16. Reference Section B – Supplies or Services and Prices Item No 0015/0016

Question (a): Is CLIN 0015 to be used to fund “surge” operations and what paragraph(s) in the PWS is the funding aligned with?
Answer (a): The ‘Surge’ CLIN has been deleted from the requirement.
Question (b): What is CLIN 0016 to be used for and what paragraph(s) in the PWS is the funding aligned with?
Answer (b): Other Direct Costs (ODCs) are expenses other than the direct expenses. All ODCs proposed must be directly related to a service being offered. Therefore, there is no PWS reference, as it may apply to any portion of the PWS. Possible ODCs may include, but are not limited to items such as audio/visual equipment, facility rental, commercial production, special tools, special or infrequent materials, unanticipated sub-contracted services, etc.

There is no reference to ODCs in the PWS and all ODCs expense will need to be pre-approved and funded by the Government.

17. Reference Section B – Supplies or Services and Prices Item No 0017

Question: What needs to be priced into ITEM NO 0017?
Answer: CLIN 0017 is Not Priced. The narrative of this CLIN will be revised to make this clear.

18. Reference Section H.4 paragraph (d). “Leased vehicles shall be limited to one vehicle per eligible employee. Eligible employees are employees of the prime contractor who are in direct support of contract performance and require a vehicle in the performance of their duties.”

Question (a): In the context of this paragraph, is it the Government’s intent to limit leased vehicle issue to only PRIME contractor employees as currently written and literally interpreted?
Question (b): What is the reason for the Government defining “eligible employees” as only those of the prime contractor (which is how the above text reads literally)?
Answer: The referenced language will be deleted in the final solicitation.

19. Reference Section I, Clause 252.237.7023 Para (b) and (c). Text designates entire PWS Section 2.2 as Mission Essential Services. Para (c)(1) states “The Mission- Essential Services Plan submitted by the Contractor is incorporated in this contract.”

Question: If this is separate from the proposal, when is this plan initially due to the Government and does a format exist for plan submission?

Answer: The final solicitation will specify that the initial Plan shall be submitted with the Proposal; the Final Plan shall be submitted 90 days after contract award. No format will be provided.

20. Reference Section L, Para 10. Instructions to the Offeror state “A Table of Contents should be created using the Table of Content feature in MS Word.”

Question: Should the Offeror include a single Table of Contents for the entire proposal or does the Government require a separate Table of Contents for each Volume?

Answer: A separate table of contents for each Volume

20. Reference Section L, Para 10. A. Instructions to the Offeror state “Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion.”

Question: Please clarify that the term “file” in this context refers to Volume (as in Technical, Past Performance, Pricing, etc.) (which may help clarify previous question.)

Answer: Yes – refers to Volume

21. Reference Section L, Para 10.A.1.a. Volume 1 Content. Text states, “It shall consist of a maximum of 18‐page narrative, plus transition schedule, and a maximum of 2 (two) pages for each key personnel position resume.”

Question: Please clarify if the transition schedule counts against the narrative page count.

Answer: The transition schedule does not count against the page limits

22. Reference Section L, Proposal Volume 1 – Technical Approach (Sub-Factor 3: Staffing Plan) Text states, “For each key position, identify the critical skills and qualifications required to accomplish the effort. The Offeror shall provide the resume of their asset for each key position and letters of intent for Key positions.” This requirement is asking the key person to commit on a contingency offer between approximately 6 and 9 months prior to the contract work becoming available. Compliance with this requirement is unlikely given the current instability in the economy and job market.

Question: As the requirement, given the stated Acquisition Schedule, is not logical or reasonable, request the Government rescind the requirement for letter of commitment from all key personnel except the Program Manager?

Answer: The requirement remains as stated.

23. Reference Section L, Para 10.A.1.a. Proposal Volume 2-Past Performance Factor Instructions (3).

Text states, “The Government defines Recent as 1) occurring within the past three years before the initial closing date of this solicitation…” Discussion: Government delays in issuing Requests for Proposals and awards during the pandemic years (2020- 2021) have skewed the ability of offerors to renew or compete for multi-year contracts, especially for FMS OCONUS opportunities.

Question: Would the Government consider changing the recency criteria for the Past Performance to within the past five years and thereby achieve broader competition for this effort?

Answer: No. The Recency definition remains unchanged.

24. Reference PWS 2.2.1.3.2 The PWS directs the Contractor to track, develop, monitor, account for, provide, etc. numerous deliverables, several requiring the use of MNG ERP system.

Question (a) : Are we expected to utilize the MNG’s computer system and ERP for all of our work or will we need to maintain our own on-site computer systems and ERP capability?
Answer (a): The contractor is required to use MNG ERP
Question (b): What document highlights the capability of the MNG ERP and is a detailed capabilities description available before submitting this proposal?
Answer (b): See the ERP Functionality Briefing, which was presented at the Pre-Solicitation Conference (Attachment 009)
Question (c): Is there a comprehensive list of the reports that the MNG ERP will create and are these reports satisfactory for submission to the USG and MNG?
Answer (c): See the ERP Functionality Briefing, which was presented at the Pre-Solicitation Conference (Attachment 009). The Contractor shall determine the format for reports and obtain government approval.
Question (d): Please address what items the offeror should provide in regards to computers, Wi-Fi, and phones at KAA, KAH, and DAA?
Answer (d): All necessary equipment is provided by MNG.

25. Reference PWS 2.2.4.2.1 The text lists Test Measurement & Diagnostics Equipment (TMDE) and Sets, Kits, Outfits, and Tools (SKOT) among equipment to be maintained by the contractor. Attachment 004 does not mention TMDE and SKOT items as part of Government Furnished Equipment.

Question (a): Please provide a comprehensive list of GFE and GFP that the Contractor is responsible for maintaining and utilizing on this contract.
Answer (a): See Equipment Lists at Attachments 004a through 004e
Question (b): What fund site(s) will the contractor utilize in order to procure “replacement parts and spares”, and what is the process of accessing and managing those fund sites?
Answer (b): Repair and replace fund cites are managed through MNG ERP and/or DLA

26. Reference PWS 2.2.4.3.7 Text states that “The Contractor shall meet MNG/USG/ICAO/GACA requirements for Airfield/Heliport fire prevention and emergency services in accordance with applicable Standards.”

Question: When these references differ in requirements for a specific compliant task, which reference takes precedence for execution?

Answer: MNG guidance/regulation takes precedence

27. Reference PWS 2.2.4.3.10 Text states “The Contractor shall collaborate with MNG Maintenance and Operations (M&O), MNG Fire Prevention, and appropriate sub-contractor maintenance personnel to ensure Flight Line and Hangar fire detection and alarm and fire suppression systems are in optimum working order.

Question: Please clarify if the AO Contractor should coordinate these actions with other possible contractors that support the Brigades through AITD and the IMSS contracts.

Answer: The intention is for the AOM contractor to coordinate with all interested parties to ensure a safe work environment

28. Reference PWS 2.2.4.3.11 Text states that the “Contractor shall train all assigned flight line personnel in basic fire extinguisher use, fire prevention and proper evacuation procedures with annual refresher training.” IMSS and AITD Contractors will also have assigned flight line personnel. Interpreted literally, the text suggests that the AO contractor “shall train” all assigned flight line personnel.

Question: Please clarify that each of the other Contractors will, themselves, be responsible for the fire prevention and evacuation procedures training.

Answer: Confirmed.

29. Reference PWS 2.2.4.5.1; PWS 2.2.4.5.6; PWS 2.2.4.5.14.3 Text describes AO Contractor role in regards to the Airfield Safety program(s) as alternatively maintaining the program, participating in the program and assisting the MNG with safety meetings. Discussion: From the other specific tasks cited, one perceives that the Contractor is fully responsible for all aspects of the Airfield/Helicopter Safety Program, from development through execution.

Question: Is the Contractor in fact responsible for developing and maintaining the Safety Program, to include running the periodic safety meetings?

Answer: Yes, contractor is responsible for the contractor safety program; contractor participates in periodic safety meetings/exercised

30. Reference PWS 2.3.1.1.1 Text states “The Contractor shall provide sound project management disciplines and is responsible for managing the successful operation of multiple tasks needed to fulfill the requirements of this performance work statement…” Discussion: Offerors should expect to provide numerous documents (in addition to the obvious Contract Deliverables) to the USG and MNG validating the accomplishment of the PWS and overarching contract.

Question (a): Will the MNG G21 ERP track all of these areas and provide the USG and MNG acceptable document(s)?
Question (b): Please identify additional documents that the G21 ERP can generate or support, thus assisting the Contractor’s management and qualify efforts.

Answer to both Questions: See the ERP Functionality Briefing, which was presented at the Pre-Solicitation Conference (Attachment 009).

31. Reference PWS 2.3.1.1.4 Text states “MNG assets furnished on this contract and are listed in Attachment 004 Equipment List.”

Question: Does a comprehensive list of equipment and property exist for this contract and can it be shared with industry prior to proposing our requirements solution?

Answer: See Equipment Lists at Attachments 004a through 004e

32. Reference PWS 2.3.1.1.5 Text states that the Contractor designated key personnel positions must be fully staffed within 60 days of award; and that positions designated later by the Government must be staffed within 30 days and performing on contract within 90 days of notification. Some confusion exists in what is meant by fully staffed (e.g., candidates accepted by MNG and OPM-SANG) as the Government requires its positions to be staffed in 30 days and allow 90 days for the employee to be on contract.

Question: Please clarify what the Government means by fully staffed since the Government directed positions must be staffed in half the time of other key personnel but still have 90 days to be assembled on station.

Answer: The initial 60-day fill requirement is contract initiation; the identified within 30-days and performing on site within 90-days is for replacements

33. Reference PWS 2.3.2.2 Text states that, “The contractor should optimize their staffing to align with the Saudi Arabian Governments Vision 2030 and Saudization.”

Question (a): Please briefly clarify what contractors should try to do to meet USG and KSA government expectations for the Vision 2030 requirement.
Answer (a): The contractor shall determine staffing
Question (b): All other areas being equal between two proposals, will the Offeror’s superior methodology to meet Vision 2030 requirements qualify as a strength in the tradeoff process?
Answer (b): No

34. Reference PWS 2.3.2.5.5 Text states that “The contractor shall provide immediate replacement of key personnel found not qualified by the Government or who are no longer performing on the contract.” Discussion: In an OCONUS assignment, family issues back home can sometimes cause the unexpected voluntary termination of an employee, even key personnel. In previous paragraphs, the Contractor has received time (30 or 60 days) to staff a position.

Question (a): Please clarify what is meant by the requirement to provide an immediate replacement for a vacant key personnel position.

Question (b): Since the only way to physically replace an unexpected departure from contract overseas is to pull some other qualified employee or manager from a nonkey position, is this an acceptable remedy to meet the Government’s timeline?

Answer to both Questions: Replacements should be staffed IAW paragraph 2.3.1.1.5

35. Reference PWS 2.3.4 Text states that for Anti-terrorism training and actions, “the Contractor shall comply with all local KSA laws and procedures, policies and regulations.” Required compliance with KSA laws and procedures appears to leave significant room for misunderstanding or incomplete compliance.

Question: Does the USG (i.e., OPM SANG or the US Embassy) have a standardized briefing or training package for Saudi Arabian Anti-Terrorism procedures and laws that can be made available to industry?

Answer: No, the USG does not have an anti-terrorism training standard or training materials

36. Reference PWS 2.4.2 Text states that “The contractor shall implement and maintain a certificated Quality Management System (QMS) IAW AS 9110. (CDRL A011)” Discussion: AS 9110 is more appropriate for the IMSS contract that, according to the USG sources, will be released later. ISO 9001:2015 and AS 9100 appear to be more relevant to the AOM contract as basis for establishing the means and conditions for a Quality Based Management System.

Question: Would the USG consider mandating a more suitable certificated Quality Management System for this work?

Answer: The requirement remains as stated

37. Reference (b) PWS paragraph 2.2.4.11, Fueling/Defueling, and specifically subparagraph 2.2.4.11.6 “The contractor shall conduct inventory, inspections, and maintenance on MNG refuel equipment”.

Question: Does this include all MNG refueling trucks and bulk fuel storage facility; spare parts for all schedule and unscheduled maintenance?
Answer: Yes, for all equipment assigned to the contractor.
