1.1. Full name of effort: Technology Base Support.
1.2. Background: The Technology Base Support Task Authorization Request (TAR) is designed to provide support for new instrumentation, modeling and simulation, data collection, reduction, and analysis (DCR&A) tools; provide maintenance, upgrade and enhancement to existing technology tools; to provide expertise in planning the use of both new and existing technology tools; and to coordinate with live and constructive simulation experts on the integration between instrumentation, DCR&A and simulation. The requirement to provide expertise will involve work with operational test teams, developmental testers, evaluators, Program Managers, and organizations involved in training, acquisition, analysis, and research. This TAR is designed to provide Operational Test Command (OTC) with the expertise and tools to gather appropriate data from a variety of tests and events using means that meet certification and accreditation standards. The Technology Base Support TAR incorporates technology support requirements not currently covered under test specific TARs.

The risk at all levels in the performance of responsibilities pertaining to human subject participation in research and development activities must be considered.
(a) Human Use Committee (HUC) constraints and requirements: None identified at this time. Late or subsequent publishing of HUC constraints and requirements will be forwarded by the Test Officer (TO) through the Test Support Officer (TSO) to the Contracting Officer's Representative (COR) for inclusion in a follow-on point change or TIL.
(b) Other safety issues and concerns. No safety issues are anticipated beyond those described in the Base TAR.

On an intermittent assignment basis, the contractor shall be required to perform testing and experimentation in support of other Department of Defense (DOD) activities.
3. TASKS TO BE PERFORMED: The contractor's TIP response shall describe the technical approach and methodology with associated labor and reimbursables separately for each of the below sub-paragraphs. Costs shall be separately identified by each month and segregated by fiscal years. Test specific requirements shall not be charged to this TAR unless otherwise specified by a Task Instruction Letter (TIL) or other tasking document.
3.1. Engineering General and Administrative Support. General and administrative support for engineering capabilities required to provide technical competency for operational testing. When required by TIL, contractor shall track and provide separate costing of test support efforts under this paragraph. The contractor shall:

(b) Support recurring technology coordination meetings, technical interchanges and engineering evaluations. The contractor shall participate in biweekly planning meetings, face to face planning sessions as required, and other events as specific architectures dictate.
(c) Review documents, prepare plans and reports, conduct and report engineering evaluations, feasibility studies, and trade-off analysis, and formulate strategies and alternatives for support of operational testing requirements. Prepare functional and technical specifications.
(d) Prepare, provide and present training classes, presentations and demonstrations as directed.
3.2. Continuous Life Cycle Management of Technology Systems. The contractor shall provide engineering and technical support for the identification, evaluation, acquisition and infusion of emerging instrumentation, data acquisition and test and measurement; provide for the maintenance, upgrade and enhancement of existing technology tools; and maintain proficiency on existing technology tools. Additionally, the contractor shall:
(a) Support resolution of obsolescence issues by providing an analysis of alternatives, testing and recommending replacement parts and components for all existing instrumentation. The government must approve technical recommendation and associated costs before implementation takes place. A TIL must be issued by the Government and the TIP must be approved before the contractor may proceed with any upgrade or enhancement. If a specific upgrade for existing instrumentation system(s) is proposed in response to this TAR, it must be identified and costed separately.
(b) Evaluate existing technology systems on the contract.
