and each option year awarded.
5. Projects that require maintaining existing port/harbor operations with busy transport schedules and frequently unpredictable berthing schedules concurrent with dredging operations and other marine contractors working in the area.
TAB C PAST PERFORMANCE
The Government will evaluate past performance of the offeror’s team based on past projects, how current and how relevant the information is, and general trends in performance. The Government reserves the right to look outside the proposals for information concerning the past performance of the offeror. The Government will consider information submitted by the offeror and the offeror’s previous clients, along with any other relevant and reliable information obtained from other sources (including information from Government personnel and databases). Information on significant problems encountered, customer dissatisfaction, and corrective actions taken should be provided. In the event that no record of relevant past performance exists, the offeror’s past performance will be evaluated neither favorably nor unfavorably.
Past performance includes: the company’s record of conforming to contract requirements and standards of good workmanship, the firm’s adherence to contract schedules including the administrative aspects of performance, the firm’s history of reasonable and cooperative behavior and commitment to customer satisfaction on past projects and the firm’s general business-like concern for the interest of the customer.

Your stated goals are realistic in view of actions stated in other portions of the plan. Your proposed percent of goal is reasonable in comparison with prior experience, yet indicates reasonable effort to improve on past experience in terms of dollars, number of SBs, SDBs, WOSBs, HUBZone SBs, Service Disabled Veteran-Owned SB and Veteran-Owned SB firms involved, and movement into area without previous SBs, SDBs, WOSBs, HUBZone SBs, Service Disabled Veteran-Owned SB and Veteran-Owned SB firm involvement. Also, the percentage of the SDB, HBCU, MI goal compares favorably with the percentage of SB goal, consistent with the Government-wide goals of 20 percent to SB with five percent to SDB, or is otherwise explained, and the plan includes a forecast for improvement. (The SB and SDB goals in the subcontracting plan should approximate the ratio between the SB and SDB Government-wide goals.)

In cases where there has been no previous defense contract history, your firm will not be penalized. FAR 19.705-4(d)(1) and (d)(2)(iii), 19.706 and DFARS 219.706).
