About this file
This is a conformed solicitation amendment for the Family of Maintenance Trainers (FMT) Product Line (PL) Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Contract (MAC). The U.S. Army Contracting Command-Orlando seeks to award multiple contracts to streamline and standardize maintenance training system acquisition, with a total estimated not-to-exceed ceiling of $396 million. The 7-year contract (5-year base with a 2-year option) will support the development, production, technology refreshes, and system enhancements of maintenance training simulation systems for institutional and operational unit maintenance training.
The solicitation aims to establish a group of pre-qualified vendors through a competitive source selection process, with the goal of making awards to all qualifying offerors. Only U.S. companies are eligible, including U.S. subsidiaries of foreign-owned companies approved by the Defense Security Service. The contract will support various contract types including Firm Fixed Price, Cost Plus Fixed Fee, and Cost, with the ability to issue delivery orders for end items, data deliverables, technical manuals, and technical data packages. Large businesses must submit a Small Business Subcontracting Plan, and the government reserves the right to set aside delivery orders for small businesses based on market research.

Section C - Description/Specifications/Statement of Work
C.1. ROLLING ADMISSIONS
C.1.1. The Government will conduct additional market research periodically after award of the FMT MAC to determine if the vendor pool is adequate to maximize practicable competition and provide adequate opportunities for businesses.
C.1.2. It is in the Government's best interest to maximize competition and have adequate number of Contractors eligible to compete for FMT MAC DOs to meet the Government's requirements. During the contract period, the Contracting Officer, based on market research and in consultation with the Program Office, will determine whether, and to what extent, to execute an open season rolling admission to maximize the pool of eligible Contractors and to ensure fair opportunity is maintained. In the event that the Government decides that there is a potential lack of adequate competition for future DOs, an open season will be conducted. Considerations will include new potential eligible Contractors, expected level of competition, time remaining in the ordering period, and work forecasted.
C1.2.1. In the event an open season is conducted, the Government anticipates a minimum of 2 awards will be made. The total number of awards is at the discretion of the Contracting Officer.
C.1.3. The Government may initiate an open season to add additional Contractors to the FMT MAC at any time, subject to the following conditions:
C.1.3.1. An open season notice is published at SAM.gov in accordance with FAR Part 5, Publicizing Contract Actions;
C.1.3.2. An open season solicitation is issued under current Federal procurement law;
C.1.3.3. The solicitation identifies the minimum number of new contracts that ACC-ORL intends to award;
C.1.3.4. Any Offeror that meets the eligibility requirements set forth in the open season solicitation may submit a proposal in response to the solicitation;
C.1.3.5. The award decision under the open season solicitation may have substantially the same or different evaluation Factors/Subfactors as the original FMT MAC solicitation;
C.1.3.6. The ordering period(s) described for any new awards shall coincide with the existing terms for all other Contractors, including option phases, and shall end no later than 7-years from the FMT MAC award date that will result from this solicitation.
C.1.4. Immediately upon admission into the FMT MAC lot, a Contractor is eligible to submit proposals in response to a Request for Delivery Order Proposal and receive DO awards with the same rights and obligations as any other Contractor.
C.2. AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER
C.2.1 Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the contractor's facilities, or in any other manner, communicates with contractor personnel during the performance of this contract, shall constitute a change under the "Changes" Clause or any other clause under of this contract.
C.2.2. The contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer or is pursuant to specific authority otherwise included as a part of this contract.
C.2.3. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer's. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
Requirements The FMT PL ID/IQ MAC will support the current and future objectives of various FMT stakeholders. Utilizing the FMT PL ID/IQ, based on stakeholder funding, PD VTS will initiate acquisition efforts to develop new FMT PL devices, and incorporate existing training devices into the FMT PL by standardizing common software, hardware, documentation, and processes. These acquisition efforts will address the development, production, technology refreshes, concurrency updates, cybersecurity, Common Core management and updates, and system enhancements based on evolving training requirements.
