About this file
This document contains responses to questions regarding a federal solicitation for repair drainage work at Building 92064 on Fort Hood, Texas. The solicitation seeks a contractor to construct a 100-foot long concrete drainage channel connecting to an existing vegetated swale. Key project details include requirements for toe walls, sod placement, and concrete strengths. The responses clarify location of underground utilities that must be identified prior to excavation via permit from the DPW Environmental Division. Traffic control is not required but a job safety plan must be submitted. Access to the site may be restricted at times depending on installation mission activities.
The related federal contract opportunity is a multiple award IDIQ for paving construction services across Fort Hood, Texas, with an estimated value between $100-250 million. Project LRC920471P Repair Drainage Building 92064 (Seed Project)
1. What is the depth of the Electrical Lines that run from the Power Pole to the Main Switch up close to the building? We do not want to remove and relocate.
Up to date the depth of existing electric line is unknown. Therefore prior to excavation, the contractor shall submit land excavation & water use permit “Dig Permit” to DPW Environmental Division to find approx. location & depth of electric lines.
2. Is a toe down finish required at the end of the channel next to the fence?
Yes, refer to revised drawing sheets number CI-102 and C-501, detail 1 respectively.
3. What type of finish is required at the start of the channel (open or do you want a possible toe down to prevent erosion.
Toe Down, refer to revised drawing sheets number CI-102 and C-501 detail 1 respectively.
4. At the site visit we observed a metal plate north of the power pole. Is this a utility of some type possibly at septic tank clean out. If so, how deep is this septic tank.
That is not a septic tank. It is a junction box 2 x 2 feet, to remain. Please refer to drawing sheet CI-101 and C-502 for isolation joint details 1, 2, 3. A new galvanized steel cover is required. Please refer to keynote 2 on CI-101.
5. The plan sheet CE-101 shows a 2” gas line does this line run under the channel if so, how deep. Is it acceptable to pour concrete over a gas line?
Normally the depth of gas lines is 30”. However, up to date depth of existing electric line are unknown, therefore prior to excavation the contractor shall submit land excavation & water use permit “Dig Permit” to DPW Environmental Division to find approx. location & depth of gas lines. Any required protection will be evaluated if the line is discovered with less cover than required.
6. Is a traffic control plan required for this project?
Traffic control plan is not needed for this project, but contractor should provide a Job Safety Control Measures Plan for review and approval.
7. There are electrical lines running across the proposed concrete channel. Is it known if they are deep enough to work over it?
Up to date depth of existing electric lines are unknown therefore prior to excavation the contractor shall submit land excavation & water use permit “Dig Permit” to DPW Environmental Division to find approx. location & depth of electric lines.
8. Detail 1 Sheet C-501 shows a 6” layer of 6” Crushed Stone. Is this a clean washed crushed stone or a flexible base?
Contractor should install Flexible base per line item 205. Please see revised drawing sheet C-501 detail 1.
9. Sheet G-002 Note 19 shows different concrete strengths for parking pavement, curbs and gutters and sidewalks. What is the strength required for a concrete channel?
The strength required for a concrete channel (flume) is of 3500 psi @28 days. Please see revised drawing sheet G-002 Note 19
10. Do you want a toe wall on the upstream and downstream end of the channel?
Yes, please refer to revised drawing sheets CI-102 and C-501, detail 1 and 3.
11. There is a wooden power pole close to the fence. Will this be in the channel?
Yes, the wooden power pole will be in the channel. Please refer to keynote 1 on drawing sheet CI-101 and revised drawing sheet C-502, detail 1, 2 and 4.
12. Detail 1 on Sheet C-501 shows New Sod Grass. How far out from the edge is sod required to be placed?
New sod grass should be place max of 5’-0” from edge. Please refer to revised drawing sheet CI-102 and C-501 detail 1.
13. is this site accessible all the time or will we be required to leave or not enter the site if they are loading and unloading ammo?
DPW COR will coordinate with end user for full access during normal hours from 7am to 4pm. However, access to this area might change based on installation missions’ requirements. To work other than normal working hours the contractor should request authorization to the contracting officer (KO).
14. Does the concrete channel stop at inside edge of the fence?
Yes. Please refer to keynote 3 on CI-101.
15. Seed project – Sheet CI-101. The drawings are somewhat unclear on exactly is what is being constructed. Is the intent to construct a 100 ft x 13 ft flume that ties in midway up an existing vegetated swale? The linework and lack of hatching makes it somewhat ambiguous.
The intent is to construct a 100ft long flume by 13ft max drainage easement width. Please refer to revised drawing sheet CI-102 and C-501 for detail of concrete channel (flume) to be constructed.
