SCENARIO

It’s 0615 hours at the Khash Al Ahn Airfiled (KAA). Ten (10) UH-60M, six (6) AH-64E and eight (8) AH-6i aircraft are preparing to launch. All aircraft will depart the airfield between 0615 and 0700 hours. Two (2) aircraft have already departed and are performing pattern work in the KAA airspace. At 0630, the fire department is notified of flames and smoke emanating from Pump Station One at the bulk fuel facility. The fire department responds. At 0645, the fire department is notified that one (1) UH-60 aircraft is on fire at the KAA airfield underneath a UH-60M sun shelter.

In addition to the launches scheduled from 0615 to 0700 hours, the Aviation Brigade is scheduled to conduct aerial gunnery for twelve (12) AH-64E aircraft from 1500-1800. The aerial gunnery event includes the operation of a Forward Arming and Refueling Point (FARP). Aircraft will take off from KAA, conduct gunnery at the range, proceed to the FARP for rearming and refueling, return to the range for a second gunnery event and recover at KAA. The MNG has ten (10) soldiers (92F) in level 20 on-the-Job (OJT) training who will refuel the AH-64E aircraft at the FARP. Two (2) soldiers are in month sixteen (16) of their eighteen (18) month OJT progression and have progressed satisfactorily in their training to date. The remaining eight (8) soldiers are in month four of their OJT program and this is their first FARP operation.

Questions:

1. Discuss and address the risks faced by the fire department while ensuring all PWS functional areas remain fully mission capable.

2. How would you ensure safe FARP operations while training the MNG Soldiers?

3. Given the scenario activities and ongoing emergency situation, while maintaining the normal daily operation, identify the program management team process and actions in prioritizing tasks and still meeting all PWS requirements at 100 %.
