i. Offerors are required to submit a completed SF33 (including acknowledgment of Amendments), Section B, and Section K. All final monetary extensions shall be in whole dollars and two decimal places, only.

Capability subfactors defined in Section M, Evaluation Factors for Award. The proposal shall not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Statements that the Offeror understands, can, or will comply with the Performance Work Statement (including referenced publications, technical data, etc.); statements paraphrasing the Performance
Work Statement or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable.
Offerors shall assume that the Government has no prior knowledge of their facilities and expertise, and will base its evaluation on the information presented in the Offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
ii. The Mission Capability Volume shall, at a minimum, be prepared in a form consistent with the Performance Work Statement (PWS) and the evaluation criteria for award set forth in Section M of this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor’s technical competence and ability to comply with the contract task requirements specified in the PWS. The Offeror shall address as specifically as possible the actual methodology that would be used for accomplishing the PWS tasks. The Mission
Capability volume shall be organized according to the following general outline:

(5) Safety Plan. The Offeror shall provide the plan to establish safety measures necessary to support range operations on a daily basis, and the effectiveness of its approach to risk identification and mitigation. The Offeror’s management approach to safety, in particular how management and employees collaborate proactively to prevent injuries, and by focusing on hazard prevention and control, and training will also be assessed.
(6) Property Management System Plan. The Offeror shall provide the plan to establish an acceptable Property Management System. The plan shall describe how Government

(2) A narrative describing QC inspection documentation and the Offeror’s proposed method of reporting the QC results to the Government including a sample QC report that includes metric results and corrective actions. The Offeror shall provide examples of successes and problems encountered, mitigation plans and results/resolution.
c. Volume III – Past Performance
i. The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation and as defined in Section M.
Past Performance information described herein is required on the Offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform. In addition, the Offeror shall detail the percentage work performed by each subcontractor or partner based on the total proposed cost/price. The
Offeror shall submit, along with the information required in this paragraph, a consent letter (see Attachment 1), executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the Offeror so the Offeror can respond to such information. For each identified effort for a commercial customer, the Offeror shall also submit a client authorization letter, authorizing release to the
Government of requested information on the Offeror's performance.
ii. The Offeror shall include documentation regarding their recent and relevant past performance as it directly relates to the work being procured under this solicitation. The Offeror SHALL NOT go back any farther than three
(3) years, from the issue date of this RFP, for the submitted data. The past performance data shall document a successful history of past contract performance. This volume has no page limitation. Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to
NAICS code 561210) required by the RFP. Data concerning the Offeror shall be provided first, followed by each proposed major subcontractor, teaming partners, and/or joint venture partners in alphabetical order.
iii. In conducting the Past Performance evaluation, the
Government reserves the right to use both the information provided in the
Offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by Offerors in their proposals may be used by the Government to evaluate Offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Offerors. Proposals that do not contain the information requested by this paragraph will not be considered. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received.
iv. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance
(see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
v. Submission Requirements. The Offeror shall submit a Past
Performance Volume containing the following:
(1) Table of Contents
(2) Summary Page - describing the role of the Offeror and each subcontractor, teaming partner, and /or joint venture partner. The submission shall consist of a matrix that indicates functional areas, performance periods, and customers, with a brief description of the work performed, sufficient to demonstrate a clear understanding of the mission, and major PWS functional areas. The intent of this element is not to provide a technical discussion of each functional area of the contract, but rather to demonstrate the Offeror’s experience in each functional area of the PWS through a quantitative assessment of current and previous work performed.
(3) Consent Letters - Attachment 1, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the Offeror can respond to such information.
(4) Client Authorization Letters - for each identified effort for a commercial customer authorizing release to the Government of requested information on the Offeror’s performance.
(5) Organization Structure Change History - Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
(6) Specific Relevant Contracts Format - Attachment 2 is limited to 3 pages per reference. The
Offeror shall provide documentation outlining the Offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate.
vi. Past Performance Questionnaire - Attachment 3 is for the contracts identified on each Specific Relevant Contract Reference. The Offeror shall forward a copy of the Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts. The points of contact shall return the questionnaires directly to the KO at pamilla.a.lazare.civ@mail.mil and CS at mary.a.chamberlin4.civ@mail.mil prior to the date and time specified in Block 9, Central Daylight Time
(CDT), Section A of the Solicitation Form ( SF33). Any questionnaires not returned directly to the KO and CS will not be reviewed and evaluated. The information contained in the questionnaires will be used to evaluate the
Offeror’s past performance. New entities that have no past performance shall mailto:pamilla.a.lazare.civ@mail.mil mailto:mary.a.chamberlin4.civ@mail.mil annotate on the Summary Page that they have had no previous clients and that questionnaires cannot be provided.
d. Volume IV – Cost/Price
i. General. The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price. Cost analysis shall be examined to determine cost realism. All Excel formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Excel workbooks shall not contain hidden spreadsheets, columns or rows. Offerors shall not submit PDF or flat files. A flat file is one without formulas or is protected in such a way to preclude proper evaluation. Failure to comply with these formatting requirements will result in rejection of the proposal. Offerors’ submittals shall be free of viruses, Trojans, spyware, and other malicious code for which appropriate detection and removal/quarantine software exists.
ii. Submission Requirements. The Offeror shall submit a
Cost/Price Volume containing the following:
(1) The Offeror’s response shall consist of a cost/price proposal corresponding to the CLINs. The
Cost/Price proposal for all the CLINs contained in Schedule B shall contain two Sections: the
Cost/Price Narrative Section and the Cost/Price Proposal Section, Attachment 4. Cost
Narrative portion shall be provided in MS Word or compatible format, with a Table of
Contents. The cost narrative shall provide the basis of estimate for all major elements of cost proposed. The Cost Narrative Section shall contain all the narrative explanations used in deriving calculated costs (including appropriate references to individual spreadsheets as they appertain). These narratives shall clearly explain the methodologies, calculations, exceptions, and assumptions used in developing each cost element. In the Cost/Price Proposal Section, offerors shall show the linkage between the direct labor rates used to propose against the Firm
Fixed Price (FFP) portion when submitting the cost for the Cost CLINs (0002, 0003, and subsequent option periods).
(2) The direct labor rates, including hazardous pay differential, proposed will be utilized in the creation of the Direct Labor Rate Table (DLRT) that will be incorporated into the resulting contract. The awardee will not be allowed to invoice at rates above those included in the
DLRT. If it becomes necessary for the awardee to incur costs for labor categories not included in the DLRT or at rates higher than those included on the DLRT during performance of the contract, the awardee will have to first obtain the Contracting Officer’s approval through a revision to the DLRT via modification to the contract. The DLRT will be revised, as necessary, when non-exempt rates are adjusted via the incorporation of revised Area Wage
Determinations.
(3) In the Cost/Price Narrative Section, provide an explanation of the method of cost build-up, including the basis used in applying rates and factors. The source of rates and factors shall be identified. The indirect rates proposed shall reflect the Offeror’s actual cost accounting practices and indirect rate structure. In the event that a Forward Pricing Rate Agreement is not in effect for the Prime, or any subcontractor, the proposal(s) shall include the following information as applicable: Fringe rates, Labor Overhead rates, and all applicable Other
Indirect rates and factors (including General and Administrative ‘G&A’ rate). All indirect rates and factors shall be supported by calculations. The components of the calculations shall be broken down into the individual elements that comprise them. These elements shall be fully explained, including how the amounts were computed both in text and figures. The details of each individual cost pool and base shall be provided. In addition, any services that are provided to the contract through G&A shall be listed and explained (the base of allocation shall be explained). If the Offeror is in a teaming arrangement, then the calculation details and assumptions leading to all subcontractor’s rates shall be identified. In the event that portions of the requirement are proposed to be satisfied by subcontractors, the prime’s proposal shall provide pass-through methodology and limitations. The prime contractor is responsible to enter its subcontractor pricing. If a subcontractor does not want to reveal proprietary information to the prime Offeror, the Government will accept a direct submission of the pricing spreadsheets from the subcontractor in order to protect its proprietary information. Such direct submission shall include the same information as specified above, in the same format and media, and shall exactly align with the prime contractor’s proposal. The submission shall identify the prime contractor on the cover sheet. Prime contractors are responsible for conducting price analyses to establish reasonableness of proposed subcontractors’ prices, and to include the results of these analyses in the pricing narrative. It is also the responsibility of prime contractors to ensure their subcontractor (s) pricing proposal is submitted by the closing date/time. Proposals received that do not contain complete pricing for both the prime and all subcontractor(s) will not be considered for award.
(4) The Cost/Price Proposal Section - Attachment 4 shall be submitted or other similar comprehensive formats which include the similar information as referenced in Attachment 4.
Although formulas are provided in the attachment, it is the Offeror’s responsibility to ensure the formulas are correct. All offerors, to include the incumbent, shall propose phase-in costs commensurate with the PWS requirements. If no phase-in costs are proposed, the proposal will not be considered. All offerors, to include the incumbent, shall propose phase out costs.
Individual spreadsheets shall be completed for each option year. All final monetary extensions shall be in whole dollars and two decimal places only. Offeror's shall identify each skill category proposed as exempt or non-exempt. Profit is allowed on the FFP labor CLINs.
Fixed fee is allowed on the Cost labor CLINs. The Government provided figure for Materials and Supply shall be used plus the offerors shall apply any proposed and agreed to material handling rate. No G&A, profit, or other overheads shall be applied to
Materials/Supplies/Equipment - CAP dollars. The offeror shall submit its workers’ compensation certificate and SUTA certificate to support its proposal. Offerors shall not provide unbalanced pricing which may increase performance risk and have unreasonably high prices.
(5) As part of its proposal, the Offeror will provide the estimated total cost (if any) incurred to comply with the enterprise Contractor Manpower Reporting Application (eCMRA) requirement. Offeror will determine, in the Schedule, CLIN(s) 0006, 1006, 2006, 3006, and
4006, to price or not-separately-price the CMRA requirement. CLIN(s) 0006, 1006, 2006, 3006, and 4006 shall be the CLIN(s) under which the Contractor shall bill for all costs associated with the eCMRA requirement.
