The related federal contract opportunity is a pre-solicitation for base and test support services under solicitation number W91151-19-R-0003, previously numbered W91151-18-R-0107. The contractor will provide administrative, field test, data collection, database management, data entry, and technical support to operational tests, including preparation and maintenance of test sites and use of Government Furnished Property. Additional requirements include maintenance and operation of test support vehicles and generators, use of Government-provided instrumentation, and supply actions in support of testing. 3. DESCRIPTION/PURPOSE
To provide a written description of how the contractor intends to accomplish an assigned tasking, the dollar amount, and what resources are required.

This Task implementation Plan (TIP) is the contractorôs plan for executing tasks described in the Task Authorization Request (TAR), along with an estimate of the resources (e.g., labor, hours, logistics, government furnished property, funding) required to accomplish the work. Before the contractor can provide services under a TAR, the Contracting Officer must approve the associated TIP.

10. PREPARATION INSTRUCTIONS
10.1 The contractor shall provide one of the following TIP formats: an oral TIP, or an Immediate Resource Requirement (IRR).
10.2 The TIP shall be submitted to the Government (COR) as one document consisting of a cover letter, technical approach) (e.g., Power Point Slides – see attach format) and costing attachments, identified by the TAR number and title. The contractor shall also identify the POC or TSC Lead responsible for accomplishing the task, with telephone number.
a. The TIP combines streamlined procedures (technical approach) with thorough coverage of essential tasks and resources with estimated costs.
b. An IRR does not include slides: it consists of a formal letter detailing the need for immediate support pending development of a TIP and the
IRR cost. This format should only be used to request immediate support for a new TAR.
10.3 How to accomplish the requirement (TIP)
a. Technical Approach:
(1) Describe the proposed methodology, procedures, and plans to accomplish the requirement.
(2) List the milestone and delivery schedule.
(3) Staffing.
(4) List potential problems and recommended solutions.
(5) List actions or situations requiring Government action.
(6) List exceptions to the Government requirement.
(7) Estimated Cost Summary.

Distribution Statement A: Approved for public release; distribution is unlimited.
The public reporting burden for this collection of information is estimated to average 110 hours per response, including the time for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information. Send comments regarding this burden estimate or any other aspect of this collection of information, including suggestions for reducing the burden, to Department of Defense, Washington Headquarters Services, Directorate for Information Operations and Reports (0704-0188), 1215 Jefferson Davis Highway, Suite 1204, Arlington, VA 22202-4302. (2) Safety and security (including computer viruses) measures.
(3) Maintenance of GFP and post test repair of equipment and instrumentation to operational status.
(4) Communications capabilities and procedures.
(5) Data collection and data management.
(6) Physical and COMSEC security measures.
(7) Instrumentation development.
(8) Logistics and instrumentation support
10.4. Estimate of Required Resources.
a. Labor Requirement and Costs Shows the labor requirements by job position and man hours to the nearest man-hour, the hourly burdened rate and the total cost of each position.
Provide subtotals for man-hour and costs.
(1) Direct Labor.
(2) Overtime.
(3) Overhead, fringe, G&A, Fixed Fee
b. Non-Labor Requirements and Costs. Show all requirements, their costs and subtotals for the following:
(4) Travel.
(5) Commercial supplies, materials and shipping.
(6) Subcontracts. List all subcontracting efforts and suggested sources of supply.
(7) GSA, MILSTRIP, GBL, and POL supplies and materials.
(8) DOL maintenance.
(9) Insurance, fees and other cost factors as required.
c. ITR items will be broken into two sections: Government purchased and TSC purchased.
