About this file
This document is a Data Item Description template for a Task Implementation Plan. It provides instructions for contractors to submit a TIP consisting of a cover letter, technical approach in a format such as PowerPoint slides, and cost attachments identified by the TAR number and title. The technical approach must describe the proposed methodology and plans to accomplish the requirement, including milestones, staffing, potential problems and solutions, and actions requiring government action. It must also address property administration, safety and security measures, maintenance of government furnished property, communications capabilities, data collection and management, physical and communications security, instrumentation development, and logistics support. The estimate of required resources must include direct and overtime labor costs by position, overhead rates, and non-labor costs for travel, commercial supplies, subcontracts, government supplies, equipment maintenance, insurance, and other factors. It must also identify required resources currently unavailable and their estimated costs. The total cost estimate is required.
The related federal contract opportunity is a pre-solicitation for Base and Test Support Services with the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood. Services include administrative, field test, data collection, database management, data entry, and technical support to operational test missions, including test site preparation and maintenance, supply and use of government furnished property, vehicle and generator maintenance and dispatch, provision of data tools and test support tools, and operation of government instrumentation. The contractor must also perform supply actions in support of testing.
