Evaluation Commercial Items
Basis for Award and Evaluation Criteria
A. Basis for Award
1. This is a Performance Price Tradeoff (PPTO) best value continuum source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). All proposals will be evaluated for technical acceptability. Those proposals determined to be technically acceptable will be evaluated for Past Performance and Price. The final decision will be based on an overall tradeoff between Past Performance and Price, or a PPTO. Pursuant to FAR 15.101-1 Tradeoff Process, the Past Performance Factor is significantly more important than the Technical Factor; and these non-price factors (Past Performance and Technical) when combined are significantly more important than Price Factor.
Therefore, the Government reserves the right to award to other than the lowest proposed price. The
Government may select for award that offer in which the total evaluated price is not necessarily the lowest, but whose overall response is deemed sufficiently more advantageous to the Government so as to justify the payment of a higher price. Conversely, the Government may select for award the offeror whose total evaluated price is the lowest, when other responses are not sufficiently more advantageous so as to justify the payment of a higher price. Within the Past Performance Factor, all subfactors are of equal importance.
Within the Technical Factor, all subfactors are of equal importance. If any of the subfactors within the Technical Factor receives an unacceptable rating, the Technical Factor will be rated unacceptable overall and the Offeror's proposal will not be considered for award.
2. The Government anticipates adequate price competition for this solicitation and will evaluate proposals in accordance with FAR 15.404 – Proposal Analysis, and instructions in FAR Clause 52.212-1 (Instructions to Offerors – Commercial Items) and the addendum to FAR 52.212-1. With the exception of past performance, tradeoffs between cost/price and other non-cost/price factors will not be permitted.
Unreasonably high or unbalanced, inaccurate or incomplete price proposals, may be the grounds for eliminating a proposal from competition. An analysis of the proposals will ensure the final agreed-to price is fair and reasonable.
3. Award for All of the Work. The Government intends to award a single contract as a result of this solicitation. Offers received for less than the stated number of items listed in the SF 1449 may be considered ineligible for award. The Government intends to evaluate proposals and award a contract without discussions with Offerors in accordance with FAR 52.215-1—Instruction to Offerors – Competitive Acquisition and Addendum to FAR 52.212-1 – Instruction to Offerors – Commercial Items.
Therefore, the Offeror’s initial proposal must contain the Offeror’s best terms with regard to past performance, technical capability or price. The Government may consider conducting limited exchanges if required in accordance with FAR 15.306 - Exchanges with Offerors after Receipt of Proposals. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In the event that discussions are held, a competitive range determination will be made.
B. Evaluation Criteria
Evaluation criteria consist of factors and subfactors. Proposals will be evaluated under three (3) evaluation factors:
Past Performance, Technical, and Price. The Offeror’s proposal will be evaluated for best value Performance Price Tradeoff (PPTO). The inclusion of hyperlinks are prohibited with proposal submission.

The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation. The past performance data shall be evaluated based on the demonstration of a successful history of past contract performance.
