About this file

This document contains responses to additional Requests for Information (RFIs) related to Solicitation W91151-24-B-0001 for the Repair of Building 37011. The key details are:

The solicitation requires building envelope testing, but the drawings and specifications do not include details on this requirement. The government provided responses indicating that the testing requirements are in Technical Exhibits I and J. The solicitation also required updated pricing from Dominion Energy and American Water, which the government indicated would be provided in Technical Exhibits G and H. There were several technical clarifications provided, such as the location of a new drawing detail, the requirement for a dedicated Quality Control Manager, and confirmation that 36" x 36" tile is acceptable. The government also confirmed there will not be another site visit, as this is not a rebid. Overall, this document provides supplemental information and responses to contractor questions regarding the technical requirements of the solicitation.

Solicitation: W91151-24-B-0001 Repair Building 37011 Additional RFIs Contractors submitted after Revised Drawings and Government responses from initial RFI questions.

1. Please clarify the “building envelope testing”. The solicitation drawings and specifications do not include an air barrier system nor the testing of the air barrier system. The response to RFI #57 states in the affirmative that “building envelope testing” is required yet revised drawings and specification sections were not included with the amendment (typically 07 05 23 PRESSURE TESTING AN AIR BARRIER SYSTEM FOR AIR TIGHTNESS and 07 27 10.00 10 BUILDING AIR BARRIER SYSTEM).

ANS: See Technical Exhibit I & J.

2. Please provide the updated price from Dominion Energy and American Water. The responses to RFI’s # 40 & 41 states that pricing is to be included with the bids and that “updated pricing for both would be provided prior to bid opening”.

ANS: See Technical Exhibit G & H.

3. A new sheet was added to the Revised Drawings, C-503, but nobody can tell where the detail goes. It references an unpaved channel cross section.

ANS: Details refer to page C-102 for the drainage swale.

4. Also, on C-102 Keynote 9, a vault door is not closing properly, that could mean a lot of things any other information you can publish?

ANS: Ensure vault doors are aligned and close per manufactures specs.

5. I wanted to confirm if there is no power needed at all for the DWH-1 (gas domestic water heater). In the past, we’ve typically had at least a 120V circuit for the igniter and certain valves. However, I didn’t see any indications of this on the current plans. Could you please clarify this for us?

ANS: See revised drawings.

6. Per RFI #60, responds, “yes, follow specifications” to the question: “Do we need a dedicated QCM?” Per the specs, it says, in Section 01 45 01.00 20 part 3.1 states, “The Contractor's contract management team shall be comprised, at a minimum, of a Project Manager, a full-time dedicated Superintendent (IAW 52.236-6, Superintendence by the Contractor), and a Quality Control Manager.” The Specs does not state that we need a full time dedicated QCM. Please clarify if the QCM needs to be dedicated to the job site.

ANS: Yes

7. I was curious to know if there would be another site visit since the project will be rebidding?

ANS: There will not be another site walk this requirement was never bid initially so it is not a rebidding, there was an open period for additional questions based off the initial RFI responses and revised drawings which just caused the initial bid opening date to be shifted.

8. On Sheets S-501, Shows the Truss /Joist Modification, however M-101, Shows Ducts Off-Center, not running beneath the ridge. It seems this modification might not be necessary with the New Duct Layout?

ANS: The mechanical plan is diagrammatic, the contractor shall utilize the joist modification to run new duct. The intention is to have 8’ ceilings.

9. On Sheet A-201, Note GN-7, Building Envelope Shall be Airtight, Insect & Rodent Free. Will Envelope Testing be Required on this Project?

ANS: Yes

10. The lighting legend doesn’t give model numbers, just a type. Type being….2x4 LED lay-in, round recessed Compact LED, Flood Light LED, Exterior LED Wall Pack. There is no indication of what brand, make, model, etc. I don’t have a problem including specific light fixture models in our proposal, to let the customer know what we are providing. I’m just concerned it may not be what they are looking for.

ANS: Must meet or exceed contract drawing requirements.

11. The 24 in. by 24 in. tile you are calling out in the plans for the subjected, does not exist. They only have 18 in. by 36 in. or 36 in. by 36 in. See below. The link is to the patcraft website like RN-4 off A-601 calls out.

ANS: 36” x 36” is acceptable
