EVALUATION AND BASIS OF AWARD

I. Evaluation of Quotes

The Government intends to make a single award under this solicitation to the responsible Contractor whose quote demonstrates an understanding of and an ability to meet all the requirements set forth in the Performance Work Statement (PWS). Therefore, quotes proposing less than the entire effort specified herein shall be determined unacceptable and may be removed from consideration for award.

II. Basis of Award

A comparative evaluation of quotes will be performed in accordance with FAR 13.106-2(b)(3). A comparative evaluation entails comparing each technically acceptable quote to another technically acceptable quote to determine which quote provides the best benefit to the Government. Any quote found not acceptable will not be used in the comparative analysis. The Government is not bound to make award to a quote that exceeds the requirement if it provides no benefit or value to the Government, nor is it bound to award to the lowest price meeting the requirement.

It is the intention of the Government to award a single Firm-Fixed-Price and Time & Materials contract resulting from this solicitation. The quote will demonstrate it is in compliance with the requirements, terms, and conditions of the RFQ. Comprehensive responses to the requirements of the RFQ are required to enable the Government to evaluate the Quoter’s understanding of and capability to accomplish the PWS requirements.

III. Evaluation Criteria

The Government will evaluate the Contractor’s quote to determine whether it meets all requirements and the extent to which the Contractor has demonstrated its ability to accomplish the tasks listed in the PWS, as outlined in 52.212-1 Addendum, Instructions to Quoters as follows:

Factor 1: Technical Capability

The Contractor will be evaluated on the quality of its plans to manage and execute the activities required to ensure a successful 2020 DoD Warrior Games. In order to be considered acceptable, the Contractor’s Draft Comprehensive Plan must contain venue evidence for each venue; a timeline of critical events; a complete non-sport and sport equipment list; and description of how required flooring, archery, and shooting equipment will be obtained. The Contractor’s Draft Production Plan will be evaluated based on the quality of the Contractor’s plan to provide a “spectator-friendly show”.

Factor 2: Staffing

The Contractor will be evaluated based on its ability to provide personnel with the requisite knowledge, experience, and skills to meet the PWS requirements in the San Antonio area.

The Contractor will be evaluated based on the overall experience, knowledge, and skills of each Contractor’s proposed key personnel in accordance with the PWS’ Key Personnel requirements. In order to be considered acceptable, key personnel proposed for each position must meet minimum requirements established in the PWS.

Factor 3: Corporate Experience

The Contractor (including proposed subcontractors or other teaming arrangements) will be evaluated based on their adaptive sport management experience, and experience in planning, producing, and executing similar events including coordinating with local officials in obtaining required event permits. In order to be considered acceptable the contractor must have experience executing an adaptive sport competition for a minimum of 120 athletes.

Price

The evaluated price will be the sum of all Firm-Fixed-Price and the Government provided Time &Material (T&M) amount contract line item numbers (CLINs). Individual T&M labor rates and material handling rate will be evaluated for fairness and reasonableness. Due to budgetary limitations, in order to be considered acceptable the quoted price must not exceed $3,300,000 (including the Government provided T&M estimate). In order to be considered for award, the quoted price, including individual T&M labor rates and the material handling rate, must be determined to be fair and reasonable. This determination will made be in accordance with FAR 13.106-3(a).
