2 Solicitation Section B and PWS 1.3
For CLIN 0019 – Unscheduled Training Events: During the 22-23 February 2018 preproposal conference, the Government stated that that Offerors are to provide a NTE price for a full duration Armor Brigade Combat Team BCT) Rotation for CLIN 0019. Please confirm that, for CLIN 0019, Offerors are required to propose a cost and fixed fee for 1 unscheduled full duration Armor BCT Rotation. Section B CLIN 0019 and all associated option CLIN descriptions and PWS Section

3 Solicitation L.3.11.1
In the contracts information section Volume V, do you want the schedule B filled out and completed and essentially the submission of a model contract?
Section L is a little vague as it just says SF33 without reference to submission of any other pages in Volume V.
Section L.3.11.1 was adjusted. The Government requires the signed SF33 with Section B CLIN cost/price filled out and Fill-in Clauses completed.
4 Solicitation L.3.11.2
There is also an OCRA reference in Section L under the contracting volume.
Was this a legacy thing that just didn’t make it out? Is a signature on the SF 33 and acknowledgement of all reps and certs acceptable?
Section L.3.11.2 was adjusted. The Contractor is required to fill-in Section K Reps and Certs and verify SAMS is accurate and complete.

3.6
The DTOC AAR/THP prep team is not accurately identified on Attachment 10 nor on PW Section 3.6. What is the current service level for the Wolf TAFF?
Solicitation Attachment 10 was adjusted to capture the
(2) AAR/THP team and the
(11) current WOLF TAFF member per shift.
Section Question Answer 7 PWS Section
3.5.1.1
Does the Government intend to allow the contractor to use the Ammo ANEX for ammo storage or does the Government intend the Contractor to pick up the ammo from the ASP and deliver it to the AHA.
PWS Section 3.5.1.1 was adjusted to reflect the current DoD regulations for Ammo handling and storage.
8 PWS 3.17.6 During the 22-23 February 2018 preproposal conference, the Government stated that under PWS
3.17.6 for Government Provided Facilities, janitorial services were required. The last sentence of PWS Section 3.17.6, paragraph 1 states “The contractor shall be responsible for maintaining the cleanliness of all spaces in which they occupy, provide services and common areas that they utilize.”
This statement allows an offeror to elect to have employees “clean up after yourself” to meet the requirement.
Please confirm that it is the Government’s intent for Offerors to include janitorial services. Please confirm which common areas (buildings) are to be maintained by these janitorial services. If this is the Government’s expectation and requirement, we recommend that the Government provide an RFP amendment to update to the PWS.
PWS Section 3.17.6 was adjusted. The Government changed the PWS to “The Contractor shall be responsible for the general cleanliness of all spaces in which they occupy and/or provide services. This does not include facility janitorial services.”
The Governments intent is not to procure Janitorial Services but to ensure that the Contractor maintains a clean and safe work environment.
9 PWS 3.11 PWS 3.11 states “The Contractor service hours are “not” tied to the training schedule and shall be required to work a standard (5) five day work week consisting of (8) eight hours a day;
standard Federal Holidays apply.”
However, there are direct PWS requirements associated with the execution of training exercises. Please clarify if the PWS 3.11 tasking support that is tied to training exercises are only to be performed in a standard five day work week consisting of 8 hours a day.
The PWS is correct, “The Contractor service hours are “not” tied to the training schedule and shall be required to work a standard
(5) five day work week consisting of (8) eight hours a day; standard Federal Holidays apply.” The services are performed during the normal work day
