106 3.15 The PWS states that SOFA and Logistical Support is not guaranteed. It further states in paragraph 3.25 that, "...The Contractor shall obtain TCSA (by German and Italian authorities) for all HCWs prior to commencement of services under this contract.
The Contractor shall not employ Troop Care providers that have not been accredited to specific positions at specific locations."
Typically, disapproval of TCSA status by German or Italian authorities is based on the position and not individual. If a position is not granted TCSA (and therefore SOFA/logistical support) status, then the individual will have to be hired under the appropriate Host Nation system.
Can the government provide historical data on the proposed positions and if they were granted TCSA status previously?
Refer to: PWS Paragraph 1.4.1. "As used in this contract, positions under “Description of Services” includes services of all direct and non-direct care medical specialties. Only the specialties listed in Exhibit 1 are pre-approved by the DoD Contractor Personnel Office (DOCPER)/host nation authorities."

Regarding the Past Performance contract references that can be included in an Offering, the RFP states, "The three but not more than five contracts may include efforts performed by the prime and any teaming arrangements projected to perform on any resultant contract."
