PROPOSAL

Contract No. SP0600-08-C-8250 – Fort Hood, TX

Building 41003 Conversion to HQ Water and Sanitary Sewer Services

Date: August 26, 2022

Proposed Project Delivery is:

Engineering Study/ Evaluation Design Only

Design-Build Design-Bid-Build Construction

PURPOSE OF PROJECT

The purpose of this project is to provide water and sewer utilities to serve the proposed conversion of Building 41003 to a Headquarters building.

PROJECT BACKGROUND

The Government plans to renovate existing building 41003, formally a dining facility (DFAC), into a headquarters building. The existing building has been standing vacant for an extended period of time, about 10 years. Water and sewer services previously serving the building are no longer viable and have been previously cut and capped.

Proposed water service includes installation of approximately 80 LF 2” PVC domestic water service connected to an existing 8” waterline on Old Ironsides, RPZ, and meter. Proposed sewer service includes installation of approximately 825 LF 6” PVC sewer service installed at a 2% grade southward from the building to the existing parking area, then eastward connected to the existing 10” sewer main south of Building 41018. Replacement of an existing brick manhole at the connection location and installation of twelve single cleanouts along the sewer service line installed every 75’ and a double cleanout installed at the POD are also included. Proposed improvements will be installed to meet AW standards.

A relatively large barracks project, which is currently in the charrette stage, is to be constructed on the same site to the east of Building 41003 which will require general upgrade of water and sewer services. After discussion with DPW the subject project is imminent while the barracks project may be several years in the future. Consequently, we are required to treat this as a standalone project, ignoring the needs of future upgrades. We have been asked, however, to select an alignment for this project that will attempt to avoid future barracks building(s), as depicted in three potential barrack site layouts dated May 2022. Exhibit A Rev A, attached, the subject of this proposal accommodates that request as can best be discerned from available information.

Building 41003 Conversion to HQ - Water and Sanitary Sewer Services August 26, 2022

SCOPE OF WORK

Project Scope of Work includes:

Engineering and Surveying Services and As-Builts

Engineering and surveying services will be provided to produce complete construction plans along with any traffic control plans (TCP) and storm water pollution prevention plans (SWPPP) as may be necessary for the project. Plans will be completed in stages at 30%, 60%, and 100% and issued to the Fort Hood Installation Project Review Board (IPRB) for review and comment. During construction, an accurate record of the locations and depths of the new water and sewer lines as well as other existing features that may be encountered during construction will be documented. These locations will be located using GPS coordinates, will be added to the base GIS system and the construction plans will be updated and marked as Record Drawings (often referred to as as-builts).

Areas with asphalt paving will be restored with 3-inch-thick asphalt, and grass areas will be restored with topsoil and grass coverage per Fort Hood Open Ended Paving Specifications. All site restoration associated with the building renovation work will be by others.

2. All safety will comply with current OSHA and AW regulations.

3. Density testing will be performed every 300 feet in 6-inch lifts in non-paved areas and every 100 feet in paved areas to meet Fort Hood Open Ended Pavement (OEP) Specifications.
