SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0006
Question #67: During the Pre-proposal conference the Government presented slides. Question:
Will the Government please provide those slides?
Government Response #67: The slides were published on August 5, 2016, Amendment 0004, Attachment 05, Government Response #2.
Question #68: Section L, paragraph (3., a., iii.) states “The submission shall consist of a matrix that indicates functional areas, performance periods, and customers, with a brief description of the work performed, sufficient to demonstrate a clear understanding of the mission, and major PWS functional areas.” Question: Is the Matrix required to be inclusive of all functional areas (all subparagraphs of the PWS) to determine the contractors understanding of …”and major functional areas”, or is the required matrix inclusive of only the “Major Functional Areas”?
Government Response #68: In accordance with Section L.1 Proposal Preparation Instructions, C. Proposal Preparation Instructions, 3. Proposal Content, c. Volume III – Past Performance, v.
Submission Requirements, (2) Summary Page, the matrix shall indicate major functional areas from current and previous work performed.
Question #69: The RFP fluctuates between the terms “Functional Areas, and “Major Functional Areas”. Question: Can the Government clarify the “level” of PWS or specific requirements that are the “Major Functional Areas” that will be evaluated per Section M (Subfactor 1 – Technical Capability)?
Government Response #69: Functional areas are addressed under Management Approach instead of Technical Capability. Major functional areas are identified at Section 1.1.1 of the PWS. The two phrases, taken in context of the sentences in which they appear, are clear.
Question #70: Section L, Volume II, Subfactor (2) – Management approach – States that, “The Offeror shall provide manpower matrices showing the total overall manning for the proposed organization structure by labor category and Wage Determination code, if applicable, following the Government Baseline Staffing found in Technical Exhibit U. Any deviation from the Baseline Staffing shall be explained to show how the approach ensures successful performance.”
Question – In comparison of the Government provided workload data TE A through K (74.8 FTE) and TE U baseline staffing (160 FTE) there is a difference of 85.2 Full Time Equivalent (FTE). Please provide clarification.
Government Response #70: The Government provided as much workload data in TE B through K and N (TE A is the WD and does not include any workload data) while safeguarding and protecting proprietary information. The Government has a requirement for the leadership, management and/or customer service positions. Development of a specific workload for these positions would likely be too high or too low. The Government’s workload requirement is reflected in the baseline staffing in TE U and is not provided separately in any other TE.
Question #71: PWS paragraph 1.19.8.1 states, “When ranges are cancelled prior to the set-up day, the assigned task shall be considered cancelled in its entirety and all associated labor approved for that range shall no longer be valid. When ranges are cancelled on setup day or any day thereafter, Contractor shall discontinue the assigned task no later than four hours after notification from Range Operations of the cancellation and the approved labor for subsequent shifts shall no longer be valid. The Contractor shall not, at any time, bill the Government for labor that is no longer valid.” Question – Since CLIN 0001 is FFP and for the non-personal Range Operations Support Services what is the Government’s intention in the implementation of this paragraph and paragraphs 1.19.8.2-3?
Government Response #71: The PWS section 1.19.8.1 applies to CLIN 0002 not CLIN 0001.
Each range requires additional resources which are in accordance with (IAW) TE G – Detailed Range Listing and Workload. The additional resources are required monthly IAW PWS section
5.1.3. If, subsequent to that request, a Range is cancelled, then the additional resources are also cancelled and the Contractor may not bill the Government for those additional resources.
Question #72: PWS paragraph 5.1.12 Special Projects states there are, “Special Projects, already in the scope of this contract…”
Question #72a - Please provide clarification as to the specific tasks and frequency of these special projects.
Government Response #72a: There is not a specific task list for special projects. PWS section
5.1.12 is intended to recognize and address the fact that there may be a need to perform some tasks that will require additional manpower. . . The allocation for special projects is included in the 130,543 hours annotated on TE U – Baseline Staffing, Line #55. The breakdown for that line is the 120,502 hours from TE G – Detailed Range Listing and Workload and 10,041 for special projects. Special projects, by their nature, are rare. The only routine time special projects labor is used is the latter half of December when the contractor, in accordance with the PWS section 5.1.12, may request labor to accomplish some tasks that the Contractor was not able to complete during the year, normally due to high operational tempo of the ranges making them unavailable.
Special projects are not limited to the latter half of December and may be required during other months in the year.
Question #72b – Who makes the determination as to what is a normal FFP in-scope project or a CPFF Special Project?
Government Response #72b: The Contracting Officer determines what is in scope of an FFP or CPFF special project, in accordance with PWS section 5.1.3.
Question #73: PWS paragraph 5.2.1.4 states’ “The Contractor shall provide ground maintenance and facilities maintenance to selected training facilities…” Question – How is the contractor to provide pricing for “selected” tasks that are not defined in the PWS?
Government Response #73: The Contractor shall provide ground maintenance and facilities to selected training facilities NOT selected tasks. The “selected training facilities” are listed in TE V - Government Property, the Government Facilities tab.
Question #74: PWS paragraph 1.9, Hours of operation states, “The CIP and the Battery Shop shall provide service after hours and weekends as requested by the KO.” Question – How far in advance will the Government provide notification to provide service after hours and weekends?
Government Response #74: The Government will provide a 4-hour notification for after hours operation and a 24-hour notification for weekends. PWS section 1.9, Hours of Operations, last sentence has been updated to read “The Government will provide notification 4 hours in advance for after hours and 24 hours in advance for weekends.”
Question #75: PWS paragraph 1.16 states that, “For training required by the DoD and/or its subordinate agencies by regulation or policy and provided by the Government, the Contractor shall reimburse the Government for the training. Question - What are the specific costs associated with this training?
Government Response #75: Training required by the DOD and/or its subordinate agencies is not a requirement at this time as the courses are rare. The Government provided the language in the PWS as a reference to a future training need for Contractor employees.
Question #76: PWS paragraph 1.1.12 Special projects, states, “Special Projects will not cause an increase in the labor or materials and supply CLIN.”
Question #76a – Specifically, what level of effort (tasks and duration) should the contractor anticipate for Special Projects to price in the FFP and CPFF CLIN so the labor or materials and supply CLINs are not effected?
Government Response #76a: Special Projects is described at Section 5.1.12 of the PWS.
Special Projects fall under CLINs XXX2 Additional Labor Resources. Please see response to Question 72a above.
Question #76b – Since CLIN 0002 is CPFF what is the Government’s expectation for pricing?
Specifically, what level of effort is expected to be priced for this CLIN?
Government Response #76b: Please see the response to Question 72a above. Additionally, the level of effort expected in CLIN XXX2 is in TE G – Detailed Range Listing and Workload (120,502 hours) and 10,041 hours for special projects.
Question #77: PWS 4.4.3 PPE States the Government will provide, “
Question #77a - Does Government provide specialized PPE for specialized trades (i.e. welders, Underground Training Facility personnel).
Government Response #77a: PWS 4.4.3 does not state the Government will provide. The extent to which the Government provides PPE is extensively detailed in TE L- Government Furnished Property. Any other equipment, materials or supplies required in performance of this requirement are not provided by the Government.
Question #77b – What, if any, type paints will the Automobile Body Repairer, Fiberglass be using? (This has a bearing on what type of PPE is to be provided)
Government Response #77b: Only household, home construction and commercial automotive type paints and spray paints are used. There are no military grade paints used in association with this solicitation.
Question #78: Paragraph 5.2.1.3 states, “An example of the projects is included in TE F, Ground work Repairs and Maintenance Workload.
Question #78a– In reviewing TE F there doesn’t appear to show an example of this work.
Please clarify this requirement.
Government Response #78a: TE F – Ground Work Repairs and Maintenance Workload contains a list of Ground Work Repairs and Maintenance. The list can be used in conjunction with TE O Detailed Range Maps to get a more detailed picture of the workload. For example, on TE F, Range BKSR and the description is BP2, you can look on the map (TE O) for BKSR and see BP2. Offerors can determine their requirement to maintain that workload. The Government’s need for repairs or extent of the repairs can only be determined when the need for repair arises.
Question #79: Paragraph 5.2.1.4 states, “The Contractor shall provide ground maintenance and facilities maintenance to selected training facilities outside the “RED LINE”. These facilities include rappelling towers, IEDD lanes, Urban Clusters, Observation, Points (OP), Scale Ranges, Range Operations Center (ROC), Instrumentation docks, landing zones, drop zones, tactical landing strips, UAS launch/recovery strip, mortar points, air load simulator, Forward Operating Base (FOB), UTF, surveyed artillery firing points and assembly areas.”
Question #79a – In the file “Attachment #4 Cost Price” the Government is requesting Labor categories and hours for each of those categories. In paragraph 5.2.1.4 it states work areas but does not provide duration of tasks. Please clarify this requirement.
Government Response #79a: TE G - Detailed Range Listing and Workload clearly indicates which facilities are maintained by the Contractor. In conjunction with TE O - Detailed Range Maps and TE V - Government Property, Government Facilities tab the individual types of facilities and thereby the labor categories needed can easily be determined.
Question #80. Past Performance section. Will the Government consider reviewing current CPARS vs having our customers complete the PPQ?
Government Response #80: Section L., C., 3. Proposal Content, c. Volume III – Past Performance, paragraph iii. “In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources…” However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Offerors.”
Question #81. Technical Exhibit F - What are the specific tasks and hours required to accomplish each of the descriptions for each line item? No workload data was provided please clarify this requirement.
Government Response #81: This is a performance based requirement and the Government’s workload requirement is listed in TE F – Ground Work Repairs and Maintenance Workload.
Question #81a - What is the frequency of tasks?
Government Response #81a: The frequency of the workload were based on one year’s worth of repairs.
Question #81b – Are any of these tasks to be priced under CLIN X002, if so, which ones?
Government Response #81b: Only workload requested as a “special project”. Please refer to PWS sections 5.1.3, 5.1.12, 5.2.1.3, 5.2.1.4.
Question #81c - Maps do not provide miles or distance. Please clarify this requirement.
Government Response #81c: Reference to TE O – Detailed Range Maps: With the exception of the map on page 1, TE O provides a grid reference based on the metric system. Each square on the map represents one kilometer in length from which the miles or distance can be calculated. It is the Offerors responsibility to provide the miles or distance based on the requirement.
Question #81d – BOAZ not listed in Technical Exhibit O.
Government Response #81d: BOAZ is listed on page 7 of TE O – Detailed Range Maps.
Question #81e - Map for CBAC but no tasks listed. Please clarify this requirement.
Government Response #81e: CBAC is on page 10 of TE O – Detailed Range Maps. Workload are supported and maintained as indicated in TE G - Detailed Range Listing and Workload.
Question #81f - Map for CCRA but no tasks listed. Please clarify this requirement
Government Response #81f: Workload is in TE G Detailed Range Listing and Workload.
Question #81g - Map for Cowhouse Demolition (CD??) but no tasks listed. Please clarify this requirement.
Government Response #81g: Cowhouse Demolition tasks are supported and maintained as indicated in TE G - Detailed Range Listing and Workload.
Question #81h - Map for Cowhouse Machine Gun (CMG??) but no tasks listed. Please clarify this requirement.
Government Response #81h: Cowhouse Machine Gun tasks are operated, supported and maintained as indicated in TE G - Detailed Range Listing and Workload.
Question #82: Technical Exhibit H – In the referenced TE workload data (in hours) for Vehicles, is provided starting at row 1278. Since the TE is for Vehicle Maintenance / Welding / Target Devices Workload, we found no workload data for welding and targets. Please clarify this requirement and provide hours for Welding and Target Devices.
Government Response #82: Welding is often a subtask of a repair and is not listed separately.
There are tasks that describe a “broken weld” or a “broken arm” or “cracked arm” which may require repairs by welding. While a person trained and certified to weld is needed, the workload may be minimal and would not require more than 0.1 FTE.
Question #83: Technical Exhibit K – In the referenced TE workload data (in hours) is for generators and small engines and we found no workload data. Please clarify this requirement and provide hours for generators and small engines.
Government Response #83: TE K – Generator, Small Engine Maintenance Workload lists the maintenance and repairs that were completed in a one year period. TE K has been updated.
Additionally, TE L - Government Furnished Property and TE V Government Property provides offerors the exact amount and types of equipment. Offerors can determine ways and means for servicing, maintaining and repairing the equipment provided on TE L.
Question #84: Technical Exhibit U – In the reference TE it states in the Note, “NOTE:
Baseline Staffing is presented for information only.” Section L, Subfactor (2) Management approach states, “The Offeror shall provide manpower matrices showing the total overall manning for the proposed organization structure by labor category and Wage Determination code, if applicable, following the Government Baseline Staffing found in Technical Exhibit U.
Any deviation from the Baseline Staffing shall be explained to show how the approach ensures successful performance.”
Question #84a – There is an apparent conflict between TE U and Section L. Please clarify this requirement.
Government Response #84a: There is no conflict. Any deviation from the baseline Staffing shall be explained to show how the Management Approach in Section L, Subfactor (2) ensures successful performance.
Question #85: Per the Government’s pricing template, the fringe cost is broken down by individual fringe elements of the fringe pool. Our fringe rate is based on the individual fringe elements listed in the pricing template along with additional elements not accounted for in the pricing template.
Question #85a - Would the Government consider accepting a completed pricing template with all of the fringe captured in one fringe rate, which would encompass all of the fringe elements, along with a supplementary, detailed breakdown of the DCAA accepted fringe pool and rate broken down by each individual fringe elements?
Government Response #85a: The Government has considered and will allow offerors to include all of the fringe captured in one fringe rate which would encompass all of the fringe elements. The Government will also allow offerors to insert the columns necessary to calculate the rates on the Government’s pricing template. It is the responsibility of Offerors to ensure all formulas are included and accurate on the pricing template. A Cost/Price Narrative must be provided in accordance with Section L, section 3 Proposal Content, d, Volume IV – Cost/Price, d., ii Submission Requirements(1) and (3) of the Solicitation to support the proposed fringe rate.
Question #86: Our standard accounting practice captures H&W in a different way than the spreadsheet is set up, we also will have to factor in an overhead.
Question #86a - Can the columns be moved and columns added to account for all of our cost and indirects according to our standard accounting practices?
Government Response #86a: The Government will allow columns to be moved and be added to Attachment 4 to include factoring in the necessary columns to calculate the overhead rates. It is the responsibility of Offerors to ensure all formulas are included and accurate on the pricing template. A Cost/Price Narrative must be provided in accordance with Section L, section 3 Proposal Content, d, Volume IV – Cost/Price, d., ii Submission Requirements(1) and (3) of the Solicitation to support the proposed overhead rate.
Question #87: CLIN 0002 - states, “Unit of issue “each” equals hours.
Question #87a – Please clarify if contractor is to propose an hourly rate or a total price based upon effort?
Government Response #87a: Offerors shall propose a total price for CLIN XXX2 based on the hours.
Question #87b – The pricing work sheet is asking for labor categories and hours. Since this is CPFF CLIN specifically what hours are to be priced for this effort?
Government Response #87b: This is a performance based requirement. In accordance with Section L, Subfactor (2) Management Approach The Offeror shall provide manpower matrices showing the total overall manning for the proposed organization structure by labor category and
Wage Determination code, if applicable, following the Government Baseline Staffing found in Technical Exhibit U. Any deviation from the Baseline Staffing shall be explained to show how the approach ensures successful performance.
Question #88: Is there a requirement for the offeror to have a Facilities Clearance? If so, what level?
Government Response #88: See Amendment 0004, Government Response #15.
Question #89: Are there any CBAs for this contract? If so, will the Government provide them?
Government Response #89: If the offerors allude to Collective Bargaining Agreements (CBA’s), this solicitation does not require a CBA. This solicitation includes a Wage Determination. See Technical Exhibit A Wage Determination.
Reference: PWS 5.1.9 and TE-G. It is unclear exactly what the scope and extend of PWS 5.1.9 is in reference to the level of effort and manning required. PWS 5.1.9 says “The contractor shall only provide material, supplies, and ground repair support to Instrumented Ranges.” This is unclear as to the effort required and is this similar to other digitized ranges where the range O&M contactor must build, paint, thermalized and install targets on a digitized range by use of a different contract vehicle.
Question #90: Please clarify the efforts of the Fort Hood ROSS contractor to build, paint, thermalized and install targets for the digitized range? Please provide historical workload data for the digitized ranges.
Government Response #90: Please refer to answer for Question #19 in Amendment 0004. The answers there are the answers for this question.
Reference: Reference TE-U and Fort Hood Regulation 350-40 Section 4-3. Ft Hood Operations requires a DS/GS Technician for both the morning and evening mandatory shut downs on each complex. It is unclear how Line 15 of TE-U which is 5 FTE’s can meet this requirement since in the range operations schedule can exceed a 12 hour day.
Question #91: Please clarify that the Ft Hood ROSS contractor is required to provide a qualified DS/GS technician on site and for each range complex during the morning and evening mandatory shut down period (FH Reg 350-40 Section4-3)?
Government Response #91: The Government does not require a qualified DS/GS technician during the morning and evening mandatory shutdown periods at every complex. The PWS does not state that a DS/GS qualified technician must be present for both morning and evening mandatory shut downs or is required at every complex. Section L, 3b Volume II – Mission Capability, iv., (2), Key Personnel Qualifications states the Offeror shall provide minimum Qualification Standards (JQSs) for the proposed personnel to bring the necessary value and structure to support the …” Additionally, FH Reg 350-50 section 4-3 does not discuss DS/GS capability. The 5 FTE’s of DS/GS technicians are in support of range complexes, but when and where they work on any given day is based more on the need than it is on the time of day or which complex they are working at.
Reference: RFP pages 103 and 104. The RFP states “in the Cost/Price Proposal Section, offerors shall show the linkage between the direct labor rates used to propose against the Firm Fixed Price (FFP) portion when submitting the cost for the Cost CLINs (0002, 0003, and subsequent periods)”.
Question #92: Will the Government please explain the “linkage” it is looking for since Attachment 4 elicits a direct labor cost buildup for the FFP portion that is not linked to the buildup for the Cost CLINs.
Government Response #92: In reference to Section L, 3d,Volume IV – Cost/Price, ii(1), linkage simply means the direct labor rates used for FFP labor categories match the rates used for the same labor categories on the CPFF CLINs.
Reference: Section L.1 C. Proposal Preparation Instructions. 3. Proposal Content b. Volume II – Mission Capability i.v (a) Staffing and Organizational Structure (page 100 of 111). The RFP states “The Offeror shall provide manpower matrices showing the total overall manning for the proposed organization structure by labor category and Wage Determination code...Separate sets of matrices are required for the base period of performance and each of the option years.”
Question #93: Due to the page limitation, will the Government accept one matrix (as opposed to separate set of matrices) that includes Base Period and each of the option periods?
Government Response #93: The Government will accept one matrix as long as it clearly depicts the total number of productive man-hours and associated Full Time Equivalents (FTEs) for each proposed organizational element such as Division/Branch/Team by labor category and by period of performance.
Reference: Specific Relevant Contracts Sheet, Attachment 2. #5 Relevancy Description of Attachment 2 states “In determining relevancy, consideration should be given but not limited to such things as product/service similarity, product/service, size and complexity, contract type, contract environment, division of company proposing, and subcontractor interaction.”
Question #94: Please clarify what the Government is looking for in our response to the “contract environment” relevancy requirement?
Government Response #94: The Government is looking for the role the offerors played in the same or similar requirements to this solicitation.
