| # | REFERENCE | CHANGE TO RFP Y/N | QUESTION | RESPONSE | ADDITIONAL INFORMATION | |
| 1 | PWS 1.5.1.2 | Y | Based on my review of the previous contract, awarded five years ago, the Prime Contractor’s qualification was roughly the scale of construction capability of less than 80 billion Korean Won. The Prime Contractor’s Business License requirements were mainly Facilities Maintenance and Management and Electrical Systems Repair. Additional licenses could be substituted by subcontractors providing proof of registered licenses. In addition, the incumbent seems to have completed construction work and provided diverse services valued at roughly 10~15 billion Korean Won annually which would be around 60 billion Korean Won total in the past five years. In the solicitation at this time, the Prime Contractor is required to possess all three following licenses for General works (Civil), General works (Architecture), and Specialized work for Electrical or the following two licenses for General works (Civil and Architecture) and Electrical Systems Repair. The business license requirement of the solicitation is considered for the major construction firm category. In Korea, there are around 100-200 firms that can meet the license requirement. Those firms are called first-tier companies. However, those companies are typically seeking projects totaling over 1 trillion won annually. Therefore, realistically, unless there are some special reasons (i.e., building records of U.S. Armed Forces in Korea construction projects, overseas expansion effort, FED contractor registration, and others), those first-tier firms’ participation in the competition in response to the solicitation is expected to be very unlikely. Even if one of the major companies wins the competition, this requirement will be subcontracted multiple times to those who actually have experience with doing business with the U.S. Armed Forces in Korea. That is one of the reasons why there are many issues with the quality of construction performance on the U.S. bases in Korea. There is a wide gap between the anticipated size of the contract resulting in the solicitation and the major firms’ criteria for participation in the competition. Effective January 1, 2024, the Korean Government abolished the Facilities Maintenance and Management license and provided those companies, who possessed the license, an opportunity to elevate to either General works (Civil) or General works (Architecture) or to convert it to specialized construction business license. By Korean law about this matter, a company that had the Facilities Maintenance and Management license and elevated the license to General Works is allowed to compete for minor civil engineering, electrical, fire protection, and mechanical system projects. In conclusion, based on my review of the scope and the scale of the previous contract as well as the scale of the solicitation at this time, I am confident that a Prime contractor who only has a General Work (Architecture) license with business partners for mechanical systems repair and fire protection systems management still can meet all the requirements of the Performance Work Statement. Additionally, other solicitations in SAM.GOV state eligibility for participation in the competition in proportion to the scale and the scope of the projects. Therefore, I would like to ask you to consider revising the business license requirement based on the scope and the anticipated scale of the requirement so that a company with a General works (Architecture) license can compete for the requirement. Thank you for your time and consideration. | There are over 900 facilities including buildings, roads, pavements, and utility lines (water, sewer, electrical, and fuel line) across the five COBs (Suwon, Daegu, Gimhae, Gwangju, and Cheongju). The buildings are including all the electrical/mechanical/fire protection systems. The government believes the Prime Contractor’s licenses are required to meet/perform the base maintenance contract IAW the PWS. The PWS reflects the licensing requirements. Attachment 16 has been revised so that the contractor may submit General Works (Civil), General Works (Architecture) and Specialized Work for Electrical licenses OR General Works (Civil and Architecture) and Electrical Systems Repair licenses in lieu of General Works (Civil), General Works (Architecture) and Specialized Work for Electrical licenses. The Mechanical Systems Repair and Fire Protection Systems Management licenses have been removed from the evaluation factors, but note that they are required for contract performance and must be addressed in the contract management plan as well as be presented prior to contract performance (by either the prime or subcontractor.) | ||
| 2 | Attachment 16 – Addendum to 52.212-1 and 52.212-2 > Evaluation Approach > b. Subfactor 2_Prime Contractor’s Prior Experience | N | Understood offeror should submit evidence of recent experience in facility maintenance including following work areas:- (1) | Electrical | ||
| (2) | Mechanical (Structural, plumbing, HVAC) | |||||
| (3) | Real property management | |||||
| (4) | Environmental protection services Understood also that if failed to submit evidence of recent experience in any of the work areas (1)-(4) above, the offeror will receive Unacceptable and will not be further considered for award. Please clarify. | |||||
| (For example, if we, as an offeror, submit experience evidence for (1) Electrical and (2) Mechanical only, no further evaluation to be proceed) | Offeror must submit experience for each area listed in Attachment 16 or will otherwise be rated unacceptable. | |||||
| 3 | n/a | Y | Can consortium or JV be allowed? Please clarify. | The licenses of a subcontractor cannot be substituted for the prime contractor’s licenses (Subfactor 1). The experience of a subcontractor cannot be substituted for the prime contractor’s experience unless otherwise stated. Prime Contractor’s Business Licenses and Prior Experience – Proposals will not be considered technically acceptable if the proposal attempts to meet this requirement through the licenses and experience of Subcontractors, Joint Ventures or other type of partnerships. Attachement 16 has been revised. | ||
| 4 | PWS 1.5.1.2 | Y | PWS 1.5.1.2 suggests that the subcontractor’s licenses for Mechanical Systems Repair (기계설비 공사업) and Fire Protection Systems Management (소방시설관리업) can be utilized. However, this allowance is not explicitly mentioned in the Addendum (Attachment 16). Given this, can we confidently include the subcontractor's licenses in the bid proposal submission? | The Mechanical Systems Repair and Fire Protection Systems Management licenses have been removed from the evaluation factors, but note that they are required for contract performance and must be addressed in the contract management plan as well as be presented prior to contract performance (by either the prime or subcontractor.) | ||
| 5 | PWS 1.5.1.2 | Y | The Addendum (Attachment 16) specifies that the Prime Contractor must hold licenses in General Works (Civil) (종합공사 (토목공사업)), General Works (Architecture) (종합공사 (건축공사업)), and Specialized Work for Electrical (전기 공사업). However, the project’s practical experience requirements are heavily focused on facility maintenance, which is not typically within the scope of these construction-related licenses. This creates a significant gap between the licensing qualifications and the actual experience needed to successfully complete the project. Given this gap, it seems both practical and necessary to consider the subcontractor’s extensive experience in facility maintenance as a way to ensure the project’s requirements are fully met. Would it be possible to utilize the subcontractor’s experience to satisfy the Prime Contractor’s qualifications, ensuring that all aspects of the project are covered effectively? | While the prime contractor is required to have the licenses General Works (Civil) (종합공사 (토목공사업)), General Works (Architecture) (종합공사 (건축공사업)), and Specialized Work for Electrical (전기 공사업) or General works (Civil & Architecture) (종합공사 (토목건축공사업)) and Electrical Systems Repair (전기 공사업), experience must also be provided by the prime contractor in all requirted areas except Mechanical (structural, plumbing, HVAC), Real property management, Environmental protection services. The experience in these work areas may be provided by subcontractors. Attachment 16 has been revised. | ||
| 6 | PWS 1.5.2.4.1 and 1.5.2.5.1. | Y | Would it be possible to reconsider the requirement for the General Contract Manager (GCM) to hold a Professional Engineer (PE) license, given that the primary responsibility of the GCM is to oversee daily operations? The Supervisory Engineer (SE), who is already required to hold a PE license, is well-positioned to handle the technical aspects of the contract. It seems that having both roles require the same technical qualifications might be redundant. Perhaps focusing on the GCM’s experience in contract management and operational oversight would allow for a broader pool of qualified candidates without compromising the technical integrity of the project. Could this approach be considered? | Revised PWS 1.5.2.4.2: |
GCM shall possess a bachelor’s degree or higher in the field of engineering from an accredited college or university and have at least three (3) years’ experience as a supervisory engineer or equivalent position within the last ten (10) years in facility maintenance and repair field. Professional Engineer (PE, 기술사) or Registered Architect (RA, 건축사) is desired.
| 7 | AFI 32-1067 para. 2.12.1. PWS 1.5.3.5.4 and 1.5.3.5.10 | Y | We understand the critical importance of the backflow manager role, particularly on military bases like those under USFK, where the integrity of the water supply is essential for both health and operational readiness. The backflow manager's primary responsibility is to prevent contamination, which is crucial to maintaining safety on the base. Backflow incidents can have serious consequences, including health risks and potential mission disruptions. PWS 1.5.3.5.4 requires both a backflow certification and a plumbing technical license (배관기능사) issued by the ROK government. Similarly, PWS 1.5.3.5.10 specifies that personnel working on plumbing systems must possess a valid plumbing license. However, we believe that the specialized nature of backflow management requires a focus on backflow certification rather than a plumbing license. Given this, we respectfully ask whether it would be acceptable for a legally trained and certified backflow manager, who holds a backflow certification but not a plumbing license, to oversee operations related to backflow devices. This manager would coordinate closely with a plumbing technician or plumber who holds the necessary plumbing license. This approach would allow the backflow manager to concentrate on their specialized responsibilities, ensuring the highest standards of safety and compliance without the redundancy of requiring both certifications. Would the government consider allowing this coordinated approach to effectively manage both backflow prevention and plumbing systems? * Please note that AFI 32-1066 has been superseded by AFI 32-1067. | Revised PWS 1.5.3.5.4. |
| 8 | PWS 5.2.11 | Y | The PWS 5.2.11 specifies that inspections, maintenance, and repairs on exterior electrical distribution systems must be conducted by a technician certified under the National Electrical Code (NEC), which is a U.S.-based certification. Given that the project is based in Korea, are there any equivalent Korean certifications, such as an Electrical Technician (전기 기능사 자격증) license issued by the ROK government, that would be recognized as fulfilling the NEC technician requirement? Alternatively, can we replace the NEC certification with the ROK government-issued Electrical Technician license? | ROK government-issued Electrical Technician license is acceptable. PWS has been adjusted at para. 5.2.11 to reflect this information. |
| 9 | PWS 5.3.11.5 and Atch 16 Eligibility for award of ROK MND Contracts | Y | The Addendum (Attachment 16) specifies that under the LCS program, all service work must be carried out by Korean contractors or entities defined under the agreement. However, PWS 5.3.11.5 mandates that locksmith services must be performed by U.S. citizens or U.S. persons subject to U.S. law to ensure the protection of classified information. Given this, is it mandatory for U.S. persons to perform locksmith tasks under this contract, or can these tasks be performed by Korean personnel in compliance with the LCS program? | Para. 5.3.11.5 has been removed from the PWS. PWS para. 5.3.11.8 has been modified. GSA security containers, vaults,or associated locks are not within the scope of this contract. |
| 10 | PWS 1.5.2.11.2 and 1.5.2.11.3 | N | PWS 1.5.2.11.2 and 1.5.2.11.3 require BUILDER assessors to have three years of engineering experience in facility maintenance and a 1st class engineering license from the ROK government. However, the USAF Built Infrastructure Inventory and Assessments Manual suggests that similar roles can be filled by individuals with 5 to 8+ years of relevant experience, such as a Journeyman, V Level Technician, Architect, or Civil Engineer. Since the manual highlights the importance of practical experience, wouldn’t it be reasonable to consider that a qualified Journeyman could be sufficient to meet the PWS requirements? | Yes, government will consider qualified Journeyman as acceptable. Contractor shall provide Journeyman qualifications to the COR prior to performance of the contract. |
The government believe the BUILDER assessor who has three years of engineering experience in facility maintenance and a 1st class engineering license from the ROK government will be sufficeint to perform the requirments.
| 11 | PWS 1.5.3.5.7 | N | Water treatment plant operations technical licenses (정수시설운영관리사) issued by ROK government apply for larger capacity plant and not for T1 level qualification for contract like BMC. Is this allowable to use Water Distribution Management Basic Certificate issued by Korea Water and Sewage Association and Level 1 Certification in accordance with PACAFMAN 32-1067? | Water Distribution Management Basic Certificate (상수도관망시설운영관리사) issued by Korea Water and Sewage Association is not acceptable. The scope of duites of a Water Distribution Management Operator includes the establishment and implementation of a water supply network network maintenance plan, water supply network leak detection and repair, water supply network leak management, and inspection and maintenance of water supply network facilities, which is what we require for this contract. |
| 12 | PWS 7.10 | Y | Given the challenges in finding EPA-approved technicians in Korea, we propose adjusting the certification requirement to accept KEPA (Korean Environmental Preservation Association) approval or an Environmental Manager certification. This adjustment would better align with the local workforce while ensuring compliance with environmental standards. Additionally, since this position is not outlined as key or non-key personnel with specific license or certificate requirements in the PWS, we believe there is flexibility in the certification requirements that could be considered. Could you please consider this adjustment to make the requirement more feasible and locally applicable? | KEPA equivalent certifications are acceptable. PWS is revised at para. 7.10. |
| 13 | Attachment 14 Tax Exemption Declaration | N | Is it possible to include more than one oil company in the Tax Exemption Declaration (Attachment 14) since the nearby gas stations that accept tax-exempt coupons may vary by site? | Yes. |
| 14 | PWS 5.2.11.2.8 | Y | In reviewing PWS 5.2.11.2.8, which details the qualifications for maintaining lightning protection systems, it appears that the specific qualifications, such as the completion of AMMO-47 or AMMO-48 courses, are critical for ensuring compliance. However, these qualifications are not currently listed under the Key Personnel requirements. This raises a concern about whether personnel with only an electrician’s license (전기기능사 자격증) will be sufficiently qualified. Could you confirm if the Air Force plans to provide the necessary training internally, or will these certifications need to be independently acquired prior to contract execution? |
Government may provide the necessary training internally, however, if the contractor has qualified personnel, the credentials shall be submitted to the COR prior to performance of work. This work area may be subcontracted.
Revised PWS 5.2.11.2.8.
| 15 | Solicitation Clause 5152.232-4030 | N | The payment terms in clause 5152.232-4030 address partial payments for product deliveries. However, there is no clear guidance on whether these partial payments extend to services rendered or purchases made by the contractor under this contract. Can partial payments be authorized for these areas as well? Clarifying this would ensure effective resource management and uninterrupted service delivery | The contract is designed for submission of monthly invoices as services are rendered. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. |
| 16 | Atch 16 Past Performance | N | Regarding the past performance requirements specified in Addendum (Attachment 16), could you please clarify whether the subcontractor information should refer to those we have previously worked with, or those we plan to engage for this particular scope of work? Additionally, if the information pertains to future subcontractors, how should we address the ratio of their involvement considering that work order schedules are not yet established? | Yes, if you plan on utilizing subcontractors in the performance of work areas of the contract, past performance should be submitted for those subcontractors. There is no need to address the ratio of their involvement. |
| 17 | Atch 16 Addendum to FAR 52.212-2 Evaluation – Commercial Products and Services | Y | I believe you shall have evaluation criteria table for fair selection of a contractor (even you have certain subjective evaluation for a specific factor). Could you provide this evaluation criteria table for offerors? | The evaluation will be conducted with the information currently provided in Attachment 16. The source selection method is Subjective Tradeoff, and the evaluation team will evaluate the proposals against TABLE 1 – COMBINED TECHNICAL/RISK RATINGS already included in Attachment 16. A Cross Reference Matrix has been added to Attachment 16. |
| 18 | n/a | N | Could you please share the information of who’s evaluating the proposal? (It is not the requesting of personal information, but we wonder which certified people are evaluating which part) | Proposals will be evaluated by multi-disciplined team including representatives from appropriate functional areas such as contracting, technical, cost/price etc. |
| 19 | PWS 1.5.2.4 and 1.5.2.5 | Y | You are requesting PE license for GCM and SE. Are PE licenses such as PE Air-Conditioning Refrigerating Machinery or PE Industrial Machinery Facility acceptable instead of civil and architecture PE license? | Revised PWS 1.5.2.4.2: |
GCM shall possess a bachelor’s degree or higher in the field of engineering from an accredited college or university and have at least three (3) years’ experience as a supervisory engineer or equivalent position within the last ten (10) years in facility maintenance and repair field. Professional Engineer (PE, 기술사) or Registered Architect (RA, 건축사) is desired.
| 20 | 5.3.7 Roof Systems | N | Will the government provide safety equipment such as bucket truck or reimburse the cost to rent a bucket truck? This is because Contractor shall encourage its employees NOT to climb up to the roof for inspection purpose unless the government provide safety equipment and majority of properties are not equipped with fall protection such as an anchorage system. | The government does not provide safety equipment or reimburse the cost to rent a bucket truck. Inspection shall be performed at the contractor’s expense under Preventive Maintenance (para. 5.1.1.1) and all required labor, equipment, and materials should be included in Firm Fixed Price. Some facilities already have anchor systems installed, and Work Orders to install safety equipment such as anchors points may be requested by the contractor for future installation, and the BCE will have the final decision for approval or denial of the work order. |
| 21 | n/a | N | What is the exact contract title that we need to use within the proposal? (sam.gov or attachment 1) | Proposals shall reference solicitation number W90VN6-24-R-A001 and title 607th MMS Base Maintenance Contract (BMC) |
| 22 | PWS Section 8, PWS 1.4, RFP Supplies or Services and Prices or Costs | Y | On the RFP, the phase-in period is clarified as 2 months (2024.01 - 20205.02), however in PWS, phase-in is 1 month | 2 months is correct. The PWS has been adjusted at para.1.4 and section 8 to reflect this information. |
| 23 | PWS 3.1.2.2 | N | Will the government allow the contractor to procure/source local equipment/materials and add them to the list in Appendix III upon approval? | see para 3.1.5.3. |
| 24 | PWS 3.1.17, 3.1.5.2. and 3.1.5.3 | Y | Could you please clarify which specific forms are being referenced in sections 1.14.1.2. to 1.14.14. Above?? | References to 1.14.1.2 and 1.14.14 have been removed from the PWS paras. 3.1.5.2 and 3.1.5.3. |
| 25 | PWS Section 4 | Y | Appendix VII is missing from the attached documents. | The reference to Appendix VII has been removed. Please note that PWS section 4 has been revised to add a CDRL (A046) where the contractor is required to provide a listing to the Government of all the Contractor Furnished Property that will be utilized on the contract. |
| 26 | PWS 5.1.2.4.30 | N | If we perform the work as described in section 5.1.2.4.30, will the contractor be eligible to receive reimbursement, including costs for equipment lease, materials, and labor? | Para. 5.1.2.4.30 is requiring the contractor to track and identify reimbursable customers and utility usage. This work should be included in firm fixed price pricing and is not further reimbursable. |
| 27 | PWS 5.1.2.5.2 | N | What should we do if we are in the midst of negotiations, yet the job is an emergency? Likewise, if we are close to exhausting the CLIN budget but need to perform preventive maintenance work, should we halt preventive maintenance and focus on Infrequent Maintenance and Repair (IMR) until the next budget is available? | Emergencies shall be performed immediately; negotiations for cost reimbursement will not preclude the performance of the emergency. For all other unscheduled work (DSW and IMR) shall be pending untill further notice from the goverment. Preventive Maintenance is part of Firm Fixed Pricing CLINS and will continue performance. |
| 28 | PWS 5.1.2.5.3 and 5.1.2.5.3.1 | N | In the Event of a natural disaster or unforeseen incident causing issues with Government Furnished Property (GFP), can it be understood that the U.S. military will cover the costs associated with equipment rental, consumables, and labor? | Yes, with the approval of the COR and KO. |
| 29 | PWS 5.1.2.5.3. | N | Does this clause suggest that by submitting a DSW request form for the respective unscheduled CLIN, the contractor might be reimbursed for labor, parts/material, and equipment rental costs by the government? | Yes - see para. 5.1.2.5.2. |
| 30 | PWS 5.1.2.5.3 | N | Does this clause suggest that by submitting a DSW request form for the respective unscheduled CLIN, the contractor might be reimbursed for labor, parts/material, and equipment rental costs by the government? | Yes - see para. 5.1.2.5.2. |
| 31 | Solicitation Clause 52.228-4 | N | Could you please clarify if FAR 52.228-4 applies to Korean workers at U.S. military facilities in Korea and if they are entitled to compensation for non-war-related injuries? | Workers’ Compensation Insurance is up to the Contractor’s commercial business practice in accordance with applicable ROK law and standard. |
| 32 | PWS 5.1.5 | Y | At the beginning of the contract, will the government provide accurate information regarding USAF-owned utility lines/systems with a color-coded marking system to prevent any accidents? | The government will provide utility line maps, however due to the age of the utility lines, these maps may not be 100% accurate, and the contractor is responsible to verify utility line locations prior to conducting any work. PWS para. 5.1.5 modified. Clause 52.236-2 Differing Site Conditions (Apr 1984) has been added to the solicitation. |
| 33 | PWS 5.2.11.1 | Y | Could you please confirm if the contractor's role is limited to identifying the areas for scanning and then correcting the deficiencies reported by the CEMIRT team? As per the contract, the contractor is required to identify all critical electrical switchgears and connections that need to be scanned according to the manufacturer's recommendations. However, it is mentioned that the actual thermographic scan will be conducted by the USAF CEMIRT. Once the CEMIRT team performs the scan and provides the contractor with a report detailing any deficiencies, is the contractor solely responsible for correcting the identified deficiencies? | The PWS has been adjusted at para. 5.2.11.1 to reflect this information. |
| 34 | PWS 5.2.11 | Y | If the CEMIRT team will perform thermographic scans related to substations, main transformers, underground cables, and lightning protection? As per the contract, the contractor is required to identify all critical electrical switchgears and connections that need to be scanned according to the manufacturer's recommendations. However, it is mentioned that the actual thermographic scan will be conducted by the USAF Civil Engineer Maintenance Inspection and Repair Team (CEMIRT). Could you please confirm | The PWS has been adjusted at para. 5.2.11.1 to reflect this information. |
| 35 | PWS 5.3.2 | N | Based on the provided document, facility finishes include various interior and exterior tasks such as sanding, etching, applying primer, and finishing of all assigned surfaces. If a facility has been neglected for an extended period, requiring extensive sanding, etching, applying primer, and finishing of all surfaces, would such tasks fall under Infrequent Maintenance Work (ELIN)? | Yes, it can be done through Direct Scheduled Work or Infrequent Maintenance and Repair. |
| 36 | PWS 5.3.11.3 | Y | Is an AWS certified welder still necessary for this LCS contract, considering that PWS 1.5.3.5.5 specifies that welding technical licenses issued by the ROK government are required? | Welding technical licenses (용접기능사) issued by ROK government are acceptable. The PWS has been adjusted at para. 5.3.11.3 to reflect this information. |
| 37 | PWS 5.3.11 | Y | The following PWS appears to conflict with other requirements and qualifications | This question was not specific on how the PWS conflicts with other requirements and qualifications, therefore a specific answer could not be provided. However, parts of the PWS in section 5.3.11 have been revised based on other questions submitted. |
| 38 | Atch 16 | Y | On page 4 of the attachment 16(addendum to 52.212-1), the one of required business licenses is Fire Protection Systems Management(소방시설관리업). Can the license of Fire-Fighting Facilities Construction Business(전문소방시설공사업) is qualified as well to meet the qualification to provide business license of Fire Protection Systems Management(소방시설관리업)? Because, mostly, Fire-Fighting Facilities Construction Business license(전문소방시설공사업) covers scope of work of the business license of Fire Protection Systems Management(소방시설관리업). | The Fire Protection Systems Management license requirement has been removed from the evaluation factors in Attachment 16; however, it is still a requirement in the performance of the contract. The Fire Fighting Facilities Construction Business is not acceptable in the place of the Fire Protection Systems Management license. |
| 39 | Atch 16 | N | On page 5 - Technical approach of the attachment 16(addendum to 52.212-1), the US government is requiring the contractor to provide all key personnel and non-key personnel's roles, experience, license and responsibilities of each position at each location. However, the technical proposal is limited to 70pages and # of personnel that approximately needed for the project is more than 100 people. It seems like it's impossible to provide all key personnel and non-key personnel's roles, experience, license and responsibilities within 70 pages. Please clarify the PWS regarding the above mentioned questions. | While there is an expectation for the proposal to provide information "detailing roles, experience, license, and responsibilities of each position supporting the maintenance and repair of facilities at each designated location," we are not requiring actual copies of empoyees' resumes, licenses, certificates, diplomas, etc. as part of the proposal. For example, the proposal can include a spreadsheet that lists each employee with columns that list their experience and qualifications. The Government reserves the right to request supporting documentation to verify experience and qualifications at time of and after award of the contract. The page limitation remains at 70 pages. |
| 40 | N | Comply with all applicable and most current OSHA only? Should include KISHA (Korea Industrial Safety and Health Act.) | According to the PWS 1.5.2.8.1, Safety manager is responsible for maintaining safety programs IAW Occupational Safety and Health Administration (OSHA) laws and regulations and Korean Industrial Safety and Health Standards (KISHA). | |
| 41 | N | English requirement for all Key Personnel is not necessary. GCM & SM only should require fluently read, write, speak, and understand English effectively, and use English to conduct business, other Key personnel only require to read, write and not necessary speak to conduct business. Is this qualification requirement change allowable? | The requirement for all Key Personnel listed in para. 1.5.2 to fluetly read, write, speak and understand English effectively and use English to conduct business remains unchaged. | |
| 42 | N | Key Personnel & Non Key Personnel who has BMC on-the-job experiences more than 3+ years or hold current key position & Non Key Position should be considered for exempt from the Korean Licensing Requirement except for the engineer, environment and safety. Is this allowable for the continuation of services without interruption? | Key Personnel & Non Key Personnel shall have the required qualification IAW PWS. Prior BMC experience will not substitute for any listed required qualifications. | |
| 43 | Y | General Contract Manager: The GCM shall have full responsibility to act for the Contractor on “all contract matters relating to daily operations” of this contract. Would the government allow following qualification since duty weight more on contract matters relating to daily operations? “Or 5 (Five) + years of experience as BMC GCM or equivalent position within the last ten (10) years in facility maintenance and repair field”. “Should GCM require fluently read, write, speak, and understand English effectively, and use English to conduct business”? | Revised PWS 1.5.2.4.2: |
GCM shall possess a bachelor’s degree or higher in the field of engineering from an accredited college or university and have at least three (3) years’ experience as a supervisory engineer or equivalent position within the last ten (10) years in facility maintenance and repair field. Professional Engineer (PE, 기술사) or Registered Architect (RA, 건축사) is desired.
| 44 | 1.5.2.9.1 | Y | 1.5.2.9.1. The contractor shall provide two (2) architectural engineers, one (1) civil engineer, and one (1) electrical engineer. 4 (Four) Engineers each site or 1 each site in any combination of 4? | The contractor shall provide total four of engineers, not four at each site. After the award, the contractor can consult with the COR to decide whether to place four engineers to one base or to place one engineer to each base for a total of four engineers. There is no speicific site requirement as long as the engineers perform their duties from any site. PWS para. 1.5.2.9.1 revised. |
| 45 | 1.5.2.11 | N | BUILDER Assessor Qualifications, For Example: The architectural/structural assessor should have a combination of 8+ years of general building construction, facilities maintenance and planning/estimating experience related to building foundations, structure, enclosure and interior construction or be equivalent to a Journeyman, a V Level Technician, an Architect or a Civil Engineer. Per USAF Built Infrastructure Inventory and Assessments Manual. Is Engineer License Required? Isn’t it should be a Journeyman or, a V Level Technician, an Architect or Civil Engineer? | A qualified BUILDER Assessor with 8+ years of relevant experience is preferred quliafication. However, considering local market condiditions, minimum 3 years of experience will meet the requirements IAW PWS. |

| 50 | 5.1.1.3 | N | 5.1.1.3 Populate, maintain, update, generate, and manage data and reports from current and government designated database system, to include for example Interim Work Information Management System (IWIMS), Automated Civil Engineer System (ACES), other data collection systems, and government designated replacement systems, for example Tririga, as required by higher headquarters. Utilize database systems to the fullest extent. Utilize and update Sustainment Management System (SMS) systems to include for example BUILDER. Please explain all database system mentioned for better understanding. NexGen IT/Tririga, BUILDER SMS data input system estimated volume need to be inputted on each site per month bases. Please provide detail information on Tririga for better understanding | SMS (Sustainment Management System) is utilized to identify investment requirements on a facility level to sustain a facilities life cycle. |
SMS data is required to contrast the work performed with the condition indexes that are also recorded in SMS. SMS commonly corresponds well with NexGen IT. For example, SMS and NexGen IT are both used to reflect accurate inventory of assets. When SMS an NexGen data is combined it is easier to make observations. The data can suggest ways to optimize CE’s resources, identify areas of improvement and/or quantify lifecycle repair and replacement requirements. BUILDER is an SMS used to keep record of Real Property Management. BUILDER is often used by Requirements and Optimization personnel to track a facilities condition index in a quick and easy way. BUILDER represents condition indexes by color. When using BUILDER, an asset marked green is an asset in great condition. An asset marked red is an asset in very poor condition while yellow represents a condition Index that is neither great nor poor.
ACES is no longer in use. NexGen IT is US Air Force project management system data base. Government will provide all the necessary training to input/update required facilities condition/status to the NexGen IT systems including access or uploading the data. The contractor shall perform all the site visit and evaluate facilities condition including Architectural/Civil/ mechanical/electrical, and engineering judgement. NexGen IT (Tririga) allows for engineers to track a wide range of data, therefore, run a wide range of reports. NexGen can be used to allow a rapid analysis across various work task parameters including work priority, shop, time, customer, Category Codes, Mission Dependency indexes (MDI), etc. all the way down to a single asset. NexGen keeps record data of work statuses such as “completed” versus “closed”. Preventative Maintenance can easily be tracked through NexGen as well. PM Routing and Balancing data can both be pulled out of NexGen IT. Tririga is also fantastic for inventory tracking such as cost of inventory, work tasks assigned to specific inventory, inventory warehousing data, date of inventory purchase, retired inventory, directly vs indirectly issued inventory, shop assigned to Inventory materiel and numerous other details. Tririga even has the ability to perform cycle counts, inventory returns and approvals and material vendors. A large advantage That TRIRIGA introduced after IWIMS is the Facility Management features. With TRIRIGA/NexGen IT, Facility Managers can submit service requests through the software That will automatically be seen by those in customer service. Overall, this is a high-performance tool.
IWIMS (Interim Work Information Management System) is a non-internet based tool used for tracking programs such as real property, cost accounting, work and project management, material control and energy management. This system was often paired with another system called, “ACES” (Automated Civil engineer System). Tririga is the replacement for these systems. Links:
