A two hour mandatory shut-down period at dawn and a two hour mandatory shut-down period before dusk is provided each day for down range activities.
Tasks requiring more time down range shall be coordinated with and approved by Range Operations. The Contractor shall operate and/or support 230 training ranges, facilities and areas, covering an estimated 196,797 acres (Refer to Technical Exhibit [TE] G, Detailed Range Listing and Workload, and TE O, Detailed Range Maps). The Contractor shall operate and support Automated Multi-Use Ranges (MUR), Automated Small Arms Ranges, Underground Training Facilities (UTF), Non-automated Ranges, Training Areas, and Scaled Ranges. The Contractor shall provide logistical support and range repairs for the Instrumented Ranges at Fort Hood, TX. The Contractor shall provide support for equipment tests, range overhaul, and upgrades as well as incorporate new ranges and range technologies as they evolve over the life of the contract.

1.1.1 The Contractor shall provide resources and management necessary to perform tasks associated with range operations, maintenance and repair and Supply and Support Services at Fort Hood, Texas. The major functional areas of work to be performed under this (PWS) are (specific details of tasks are found in PWS para 5):
● Range Operations
Automated MUR (Contractor Operated) Automated Small Arms Ranges (Contractor Operated) Non-Automated Ranges (Contractor Supported) Instrumented Ranges (Contractor Supported) Scaled Ranges (Contractor Operated) UTF (Contractor Operated) Training Areas (Contractor Maintained) Seasonal Requirements Special Projects

1.2 Background. FH Range Operations offers a variety of training facilities; Automated MUR, Automated Small Arms Ranges, Non-Automated Ranges, UTF, Training Areas, Scaled and Instrumented Ranges. The ranges, for the purposes of this contract, fall into three categories; Contractor Operated, Contractor Supported and Contractor Maintained. Contractor Operated ranges are those ranges which are manned, maintained and operated by Contractor personnel. Contractor Supported ranges are those ranges which are manned and operated by the training unit but are assisted by Contractor personnel in setup and repair during training events. Contractor maintained ranges are those ranges which are manned, operated and setup by unit training personnel and only maintained by contract personnel between training events. These ranges support a wide variety of training exercises that can include small arms, Bradley, Tank, Howitzer, Aviation, and a variety of other weapon systems. Automated targets range from stationary pop-up infantry and vehicle targets to rail mounted moving targets that simulate enemy fire and/or being destroyed by igniting pyrotechnics. Contractor Operated Automated MUR are the most labor intensive range type due to the geographical distribution, number of automated ranges, complexity of equipment and staffing requirements. The number, complexity, and configuration of the ranges may increase or decrease as future training requirements dictate and as range modifications and updates are implemented. Mandatory shutdown, a period of two hours twice a day when all ranges cease fire at dawn and dusk, is the time when most of the maintenance and target scenario set-up is done for the planned day and night training events.
1.3 Objectives. The objective is for the Contractor to provide materials, maintenance, equipment, personnel, and training required to support scheduled range training service support requirements for the Fort Hood Military Installation.
1.4 Personnel.
1.4.1 The Contractor shall provide experienced personnel to perform the required services. Contractor employees shall be trained, qualified, certified, and licensed under the requirements specified in individual parts of the PWS prior to starting work. The Contractor shall maintain records, and make them available to the Contracting Officer (KO) upon request, of training qualifications, certifications, and licenses. The Contractor shall ensure that the employees remain fully qualified during performance of this contract. The Contractor shall employ only persons able to speak, read, write, and understand English without the use of an interpreter.
1.4.2 The KO will, and the Contractor shall, ensure services to be delivered are non-personal services and both parties recognize that no employer-employee relationships exist between the Government and the Contractor and/or between the Government and the Contractor’s employees. Contractor personnel performing under this contract shall not be placed in a position where they are under the supervision, direction, or evaluation of a Government employee or direct Government employee actions.
1.4.3 Contractor employees shall be well groomed, neat in appearance and dressed appropriately for the work to be done and be easily identified. This shall be accomplished by wearing Contractor provided badges that contain a personal picture, full name of employee, professional title, and Contractor's name. Contractor employees shall not wear military uniforms or pieces of uniforms.
1.4.4 The Contractor shall comply with all applicable Local, State and Federal laws as well as the rules and regulations included in Section 6 of the PWS.
1.4.5 Contractor personnel shall obtain a pass for access to Fort Hood in accordance with instructions obtained from the KO.
1.4.6 Common Access Cards (CAC). All Contractor employees requiring computer access to the Fort Hood Local Area Network (LAN) shall be required to obtain a CAC through the Contractor Verification System (CVS). All Contractor employees requiring a CAC shall have at least a National Agency Check trustworthy investigation submitted through the Office of Personnel Management. Industrial/Company background investigations are unacceptable to receive a CAC or to have access to the LAN. The Contractor shall submit a Standard Form (SF) 85P (Questionnaire for Public Trust Positions) and a FH Form 7033 (Investigation Questionnaire Permission Request) to the Garrison Security Office. The Government will be responsible for all costs for this process after receipt of the SF 85P and FH Form 7033. The Contractor, when notified of an unfavorable determination by the Government, shall withdraw the employee from consideration for working under this contract. The Contractor shall be able to obtain Automated Data Processing (ADP) Level III access for submission of purchase requests in General Fund Enterprise Business System (GFEBS) to perform some of the tasks required in this PWS.
1.4.6.1 For Contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-Contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/Army Regulation [AR] 190-13), applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by the KO).
1.4.7 The Contractor shall provide quality control, supervisory, administrative and direct labor personnel to accomplish all work required in this PWS. The Contractor shall not hire any person whose employment would result in a conflict of interest under applicable laws and Government regulations. Personnel employed to provide the services described herein shall be qualified, certified, licensed, and competent in the performance of such services. Contractor personnel shall be on duty at Fort Hood during the hours of operation of each major functional area presented in Section 5.
1.4.8 The Contractor shall identify in writing to the KO a personnel listing of all shift leaders and supervisors. The listing shall include the complete name, position, and duty phone number of each of these employees. This list is due within five (5) days after contract award and within 24 hours of any change.

This check will include police records, driving record, and credit history. The list provided to the KO in accordance with (IAW) TE P, Reports, Personnel Roster tab, will be utilized by Government personnel to accomplish the records check. The KO retains the right to exclude any Contractor employee from performance of duties under this contract if his/her records check reveals sufficient information to consider that employee constitutes a security risk. The exclusion of an employee for security reasons will not relieve the Contractor from performance of the services required under this contract.
1.4.11 Government rules, regulations, laws, directives, policy letters and requirements currently in effect (and those which are issued during the contract term relating to law and order, administration and security on the installation) will be applicable to all Contractor employees or representatives who enter the installation or who travel in Government vehicles. Violation of such rules, regulations, laws, directives, policy letters, or requirements will be grounds for removal (permanent or temporary as the KO determines) from the work site.
1.5 Special Qualifications/Certifications.
1.5.1 Welders. All operators of welding equipment shall be properly licensed or certified IAW Certified Welding Technologies Inc., National Certification and Testing requirements.
1.5.2 Tower Operators. Tower operators shall be certified by the Contractor for both Small Arms and Multi-use range towers. The program shall address training, certification standards, testing and credentialing.
The program shall address the differences between small arms towers and multi-use towers. This certification program shall be reviewed at least annually and updated as required throughout the period of performance of the contract. Any changes to the program shall be submitted to the KO in writing, for approval five (5) business days before the change takes effect. The QASP is an internal document that defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable performance level. Each service rendered under this contract is subject to Government surveillance during and after completion of the service. The Government's Quality Assurance Program is not a substitute for the Contractor’s QCP. The Government reserves the right to inspect any area and/or building at any time.
